DOLE, May Isinusulong na P7,000 — P11,000 per month na Wage Subsidy Program sa mga Manggagawang apektado parin ng Pandemya




MANILA, Philippines — KINUMPERMA ng Department of Labor and Employment o DOLE na naisumite na ang proposal para sa wage subsidy program sa mga trabahante at establishments na apektado parin ng Coronavirus disease 2019 o Covid-19 pandemic.

Ayon kay Labor Assistant Secretary Dominique Tutay, kasama sa kanilang isinumeteng proposal sa Department of Budget and Management (DBM) ang tatlong posibleng pagkukunan ng pondo para sa nabanggit na programa.

Kinabibilangan ito ng mga sumusunod:
  • Reprogram o realignment ng pondong hindi nagamit noong 2020.
  • Natitirang savings mula sa Bayanihan 2.
  • Ang DBM ay maaaring mag-identify ng ibang maaaring pagkukunan ng pondo upang ma-pondohan ang isinusulong na wage subsidy program ng DOLE.

Una nang inihayag ng DOLE na tinitingnan nilang tulungan ang nasa 1.3 milyong mga manggagawa at 30,000 na establishments partikular na ang mga nasa micro, small at medium enterprises sa ilalim ng wage subsidy program.

Sa datus ng DOLE, nasa 25, 226 ang bilang ng mga indibidual na permanenteng nawalan ng trabaho noong buwan ng Enero dahil pa rin sa Covid-19 pandemic.

Maliban dito, posible naman umanong makabalik sa kani-kanilang trabaho ang nasa 108,000 na mga manggagawa sakaling luwagan na ng tuluyan ang mga quarantine restrictions.

Sa ilalim ng proposal ng DOLE, tatlong buwang subsidy na nagkakahalaga ng P7,000 hanggang P11,000 kada manggagawa ang ibibigay kada buwan.

Sinabi ni Tutay na ibinase nila ang budget ng subsidy program sa average na sahod ng mga manggagawa sa iba't-ibang sektor. 

Ang halaga, aniya, ay nasa pagitan ng P7,000 at P11,000 kada buwan sa loob ng tatlong buwan.

Dahil dito, nasa P62 billion hanggang P188 billion ang kailangan para sa nabanggit na programa.

Ayon naman kay Camarines Sur Rep. Luis Ray Villafuerte na maaaring gamitin ang pondo para sa ipinanukalang programang Bangon Pamilyang Pilipino assistance program para sa mga low-income at vulnerable families na may P10,000 cash assistance dahil hindi naman ito nagamit sa ilalim ng national budget.

Importante umano ang nabanggit na budget na magamit para sa mga nawalan ng trabaho sa harap ng tumataas na inflation sa presyo ng pagkain.

Iniulat din ng gobyerno ang nasa P452 billion na pondo na hindi nagamit mula sa 2020 national budget at P204 million na unobligated cash balance.

DOLE, humihingi ng P9.8 billion na pondo para sa mga OFWs



MANILA, Philippines — DAGDAG na P9.8 billion na pondo ang hinihingi ngayon ng Department of Labor and Employment o DOLE bilang pondo sa ginagawang repatriation ng Overseas Workers Welfare Administration (OWWA).

Ayon kay OWWA Administrator Hans Leo Cacdac, inaasahan nilang mauubos na sa Abril o Mayo ang P6.2 billion na 2021 budget na napupunta umano sa hotel, transportation, at food exepenses ng mga napauwing Overseas Filipino Workers o OFWs.

Sinabi ni Cacdac na sumulat na si DOLE Secretary Silvestre Bello III kay Budget Secretary Wendel Avisado bilang paunang hakbang upang makatanggap ng karagdagang pondo mula sa national government.

Kinumperma ng opisyal na para sa natitirang mga buwan ng taon ang P9.8 billion.

“That’s for the remainder of the year, so P9.8 billion. That is subject to the condition that the same conditions prevail,” pahayag ni Cacdac.

Sinabi ng OWWA chief na isa sa mga dahilan ng mabilis sa pagka-ubos ng pondo ay ang pinalawig na hotel quarantine period sa mga umuuwing OFWs mula pito hanggang siyam na araw mula sa dating isa hanggang tatlong araw lamang.

Noong nakaraang taon, nakatanggap din ang DOLE-OWWA ng dagdag na P5 billion bilang dagdag sa OFW repatriation fund nito.

Sa ngayon, nasa 10,000 pa umano ang bilang ng mga napauwing OFWs na nananatili sa 140 na mga hotel na ginawang quarantine facilities.

Maliban dito, nasa 80,000 hanggang 100,000 OFWs pa ang nakatakdang umuwi sa bansa sa harap ng coronavirus pandemic.

Ngunit nilinaw ni Cacdac na ang nabanggit na bilang ay naka-depende pa rin sa partisipasyon ng mga OFWs sa vaccination program ng ibang bansa.

SSS sa mga Miyembro: Siguruhing Tama ang Account Information sa Online Enrollment




MANILA, Philippines — UPANG maiwasan ang problema sa disbursement ng loan o anumang benepisyo, hinihikayat ngayon ng Social Security System o SSS ang mga miyembro nito at mga sakop na employers na siguruhin ang tama at active na disbursement account para sa online enrollment sa Disbursement Account Enrollment Module (DAEM) sa pamamagitan ng My.SSS portal.

Ayon kay SSS President at CEO Aurora C. Ignacio na mababasura lamang ang disbursement account enrollment application ng miyembro kung hindi tama ang inilagay na account number o hindi wasto ang inapload na proof of account.

 “We urge our members and covered employers to triple-check the information they have entered before submission to the SSS to avoid inconveniences in their disbursement account enrollment,” ang naging pahayag ni Ignacio.

Sa pagparehistro, sinabi ng SSS na dapat siguruhin ang mga sumusunod:

  • Ang bank account ay kabilang sa Philippine Electronic Fund Transfer System and Operations Network (PESONet) participating bank.

  • Ang pangalan ng miyembro o business name ng employer na naka-rehistro sa SSS ay pareho sa bank account na in-enroll.

  • Dapat din na siguruhin na ang inilagay ay bank account number at hindi ATM card number.

  • Sa mga cash cards na inisyu ng mga banko, dapat siguruhin na pinapahintulutan ng banko ang paggamit nito para sa SSS disbursement.

  • Siguraduhin din na sunod-sunod ang pagkalagay ng account number, walang space at walang non-numeric characters.

  • Para naman sa e-wallets at Remittance Transfer Companies (RTCs)/Cash Payout Outlets (CPOs), ang mga mobile numbers ay dapat na nakasulat sa format na 09171234567 or 09181234567, walang space o non-numeric characters.

Bilang dagdag na verification process upang maiwasan ang panloloko sa enrollment ng disbursement account at upang ma-validate ang ownership ng enrollee, kinakailangan ng mga miyembro o ng employers na mag-upload ng proof of account sa pamamagitan ng DAEM.

Kabilang sa mga tinatanggap na proof of accounts ay ang photo o scanned copy ng mga sumusunod:
  • Passbook
  • ATM Card
  • Validated Deposit Slip
  • Bank Certificate/Statement
  • Foreign Remittance Receipt
  • Screenshot ng online o mobile banking account
  • Mobile app account para sa e-wallets
Ngunit dapat na siguruhin ng mga miyembro na ang mga photos o scanned documents ay mababasa at colored.


Ayon sa SSS, hindi naman kinakailangan ang proofs of accounts sa mga sumusunod:
  • Unified Multi-Purpose Identification card enrolled as an ATM (UMID-ATM)
  • Bank accounts migrated from the Sickness and Maternity Benefits Payment thru the Bank (SMBPB) Module
  • DBP Cash Padala thru M Lhuillier, an RTC/CPO

Benefit and Loan Disbursement Channels

Ipinaliwanag naman ng SSS sa mga miyembro at sakop na employers na iba-iba ang disbursment channels ng bawat benepisyo at loans.

Sa ngayon, ang Retirement, Disability, Unemployment, Sickness at Maternity Benefits ng mga individual members gayundin ang Funeral at Death Benefits ng mga beneficiaries na miyembro din ng SSS ay ibinibigay sa pamamagitan ng UMID-ATMs, Union Bank of the Philippines (UBP) Quick Cards, PESONet participating banks, e-wallets, at RTCs/CPOs.

Binabayaran naman ng SSS ang Sickness at Maternity Benefit Reimbusement sa mga employers sa pamamagitan ng PESONet participating banks.


Ang pension loans at short-term member loans gaya ng Salary, Calamity, at Emergency ay nire-release sa pamamagitan ng UMID-ATMs at UBP Quick Cards. Ang mga short-term member loans ay maari din na i-release sa pamamagitan ng PESONet participating banks.

“Currently, we are receiving a high volume of applications in the DAEM. In response to this, we have assigned more employees to verify applications,” 

“We advise our members to refrain from going to our branches to follow-up on their disbursement account applications. Rest assured that we are continuously looking for ways to improve and expedite the DAEM verification process,” dagdag na pahayag ni Ignacio.

Matatandaan na sinimulan ng SSS ang pagpapatupad ng mandatory enrollment ng disbursement accounts sa PESONet-participating banks, e-wallets, or RTCs/CPOs in the DAEM noong nakaraang taon para sa mabilis at seguradong pamamaraan ng pagtanggap ng benepisyo o loan disbursement.

Land Bank, May Alok na P50,000 Gadget Loan para sa mga Estudyante





MANILA, Philippines — BINUKSAN na ng Land Bank of the Philippines ang application para sa loan ng mga estudyanteng nangangailangan ng electronic gadgets para sa kanilang online na pag-aaral.

Ito'y may kaugnayan sa mas pinalawak na direct loan program ng Land Bank para sa mga estudyante kung saan, sakop na nito sa ngayon ang loan para sa pagbili ng mga electronic gadgets na kinakailangan para sa online learning.

Sa ilalim ng programa, maaaring makapag-loan ng hanggang sa P50,000 ang kada estudyante.

Ang gadget loan ay maaaring isama sa maximum loanable amount na P150,000 sa kada estudyante o P300,000 upang maisali ang pambayad sa tuition o enrolment-related fees.

Sinabi ng Land Bank na ang mga estudyanteng nasa legal na edad ay maaaring makapag-apply ng loan sa LANDBANK I-STUDY o Interim Students’ Loan for Tuitions towards Upliftment of Education for the Development of the Youth Lending Program.

Matatandaan na noong una, mga magulang at guardians o benefactors lamang ng mga estudyante ang maaaring makapag-apply ng loan.

“While we await the resumption of in-person classes, we hope that the I-STUDY Program can help students cover the financial requirements to purchase needed learning equipment and participate in online classes,” ang naging pahayag ni Land Bank President at CEO Cecilia C. Borromeo.

Itinaas din ng Land Bank ang maximum age eligibility ng mga estudyanteng makakapag-apply ng loan sa 50-anyos at isinama na rin ang mga scholar students na ang tuition fees ay hindi lahat cover ng kanilang scholarship.

  • Of good moral character as certified by school
  • Non-scholar students in private pre-school, primary and secondary schools, or
  • Not a current beneficiary of the Universal Access for Quality Tertiary Education Act of 2017 (R.A. 10931) or any scholarship program or of any privilege having free tuition fees as honor student
  • Scholar students whose tuition fees and other enrolment-related fees are not fully covered by the scholarship benefits and/or who are needing fund to purchase electronic gadgets to enable their access to on-line or computer-augmented learning
Magkano ang Loanable Amount?

Maximum loan amount shall be the equivalent of 1 school year or 2 semesters, or P150,000 per student but not more than P300,000 per borrower and which shall be based on the submitted school-issued Enrolment Assessment Form/Registration Form with Schedule of Assessed Enrolment Fees

Included in the maximum loanable amount per borrower of P300,000 is a loan amount of up to P50,000/student to finance the purchase of gadget
 

Loan Tenor

Short-term loan – payable within 1 year via 360 day promissory note (PN)
Term Loan – payable up to maximum of 3 years inclusive of 1 year grace period on the principal
 
Paano Makukua ang Loan?
  • Short Term Loan - Lump sum and to be credited directly to the account of the school
  • Term Loan - Lump sum per semester and to be credited directly to the account of the school
  • Financing for Purchase of Electronic Gadgets:
  • Term Loan – Lump sum and to be credited directly to the account of the borrower with LANDBANK
 Magkano ang interest rate?

5% p.a. fixed for the entire term of the loan
 
Dagdag pa ng Land Bank na nasa P531.5 million na na halaga ng loan ang kanilang inaprobahan sa 16 na mga educational institution upang matulungan ang mga ito sa pagpapatupad ng ‘study now, pay later’ scheme para sa kanilang mga estudyante.

SSS, May Paalala sa mga Miyembro Ngayong Panahon ng Pandemya




MANILA, Philippins — SA kabila ng pandemya, ipina-alala ngayon ng Social Security System o SSS sa mga miyembro ang kahalagahan ng patuloy na pagbabayad ng buwanang kontribusyon para sa patuloy din na mga benipisyo at prebelihiyo.

Dahil dito, hinihikayat ni SSS President at CEO Aurora C. Ignacio ang mga miyembro na boluntaryong nagbabayad ng kanilang kontribusyon at yaong mga nawalan ng trabaho na ipatuloy pa rin ang kanilang membership sa SSS. Ito'y dahil malaking tulong umano ang mabibigay ng SSS sa panahon ng pangangailangan.

Paliwanag ni Ignacio, makakatanggap ng social security benefits ang mga miyembrong regular na nagbabayad lalo na yaong pasado sa mga qualifying conditions na itinakda.

“Regularly-paying members are entitled to these social security benefits provided that they meet the specific qualifying conditions set for each benefit eligibility. It is also essential that the member is updated in paying his contributions to apply for such benefits or loans,” ang pahayag ni Ignacio.

Sa pagtantya ng SSS, nasa tatlong milyong miyembro ang huminto sa pagbabayad ng kanilang kontribusyon noong nakaraang taon dahil sa pansamantala o permanenteng pagkawala ng kanilang trabaho dahil sa mga nag-sarang negosyo.

“We do not want these members to lose the privilege of availing other benefits from SSS as a result of this situation. We have to convince them to come back, this time as voluntary paying members,” ang dagdag na pahayag ni Ignacio.

Simula Enero 2021, obligado na ang mga may trabahong miyembro ng SSS na magbayad ng 13% ng kanilang monthly salary credit o isang porsyentong pagtaas mula sa 12% noong nakaraang taon. Sa mga kumikita ng P3,000 hanggang P25,000 kada buwan, maghahati ang empleyado at employer nito sa kontribusyon na 4.5% at 8.5%.

Pension ng mga Senior Citizens, Hinihiling na Ibigay Kada 3 Buwan



MANILA, Philippines — HINIHIMOK ngayon ng House of Representatives Committee on Senior Citizen ang Department of Social Welfare and Development (DSWD) na ibigay ang P500 na buwanang pension ng mga senior citizens kada tatlong buwan sa halip na ang kasalukuyang schedule na kada anim na buwan.

Una rito, isang House Resolution No. 1047 ang inihain ni Deputy Speaker Rufus Rodriguez na nagsusulong na mabago ang releasig ng social pension ng mga senior citizen mula sa DSWD.

Sa ilalim ng proposal ni Rodriguez, dapat na kada tatlong buwan ang tanggap ng mga senior citizens nga kanilang P500 na buwanang pension para sa kabuuang P1,500.

Sa ngayon, nakakatanggap ng P3,000 na pension kada anim na buwan ang mga indigent na mga senior citizens.

“[COVID-19] has affected and disrupted the lives of all Filipinos, with the end to this pandemic still nowhere in sight as the number of cases still continue to increase,” 

“Due to lockdowns and quarantines in many parts of the country, many businesses struggled, resulting in loss of jobs for many Filipinos, including senior citizens who are still productive members of society,” ang naging pahayag ni Rodriguez.

Agad namang pinagtibay ng mga mambabatas ang nasabing resolution dahil absent din sa hearing ang mga representante ng DSWD.

“Failure on their part, Mr. Chairman, I would move for the approval of this resolution of Deputy Speaker Rufus Rodriguez with no participation from Social Welfare who don’t seem to be interested in the subject anyway,” ang naging deklarasyon ni Deputy Speaker Lito Atienza.

Una nang inihayag ng Malacañang na hindi na kailangan ang personal appearance ng mga senior citizens para sa validation at pagkuha ng kanilang pension simula ngayong Marso.

Konsiderasyon umano ito para sa kanilang kaligtasan mula sa Coronavirus disease o Covid-19.


Ayon kay Presidential Spokesman Harry Roque, inatasan na ng Inter-Agency Task Force (IATF) on Covid-19 ang mga "pension-issuing agencies and their servicing banks and other financial institutions to adopt alternative modes of validation for senior citizen pensioners,"
Ito'y dahil ang mga matatanda ang isa sa mga high-risk groups sa Covid-19.

"The IATF considered the health and safety of senior citizen pensioners in approving this resolution and directed relevant government agencies to issue the corresponding memorandum circulars for its implementation by March 1, 2021," dagdag pa ni Roque.

Bilang ng mga Filipino na Gustong Mag-trabaho bilang Household Service Workers sa UAE, Nasa 100,000!



MANILA, Philippines — KINUMPERMA ng Department of Labor and Employment o DOLE na nasa 100,000 ang bilang ng mga Filipinong naghihintay na maibabalik ang deployment ng mga household service workers o HSWs sa United Arab Emirates.

Kaugnay nito, kinumperma ni Labor Secretary Silvestre Bello III na simula Marso 31, muling magpapadala ng mga HSW ang Pilipinas sa nabanggit na bansa.

Ito'y matapos nagkasundo ang Pilipinas at UAE sa tinaguriang “historic” agreement para sa ikabubuti ng mga Filipino domestic helpers sa nabanggit na bansa.

“Marami ‘yan. Isang daang libo,” ang naging sagot ni Bello sa panayam ng ABS-CBN nang tinanong sa bilang ng mga OFWs na naghihintay sa muling pagbabalik ng deployment sa ng mga HSW sa UAE.

Paliwanag ng opisyal, maraming mga Filipino ang gustong mag-trabaho sa UAE dahil sa malaking sahod at patas na pagtrato sa mga household workers.

“Ganun karami, now that they are offering the deployment to the United Arab Emirates. Kasi alam niyo maganda ang pay scale doon, maganda ang treatment sa household service workers, kaya nga despite the fact na wala tayong deployment doon, marami tayong mga kababayan na pumupunta doon as tourists. And from tourist visa, nagkakaroon ng change to working visa,” dagdag pa ni Bello.

Taong 2014 nang sinuspende ng Pilipinas ang pagpapadala ng domestic helpers sa UAE.

Ayon sa Phippine delegation head na si Undersecretary Claro Arellano, sakop ng bagong deployment ang Unified Employment Contract na may mga probisyon kagaya ng standard employment contract na ginagamit sa Kuwait.

Napapaloob sa kontrata ang mahigpit na hakbang upang maprotektahan ang mga Filipino household workers ayon na rin sa direktiba ni Pangulong Rodrigo Duterte.

Sa ilalim ng unified contract, pawang may pananagutan ang employer, ang Foreign Recruitment Agencies at ang Philippine Recruitment Agencies sakaling may mangyaring masama sa Filipino workers.

Napapaloob din sa nasabing kontrata ang mga sumusunod:
  • The right of the domestic worker to take at least eight (8) continuous hours of sleep every night;
  • The right of the domestic worker to take a break that is paid, outside the residence of the employer at least one (1) full day every week;
  • The right of the domestic worker to keep his/her passport or identification documents and the employer is not allowed to hold them;
  • The employer shall allow the domestic worker to have and use cellular phones and other communication devices and the employer is prohibited from confiscating them;
  • Opening of bank account under the name of the domestic worker for payment of salary; 
  • Allowing the domestic workers to cook her or his own food.
Maliban dito may napagkasunduan din ukol sa conversion ng tourist o visit visa patungong working visa.

Tulad ng napagkasunduan, aabisuhan ang Philippine Overseas Labor Office (POLO) kapag ang isang visit visa ay 'ikinonvert' sa employment visa para sa isang Filipino domestic worker.

Hindi din umano inirerekomenda ang conversion ng tourist visa patungong working visa dahil maaaring maging dahilan ito ng illegal recruitment at trafficking in persons.

Ayon kay SSS President at CEO Aurora C. Ignacio layunin nito na mailapit sa mga miyembro, pensioners, sakop na mga employers at publiko ang kanilang mga serbisyo sa gitna ng mga restrictions dala ng coronavirus disease o Covid-19.

“For the past years, we have been gradually shifting our stakeholders’ way of transacting with us from face-to-face to online. The pandemic motivated us further to fast track our digital transformation initiatives, not only to provide our stakeholders with faster, more convenient, and more efficient means of transacting with us but also to ensure their safety,” ang naging pahayag ni Ignacio.

  • Gumamit ng simulated retirement calculator
  • Makita ang detalye ng iyong Unified Multi-Purpose Identification (UMID) Card o SSS ID
  • Baguhin ang password ng iyong My.SSS account
  • Gamit naman ang SSS Mobile App, maaaring mag-bayad ng contribution gamit ang PayMaya at Bank of the Philippine Island.

  • Ma-view ang kanilang contribution at loan records
  • Status ng bayad at benefit reimbursement claims
