P1,000 per month na minimum pension sa mga senior citizen, isinusulong






MANILA, Philippines — ISANG panukalang batas ang inihain ngayon sa Senado ni Senate President Vicente Sotto III na naglalayong dagdagan ng P500 ang minimum na monthly social pension ng mga indigent o mahihirap na mga senior citizens sa buong bansa.

Ayon kay Sotto, layunin ng Senate Bill No. 2243 na amyendahan ang Senior Citizens Act at taasan ang social pension na natatanggap ng mga indigent senior citizens.


Sa ilalim ng panukalang batas, maaaring makatanggap ng monthly social pension na hindi bababa sa P1,000 ang isang mahirap na senior citizen mula sa kasalukuyang P500 kada buwan.

“To address their pressing needs, this bill seeks to provide an additional financial assistance to indigent senior citizens. This is in the form of a monthly stipend amounting to an additional P500 from the current social pension, for a total of P1,000. This will aid our indigent senior citizens defray the cost of daily subsistence and other medical needs,” ang naging pahayag ni Sotto sa explanatory note ng panukalang batas.

Paliwanag ng opisyal na noong 2019, mahigit sa 3.7 million na ang bilang ng mga senior citizen sa buong Pilipinas.

“These are 3,796,791 individuals who are struggling to meet with their needs for basic commodities and healthcare due to lack of permanent source of income since they can no longer work fully and seek gainful employment,” dagdag pa ni Sotto.


Paliwanag pa nito na kahit may mga available benefits at pribilihiyo para sa mga senior citizens sa ngayon sa bansa, makukuha lamang ito ng mga seniors sa mga malls at iba pang malalaking service providers na sa ngayon, hindi din napupuntahan ng mga ito dahil sa mahal na presyo ng mga bilihin sa nabanggit na mga establishments.

“These discounts are mostly not available in the neighborhood stores and in their local wet markets,” 

“Thus, the rising cost of living and the added financial burden brought about by the present pandemic has taken a toll on our indigent senior citizens,” dagdag pa ni Sotto.

Para sa opisyal, malaking tulong ang dagdag na P500 para sa pang araw-araw na pangangailangan at medical needs ng mga mahihirap na matatanda.

Sa ilalim ng Expanded Senior Citizens Act of 2010, maituturing na indigent senior citizen ang mga sumusunod:
  • Nasa edad 60-anyos pataas
  • Mahina ang pangangatawan, may sakit o kapansanan
  • Walang pension na natatanggap o permanenteng pinagkukunan ng income, compensation o financial assistance mula mga kamag-anak upang suportahan ang basic needs nito
Sa ilalim ng panukalang batas, inaatasan din ang DSWD na i-review at kung kinakailangan, baguhin ang halaga kada dalawang taon ayon na rin sa pag-aproba ng Department of Budget and Management o DBM.

Pension ng mga Senior Citizens, Hinihiling na Ibigay Kada 3 Buwan



MANILA, Philippines — HINIHIMOK ngayon ng House of Representatives Committee on Senior Citizen ang Department of Social Welfare and Development (DSWD) na ibigay ang P500 na buwanang pension ng mga senior citizens kada tatlong buwan sa halip na ang kasalukuyang schedule na kada anim na buwan.

Una rito, isang House Resolution No. 1047 ang inihain ni Deputy Speaker Rufus Rodriguez na nagsusulong na mabago ang releasig ng social pension ng mga senior citizen mula sa DSWD.

Sa ilalim ng proposal ni Rodriguez, dapat na kada tatlong buwan ang tanggap ng mga senior citizens nga kanilang P500 na buwanang pension para sa kabuuang P1,500.

Sa ngayon, nakakatanggap ng P3,000 na pension kada anim na buwan ang mga indigent na mga senior citizens.

“[COVID-19] has affected and disrupted the lives of all Filipinos, with the end to this pandemic still nowhere in sight as the number of cases still continue to increase,” 

“Due to lockdowns and quarantines in many parts of the country, many businesses struggled, resulting in loss of jobs for many Filipinos, including senior citizens who are still productive members of society,” ang naging pahayag ni Rodriguez.

Agad namang pinagtibay ng mga mambabatas ang nasabing resolution dahil absent din sa hearing ang mga representante ng DSWD.

“Failure on their part, Mr. Chairman, I would move for the approval of this resolution of Deputy Speaker Rufus Rodriguez with no participation from Social Welfare who don’t seem to be interested in the subject anyway,” ang naging deklarasyon ni Deputy Speaker Lito Atienza.

Una nang inihayag ng Malacañang na hindi na kailangan ang personal appearance ng mga senior citizens para sa validation at pagkuha ng kanilang pension simula ngayong Marso.

Konsiderasyon umano ito para sa kanilang kaligtasan mula sa Coronavirus disease o Covid-19.


Ayon kay Presidential Spokesman Harry Roque, inatasan na ng Inter-Agency Task Force (IATF) on Covid-19 ang mga "pension-issuing agencies and their servicing banks and other financial institutions to adopt alternative modes of validation for senior citizen pensioners,"
Ito'y dahil ang mga matatanda ang isa sa mga high-risk groups sa Covid-19.

"The IATF considered the health and safety of senior citizen pensioners in approving this resolution and directed relevant government agencies to issue the corresponding memorandum circulars for its implementation by March 1, 2021," dagdag pa ni Roque.

DSWD's  Pension for indigent Senior Citizen

The grant of  pension shall be subject to a review every two (2) years by Congress, in consultation with the DSWD within three months
after convening the Congress.

Aside from the benefits accorded to our senior citizens like low fees for senior citizens transportation, senior citizen tax assistance, senior citizen healthcare for free, and other benefits, the government aim to take care of our senior citizens by giving some of them the pension plan of a certain amount as free pension to those who are less fortunate.

"Pursuant to the eligibility criteria as may be determined by the DSWD, indigent senior citizens shall be entitled to a monthly stipend amounting to Five hundred pesos (Php 500.00) to augment the daily subsistence and other medical needs of senior citizens. The grant of social pension shall be subject to a review every two (2) years by Congress, in consultation with the DSWD within three months after convening the Congress."  Good news for our needy senior citizens. According to a regional information officer of DSWD this is how to file SENIOR CITIZEN's application. You may bring the following requirements at the City Social Welfare and Development Office (CSWDO) or at the Office of the Senior Citizens Affairs (OSCA).

WHO CAN BENEFIT FROM THIS?
Qualified to receive the P500 monthly stipend are senior citizens who are frail, sickly, or have disabilities; are not receiving pension from Social Security System (SSS), Government Service Insurance System (GSIS), or Veterans Pension; and do not have a permanent source of income or regular support from relatives.

The pension is distributed every quarter through cash payment by DSWD Field Offices or city/municipal social welfare and development offices.
