Deployment ban sa Saudi, muling pinag-aaralan dahil sa kaso ng maltreatment





MANILA, Philippines — MULING pinag-aaralan ngayon ng gobyerno ng Pilipinas ang pagpapatupad ng suspension sa deployment ng mga overseas Filipio workers o OFWs sa Saudi Arabia dahil sa panibagong insidente ng pangmamaltrato.

Ayon kay Department of Labor and Employment o DOLE Secretary Silvestre Bello III, nagkaroon ng proposal para sa deployment ban dahil sa kaso ng isang retied Saudi general na inakusahan ng pagmamaltrato sa isang Filipino domestic helpers.

Sinabi ni Bello na sa ngayon, hinihintay nila ang rekomendasyon ng ni Philippine Overseas Employment Administration administrator Bernard Olalia kung magpapatupad ng deployment ban o hindi.

"Bilang safeguard sa ating mga OFWs, pinag-aaralan ko na huwag muna tayong mag-deploy hangga't hindi sila nagpapakita, lalong-lalo na ang pamahalaan ng KSA, na handa nilang proteksiyonan ang mga OFWs," pahayag ni Bello.

Sa ulat na natanggap ng DOLE, may 16 na mga OFWs na nagtatrabaho sa nabanggit na retired military na nakilalang si Ayed Thawah Al Jealid. Ang nasabing mga OFWs ay nagrereklamo ng physical abuse at hindi nabayarang sweldo simula 2019.

Noong Mayo, ipina-alam sa Philippine Overseas Labor Office o POLO na nag-isyu ng exit visa ang employer para kay Annaliza Parayno, isa sa mga OFW na nagtatrabaho sa retired general. Ipina-alam din sa kanila na itu-turn-over si Parayno sa POLO sa buwan ng Hunyo.

Ngunit hindi umano nadala sa POLO ang OFW na si Parayno gaya ng napagkasunduan.

Noong Hulyo naman, humingi na ng tulong ang POLO sa Human Rights Commission, Ministry of Interior and the Ministry of Human Resources and Social Development upang mapilit ang retired general na maturn-over sa POLO ang mga OFWs.

Ngunit buwan ng Agosto na umano nito itinurn-over sa POLO ang limang OFWs sa iba't-ibang petsa at napauwi sa Pilipinas ang mga ito noong Setyembre.

Dagdag pa ni Bello na sa ngayon, patuloy ang pakikipag-negosasyon ng Pilipinas sa nabanggit na heneral upang makuha ang dalawang OFWs.

Matatandaan na noong Mayo, nagpatupad ng deployment ban ang DOLE sa Saudi Arabia dahil sa mga report na nire-require ng mga employers o foreign recruitment agencies ang mga OFWs bayaran ang kanilang Covid-19 health and safety protocols.

2021 Update: Listahan ng mga Trabahong 'Di na Maaaring Pasukan ng mga Pinoy sa Saudi Arabia




MANILA, Philippines - ISA ang Saudi Arabia sa mga bansang pinupuntahan ng mga Filipino na gusto mag-trabaho sa abroad dahil sa iba't-ibang oportunidad na maaring pasukan dito.

Light-vehicle driver, order taker, safety and security officer, food service employee, telephone operator, data-entry clerk, administrative clerk, secretary, general services supervisor, room service supervisor, maintenance supervisor, sales and marketing supervisor, safety and security supervisor, tourism programs supervisor, front office supervisor, supervisor of telephone operators, overseer, director of security and safety, acting director, maintenance manager, room service manager, customer service manager, administrative manager, sales and marketing representative, director of tourism programs, director of the front office at sector of staff relations.

Itinituring bilang pinaka-bagong nationalization scheme ang Saudization kung saan ang kompanya at negosyo sa private sector ay inaatasanhg kumuha ng mga trabahanteng Saudi nationals.

Matatandaan na noon, mga expatriate workers ang karamihan sa mga nag-tatrabaho sa private sector ng Saudi Arabia. Malaki naman ang epekto ng Saudization sa mga expat workers mula sa India, Pakistan, Pilipinas, Lebanon at Egypt.

Japan at Israel, Tuloy ang Hiring ng mga Filipino Caregivers sa kabila ng Covid-19 Pandemic!





MANILA, Philippines — TULOY-TULOY ang hiring ng mga Filipino caregivers ng bansang Japan at Israel sa kabila ng mga panibagong travel restrictions dahil sa bagong Covid-19 variant.

Ayon kay Philippine Overseas Employment Administration (POEA) Administrator Bernardo Olalia, itutuloy ng Israel ang pagkuha ng 500 Pinoy caregivers.

"Matutuloy na ito kasi kinonfirm na ng bansang Israel... Mataas ang bilang ng kanilang shortage pagdating sa health care workers, lalong-lalo na sa caregivers kasi aging population din ang Israel," bahagi ng pahayag ni Olalia.

Paliwanag ni Olalia, government-to-government ang hiring sa Israel kaya walang placement fee at sa POEA lamang maaaring mag-apply.

Nasa US$1,500 o higit P70,000 ang sahod.

  • Hindi bababa sa 23 ang edad, 4"11 ang height, at 45 kilos ang timbang
  • NBI clearance
  • Unang beses magtrabaho sa Israel at walang kamag-anak doon

Samantala, nilinaw naman ng POEA na hindi kasama ang caregivers sa 5,000 qouta para sa deployment ng mga health care workers na magsisimula ngayong 2021.

Samantala, inihayag naman ng isang recruitment agency na maraming caregivers ang ang kinakailangan ngayon ng Japan.

Ito'y sa kabila ng deklarasyon ng stata of emergency sa Tokyo, Japan dahil sa tumataas na kaso ng Covid-19 at pagpapatupad ng ban sa pagpasok ng mga foreign nationals sa bansa.
Ayon kay Cesar Averia, president at CEO ng EDI-Staffbuilders International, libo-libong mga caregivers ang kailangan sa Japan sa mga susunod na taon.

So we were able to meet that deadline for our 15 guys, so nandu'n na sila... and thousands and thousands are needed in Japan for the next, for the next 10 years, so it’s an opportunity that we have to take," pahayag ni Cesar Averia, president at CEO ng EDI-Staffbuilders International.

Kinumperma din nito na tuloy pa rin ang deployment nila ng 300 caregiver sa Abril at 500 sa Disyembre.

Qualifications para sa caregiver sa Japan
  • Graduate ng nursing/physical therapy/occupational therapy
  • Undergraduate pero may TESDA NCII certificate
  • 6 months job experience
"First 2 months muna is actually online. After that, then they go on the school so that they can do the actual, the technical training... After that, they have to pass 2 exams... Most of them have financial problems so they cannot really stop working. And in order to learn language you have to concentrate and learn it and be dedicated to it. So all we need is their commitment," dagdag na pahayag ni Averia.

Paliwanag nito, walang gastusin ang aplikante dahil sagot ito lahat ng employer at pag nakapasa, US$1,300 o mahigit P60,000 kada buwan ang take home pay. Madalas, sagot din umano ng employer ang accomodation, food, at transporation expenses ng mga caregiver sa Japan.


Ayon naman kay Averia, bukod sa Japan ay nagde-deploy din sila ng mga caregivers sa Finland, nurses sa Germany at mga hospitality staff sa Saudi Arabia.

Pabor naman ang POEA na umpisahan na ng mga aplikante ang kanilang application sa Japan at Israel dahil pansamantala lamang ang mga travel restrictions.

Nag-apela naman si Olalia sa mga nurses na huwag mag-apply bilang caregiver dahil marami umanong mga trabahong naghihintay sa mga nurses.

"Marami pong opening as full fledged nurse at mataas po ang suweldo," pahayag ni Olalia.

TINGNAN: OFW Hospital, Matatapos sa Disyembre 2021





MANILA, Philippines — INAASAHANG matatapos sa Disyembre 2021 ang konstruksiyon ng Filipino Overseas Workers o OFW Hospital sa Pampanga.

Kinumperma ni Department of Labor and Employment o DOLE Secretary Silvestre Bello III na bahagyang naantala ang konstruksiyon ng nasabing pasilidad dahil na rin sa coronavirus pandemic o Covid-19.

“There were stoppages in construction works but the hospital for our migrant workers would still be finished next year.”

“Originally set for completion in April next year, the hospital can still be finished by December 2021, builders of the project assured.” 

Ayon kay Bello, inaasahan ng gobyerno na matatapos sa 2021 ang nasabing ospital upang agad na makapag-bigay serbisyo sa mga migrant workers. Sakaling matapos, magiging libre umano ang mga medical services nito para sa mga OFWs.

Umaabot sa P1.3 billion ang pondo sa itinatayong ospital sa dalawang ektaryang lote sa Provincial Engineering Compound sa Mac Arthur Highway sa Barangay Sindalan, San Fernando City, Pampanga.

Maliban sa P1 billion na pondo, magbibigay ng dagdag na P300 million para sa pasilidad ng ospital ang Philippine Amusement and Gaming Corp. (Pagcor).

Nagkakahalaga naman ng P500 million ang lote kung saan itinatayo ang ospital at donation ito ng provincial government ng Pampanga habang magbibigay din ng P500 million para sa building ang Bloomberry Resorts Corp.

Ang nasabing ospital ang magiging pinaka-unang ospital at diagnostic center para sa mga OFWs. Mayroon itong 200-bed capacity.

Una rito, pinangunahan ni Bello ang paglagda sa usufruct agreement sa pagitan ng provincial government ng Pampanga at ng DOLE para sa nasabing proyekto.

“I hope we can do our best to complete this wonderful project earlier. The sooner it is finished, the sooner we can help our OFWs,”

"It will render free services when OFWs are securing medical certificates covering laboratory exams and other requirements for their overseas deployment," 


Pebrero 2020 nang nag-groundbreaking ang proyekto at ayon sa DOLE, nasa 50% na itong tapos sa ngayon at inaasahang magiging fully-operational bago pa man matapos ang termino ni Pangulong Duterte sa 2022.

Magiging partner naman ng DOLE ang Department of Health o DOH para sa pagpapatakbo ng nasabing state of the art facilities at diagnostic center upang magkaroon ito ng regular na pondo.

Ang pagtatayo ng OFW Hospital ay isa sa mga ipinangako ni Pangulong Duterte noong panahon ng kampanya para sa mga OFWs.

'Tabang OFW': P30,000 financial aid sa pag-aaral ng mga OFW Dependents | Saan Mag-Apply?




Kinumperma ng Department of Labor and Employment (DOLE) na handa na ang kanilang mga regional offices sa pagpapatupad ng P1 Billion Package ng ‘tabang’ o tertiary education assistance para sa mga dependents ng mga COVID-affected Overseas Filipino Workers.

Kaugnay nito, hinihikayat ni DOLE Secretary Silvestre Bello III ang mga OFWs na may anak o dependent na college student na mag-apply sa programa na ginawa sa pagtutulungan ng DOLE at ng Commission on Higher Education.

Inatasan naman ang mga regional offices (RO) ng DOLE na siyang mag-proseso at sasala ng mga aplikasyon para sa programa upang maayos itong maipapatupad kabilang na ang paglalabas ng financial assistance sa mga benepisyaryo.

One-time na P30,000 ang nasabing financial aid para sa mga qualified beneficiaries.

“Ang tulong ay first-come, first-serve basis kaya hinihikayat ang mga OFW na mag-aplay sa mga regional office ngayon pa lamang. Sila ang nakatalaga upang umasikaso ng pagbabayad, kabilang ang paglalabas ng tulong pinansyal para sa mga benepisyaryo,” pahayag ni Bello.

Nagbibigay ang Tabang OFW ng tulong sa mga kasalukuyang naka-enroll na anak ng mga OFW na apektado ng pandemya at kinakailangang makapagbigay ng mga admission at retention requirement sa mga kolehiyo at unibersidad ng gobyerno o pribadong institusyon.

Sino ang kwalipikado sa 'Tabang OFW'?

  • OFW dependent na hindi na-expel sa kanilang mga paaralan
  • Hindi nakatanggap ng anumang scholarship grant mula sa anumang ahensiya ng gobyerno
  • Sertipikado ng DOLE bilang mga dependent ng mga OFW na repatriated, o nawalan ng trabaho dahil sa COVID-19 pandemic, o namatay dahil sa COVID-19.

Sa ilalim ng circular, ang DOLE ang kikilala sa mga OFW na mayroong mga dependent o nais mag-enroll sa pampubliko o pribadong higher education institution para sa academic year 2020-2021.

Ang na-repatriate o na-displace na OFW ay dapat na magtalaga ng isa sa kanyang dependent na magiging kabilang sa programa. Kung sumakabilang buhay na ang OFW, ang legal surviving spouse, parent, o next of kin ang siyang magtatalaga ng dependent.

Ang pondo para sa programa ay ililipat sa DOLE mula sa United Student Financial Assistance System for Tertiary Education ng CHEd. 

Mahigit sa 30,000 na mga college students na mga dependents ng mga OFWs na na-repatriate, na-displaced, at namatay dahil sa pandemya dulong ng Covid-19 ang ina-asahang makaka-benipisyo sa programa.

Sa mga interesado sa programa, maaring makipag-ugnayan sa DOLE Regional Offices sa inyong lugar sa mga sumusunod na address.

Paano Mag-Apply sa Project-EASE ng OWWA?





Ano ang Project-EASE ng OWWA?

Tinatawag na Educational Assistance Through Scholarship in Emergencies (EASE). Ito ay isang component ng CARE Program para sa mga Oversease Filipino Workers o OFW na naapektuhan ng Coronavirus Disease o Covid-19 pandemic. Layunin ng programa na makapag-bigay ng educational assistance na P10,000 per annum na hindi hihigit sa apat na taon para sa mga college level na qualified dependent ng mga active OWWA-OFW members.

Sino ang kwalipikado para sa Project EASE?

Kwalipikado sa programa ang mga dependents ng mga active OFW members, land-based, sea-based at mga Balik Manggagawa na na-repatriate mula noong ideneklara ang Covid-19 outbreak sa bansa noong Pebrero 1, 2020 hanggang sa panahong ma-deklara na itong kontrolado ng World Health Organization o WHO.

  • Anak ng kasal o single parent OFW
  • Kapatid ng single na OFW

Sino naman ang hindi covered o hindi qualified sa Project EASE?

Ano Ano ang mga Requirements?
  1. Accomplished application form para sa Project EASE na makikita sa website ng OWWA

  2. I-submit ito sa email ng OWWA Regional Welfare's Office sa inyong lugar kasama ang kopya ng mga sumusunod:
  • Valid Passport

  • Flight Ticket of boarding pass o arrival stamp/sticker na naka-attached sa passport bilang patunay na nakabalik ito ng bansa mula Pebrero 1

  • Official Receipt o iba pang proof of OWWA membership para sa validation

  • Proof of relationship sa OFW, alinman sa mga sumusunod;

  • Birth certificate ng anak kung ang active OFW ay kasal o single parent

  • CENOMAR ng OFW at birth certificate ng OFW at kapatid nito, kung ang active OWWA member-OFW ay single

  • Certificate of Grades of the dependent mula sa last school year o semester na pinasukan nito na may passing mark sa lahat na subject


Paano Mag-Apply para sa Project-EASE?
  • Ang qualified active OWWA member-OFW na nakabalik sa bansa simula noong Pebrero 1, 2020 ang siyang magpa-file ng application para sa kanilang designated child beneficiaries sa pamamagitan ng online platform na http://owwa.gov.ph at i-submit ang lahat na mga requirements sa pamamagitan ng email ng OWWA RWO.

  • Makakatanggap ng serial reference o tracking number ang aplikante sa pamamagitan ng SMS o email para ma-monitor nito ang status ng kanyang application

  • Ang mga aplikante naman na nag-sumite ng hindi kompleto o hindi valid na mga requirements ay makakatanggap din ng SMS o e-mail ng mga kulang o invalid na mga requirements.

  • Ang mga naaprobahang application ay mabibigyan ng downlable at printable Scholarship Agreement online, para sa pirma at notarization

  • Ang napirmahan at notaryadong Scholarship Agreement ay kailangang maipadala muli sa concerned Regional Welfare's Office.

  • I-aanunsyo ang mga kwalipikadong beneficiaries para sa Project EASE at matatanggap ng mga ito ang assistance sa pamamagitan ng bank remittance direkta sa bank account ng student-beneficiaries.


Paalala ng OWWA na iisang slot lamang ang ibibigay sa mga mag-asawang OFW na kapwa eligible sa nabanggit na programa. Importante din na mayroong active account number ang kwalipikadong beneficiaries ng Project-EASE na nakapangalan sa kanila para sa pagtanggap ng nasabing remittance kada taon.

Watch the Video:OFWs Repatriated With The Help of Tulfo

Stories of maltreatment and abuse can be found in the news and social media posts. most of which happen to the overseas Filipino workers (OFW) deployed as household workers in Middle Eastern countries, particularly in Saudi Arabia and Kuwait. Victims are defenseless. All they can do is to seek help from people or organizations whom they think would help them in their situation.

aside from the embassies, consulates and the Overseas Workers Welfare Administration (OWWA), most of them seek the help of Raffy Tulfo and his program.


Karaniwan na ang istorya ng pagmamalupit at pagmamaltrato ng mga employer lalo na sa mga kasambahay na na-deploy sa Gitnang Silangan, partikular na sa Saudi Arabia at Kuwait. Dahil walang magawa ng mga biktima tungkol sa kanilang sitwasyon, sila ay humihingi ng tulong sa mga kinauukulan. Bukod sa mga embahada, konsulado at sa OWWA, isa ang programa ni raffy tulfo sa kanilang hinihingan ng tulong. DFA Launched "OFW Help" To Improve Assistance To The OFWs

Ads  Inilunsad ng DFA ang "OFW Help" Facebook Page upang mabigyan ng bagong sistema ang mga distressed OFW upang maiparating sa gobyerno ang kanilang mga hiling at agarang tulong.   • A spokesman for the Iran-aligned Houthi group in Yemen said it had deployed 10 drones in the attacks, according to the BBC.
  • Houthi fighters were blamed for drone attacks on a natural gas facility last month and Iran has previously been blamed for attacks on oil tankers.
  • The US has disputed that claim and declassified information to suggest that Iran, who backs the Houthi's was actually the culprit.

Chinese Troops Arrived In Hong Kong For A "Routine Rotation" Prior To A Scheduled Protest


A large number of armored vehicles and trucks carrying People's Liberation Army (PLA) troops were seen in various locations around Hong Kong ahead of the scheduled protest. However, Chinese media described the action as a "routine rotation."


Hong Kong netizens uploaded photos showing long convoys of PLA vehicles, including armored vehicles, troop carriers, and trailers in different districts of Hong Kong.

Xinhua, a state-run media outlet released a report describing the PLA as conducting the "22nd rotation of its members" since troops began being stationed in Hong Kong in 1997. The operation was approved by the Central Military Commission and this it was a "routine annual rotation" in law with China's law on garrisoning troops in the special administrative region, according to the report.

Hong Kong Police previously denied permission for rallies but the orders have largely been ignored.  The Civil Human Rights Front plans a rally from Hong Kong's central business district to Beijing's main representative Liaison Office in the city on Saturday.  In a letter to the rally organizers, police said they feared some participants would commit "violent and destructive acts".  Protesters have so far carried out "arson and large scale road blockades" and "used petrol bombs, steel balls, bricks, long spears, metal poles, as well as various self-made weapons to destroy public property", the letter said.   Ads    Sponsored Links      In the light of the protests continuously happening in downtown Hong Kong where a large number of overseas Filipino workers are deployed, the Philippine Consulate general in Hong Kong released an advisory to the OFW's to take precautionary measures and not to go to the places where protests are  being organized.   OFWs in Hong Kong are also advised not to wear white or black garments should they need to go outside or near the protest venues because these are the colors that the protesters wear.     To keep its citizens safe, Filipinos are advised to refrain from going or using the Hong Kong International Airport as a destination or transit airport if they do not have important or urgent business in Hong Kong. Malacañang also said that it is not the right time to go to Hong Kong. Those who are travelling from Hong Kong are advised to call their airlines five hours prior to departure in order to asses the situation whether it is safe to go to the airport or not.
