This is a question of many after a netizen post in his Facebook account regarding the alleged new victim of Laglag Bala in NAIA. In a Facebook post of Jo Vidal, he said the latest victim was a Korean student who departs the country through Terminal 3 around 3 or 4 am.

In a Facebook post of Jo Vidal, he said the latest victim was a Korean student who departs the country through Terminal 3 around 3 or 4 am.

"The student is of course traumatized," Vidal wrote in her post. "The Korean community feels terrible about what happened."

With this, investigation was launched immediately by Manila International Airport Authority (MIAA) with Office of the Transport Security (OTS)

In a statement, the Department of Transporation (DOTr) Secretary Arthur Tugade instruct its people to act on this matter with utmost urgency.




 Meanwhile, MIAA General Manager Eddie Monreal warns airport personnel that they will face permanent termination if found to be responsible in "laglag bala" o planting ammunition.

"If this was really the intention of airport security personnel, heads will roll," Monreal emphasized.

But according to the initial investigation, as of Sunday afternoon, July 31, there were no official complaints reported nor encoded into security log books.

Monreal believed that the alleged victim made it through two x-ray machines and was intercepted at the final bag-check, where a bullet would be discovered inside a jacket pocket or in hand-carry luggage.

He added, whether or not a bullet was found on the Korean student identified in the post, the student most likely got on her plane which took off with no delay.

Based on the new airport rules, any passenger caught with one or two bullets could still catch their flight without delay as long as the incident was logged.

It was July last year that President Rodrigo Duterte prohibits authorities from arresting passengers for bullets in their luggage after it victimized many passengers, especially the elderly and Overseas Filipino Workers (OFW).

From 83 million tourists last year, France is eyeing a record of 89 million foreign tourists this year and a 100 million in 2020.

DFA Has 112 Million Pesos in Unclaimed OFWs’ Service Benefits

The Commission on Audit(COA) has discovered over 112 Million pesos in unclaimed End of Service Benefits (ESB) that are being held by the Department of Foreign Affairs via a bank account in the Philippine National Bank. That benefits should have been released to claimant Overseas Filipino Workers(OFW) for as far back as 10 years ago. In its annual audit report on the DFA ending in December 2016, COA said the receipt and distribution by the Office of the Undersecretary for Migrant Workers Affairs (OUMWA) of the end-of-service benefits (ESB) due to Overseas Filipino Workers (OFW) or beneficiaries of the deceased OFWs remained unaccounted. This resulted in non-recognition of the cash in a bank account with a balance of PHP114,094,995.37 as of October 31, 2016. The audit body noted that the interest income earned from the bank deposits in the net amount of PHP1,894,145.15 as of same period was not recorded and remitted to the National Treasury. COA futher stated that the disbursements of the benefits were not also in accordance with the existing rules and regulations. COA has asked DFA to submit a complete status report on all unclaimed and unreleased benefits - to include which has no identified beneficiary and which are with pending claims. recommended DFA to facilitate the prompt release of the ESB and hopefully to resolve issues and concerns affecting the release of benefits. Among the roles of the DFA is to promote the rights and welfare of Filipino migrant workers. This includes assistance to facilitate the receipt and release of the end-of-service benefits (ESB) and other financial benefits due to the Filipino migrant worker or beneficiary of the deceased Filipino migrant workers. The ESB or financial benefits are either released by the employer directly to the beneficiaries or remitted through the DFA Foreign Service Post (FSP). The remittance of said benefits to FSP is receipted by its Collecting Officer and deposited to its bank account. Then, the Post remits the monies, by way of bank transfer, to the designated OUMWA bank account. OUMWA informs the latter of the remittance, name of the OFW or beneficiary, and amount of benefits. Upon receipt of the advice from the bank of the remittance, the OUMWA notifies the Filipino migrant worker or beneficiary and requires the latter to submit the necessary documents for the release of benefits. The Undersecretary for OUMWA explained that the delay or non-release of benefits was attributed to the following reasons: 1. the use of substitute name of OFW 2. failure to reach an amicable settlement among the adverse claimants 3. illegal and undocumented workers 4. incomplete documentary requirements 5. multiple marriages 6. illegitimate children 7. family disputes 8. discrepancies and inconsistencies between records 9. no identified beneficiary 10. unknown/untraceable whereabouts of the beneficiaries 11. failure of the recipients outside Metro Manila to readily open a bank account due to fund various reasons The COA suggested DFA to consider the possibility of transferring the funds to the disposition of the Overseas Workers Welfare Administration (OWWA) through the execution of Memorandum of Agreement as the latter has the complete data on the OFWs and their dependents, beneficiaries, or next-of-kin. Of whoever is capable of administering the death benefits of ESB of OFWs. However despite OUMWA’s representations, the Department of Labor and Unemployment or DOLE and OWWA are reluctant to accept the responsibility of receiving and releasing the ESB.




The Commission on Audit(COA) has discovered over 112 Million pesos in unclaimed End of Service Benefits (ESB) that are being held by the Department of Foreign Affairs via a bank account in the Philippine National Bank. That benefits should have been released to claimant Overseas Filipino Workers(OFW) for as far back as 10 years ago.

In its annual audit report on the DFA ending in December 2016, COA said the receipt and distribution by the Office of the Undersecretary for Migrant Workers Affairs (OUMWA) of the end-of-service benefits (ESB) due to Overseas Filipino Workers (OFW) or beneficiaries of the deceased OFWs remained unaccounted. This resulted in non-recognition of the cash in a bank account with a balance of PHP114,094,995.37 as of October 31, 2016.

The audit body noted that the interest income earned from the bank deposits in the net amount of PHP1,894,145.15 as of same period was not recorded and remitted to the National Treasury.

COA futher stated that the disbursements of the benefits were not also in accordance with the existing rules and regulations.
