33 Bullets Found in Woman's Balikbayan Box in NAIA


As travelers, it is very important to know what is inside your luggage, what to bring and what is prohibited especially for Overseas Filipino Workers (OFWs) and all airline passengers where bags went to x-ray and lot of screenings at the airport.  Aside from being vigilant with your luggage in the airport against "tanim bala or laglag bala syndicate", we should aware what to bring inside our bags to prevent security problems.  Just recently, the Manila International Airport Authority (MIAA) confirmed cases of passengers accidentally traveling with bullets in their luggage.

33 bullets discovered in Balikbayan box in NAIA
These passengers are not a victim of Tanim Bala or Laglag Bala because they really owned the ammunition found in their luggage.

The owner is a California-based woman named Jean Lolita Manipud Robles, 45, of Morgenhill, California, was booked on flight BR278 bound for Taipei when the screener at Gate 2 departure entrance found six pieces of cal. 380 placed inside a green bottle and 27 pieces of cal .45 placed inside a matchbox inside her balikbayan box.
Robles claimed she accidentally brought the items, which were confiscated by authorities. 

The owner was allowed to exit the country after showing the necessary documents.

A .45 caliber gun and magazines were taken from 52-year old passenger in NAIA
There is another passenger apprehended in NAIA Gate 6 after he was found to have a .45-caliber gun and a magazine in his sling bag.

He said, he forgot to remove the items from his bag. He is now facing charges after airport officials discovered that his license to carry firearms is already expired.

Earlier this month, Senator Ralph Recto said, there is a "Maleta Gang" targeting OFWs in NAIA. He also instructed airport security to investigate the alleged new case of Laglag Bala in NAIA.

New 'Laglag Bala' In NAIA?


After a year of hibernating, is 'Laglag Bala' thriving a new in Ninoy Aquino International Airport?  This is a question of many after a netizen post in his Facebook account regarding the alleged new victim of Laglag Bala in NAIA.  In a Facebook post of Jo Vidal, he said the latest victim was a Korean student who departs the country through Terminal 3 around 3 or 4 am.

This is a question of many after a netizen post in his Facebook account regarding the alleged new victim of Laglag Bala in NAIA.

In a Facebook post of Jo Vidal, he said the latest victim was a Korean student who departs the country through Terminal 3 around 3 or 4 am.

"The student is of course traumatized," Vidal wrote in her post. "The Korean community feels terrible about what happened."

With this, investigation was launched immediately by Manila International Airport Authority (MIAA) with Office of the Transport Security (OTS)

In a statement, the Department of Transporation (DOTr) Secretary Arthur Tugade instruct its people to act on this matter with utmost urgency.




Meanwhile, MIAA General Manager Eddie Monreal warns airport personnel that they will face permanent termination if found to be responsible in "laglag bala" o planting ammunition.

"If this was really the intention of airport security personnel, heads will roll," Monreal emphasized.

But according to the initial investigation, as of Sunday afternoon, July 31, there were no official complaints reported nor encoded into security log books.

Monreal believed that the alleged victim made it through two x-ray machines and was intercepted at the final bag-check, where a bullet would be discovered inside a jacket pocket or in hand-carry luggage.

He added, whether or not a bullet was found on the Korean student identified in the post, the student most likely got on her plane which took off with no delay.

Based on the new airport rules, any passenger caught with one or two bullets could still catch their flight without delay as long as the incident was logged.

It was July last year that President Rodrigo Duterte prohibits authorities from arresting passengers for bullets in their luggage after it victimized many passengers, especially the elderly and Overseas Filipino Workers (OFW).

President Duterte orders the Office of Transportation Security or the OTS to put an end to the bullet-planting modus that victimize the passengers at the Ninoy Aquino International Airport, including tourist and expats or balikbayan as well as OFWs.

Senior Superintendent Mao Aplasca, the new director of the police Aviation Security Group (AVSEgroup), said Thursday that travelers would not be detained or charged in court if an ammunition is confiscated from them, as per  President Duterte's order.


Aplasca mentioned in this video that the Manila International Airport Authority (MIAA), Civil Aviation Authority of the Philippines (CAAP), and the transportation department will form a joint team that will conduct regular security planning for airports. With this order from Duterte, , he said that the tanim-bala is just a thing of the past.

GOOD NEWS IF FOUND WITH A BULLET AT THE AIRPORT - YOU WILL NOT BE ARRESTED OR FILED A CASE WITH!





The OTS is really serious in their campaign against the TANIM-BALA after over a year that OFWs and Pilipino are abhorred about this international crisis. International in a sense because many other news and segment in different countries had picked up the story and become a shameful news about the Philippine airport - particularly - NAIA.


There was an experienced last Saturday afternoon at NAIA Terminal 1, the X-ray scan detected a live bullet and two empty shells inside the check-in luggage of a departing OFW, OTS called the attention of the OFW, asked him to view his luggage and asked the OFW to remove the bullet from his luggage and proceed to the Middle East.

OTS Denros said that many people still believe in bullets as amulets or good luck charms, and some passengers are caught in the airport with amulets in their luggage.

Last year, an overseas Filipino worker named Nanay Gloria, an working in Hongkong who was arrested for allegedly having a bullet in her luggage was in danger of losing her job. This created a fury of comments and social media posts from the disgruntled OFWs.

DUTERTE ISSUED A WARNING TO PDEA, NAIA, AND LAGLAG-BALA CULPRITS

Mayor Rodrigo Duterte issued a stern warning to the PDEA, that he plans to abolished if he become president and to the people working at the NAIA airport that he wants them to retire from the government service.

NEW MEASURES TO PROTECT OFW IF CAUGHT WITH TANIM BALA AT AIRPORT


IF OFW IS CAUGHT WITH TANIM-BALA AT THE AIRPORT?
AGENCY WILL INFORM EMPLOYER OF THE DELAY OF ARRIVAL
  • POEA WILL PROVIDE ASSISTANCE AND WILL HELP REBOOK FLIGHTS
  • PAO WILL PROVIDE LEGAL COUNSELS/LAWYER
  • OWWA WILL PROVIDE ACCOMMODATION AND ARRANGE TRAVEL/FLIGHT TO PROVINCE

SECTION VI
UNDERTAKINGS OF POEA

6.1. Provide representatives and / or facilitation personnel in NAIA terminals Twenty Four hours a day / Seven days a week to assist 
OFWs intercepted with prohibited items in their person/luggages/cargoes.

6.2. Assist OFW resolve the interception and in some instance, 
earnestly rebook their flights in coordination with airline companies.

6.3. Upon knowledge of a report of an incident, advice the worker emphasizing on his rights as a person who might be, or eventually be, or is already subject of a Custodial Investigation.
6.4. Request the Public Attorney’s Office for immediate designation of a Public Attorney to provide legal representation to the worker during investigation, inquest proceedings, preliminary investigation and trial, as the case may be, if he/she has not yet contacted a lawyer of his/her choice.

6.5. Provide, when needed or as may be requested by law enforcement authorities, documents to establish that the person being held in custody is an OFW.

6.6. Require Recruitment Agencies that deployed the subject OFW to provide assistance to the worker by contacting and making representation with the employer on the potential delay in the worker’s arrival. Information as to the status or circumstances of the case must be treated with utmost confidentiality.
6.7. Undertake public information by incorporating the prohibited acts defined under R.A. No. 10591 in Pre-Employment Orientation Seminar(PEOS) and other workers education programs, including the issuance of advisories.



SECTION VII

UNDERTAKINGS OF OWWA
7.1. Provide immediate assistance to the worker or accompanying family member subject of an investigation especially on his/her welfare needs during the conduct of investigation including safekeeping of their personal belongings;
7.2. Undertake intake interview, where possible, to collect personal information, Overseas Employment Status/Record and further welfare needs of the OFW;
7.3. Provide, when needed, relevant information/documents to show proof that person under investigation is an OFW;
7.4. Contact, upon request of, or with the consent of the OFW, the family,relative or a friend of the worker including counsel of choice if any;
7.5. Provide accommodation when the worker has been released from police custody and while waiting for his/her rebooked flight or arrangements for return to his/her hometown, as the case may be;
7.6. Provide stress debriefing and psycho-social counselling of the subject worker including accompanying family member if any prior to rebooking/redeployment;
7.7. Incorporate prohibited acts defined under R.A. No. 10591 in the Pre-Departure Orientation Seminar (PDOS)

Michael White Case Junked; He Filed Charges to 2 OTS and 4 Police Officer


Pasay court  junked the case filed against Lane Michael White who was arrested last September for  alleged illegal possession of ammunition at the NAIA. The decision was signed by Judge Pedro Gutierrez on Thursday afternoon.

White claims to be a victim tanim-bala and his father believes there is an organized syndicate at the airport.

Meanwhile the National Bureau of Investigation (NBI) will also file robbery-extortion complaint against members of the Philippine National Police-Aviation Security Group (PNP-Avsegroup) for their alleged involvement in the “tanim-bala” or bullet planting racket inside the Ninoy Aquino International Airport (Naia).



On behalf of White, the Department of Justice (DOJ) by the National Bureau of Investigation also filed the following charges to these OTS Personnel and Police Officers :
CASE Filed: Robbery/extortion; violations of Republic Act (RA) No. 7438 (An Act Defining Certain Rights of Person Arrested, Detained or Under Custodial Investigation and Duties of the Arresting, Detaining and Investigating Officers) and RA No. 3019 (Anti-Graft and Corrupt Practices Act); 
Maria Elena Cena -Office for Transportation Security (OTS)
Marvin Garcia - Office for Transportation Security (OTS)

The following Police Officers will also be charged with Violations of Article V, Section 38 (Liability for Planting Evidence) of RA No. 10591 (Comprehensive Firearms and Ammunition Regulation Act); robbery/extortion; and violations of RA No. 7438 and RA No. 3019:
SPO2 Rolando A. Clarin, 
 P/CINSP Adriano Junio, 
SPO4 Ramon Bernardo, and 
SPO2 Romy Navarro of the Philippine National Police-Aviation Security Group (PNP-AVSEGROUP).

NAIA SECURITY A CONCERN BECAUSE OF TANIM-BALA INVESTIGATION


Some NAIA security group and screening officers are being relieved for investigation of tanim-bala modus, the lack of personnel is a concern on how to maintain airport safety and security. New personnel are still being trained for the job.



They also started lifestyle check among their ranks.But it should have been better if the lifestyle check are conducted by independent agency.

VIDEO: IF CAUGHT WITH BULLET AT NAIA, WITHIN ATLEAST 6 HOURS, YOU'LL BE RELEASED.


There is a new and faster process when you are apprehended with bullet after passing the NAIA screening area. First, there are security booths where you can inspect your baggages before passing through the screening area.



If you are still found with bullet while passing through screening machine.
1. You will be investigated. 
2. The bullet/bullets will be analyzed if it is live or amulets by the PNP ballistic team.
3. If bullets are live, the PNP Aviation and Security will file a against you.
4. Public Attorney's Office are on-call 24/7 to assess you.
5. A fiscal will decide if you have intent or no bad intent to possess the bullet in at least 6 hours.
