DOLE, May Isinusulong na P7,000 — P11,000 per month na Wage Subsidy Program sa mga Manggagawang apektado parin ng Pandemya




MANILA, Philippines — KINUMPERMA ng Department of Labor and Employment o DOLE na naisumite na ang proposal para sa wage subsidy program sa mga trabahante at establishments na apektado parin ng Coronavirus disease 2019 o Covid-19 pandemic.

Ayon kay Labor Assistant Secretary Dominique Tutay, kasama sa kanilang isinumeteng proposal sa Department of Budget and Management (DBM) ang tatlong posibleng pagkukunan ng pondo para sa nabanggit na programa.

Kinabibilangan ito ng mga sumusunod:
  • Reprogram o realignment ng pondong hindi nagamit noong 2020.
  • Natitirang savings mula sa Bayanihan 2.
  • Ang DBM ay maaaring mag-identify ng ibang maaaring pagkukunan ng pondo upang ma-pondohan ang isinusulong na wage subsidy program ng DOLE.

Una nang inihayag ng DOLE na tinitingnan nilang tulungan ang nasa 1.3 milyong mga manggagawa at 30,000 na establishments partikular na ang mga nasa micro, small at medium enterprises sa ilalim ng wage subsidy program.

Sa datus ng DOLE, nasa 25, 226 ang bilang ng mga indibidual na permanenteng nawalan ng trabaho noong buwan ng Enero dahil pa rin sa Covid-19 pandemic.

Maliban dito, posible naman umanong makabalik sa kani-kanilang trabaho ang nasa 108,000 na mga manggagawa sakaling luwagan na ng tuluyan ang mga quarantine restrictions.

Sa ilalim ng proposal ng DOLE, tatlong buwang subsidy na nagkakahalaga ng P7,000 hanggang P11,000 kada manggagawa ang ibibigay kada buwan.

Sinabi ni Tutay na ibinase nila ang budget ng subsidy program sa average na sahod ng mga manggagawa sa iba't-ibang sektor. 

Ang halaga, aniya, ay nasa pagitan ng P7,000 at P11,000 kada buwan sa loob ng tatlong buwan.

Dahil dito, nasa P62 billion hanggang P188 billion ang kailangan para sa nabanggit na programa.

Ayon naman kay Camarines Sur Rep. Luis Ray Villafuerte na maaaring gamitin ang pondo para sa ipinanukalang programang Bangon Pamilyang Pilipino assistance program para sa mga low-income at vulnerable families na may P10,000 cash assistance dahil hindi naman ito nagamit sa ilalim ng national budget.

Importante umano ang nabanggit na budget na magamit para sa mga nawalan ng trabaho sa harap ng tumataas na inflation sa presyo ng pagkain.

Iniulat din ng gobyerno ang nasa P452 billion na pondo na hindi nagamit mula sa 2020 national budget at P204 million na unobligated cash balance.

Kuwaitization On Public Sector Will Limit Hiring of OFWs and Other Expats In Kuwait

Just like the aim of its brother Arab country, Saudi Arabia, Kuwait is also aiming to limit the growth of expatriate workers including the overseas Filipino workers (OFW). They will start it on the public sector, eliminating expats and replacing it with Kuwaitis with its schedule to reach 100% of the goal within a period of 5 years. This is to address unemployment rate of its citizens.

Bernadette Herrera-Dy, she said that the Congress approved House Bill (HB) No. 8110, which proposes a standard handbook on the rights and responsibilities of OFWs, and House Bill 1700, granting OFWs the right to equal protection on money claims.  Under HB 8110, the Philippine Overseas Employment Administration (POEA) is mandated to develop, publish, disseminate, and update a handbook on the rights and responsibilities of migrant workers.  They shall also be the lead agency in implementing an intensified program against illegal recruitment activities.  The bill also provides that the handbook shall be written in words that can be easily understood, with translation in the local language as may be necessary.  On the other hand, HB 1700 is seeking to amend Republic Act No. 8042, or the “Migrant Workers and Filipino Migrants Act of 1995”, by removing the clause "or for three months for every year of the unexpired term whichever is less" found on the fifth paragraph of Section 10 of the law which refers to money claims for the unexpired portion of a migrant worker's contract.  Under the measure, a worker shall be entitled to the full reimbursement of his placement fee and deduction made with interest at 12% per annum in case of termination of overseas employment without just, valid or authorized cause as defined by law or contract, or any unauthorized deduction from the migrant worker’s salary. Many Filipinos especially those in the remote areas of the country. The Department of Foreign Affairs (DFA) and the Consulate General in Saudi Arabia confirmed that an OFW was stabbed and killed by a fellow OFW in Jeddah, KSA. The victim (name withheld) was a 29-year-old from Datu Odin Sinsuat, Maguindanao, who worked as a family driver in Jeddah.   The suspect (name withheld), a 34-year-old from Capiz, also a driver for the same family  The suspect remains under police custody after he was arrested immediately after the incident. The two "allegedly engaged in a fistfight in front of the house of their employer that ended in the victim getting fatally stabbed by his fellow driver." The motive of the stabbing is still unknown.  The Consulate General and the Philippine Overseas Labor Office in Jeddah will extend full assistance to both Filipinos as well as their families.    The victim is set for a vacation to the Philippines soon but the incident turned out to be unfortunate that he will come home inside a box.  Consul General Edgar Badajos said that the suspect is facing a death sentence as per Saudi Sharia law. DOLE:There are more than 1 million jobs for Filipinos this 2017


This 2017, the number of jobless people in the world is expected to rise by 3.4 million.  But according to International Labor Organization, this is just a "modest" increase in global unemployment from 5.7 to 5.8 percent.  This year's forecast of unemployed people around the world will be 201.1 million with an additional rise of 2.7 million next year according to World Employment and Social Outlook – Trends 2017 (WESO).  Last year, there are 197.7 million jobless in the world.




This 2017, the number of jobless people in the world is expected to rise by 3.4 million.

But according to International Labor Organization, this is just a "modest" increase in global unemployment from 5.7 to 5.8 percent.

This year's forecast of unemployed people around the world will be 201.1 million with an additional rise of 2.7 million next year according to World Employment and Social Outlook – Trends 2017 (WESO).

Last year, there are 197.7 million jobless in the world.

Of the 201.1 million jobless in 2017, 16.1 million will come from developing countries, 147 million from emerging countries, and 37.9 million from developed countries.

However, the ILO reported that employment forecast for two countries in Southeast Asia will grow by 4.5 million in 2017.

These two countries are the Philippines and Indonesia.

NUMBER OF JOBLESS IN THE PHILIPPINES IN ITS LOWEST UNDER DUTERTE LEADERSHIP

Andanar said in a text message that “the lower joblessness rate is a result of the Duterte administration’s policy of attracting investments and enhancing the inclusiveness of growth by creating more jobs.”  Here is the result of the SWS survey in graph from Business World:   Rene E.
