Driver's License na may 10-year validity, maaari nang ma-aplayan sa LTO simula Oktubre

MANILA, Philippines — KINUMPERMA ngayon ng Land Transportation Office o LTO na magsisimula na sa Oktubre ang pamamahagi ng ahensiya ng mga driver's license na may 10 taong validity.

Ngunit nilinaw ng LTO na hindi ito para sa lahat ngunit para lamang sa mga motoristang walang anumang traffic violation o walang nagawang paglabag sa batas-trapiko sa loob ng limang taong period ng kanilang driver's license.

Ibibigay ang nasabing driver's license sa motoristang magre-renew ng kanilang lisensiya simula sa buwan ng Oktubre ngayong taon.

Hindi naman kasama sa makakatanggap nito ang mga student drivers licensee dahil nakasaad sa batas na ang 10 years validity ng driver's license ay para lamang sa driver na nagkaroon ng lisensiya na may 5-year validity.

Nilinaw naman ni LTO Chief Edgar Galvante na ang 10-year validity ay hindi automatic na ibibigay sa isang driver dahil titingnan nilang mabuti kung malinis ang record para mabigyan ito ng driver's license na valid sa loob ng 10 taon.

“Not all license holders are entitled to this privilege. For those who have clean records, you may enjoy not coming back for renewal not only for five years, but ten years. That is if you are not delinquent,” pahayag ni  Galvante.

Ang 10 year validity ng driver's license ay base sa inaprobahang Republic Act 10930 na nilagdaan ni Pangulong Rodrigo Duterte noong 2017.

Pinasiguro naman ni Galvante na license card at hindi papel ang makukuha ng isang motorista sakaling mag-aapply at mabibigyan ito ng nabanggit na driver's license.

Una nang inihayag ni Pangulong Rodrigo Duterte sa kanyang huling State of the Nation's Address o SONA na pabor ito sa pagpapalawig ng validity ng driver's license hanggang 10 taon “if there is no traffic violation.”

Ngunit importante umanong sumailalim sa medical assessment kada limang taon ang may hawak nito upang masiguro na maganda pa ang paningin at pandinig nito.

“Ten years is too long. I like it, it’s good, but we should [have an] assessment in five years. You should go there for a medical makeover, tingnan lang kung kaya pa (see if you’re still capable of driving),” dagdag ng pangulo.

TESDA, ililibre na ang Theoretical at Practical Driving Course na requirements sa pagkuha ng driver's license sa LTO

MANILA, Philippines — LUMAGDA na sa isang Memorandum of Agreement o MOA ang Land Transportation Office o LTO at Technical Education and Skills Development Authority o TESDA para sa partnership ng dalawang ahensiya sa pagpapalakas ng kaalaman ng mga drivers sa buong bansa.

Napapaloob sa nabanggit na MOA ang iisang standard sa mga driving schools at hindi magastos na training courses sa mga drivers upang mapataas pa ang kanilang competency sa pagmamaneho.

"We have partnered with TESDA because we want to tap their expertise to ensure the quality of driver’s training being given by driving schools, the LTO and TESDA," ang naging pahayag ni LTO Assistant Secretary Edgar C. Galvante.

Sinabi pa ng LTO chief na dahil dito, mag-aalok ng TESDA ng mas marami at libreng driving courses sa publiko.

"Sa partnership na ito, mas marami na ang ma-ooffer ng gobyerno na libreng driving courses para sa mga interesadong mag-avail ng driver’s training. Ito po ang sagot ng ating mga pamahalaan sa hiling ng publiko para sa dekalidad at murang training program para sa mga drivers," dagdag pa ni Galvante.

Ayon naman kay TESDA Director General Isidro Lapeña na bibigyan ng kapangyarihan ng nabanggit na MOA ang TESDA at mga training centers nito na mag-alok ng Theoretical Driving Course at Practical Driving Course na kahalintulad ng mga kinukuha sa mga LTO Driver’s Education Centers. 

Nilinaw nito na katumbas din ng inaalok na theoretical at practical driving course ng LTO ang TESDA Driving National Certificates courses.

"Sa ating data from PSA, isa sa mga pangangailangan sa labor market ay mga qualified drivers.  As we transition to the new normal, kailangan ng mga drivers, ito ang  constant na pangangailangan ng mga industries. And, we have regional offices who can reach out to those in need of the training. Libre po ito,' pahayag ni Secretary Lapeña.

Sa pamamagitan umano ng libreng theoretical at practical driving courses na iaalok ng TESDA, magkakaroon ng National Certification o NC ang mga makakatapos sa kursong driving na maaaring i-presenta sa LTO sa pagkuha ng driver's license.

“Sa partnership na ito, mas marami na ang ma-o-offer ng gobyerno na libreng driving courses para sa mga interesadong mag-avail ng driver’s training. Ito po ang sagot ng ating mga pamahalaan sa hiling ng publiko para sa dekalidad at murang training program para sa mga drivers.”

Sa pamamagitan din ng nabanggit na MOA, magkakaroon ng mas maraming option ang publiko sa pag-apply ng drive's license na hindi na magbabayad pa para sa practical at theoretical driving courses sa mga private driving schools o institutions.

Matatandaan na sa ilalim ng Memorandum Circular 2019-2176 na ipinatupad ng LTO, requirement na sa mga kukuha ng drive's license na sumailalim sa 15-hour na theoritical driving course sa ilalim ng certified instructor. 

Ang nasabing kurso ay hinati sa tatlo at sakop nito ang lahat, mula sa traffic regulations hanggang sa LTO mandated special laws.

License Validity ng mga nasa edad 17-21 at 60-65, pinalawig ng LTO

PINALAWIG ng Land Transportation Office o LTO ang validity ng mga student-driver's permit, driver's license at conductor's license hanggang Disyembre 31, 2020.

Ngunit huwag munang mag-saya dahil para lamang ito sa mga age groups na hindi pinahintulutang lumabas noong umiiral ang community quarantine.

Ibig sabihin ang extended validity ng driver's license ay para lamang sa mga nasa edad 17 hanggang 21-anyos at 60 hanggang 65-anyos. Ayon sa memorandum na inilabas ng LTO sa mga regional offices nito, walang penalty na kukulektahin para sa mga permits at licenses na nag-expire simula Abril hanggang Oktubre 2020.

Ito'y dahil ang nasabing mga age group ay hindi pinahintulutang lumabas sa kani-kanilang mga bahay noong umiiral ang community quarantine dahilan kung bakit hindi rin ma-proseso ng mga ito ang pagpapa-renew ng kanilang mga dokumento.

Ngunit dahil nagpalabas na ng bagong guidelines ang Interagency Task Force (IATF) kung saan pinapayagang lumabas na ang mga taong nasa nabanggit na edad, inaasahan ng LTO na dadami ang kanilang aplikante na magpapa-renew ng kanilang mga permit at lisensiya.

Ayon kay LTO Chief Edgar Galvante, na extended din hanggang sa Disyembre 31 ang registration ng mga sasakyang nagtatapos sa 9 at 0.

"Dati di nakakalabas younger than 19. Kung sila ay qualified mag-apply ng lisensya, they will be entertained," ang naging pahayag ni Galvante.

Sa mga wala namang kakayahang magbayad ng driving lessons mula sa mga pribadong driving schools, maari naman itong ma-avail mula mismo sa LTO sa pamamagitan ng classroom instruction.

MULA sa limang taong validity ng driver's license, inihayag ngayon ng Land Transporation Office (LTO) na ilalabas nila simula Oktubre sa susunod na taon ang mga driver's license na may 10-taong validity.

Ngunit nilinaw ni LTO Chief Assistant Secretary Edgar Galvante na hindi ito para sa lahat sa halip, para lamang sa mga drivers na may "good standing" o walang record ng anumang uri ng paglabag sa Republic Act 10930 o Land Transportation and Traffic Code o sa iba pang traffic laws, rules and regulations.

Nilinaw din ng ahensiya na ang lisensiyang may 10-taong validity ay para lamang sa mga renewing licenses at hindi para sa mga bagong non-professional at proffesional driver's license na mananatiling may limang taong validity.

Ayon sa LTO, bawat paglabag ng isang driver sa Land Transportation and Traffic Code o sa iba pang traffic laws, rules and regulation ay kabawan sa kanyang tsansang magkaroon ng lisensiyang may 10 taong bisa.

"Yung pagpapalawig ng ating lisensya hanggang 10 years, mangyayari ito starting October 2021 pero hindi lahat ng drivers license possessor ay makaka-enjoy nitong 10-year validity ng license lalo na kung mayroon siyang demerit point" ayon kay Galvante.

Ang Demerit System ay ipinatupad ng LTO simula noong 2019 bilang bahagi ng Implementing Rules and Regulations (IRR) ng RA 10930 na nilagdaan ni Pangulong Rodrigo Duterte noong 2017 na nagpapalawig sa validity ng driver's license.

Sa ilalim ng sistema, may classification ang mga violation ng isang driver, depende sa bigat nito; 

light — one demerit point

less grave — three demerit point

grave — five demerit point

Sa ilalim ng IRR,  itinuturing na grave violation ang pagmamaneho ng sasakyan para sa isang krimen, pagmamaneho sa isang colurom na sasakyan, pagmamanehong naka-droga o naka-inum at iba pa.

Less grave violation naman ang mga pangalawang paglabag (second offense) sa mga driving laws, parking and obstruction violations at mga paglabag sa mga local ordinances.

Light violations naman ang mga first-time offenses sa mga driving regulations and minor traffic offenses.

Dagdag pa ni Galvante na makikita sa system ng ahensiya kung ilan ang demerit points ng isang driver sakaling magre-renew na ito ng lisensiya.

Sinabi pa ng opisyal na magsisilbing insentibo sa mga drivers na striktong sumusunod sa mga traffic laws and regulation ang "premium" driver's license na may 10 - taong validity o mula 2021 hanggang Oktubre 2031.

Umaasa din ang LTO na makakatulong ito upang maiwasan ang mga road crashers at mga traffic accidents na nagiging sanhi ng pagkasugat o pagkamatay ng mga tao.

Pagkuha ng lisensya sa Pinas, hihigpitan na; 15 hours of training, kailanganin

Matapos makakuha ng bagong impormasyon tungkol sa dami ng naitalang paglabag sa batas-trapiko, magiging mas mahigpit na raw ang Land Transportation Office (LTO) sa mga nais kumukuha ng lisensya.

Ayon sa LTO, bago makakuha ng student's permit ang isang aspiring driver ay kakailangan muna nitong magkaroon ng 15 oras ng training mula sa isang accredited driving school. Itong naging plano ng ahensya matapos makita ang recent statistics na inilabas ng Metropolitan Manila Development Authority (MMDA).

Sa datos mula sa MMDA, mga 12,000 na tsuper sa Metro Manila ang nagkaroon ng hindi bababa sa tatlong traffic violations. Bukod pa rito, ang pinakamatinding kaso raw na naitala ay ang sa isang bus driver na nakagawa ng lampas 500 violations simula noong 2005.  

Balak ng LTO na ipatupad ang additional requirement para sa mga student driver simula sa darating na Abril.

"Higpitan ang pagkuha ng lisensya, actual at written test. Pati 'yong nag-approve sa kanya ng LTO, at 'yong nanghuhuli ay may pananagutan din. First offense, light violation, multa at seminar ulit. Second offense, six months suspension. Third offense, revocation of drivers license," wika ni Reynaldo Mendiola.

"Dapat kasi gayahin n'yo ang systema sa ibang bansa may points system ang violations. Kapag beating the red light o counterflow, pinakamataas ang points. Kapag lumampas sa limit ang violations ng driver in one year, hindi na mare-renew o automatic cancel ang lisensya. 'Di 'yong mga student permit pag-iinitan nyo," ani Ray Mun.

Land Transportation Office (LTO) launched Abril 24, its online system where motorists can set appointments for applying or renewing their driving license and vehicle registration.

According to LTO Management Information Division chief Rector Antigua, the online appointment at scheduling system will hasten the process of the needed documents of the motorists from the agency.

However, on its initial launch, it will be available only in four districts namely Marikina, Pasig, Muntinlupa, and Novaliches. The service will be available nationwide by next year.

Should Every Car Have A Dash Cam?

Dash cameras are getting popular nowadays. This thing typically records the incident on the road and it is now common for a police to ask for a dash cam footage if someone met an accident. Dash cameras can prove who is at fault in accidents and many said it can make road a lot safer.

Here in the Philippines, there is a bill pending in the House of Representative that seeks to make dashboard cameras a mandatory in all vehicles.

House Bill No. 6265 or the "Dashboard Camera Act of 2017," introduced by Representative Rozzano Rufino Biazon, gives car manufacturers six months to ensure that all its model is fitted with dash cams once put on the market.

Under the Bill, the Land Transportation Office will reject the registration of vehicles with no dash cams while public utility vehicles (PUV) operators will not be given a franchise if they fail to comply.

PUVs already in operation prior to the effectivity of the measure should comply with requirements upon renewal of registration, or not later than six months from the issuance of implementing rules and regulations.

The LTFRB will be in charge of maintaining an archive of all recordings from vehicles involved in traffic accidents.

The videos will be confidential, and their use, viewing, disclosure, or publication will not be allowed, except for use as evidence.
PENALTIES 

• P100,000 for manufacturers and owners if they fail to install dashcams 

For PUV Operators:

• P5,000 - first offense 
• P10 - second offense 
• P15 - third and succeeding offenses. Licenses or franchise can be revoked for subsequent offenses

House Bill 6265

Those who tamper with dashcams or fail to provide videos upon order of the LTFRB will likewise be meted fines.

Those who violate the secrecy of the videos, meanwhile, can face imprisonment of one to three years, and a fine of P100,000 to P2 million.Under Biazon's bills, it is stated that dash cameras can be used for the following;

1. It is able to record first-hand evidence of vehicular accidents 

2. It can be used, undisciplined drivers 

3. It may be utilized to secure vehicles 

4. It may prevent insurance fraud and such other fraudulent claims 

Meanwhile, in the Senate, the Senate Bill 1457 or the Dash Cam Law is still pending.
