Getting a Driver's License? Here's What to Expect in LTO's Practical Driving Exam

With your driver's license, you are given the privilege to drive on the road. Aside from this, a driver's license is one of an identification card in the Philippines that is commonly accepted in all transaction, be it private or public.  This September, the Land Transporation Office (LTO) started the distribution of driver's license with five years validity. It means drivers who will renew or apply for a license will now be issued with plastic cards by the LTO.

With your driver's license, you are given the privilege to drive on the road. Aside from this, a driver's license is one of an identification card in the Philippines that is commonly accepted in all transaction, be it private or public.

But before getting a driver's license, a driver first, must pass both the written exam and the practical driving exams that aim to filter and guarantee responsible drivers on the road.

Applying for a license can take more or less than a day. The written exam is the first process of application to be followed by the practical exam for those who are qualified to take.

For non-professional license examiners, a score of 30/40 is needed to be qualified for the practical driving exam. While a score of 45/60 is needed for professional license examiners.

The practical driving exam requires a round of driving or riding in the obstacle course. The types of vehicle available for rent are motorcycles, manual cars, automatic cars and light trucks. Applicants can also opt to use their own vehicles when taking the exam.

Renting a motorcycle costs P150, a 4-wheeled vehicle (manual or automatic) costs P250, and a 6-wheeler vehicle costs P300.

Examiners are given a road test score sheet when examining an applicant. Every applicant will start with 100 points. The examiner's criteria for imposing a demerit are based on three criteria:

1. pre-driving checks - worth a total of 10 points. Under this criteria, drivers are expected to:

  • check the tires and batteries
  • adjust mirrors, light, and windshield
  • use the seat belt/helmet
  • check the hand and foot brake
  • Disengage the clutch when starting the engine.

2. driving skills is 50 points in the exam

3. observance of traffic rules is worth 40 points

The actual practical driving exam will only take 5 minutes. Applicants only need to make one round of the approximately 1000 square kilometers obstacle course and park.
The passing rate of the actual driving exam is 70/100.

While getting the practical exam, applicants may automatically fail for the following condition:
  • striking another car 
  • striking another pedestrian or fixed object 
  • improper action causing a collision 
  • near collision of another vehicle 

With this, the LTO advice drivers to make sure that practice before the exam and applicants should listen to the briefing and guidelines given to them because it will help them pass.

Fuel Efficient Jeeps Start Transport Operations - Here's How To Get One or Apply as Driver

The Philippine government's Jeepney Modernization program has introduced a slew of energy efficient and electric jeepneys. The good news - some have started plying roads in Quezon City and other metros across the country officially! While the early routes for e-jeeps and fuel efficient jeeps were merely test routes, the LTFRB are now opening franchise for these energy efficient public transports.  The BEEP - or "Bagong Jeeps" - were introduced under an initiative led by transport group "Kilusan sa Pagbabago ng Industriya ng Transportasyon" (Kapit).  The bright blue BEEPs were acquired by their new owners through a loan from the Development Bank of the Philippines, which can be paid back in seven years. The deal has new BEEP owners turning over their old jeeps for these new Euro 4 compliant jeeps with emissions well below the standard.  The government aims to eventually phase out smoke emitting public utility transports that are 15 years old or older, in a bid to modernize the Philippines' transport sector. There are currently about 250,000 registered jeepneys in the country. Among the aim is to introduce 10,000 electric jeepneys within the next three years. Currently, among the number of newly deployed BEEPs, it's not clear how many of them are electric.  KAPIT Chairman Vigor Mendoza II said it is a good move from the government in ensuring the safety and protection of the riding public. The group said several Beeps jeepneys are already plying in Quezon City, Cagayan de Oro, Tarlac City, Baguio City and Cebu City.  These BEEP Jeeps have GPS so the operator can do strict monitoring of the BEEP's speed and route. While previous designs say they will have televisions, I have yet to see one that has a TV inside. But CCTV and dashcam are installed for safety. They also have a fire extinguisher inside each unit, something you will rarely find in old jeeps. The LTFRB said modernized PUVs will soon have Internet connection too. BEEP cards, for e-payments will also be incorporated.  The BEEPs are Euro 4 compliant, meaning they are environment-friendly and fuel efficient. This means the new e-jeeps follow a world standard set in 2008-2010 while many of the old jeeps we are used to have standards well before the 90's - that's about 30 years ago or more!  A standard BEEP has a capacity of 25 persons, and is more spacious than the traditional jeep.  So how do you get one of these cool rides? KAPIT Chairman Mendoza explains the requirements.  1. An operator has to be a member of a transport association. They will have to sign a Management Contract, allowing the transport association management of the vehicle for franchise purposes. If the operator has an old jeepney unit, he has to retire it. It is unclear if this program is allowed for new operators.  2. The official price for these new units are 1.4 Million for the non air-conditioned BEEPS and P1.6 Million for the air-conditioned BEEPs. But the operator does not need to shell out money!  3. KAPIT will actually provide the initial capital for the downpayment or guarantee in lieu of. They will also assist with the banking requirements.  4. The monthly amortization of the air-conditioned BEEP is P17,000 per month. Each unit can service up to 600 passengers per day.  Are they good for Drivers? Under the transport association, the BEEPs are good for drivers too. Unlike in the old system, BEEP drivers are regular employees. They get a fixed salary of P1,100 per day and there is no profit boundary or quota required! That's for an 8-10 hour's worth of driving. They also wear uniforms, have SSS contributions. Drivers get assistance from a “passenger assistance officer” on board better known as conductors. The group also have their own mechanics for the maintenance and repair of the BEEP units.  What are the Passenger Benefits? Apart from the bigger and more spacious interior, passengers of air conditioned BEEPS travel in comfort, even if stuck in traffic. They also pay similar fare compared to older jeeps, starting with P8 minimum fare. Passenger safety is also foremost as drivers undergo medical, drug and psychological tests, and attend weekly seminars with their operators. President Duterte Signs Laws Extending Passport and Driver License Validity

President Rodrigo Duterte signed into law on Wednesday Republic Act 10928 extending the validity of Philippine passports to 10 years. The new law states that “Regular passports under this act shall be valid for a period of 10 years. Provided, however, that for individuals under 18 years of age, only a passport with five-year validity shall be issued.”  Republic Act 10928 amends Republic Act 8239 or the Philippine Passport Act of 1996.  The new law also states that the issuing authority may limit the validity to less than 10 years in cases where national economic interest or political stability is at stake.  But do not get excited that the Department of Foreign Affairs will issue passports with longer validities soon. The DFA has to prepare the implementing rules and regulations of RA 10928 first, to ensure that its provisions will be implemented.  The President also signed Republic Act 10930, which extends the length of the driver's license’s validity to 5 years. The law amends Section 23 of RA 4136 or the Land Transportation and Traffic Code, which set a three-year validity for the license.  “Except for student permits, all drivers’ licenses shall be valid for five years reckoned from the birth date of the licensee, unless sooner revoked or suspended,” the new law says.  Under the law's Section 23, a driver holding a license with a 5-year validity may even be granted a license with a 10-year validity upon renewal if found that he or she has “not committed any violation of RA 4136 and other traffic laws, rules and regulations.”  The law also mandates the establishment of stricter rules before the issuance of driver’s licenses.  A fine of P20,000 shall be imposed on a driver’s license applicant if found to have misrepresented material information in his or her application, connived with the officer in the irregular conduct of examinations or issuance of license, falsified documents, or cheated during examinations.  Both laws will be enforced and take effect  take effect 15 days after publication in the Official Gazette or in a newspaper of general circulation. The DFA and LTO will now write and publish the implementing rules and regulations for each of their jurisdictions.

Senate Bill: Will Retain 5 Year-Validity For Passports Of Minors

  The Senate of The Philippines recently approved the bill proposing that passport validity be made 10-years instead of the current 5-year validity. The Philippine passport, however, is only valid for five years and six months before the expiration date it can no longer be used.   Passport applications, she said, increase by 30 percent every year and there will be no impact on government revenue due to the validity extension.  “Whatever we will lose in terms of renewal will be compensated by the increase in the passport application,” Sen Villar said. At the academy, they will learn the traffic rules and regulations, LTFRB policies, and they will also be taught on how to avoid road rage. Grab and Uber drivers will also be required to undergo the same training.  LTFRB board member Aileen Lizada said that they will conduct an exam after the training and if the drivers passed, they will be given an ID Card. However, there seemed to be a catch because minors or Filipino citizens below 18 years old is not included, and they will therefore still receive passport that is valid for 5 years only! A minor's passport should indeed be renewed every 5 years because a minor's facial changes while growing up. An adult's facial features basically remain the same for longer periods; hence the renewal of an adult's passport every 10 years is apt. "  According to Senator Villar, the reason behind why minors will still receive passport with less than 10 years validity is due to the changes in facial features of a growing up child. He said the 75 projects under the President’s Build Build Build Program will create 2 million jobs annually and that currently, construction companies are “having a hard time” looking for laborers.  Sec. Diokno said the Philippines is open to importing more laborers from other countries. This raised concerns among the labor sector that Filipino workers might be displaced, while those unemployed will continue to be ignored.  "Build, build, build is going to create a shortage in labor," he said. “I don’t mind if we import labor just to finish the projects. We can even import labor from Pakistan, India. We have 75 major projects, there’s no way of stopping that. We won’t stop,” he said.  Assuring the labor sector, Finance Secretary Carlos Dominguez III said importing labor only happens when the skills required for projects are not available domestically. “If you need special skills and they are not available in the country, then what should you do, you’ll bring it in right? Which we already do,” Dominguez said.  The Finance department further assured Filipino workers, particularly those in the construction industry, should not worry about losing their jobs as only alien workers with highly technical skills are allowed to work in the country. The law only allows special work permits to be issued to aliens who are either highly technical or managerial.  Under Section 20 of the Philippine Immigration Act, allowed non-residents coming for employment will only be when no person can be found in the Philippines willing or competent to perform the labor or service for which the non-immigrant is desired, and that the non-immigrant’s admission would be beneficial to public interest.  Labor Secretary Silvestre Bello III, for his part, has said the Department of Labor and Employment is considering measures to prevent the shortage of skilled workers in the country. He said the DOLE is eyeing to slow down the processing for the deployment of skilled workers abroad and to fast- track the training program to bring in more skilled Filipinos into the domestic workforce.

In fact, A recent report from the Commission on Audit cited the OUMWA for failing to release over P112 in benefits to various OFWs, with some benefits reaching up to 10 years back. These benefits range from ESB, back wages, remunerations and injury or death benefits.  If you have some back wages or other monetary benefits that is pending, you can actually go to the DFA to request for assistance in collecting them. The Office of the Undersecretary for Migrant Workers Affairs is in charge of providing assistance to nationals (ATN) and legal assistance in coordination with relevant government agencies. They are mandated to provide assistance to distressed OFWs as well as repatriated OFWs. So if you have a claim to unpaid salaries or other benefits, or need legal assistance, here's what you need to do:  1. Inform OUMWA of any request for assistance through letters, telephone calls or visits to OUMWA’s office by your relatives. Requests for assistance can also be endorsed by government officials, from Congressmen and Senators, to local government officials. Non-governmental organizations (NGOs), as well as the media may also endorse such request.  2. Requests should include the following details, as applicable: Name of the OFW Address and contact number of the OFW Address and contact number of the employer Address and contact number of the foreign and/or local agency The specific reason for the request 3. If the request is about monetary compensation, unpaid wages or end of service benefits, the computation for the amount will be based on the host country's labor laws. An OFW who will be leaving behind his claim may need to execute a Special Power of Attorney to allow appointed Saudi lawyers to continue pursuing claims for unpaid wages and benefits on behalf of the OFWs after the OFWs are repatriated back to the Philippines. The same may be done by a former OFW who is already in the Philippines.  4. If the request is about end of service and unpaid wages for a deceased OFW, the OUMWA will coordinate with the host country via the Philippine Embassy there. Following the procedures and labor laws of the host country, the Embassy will process both the repatriation of the deceased, as well as facilitate the claims for the benefits.  5. Once all process is complete, the Philippine Embassy will receive the payment of the benefits and make necessary arrangements to forward the money to the account of the Department of Foreign Affairs-Office of the Undersecretary for Migrant Workers’ Affairs (DFA-OUMWA) where the OFW of his/her legal beneficiaries can collect benefits. The OUMWA will require documentary proof for establishing the identification and relations of the beneficiaries.  The following reasons may cause delay in processing or releasing claims: 1.
