Kuwaiti government wants Department of Labor and Employment (DOLE) to first, lift the deployment ban imposed on all Filipino workers bound to their country so that they could continue to hire Filipino workers for different jobs.

DOLE Chief Silvestre Bello III said Kuwaiti Ambassador assured him that as soon as deployment ban is lifted, they will sign the bilateral agreement.
But as of the moment, the temporary ban on OFWs in Kuwait is still in effect due to the failure of Philippines’ labor attaché to submit a report demanded by the government.
Bello explained he asked the labor attaché to come up with his own findings that will explain the actual cause of death of the seven Filipino maids who died in Kuwait. However, they received a "half-baked" report from a designated person from Ministry of Interior of Kuwait and not from our country's labor attaché.

According to Bello, the report is important because this will be the basis of the temporary ban on Filipino workers in Kuwait should be lifted to a total ban would be declared.
Bello added that the labor attaché is expected to submit a report of his own findings anytime this week.
On the other hand, some OFWs are asking the government to give exemption to skilled workers bound to Kuwait. Most 250,000 Filipino workers in Kuwait are domestic helpers that are prone to maltreatment and abuse by their employer.
