In order to support micro and small businesses affected by the economic impact of Covid19 in the country, the Small Business Corporation under the guidance of the Department of Trade and Industry is setting up a P1.0 billion Enterprise Rehabilitation Financing facility under the Pondo sa Pagbabago at Pag-asenso (Covid19 P3-ERF for short). The facility will be implemented once the Community Quarantine declarations are lifted by the National Government and/or respective Local Government Units.

The ERF loan fund will have the following features:
Micro and small enterprises with at least one year continuous operation prior to March 2020, and whose businesses suffered drastic reduction in sales during the ensuing epidemic may access the loan fund;
Micro enterprises with asset size of not more than P3.0 million may borrow P10.0 thousand up to P200.0 thousand;
Small enterprises with asset size of not more than P10.0 million may borrow a higher loan amount but not to exceed P500.0 thousand;
The loan shall be used to help the enterprise stabilize or recover from its losses. Specifically, the following purposes are qualified:
Updating of loan amortizations for vehicle loans or other fixed asset loans of the business;
Inventory replacement for perishable stocks damaged;
Working capital replacement to restart the business
Interest rate shall be at 0.5% per month (discounted basis); and
Grace period on payments shall be given until such time that the economic crisis has abated.

According to DTI Secretary Ramon Lopez, the P3-ERF facility is part of the economic relief program of the administration of President Rodrigo Roa Duterte for small businesses further marginalized by the Covid19 epidemic.

Batas: Ito ang Gagawin Kapag Pinilit o Pinalayas ka Dahil sa Bayad sa Upa/Renta

Patong patong ang mga bills sa ilaw at tubig, internet at bayaran sa renta dahil sa halos 2 buwang walang trabaho ang mga tao. Ang isang pamilyang nangungupahan, tinanggalan na ng bubong at pintuan ang nirerentahang bahay dahil sa galit na landlady dahil 2 months na hindi nakakabayad.
Isa sa mga kinakaharap na suliranin ng mga kababayan nating Pilipino ngayon ay kung paano makakabayad ng upa sa mga may ari ng bahay. Karamihan sa ating mga kababayan ay nangungupahan lamang lalong lalo na ang mga kababayan nating nakatira sa Metro Manila. Dahil sa ipinatupad na Enhanced Community Quarantine ngayon maraming Pilipino ang nawalan ng trabaho. 
Ayun pa kay Pangulong Duterte: "Marami na pong report sa akin na yung mga taong ngayon na tumitira sa upahan na mga bahay, they are being pressured to pay. Alam mo, lahat tayo nawalaan ng income so I'd like to ask the owners na kung maaari to suspend yung sa bahay. Huwag mo muna singilin kasi wala talaga. And whatever na ang nasa kamay ng mga tao ngayon, they are saving it for the rainy days to come."

Isa sa mga tugon ng ating gobyerno sa suliraning ito ay ang paglabas nila ng batas na “Bayanihan Act of 11469” nakapaloob sa batas na ito ang mahigpit na ipinagbabawal ang paniningil ng renta ng mga may ari ng bahay.

Paano makakabayad ang ating mga kababayan ?
Ayun sa mga kinauukulan ay maaaring bayaran ng "installment" ang mga utang na hindi nabayaran sa may ari ng bahay sa loob ng anim na buwan. Mayroon din silang tinatawag na "30 days grace period" kung saan ay binibigyan ng palugit na magbayad ng kanilang rental fees sa loob ng 30 days pag katapos ng ECQ.

This is a concession para matulungan ang mga kababayan natin not only for those in business but also for residential tenancy, yung mga bahay po nila na inuupahan, alam naman natin maraming mga hindi nakapagtrabaho during the ECQ, or the commercial establishments, yung mga umuupa po ng commercial spaces nila, for Micro Small and Medium Enterprises, ito po yung ginawa ng DTI; meron po silang grace period na 30 days, ibig sabihin within 30 days po from the time na matapos yung ECQ, pag nalift na po ang ECQ, hindi pa po sila pwedeng singilin. Pag siningil na po sila pwede po nilang idivide into 6 installment yung mga rental na nagaccumulate during the ECQ period.

Maaaring ireklamo sa DTI ang mga may ari ng paupahan na pilit paring naniningil sa gitna ng Enhanced Community Quaratine . Maaring sundan ang proseso  na ito:
  1. Kompletong Pangalan, address at numero ng iyong telepono
  2.  Kompletong Pangalan, address at numero ng telepono ng may ari ng bahay
  3. Kompletong address ng paupahan
  4. Due date ng Renta
  5. Tala ng iyong reklamo,pangyayari o kahit anong ebidensya na maaaring gamitin.
Ayon pa sa DTI Usec Ruth Castelo: Kung merong mga gustong maningil o magevict sa kanila, DTI Fair Trade enforcements bureau po ang incharge dito, ireport lang po sa amin sa consumercare@dti.gov.ph or sa consumer hotline # 1384, DTI will take immediate action para hindi sila maevict, hindi sila singilin o bigyan natin ng mas mahabang concession para sa kanila.

 The Department of Trade and Industry (DTI) urged business establishments to comply with the provisions of the Price Tag Law or Republic Act (RA) 71 providing consumers with information that will enable them to compare the quality and prices of goods.

The DTI advocacy is strongly supported by the local government unit of Culasi and the Culasi United Vendors and Store Holders Association, Inc.

The implementation of Price Tag is not only applicable to manufactured products liked canned goods, but for all commodities as well, sold in malls, supermarkets, and other business establishments, said Cardinal.

Aside from the Price Tag Act, businesses are also urged to comply with other Fair Trade Laws such as Product Standard, Business Name as well as Consumer Act of the Philippines particularly on the provisions of Weights and Measures.

*Article 107. Penalties. – Any person who shall violate any provision of this Chapter or its implementing rules and regulations with respect to any consumer product which is not food, cosmetic, or hazardous substance shall upon conviction, be subject to a fine of not less than Five thousand pesos (P5,000.00) and by imprisonment of not more than one (1) year or both upon the discretion of the court.
In case of juridical persons, the penalty shall be imposed upon its president, manager or head. If the offender is an alien, he shall, after payment of fine and service of sentence, be deported without further deportation proceedings.

Balikbayan Box Sent From Dubai, Looks Like Garbage When Received In The Philippines Due To Mishandling


How would you feel if the 'balikbayan box" that took you months of saving and carefully packed for the enjoyment of your family back home will not be properly taken care of? To an OFW in Dubai, Ferdinand Acupan, it is awfully disappointing that the balikbayan box he sent to his family via his trusted cargo company "looked like garbage " when they opened it in the Philippines.  The only reason he could think of is that the cargo forwarder did not observe proper handling of his "balikbayan box".  The cargo arrived just a few days after the OFW did. he saw the condition of the "balikbayan box" he carefully packed. Now very few items are still usable, the rest, especially shampoos and liquid dtergents are merely garbage to throw away. The sad part is that, the cargo company said that the box was already at that condition when they received it.   Acupan's girlfriend, who is also from Dubai, shared the same fate. When her cargo arrived, it was also damaged. They both entrusted their cargos to the Dubai-based Makati Express Cargo.  GMA News went to thecargo company counterpart in the  Philippines and according to its representatives, the OFW's cargo was all wet when it was unloaded in their warehouse. "Advertisements" The cargo company said that they always insisted to OFWs to refrain from sending liquid items and lotions with their packages due to the high risk that the contents might break off or leak during transit as heavier cargo might crush the containers and burst. Acupan said that it was not the first time that they sent liquid items to the Philippines.   The forwarding said that to make sure that your liquid detergents, shampoo, lotions and the likes would  surely be protected, they should place it inside a heavier container like plastic containers. Simply wrapping the covers around with tapes is not a guarantee that it will not spill out.  Acupan said that it should be the duty of the forwarding company to handle the balikbayan boxes properly.  The OFW is considering to file complaints against the cargo forwarder.
