Good News OFWs! Bureau of Customs Suspended The Implementation of CMO 04-2017 And CAO 05-2016- BOC

An unconfirmed report from UAE based news company The Filipino Times said that Commissioner Isidro S. Lapena has issued a directive suspending Customs Memorandum Order 04-2017, which imposes lengthy procedures on sending OFW balikbayan boxes. “In view of the valid issues raised by stakeholders...the implementation of CAO 05-2016 and CMO 04-2017 and the requirement of registration of deconsolidators are hereby suspended until March 21, 2018,” Lapeña quoted as saying. Read: What You Need to know About The New Regulation Regarding the Balikbayan Box Sponsored Links According to the report, Lapena’s directive also formed a team and directed to come up with proposed changes to Customs Administrative Order 05-2016 (CAO 05-2016) and to amend it in accordance with what the stakeholders suggested, indicating that the controversial policy may yet be watered down due to concerns raised by concerned sectors– from OFWs to forwarders and deconsolidators. The CAO 05-2016 seek to impose stricter procedures on shipping balikbayan boxes; CMO 04-2017 is its implementing guidelines which caused to agitate the OFWs who countered that BOC should go after big time smugglers instead and not their hard-earned balikbayan boxes. Balikbayan Box Sent From Dubai, Looks Like Garbage When Received In The Philippines Due To Mishandling

How would you feel if the 'balikbayan box" that took you months of saving and carefully packed for the enjoyment of your family back home will not be properly taken care of? To an OFW in Dubai, Ferdinand Acupan, it is awfully disappointing that the balikbayan box he sent to his family via his trusted cargo company "looked like garbage " when they opened it in the Philippines. The only reason he could think of is that the cargo forwarder did not observe proper handling of his "balikbayan box". The cargo arrived just a few days after the OFW did. he saw the condition of the "balikbayan box" he carefully packed. Now very few items are still usable, the rest, especially shampoos and liquid dtergents are merely garbage to throw away. The sad part is that, the cargo company said that the box was already at that condition when they received it. Acupan's girlfriend, who is also from Dubai, shared the same fate. When her cargo arrived, it was also damaged. They both entrusted their cargos to the Dubai-based Makati Express Cargo. GMA News went to thecargo company counterpart in the Philippines and according to its representatives, the OFW's cargo was all wet when it was unloaded in their warehouse. "Advertisements" The cargo company said that they always insisted to OFWs to refrain from sending liquid items and lotions with their packages due to the high risk that the contents might break off or leak during transit as heavier cargo might crush the containers and burst. Acupan said that it was not the first time that they sent liquid items to the Philippines. The forwarding said that to make sure that your liquid detergents, shampoo, lotions and the likes would surely be protected, they should place it inside a heavier container like plastic containers. Simply wrapping the covers around with tapes is not a guarantee that it will not spill out. Acupan said that it should be the duty of the forwarding company to handle the balikbayan boxes properly. The OFW is considering to file complaints against the cargo forwarder. China's plans to hire Filipino household workers to their five major cities including Beijing and Shanghai, was reported at a local newspaper Philippine Star. it could be a big break for the household workers who are trying their luck in finding greener pastures by working overseas China is offering up to P100,000 a month, or about HK$15,000. The existing minimum allowable wage for a foreign domestic helper in Hong Kong is around HK$4,310 per month. Dominador Say, undersecretary of the Department of Labor and Employment (DOLE), said that talks are underway with Chinese embassy officials on this possibility. China’s five major cities, including Beijing, Shanghai and Xiamen will soon be the haven for Filipino domestic workers who are seeking higher income. DOLE is expected to have further negotiations on the launch date with a delegation from China in September. according to Usec Say, Chinese employers favor Filipino domestic workers for their English proficiency, which allows them to teach their employers’ children. Chinese embassy officials also mentioned that improving ties with the leadership of President Rodrigo Duterte has paved the way for the new policy to materialize. There is presently a strict work visa system for foreign workers who want to enter mainland China. But according Usec. Say, China is serious about the proposal. Philippine Labor Secretary Silvestre Bello said an estimated 200,000 Filipino domestic helpers are presently working illegally in China. With a great demand for skilled domestic workers, Filipino OFWs would have an option to apply using legal processes on their desired higher salary for their sector. The cargo arrived just a few days after the OFW did. he saw the condition of the "balikbayan box" he carefully packed. Now very few items are still usable, the rest, especially shampoos and liquid dtergents are merely garbage to throw away. It is their way to make up for the days that they wish to come home to their families but they couldn't. Before an OFW can send the box ,they spend a lot of time trying to fill it up. Waiting for every sale where they can save a lot in buying bulk items. Skipping meals and snacks to save every single penny to be used in buying goods that their loved ones has requested during their chats. A new pair shoes for bro, a nice cozy bag for sis, a set of toiletries for the in-laws or a lot of bath soap for the relatives. They usually send these boxes a few months before the holiday season. The box is finally packed and ready. The only factor that could determine whether these boxes will be home safely is by choosing a right cargo forwarding company because if you entrusted it to the cargo companies which licenses are either expired, cancelled or worse, belong to the blacklisted cargo companies, it might never reach home and your sacrifices will come to waste. For every OFWs, the "balikbayan box" is very sacred and important because it represents the sender itself. For every OFWs, the "balikbayan box" is very sacred and important because it represents the sender itself.
