After OEC Suspension, What Will Happen Now to Direct-Hire OFWs?


Direct hired Overseas Filipino Workers (OFW) are the number 1 affected of suspension of processing and issuance of Overseas Employment Certificate (OEC) as implemented last April 25, 2017  The suspension is base on Administrative Order No. 155 issued by Labor and Employment Secretary Silvestre Bello III to stop the processing of new direct hires after receiving reports that they become targets of some unscrupulous personnel of the Philippine Overseas Employment Administration (POEA).  “We are strictly implementing the ban on direct hires. No exemptions shall be issued effective April 25 after we have gathered information on the anomalies and illegal extortion activities within the agency (POEA),” Bello said.  As a result of the suspension of OEC processing and issuance, direct-hired OFWs cannot leave the country. Also, vacationing direct-hired OFWs cannot go back to work abroad until the suspension is implemented.

As a result of the suspension of OEC processing and issuance, direct-hired OFWs cannot leave the country. Also, vacationing direct-hired OFWs cannot go back to work abroad until the suspension is implemented.



The suspension is based on the initial findings regarding some suspected fixers within POEA who have been extorting around P15,000 to P17,000 from each applicant.

Labor chief said an investigation has been ordered because corruption has to stop. Reshuffling within the ranks of POEA will be implemented.

The government bans direct hiring, but the POEA allows it among the following categories of workers;

  • diplomatic corps
  • international organizations
  • professionals with duly authenticated contracts
  • household service workers with clearance from the DOLE

In line with these OFWs affected by suspension are advised to contact their respective Philippine Overseas Labor Office (POLO) to make sure they will not encounter problems regarding acquiring OEC while having a vacation in the Philippines.



OEC serves as a travel clearance for OFWs from POEA. POLO offices issue OEC too for Filipino workers who seeks annual leave or emergency leave so that they can come back to work abroad after the vacation.

Bello admitted that the sudden increase in the number of direct hires seeking mandatory clearance from DOLE has caused delays in the deployment of directly hired OFWs.

But he assures that the POEA have adopted measures to address the delay in deployment of direct hires or those workers who found an overseas job without the assistance of recruitment agencies.

Bello added that the government allows the direct hiring of workers only if they are secured and would be treated rightfully by their employers.

Totoo po yan, may mga empleyado pa rin po dyan na corrupt at fixers. Biktima po kaibigan ko kc sinamahan ko sya para sa oec exemption, nagencode lang yong lalake dyan ng details ng kaibigan ko at nagset ng appointment para sa kanya at nagprint after ipasok yong details ng friend ko ask sya ng P50 tapos pinabalik balik pa para duon sa appointment nya.

You're not able to care citizens in our country...How can you care o.f.w citizens abroad....we all are over about you....you're just able to do a big bla bla bla every day....
I prefer to keep my dignity abroad than to leave in Philippines. ....it's really a shame...Filipino go to win but without you...you only have a brain to kill people in the street...it's a misery..

I think its not right na isasama ang mga magbabakasyon sa Pinas para dun sa OEC suspension . Unfair sa mga OFW nmn yun, kaya nga sila magbabaksyon para makasama ang pamilya. IF that alleged fixers and corruption is inside POEA, then tanggalin ang mga empleyado ,wag gipitin ang mga ofw or esp mga direct hire. As an OFW (direct hire) mas prefer ko un kasi alam mong hindi ka pinagkikitaan ng agency. PIlipinas puro kayo stop corruption blah bla blah but still hindi mo makikitaan ng improvement .Pls wag nmn niyong idamay ung mga taong need to work for their family. Kya nmn umaalis sa bansa dhil alam mong meron mas magandang opportunity sa iba . Sana matapos na ang issue na to .

I think this will lead also to some pinoys to go abroad as they say (Tago ng Tago) . Ano bang gusto ng gobyerno , legal or illegal ang mga pinoy ? ..

This is insane. bakit OFW ang need maapektuhan? ung empleyado niyo ang tanggalin niyo. Hindi kaming OFW na nagtratrabaho ng maayos para sa family namin. kung uuwi kami ng pinas, what will happen next? DIE?? ang taas ng qualifications sa Pinas. you should be college level or graduate to have job. may age limit pa and sometimes height limit. Bakit? katangkaran ba ung mga boss to have that kind of qualifications? Ayusin niyo ang POEA kung gusto niyo yung maayos na kalakaran huwag ung mga OFW ung iniipit niyo.

tanggalin nyo n lang sn ang mga hinihinalang poea employee na corrupt,kc kaming mga ofw ay sa trabaho pang abroad umaasa ng pagkakakitaan,ano g gusto nyong mangyari sa amin magutom ng dahil sa mga corrupt nyong emleyado ay d kami makaalis para magtrabaho pr s aming pamilya.hanggang kelan yang suspension nyo na yan.

tsss... so kelangan na ngaun dumaan sa mga agency... na papabayad processing daw kasinlaki ng naman sasahorin times 2 pa nga kaya pinili na lang direct hire para iwas huthot... kailangan tlga lahat mgsuffer... kami po apektado na mga ofw... ndi ung kurap na empleyado... ngaUn di na nga makauwi... kailangan tiis nanaman dhil bka d na nga mabalik... sana ituloy yung no remittance sa lahat ng ofw.. para marealize nila gaano tau nakakatulong sa economiya at hinD kinakawawa...
d naman Pnag iisipan mga hakbang... puro pasikat lang

Its not our fault kung bakit may corrupt sa POEA its your job to find who? wag nio kami idamay at pahirapan. Kung nilinis nio yang mga Trash sa lipunan d sana walang suspension db. In the first place paanu ba sila nakakakuha ng lagay by all means hawak nila lahat ng documents pwede nilang gipitin ang tao to force him to pay its not our problem POEA fix your own umbrella.

This is so crazy. How about all the 1000s of OFWs, employers and lost plane tickets, families without any income because of this order? Why is it the OFWs who have to pay for the corruption of the government and stupidity of the secratery? Why dont they just get rid of the OEC? and what about the constitutional right to travel? and who is gonna compensate the OFWs and employers for their losses? and what about the damage to the economy? whats the point of shooting your foot to spite your face?

Hindi ito patas, naranasan ko na rin dumaan sa agent pero hindi maganda dahil noon naka alis na kami wala na silang pakialan sa amin kaya para sakin, hndi ayos it para sa aming mga direct hired

Kung gusto talaga na mawala ang mga kotong dyan sa POEA, hulihin nila ang gumagawa ng mga ganon wag na sanang idamay pa kaming direct hired kase hindi naman kami kasali dyn sa mga corupt na yan. Akala ko ba ay handang tumulong ang government sa amin, ngaun pinapahirapan pa kmi ano bayannnnn

Marami naman paraan ng pag iimbistiga nyan bkit kailangan pang madamay ang mga direct hired? Bulok na systema yan samantalang kaming mga direct hired ay nagppadala nman din ng remittance sa pinace which is malaking tulong din sa economy ng pilipinas.

Nag resign ako sa trabaho ko dito sa Pinas. Dahil na direct hire ako sa Taiwan ng mga makasama ko sa Pinas na mga German. Sa Taiwan sila naka base. May resident Visa na ako, authenticated contract sa MECO, ministry of labor appointment sa Taiwan, may plane ticket na rin. OEC lang any kulang. Pano na pag di na lift ang ban, Sayang lahat ng na gastos ko sa medical, visa, lakad ng mga red ribbon. At wala ako trabaho ngayon. Dapat na isipin nila na kailangan ng kabuhayan ng bawat pamilya. Bago suspension. Bakit di na lang tanggalin at palitan any mga korap. At gawin ang investigation.
