Here are the steps and requirements for the registration of your motor vehicle in the Philippines.
You need to prepare the following documents:
Commercial Invoice or Certificate of Registration from country of origin.
1.BOC Certificate of Payment
2.Sales Invoice of MV
3.Certificate of Stock Reported (CSR)
4.Certificate of Compliance to Emission
5.Standards (CCES) issued by the Regional Office
6.PNP-TMG MV Clearance Certificate
7.Duly accomplished and approved Motor Vehicle Inspection Report (MVIR) issued by the MVIS or by any alternate
8.MVIS accredited by LTO
9.Appropriate insurance certificate of cover
10-Taxpayer’s Identification Number (TIN)
IMPORTED SECOND HAND THROUGH THE NO DOLLAR IMPORTATION PROGRAM
1.Official Receipt or Certificate of Registration from country of origin
2.BOC Certificate of Payment
3.Authority under the No Dollar Importation issued by the BIS-DTI
If no authority from BIS-DTI:
Seizure Proceedings
Notice of Award
Affidavit of first and last importation
Bill of Lading
4.Certificate of Compliance to Emission Standards (CCES) issued by the Regional Office
5.PNP-TMG Clearance Certification
6.Duly accomplished and approved Motor Vehicle Inspection Report (MVIR) issued by the MVIS or any alternate
7.MVIS accredited by the LTO
8.Appropriate insurance certificate of cover
9. Taxpayer’s Identification Number (TIN)
IMPORTED ACQUIRED THROUGH DONATION
1.Official Receipt or Certificate of Registration from the country of origin
2.Deed of Donation duly signed by the authorized representative
3.BOC Certificate of Payment
4.Certificate of Stock Reported
5.Bill of Lading
6.Secretary’s Certificate/Board Resolution
7.Certificate of Compliance to Emission Standards (CCES) issued by the Regional Office (if MV is already used)
8.PNP-TMG MV Clearance Certificate
9Duly accomplished and approved Motor Vehicle Inspection Report (MVIR) issued by MVIS or any alternate MVIS duly accredited by LTO
10.Appropriate insurance certificate of cover
11.Taxpayer’s Identification Number (TIN)
IMPORTED SECOND HAND MOTORCYCLE
1.Commercial Invoice or Certificate of Registration from the country of origin
2.BOC Certificate of Payment
3.Certificate of Stock Reported
4.Bill of Lading
5.Certificate of Emission Compliance
6.Certificate of Compliance to Emission Standards issued by the Regional Office
7. PNP-TMG MV Clearance Certificate
8.Duly accomplished and approved Motor Vehicle Inspection Report (MVIR) issued by MVIS or any alternate MVIS duly accredited by LTO
9.Appropriate insurance certificate of cover
10.Taxpayer’s Identification Number (TIN)
1.Original Sales Invoice of engine, body and chassis
2.BOC OR of the engine and chassis
3.Certificate of Stock Reported (CSR) for engine and chassis
4.BOC Certificate of Payment for the whole unit
5.Certificate of Stock Reported issued by the Regional Office for the assembly of the rebuilt motor vehicle in compliance with RA-6539, the Anti-Carnapping Act of 1972
6.Affidavit of Rebuilt
7.Affidavit of Conversion, if applicable
8.Certificate of Compliance to Emissions Standards (CCES) issued by the Regional Office
9.PNP-TMG MV Clearance Certificate
10.Duly accomplished and approved Motor Vehicle Inspection Report (MVIR) issued by the MVIS or any alternate
11.MVIS duly accredited by LTO.
12.Appropriate insurance certificate of cover
13.Taxpayer’s Identification Number (TIN)
PROCEDURE:
1. Proceed to the transaction counters and submit all the required documents to the Evaluator for evaluation and computation of fees.
2. Actual inspection of motor vehicles with duly accomplished MVIR. (This form is available for download here. You can accomplish this form prior to transacting your business at the LTO.)
3. Proceed to the Cashier when your name is called for the necessary fees and obtain an Official Receipt (OR).
4. Proceed to the Releasing Counter when your name is called to obtain the Certificate of Registration (CR), plates, stickers, and other requested documents.
