DOLE Sec. Bello Suspends OEC Issuance For New Application Starting November 13


Department of Labor and Employment Secretary Silvestre Bello III suspends the issuance of OEC for the new applicants starting November 13 to December 12. This is in respond to persistent reports of illegal recruitment activities and for the protection of the public. Advertisements In a Department Order dated November 9 signed by Labor Sec. Bello it is stated that: "In view of persistent reports of illegal recruitment activities including direct hires, and in order to protect the public from pernicious activities of certain unscrupulous individuals preying on Filipinos desiring to work overseas, the acceptance and processing of all new applications for Overseas Employment Certificate for all Overseas Filipino Workers, including direct hire workers , are hereby suspended." However, workers who are being hired by international organizations and members of diplomatic corps, royal families and sea-based recruitment agencies are excluded from the suspension. An investigating team is also on the move to get the root of the said malfeasance and will be submitting their official findings and recommendations. The suspension will be effective starting November 13 to December 1 and shall be implemented by the Philippine Overseas Employment Administration covering all land-based private recruitment agencies. OEC To Be Abolished- Will Be Replaced By OFW ID

For years the Balik Mangagawa Certificate or OEC has been the portal paper for all the Overseas Filipino workers to pass the immigration. Now after the waiting for it to be abolished, it is almost in the hands of our Bagong Bayani the ease it will cause to them.


For years the Balik Mangagawa Certificate or OEC has been the portal paper for all the Overseas Filipino workers to pass the immigration. Now after the waiting for it to be abolished, it is almost in the hands of our Bagong Bayani the ease it will cause to them. Department of Labor and Employement Secretary Bello confirms that there will be no OEC to to be furnished by the OFWs to complete the process and pass the immigration. The OFW ID will soon to start its fabrication this August 2017. Instead the OFW ID or I- DOLE will replace the said document. Lifting of the suspension for the Direct hire was announced by the Secretary. Where can we use the OFW ID or I-DOLE Where can we use the OFW ID or I -DOLE Serves as ATM card/debit card for OFWs in OFW Ban It could also be used as a beep card for MRT/LRT services. The card can use to easily transact with government and private agencies.
    

Department of Labor and Employment Secretary Bello confirms that OEC will no longer be required for OFWs to complete the process and pass the immigration. This was revealed through his conversation with ASec Mocha Uson. He said, OEC will be abolished, because President Rodrigo Duterte signed the approval of the issuance of I-DOLE, or OFW ID. They will start producing the free OFW ID starting end of July  this year.

Instead the OFW ID or I- DOLE will replace the said document. The OFW identification card can also be used as transaction document for SSS, Philhealth and Pag-ibig members. They are also studying the options that through this, the OFW ID card would serve as electronic passport.

Lifting of the suspension for the Direct hire was announced also by the Secretary effective today.


Earlier, last February, news regarding the plan and implementation of OFW ID was announced. As promised, Duterte approved the use of OFW ID- which is meant to help OFWs in their government transactions.

Where can we use the OFW ID or I-DOLE

  • Serves as ATM card/debit card for OFWs in OFW Bank
  •   It could also be used as a beep card for MRT/LRT services.
  •  The card can use to easily transact with government and private agencies (e.g. SSS, Philhealth and Pag-Ibig transactions).

After OEC Suspension, What Will Happen Now to Direct-Hire OFWs?


Direct hired Overseas Filipino Workers (OFW) are the number 1 affected of suspension of processing and issuance of Overseas Employment Certificate (OEC) as implemented last April 25, 2017 The suspension is base on Administrative Order No. 155 issued by Labor and Employment Secretary Silvestre Bello III to stop the processing of new direct hires after receiving reports that they become targets of some unscrupulous personnel of the Philippine Overseas Employment Administration (POEA). “We are strictly implementing the ban on direct hires. No exemptions shall be issued effective April 25 after we have gathered information on the anomalies and illegal extortion activities within the agency (POEA),” Bello said. As a result of the suspension of OEC processing and issuance, direct-hired OFWs cannot leave the country. Also, vacationing direct-hired OFWs cannot go back to work abroad until the suspension is implemented.

 The suspension is based on the initial findings regarding some suspected fixers within POEA who have been extorting around P15,000 to P17,000 from each applicant.

Labor chief said an investigation has been ordered because corruption has to stop. Reshuffling within the ranks of POEA will be implemented.

The government bans direct hiring, but the POEA allows it among the following categories of workers;
  • diplomatic corps
  • international organizations
  • professionals with duly authenticated contracts
  • household service workers with clearance from the DOLE

In line with these OFWs affected by suspension are advised to contact their respective Philippine Overseas Labor Office (POLO) to make sure they will not encounter problems regarding acquiring OEC while having a vacation in the Philippines.

OEC serves as a travel clearance for OFWs from POEA. POLO offices issue OEC too for Filipino workers who seeks annual leave or emergency leave so that they can come back to work abroad after the vacation.

Bello admitted that the sudden increase in the number of direct hires seeking mandatory clearance from DOLE has caused delays in the deployment of directly hired OFWs.

But he assures that the POEA have adopted measures to address the delay in deployment of direct hires or those workers who found an overseas job without the assistance of recruitment agencies.

Bello added that the government allows the direct hiring of workers only if they are secured and would be treated rightfully by their employers.
