OEC To Be Abolished- Will Be Replaced By OFW ID

For years the Balik Mangagawa Certificate or OEC has been the portal paper for all the Overseas Filipino workers to pass the immigration. Now after the waiting for it to be abolished, it is almost in the hands of our Bagong Bayani the ease it will cause to them.


For years the Balik Mangagawa Certificate or OEC has been the portal paper for all the Overseas Filipino workers to pass the immigration. Now after the waiting for it to be abolished, it is almost in the hands of our Bagong Bayani the ease it will cause to them.  Department of Labor and Employement Secretary Bello confirms that there will be no OEC to to be furnished by the OFWs to complete the process and pass the immigration. The OFW ID will soon to start its fabrication this August 2017.   Instead the OFW ID or I- DOLE will replace the said document. Lifting of the suspension for the Direct hire was announced by the Secretary.  Where can we use the OFW ID or I-DOLE    Where can we use the OFW ID or I -DOLE Serves as ATM card/debit card for OFWs in OFW Ban   It could also be used as a beep card for MRT/LRT services.  The card can use to easily transact with government and private agencies.
    

Department of Labor and Employment Secretary Bello confirms that OEC will no longer be required for OFWs to complete the process and pass the immigration. This was revealed through his conversation with ASec Mocha Uson. He said, OEC will be abolished, because President Rodrigo Duterte signed the approval of the issuance of I-DOLE, or OFW ID. They will start producing the free OFW ID starting end of July  this year.

Instead the OFW ID or I- DOLE will replace the said document. The OFW identification card can also be used as transaction document for SSS, Philhealth and Pag-ibig members. They are also studying the options that through this, the OFW ID card would serve as electronic passport.

Lifting of the suspension for the Direct hire was announced also by the Secretary effective today.


Earlier, last February, news regarding the plan and implementation of OFW ID was announced. As promised, Duterte approved the use of OFW ID- which is meant to help OFWs in their government transactions.

Where can we use the OFW ID or I-DOLE

  • Serves as ATM card/debit card for OFWs in OFW Bank
  •   It could also be used as a beep card for MRT/LRT services.
  •  The card can use to easily transact with government and private agencies (e.g. SSS, Philhealth and Pag-Ibig transactions).

DOLE SEC BELLO Suspends Processing and Issuance of OEC to all Direct-Hired OFWs


The Department of Labor and Employment (DOLE) has ordered the suspension of processing and issuance of Overseas Employment Certificate (OEC).

This news was confirmed by DOLE Chief Silvestre H. Bello III, saying it is applied to all directly hired Overseas Filipino WorkersThe suspension effects immediately today, April 25, 2017. All pending applications for OEC as of date were covered by the suspension.





Last September 15, 2016, OFWs returning to the same employer or job site will no longer have to secure the required OEC.

This is based on the Governing Board Resolution No. 12, Series of 2016 of DOLE

Earlier the POEA said that the OEC exemption is an experimental basis that covers returning workers who are

1. Returning to the same employer and job site, and listed in the POEA database of OFWs;

2. Hired through POEA’s Government Placement Branch.

In the new development regarding the suspension of processing and issuance of OEC, the DOLE has not yet given further details regarding the news.

Who Are Not Included In The OEC EXEMPTION?

The POEA issued  Memorandum Circular No. 6, Series of 2016 --POEA Implementing Guidelines on OEC exemption of selected vacationing workers (balik-manggagawa) -- Effective September 15, 2016

According to the circular the following shall NOT BE INCLUDED on the said OEC exemption







1.  BM Worker returning to DIFFERENT employer and/ or jobsite;


2.  Watchlisted workers and/or OFWs with watchlisted employers;

3.  OFWs returning to restricted or non-compliant country;

4. Workers without POEA record/ NO RECORD FOUND/ DISCREPANCY IN ANY RECORD;

5. Undocumented workers (i.e. Tourist to OFW, Dependent to OFW, Student to OFW);

6. Seabased workers who changed position to Landbased worker.

According to this memorandum, qualified OFWs are no longer required to pay OEC. These includes:

1. BM Wokers or OFWs returning to the same employer or jobsite.

2. BM Workers who have existing record/s in POEA database. 

In order to avail the OEC exemption, an OFW needed to update his or her account through BM online. You may follow the procedure listed here  to verify if you are exempted. 

OFWs who are exempted from paying the OEC will need documents and proof that they are indeed OFWs in order to get exemption from payment of TRAVEL TAX and TERMINAL FEE.

NO MORE OEC FOR VACATIONING OFWS STARTING SEPTEMBER 2016!




Hindi ka na kukuha ng OEC kung ikaw ay:
1. Balik-manggagawa na babalik sa dating employer at job site, at ang pangalan ay nasa database ng POEA
2. Balik-manggagawa na na-deploy sa pamamagitan ng Government Placement Branch ng POEA

According to reports, the Resolution No. 12 (August 4) by the Governing Board of the Philippine Overseas Employment Administration  or the POEA under Admin Hans Cacdac and headed by the new Labor Secretary Silvestre T. Bello III that OFWs on vacation returning to the same employer and those who are hired through government agencies like POEA and other in-house recruitment agencies will be exempted from OEC processing.

2. Log-In into your account at BMOnline3. Update your personal information with your employer, job description and other details.4. You an find the details of your OEC exemption by entering details of your flight schedule. There is no more payment for you in this process.

Even OFWs who are not exempted as mentioned above will no longer fall in line and get their OEC, all they have to do is register with the Balik Manggagawa ONLINE SYSTEM and fill with their infos and details, just to make sure that their records are entered at the POEA website, they need to go to their nearest POEA office or center for evaluation and validation.
