Saudi, nakatakdang magbayad ng $4.6B sa mga OFWs na di nasahuran at napauwi simula 2015




MANILA, PHILIPPINES — NAKATAKDANG magbayad ng $4.6 billion ang Saudi Arabia bilang back wages at end-of-contract fees sa mga overseas Filipino workers o OFWs na napauli ng bansa matapos hindi nabayaran ng kanilang sahod.

Paliwanag ni Department of Labor and Employment of DOLE Secretary Silvestre Bello III, para sa mga OFWs na hindi nakatanggap ng sahod at end of service fees simula pa noong 2015 ang nasabing bayad.

“President Duterte directed me to repatriate all of them, probably about 10,000 to 11,000 of them. We brought them home…but before we did that, we authorized a lawyer to pursue their claims against their employees,” pahayag ni Bello.

Ayon sa opisyal, nanalo sa kaso ang nabanggit na mga OFWs ngunit hindi pa rin sila nabayaran ng tama.

“Because of this, no less than President Duterte sent a personal letter to his highness King Salman of the kingdom, twice. Unfortunately, there was no positive response. Now we thought, I thought that [it’s] high time that our workers should be given justice by paying their claims, their valid claims.”

“So with that I came up with a proposal to the board of the (Philippine Overseas Employment Administration) of considering a deployment ban in the kingdom of Saudi Arabia until they settle this account,” 

“Probably this triggered some reaction from them,” paliwanag ni Bello.

Sa pahayag na inilathala ng DOLE sa website nito noong Linggo, sinabi ni Bello na nakipagkita ito sa kanyang Saudi counterpart na si Ahmed al-Rajhi bago pa man ang Abu Dhabi Dialogue.

Dito umano nag-apela si al-Rajhi na alisin na ang suspension sa Arab mega recruitment agencies na siyang responsable sa pagpapadala ng mga OFWs sa Saudi Arabia na hindi nasahuran at nabigyan ng kaukulang benipisyo.

“And in that meeting he assured me that when he will be coming on January 2022, he will come up, he’ll probably come up with a positive result,” dagdag pa ni Bello.

Sinabi pa ni Bello na hiniling nito kay al Rajhi na mabayaran ang claims ngayong Disyembre.
“And the minister graciously acceded to my request. So hopefully by, on or before December there will be some positive result,” pagtatapos ni Bello.

Sa ngayon, nasa isang milyon pa umano ang bilang ng mga OFWs na nagtatrabaho sa Saudi Arabia.

Samantala, kinumperma ng Overseas Filipino Workers Welfare Administration o OWWA na pinag-aaralan na ang pagbibigay ng unpaid salaries sa mga OFWs sa Saudi Arabia.

Israel, naghahanap ng 500 caregivers; naghihintay na sahod halos P80,000





MANILA, Philippines — SA kabila ng Covid-19 pandemic, marami pa rin sa mga Filipino ang naghahanap at nagnanais na makapag-trabaho sa abroad. Kung isa ka sa mga nais maging Overseas Filipino Workers o OFW, naghahanap ngayon ang bansang Israel ng nasa 500 mga caregivers!

Matapos ideneklara ang ceasefire sa pagitan ng Israel at Palestine, tuloy na tuloy na ang deployment ng mga OFWs sa Israel.

Sa report ng Abs-Cbn, nasa 500 home-based caregivers ang kailangan ngayon ng Israel at tinatayang nasa 5,300 New Israeli Shekels ang buwanang sahod o aabot sa P77,320.

Sa mga interesado sa nabanggit na trabaho, narito ang mga qualifications ayon na rin sa Philippine Overseas Employment Administration o POEA:
  • Filipino citizen
  • At least 23 years old
  • At least 1.5 meters ang taas
  • At least 45 kg ang timbang
  • BS nursing or BS physical therapist graduate or nakatapos ng 10 taon ng pag-aaral at may TESDA certification na NCII para sa caregiving at may 760 oras ng training
  • English language proficiency
  • Hindi pa nakapagtrabaho sa Israel
  • Walang magulang, asawa o anak na nagtatrabaho o nakatira sa Israel
  • Malusog ang isip at pangangatawan
  • May NBI clearance
Nilinaw naman ng POEA na government-to-government ang hiring ng mga caregivers sa Israel. Ibig sabihin, sa POEA lamang maaaring mag-apply ang mga interesado o sa kanilang website.

Kinakailangan naman ng aplikante na mag-register sa website ng POEA at sundin ang mga instructions.

Susuriin din ng POEA ang online application at magbibigay ng schedule para sa interview, submission of documents at pre-recruitment briefing para ipaliwanag ang proseso ng pagpili ng mga Israeli employer.

Ayon sa pahayag ng isang caregiver sa Israel na si Jan Magbanua, tatlong buwan pa lamang ito sa Israel ngunit nabawi na niya ang lahat ng gastos at sakripisyo nito.

"Ang mga Pilipino caregivers dito sa Israel ay mataas 'yung tingin nila… Maganda 'yung pasweldo nila, maganda rin 'yung alam mo 'yung benefits… Thankful talaga ako," pahayag ni Magbanua.

Noong Oktubre lamang nagpadala ng ika-11 batch ng mga Filipino Caregivers sa Israel ang POEA.

OWWA, handa sa pagdagsa ng mga uuwing OFWs ngayong kapaskuhan






MANILA, Philippines — PINASIGURO ngayon ng Overseas Workers Welfare Administration o OWWA na handa ito sa pagdagsa ng mga uuwing overseas Filipino workers o OFW ngayong Disyembre.

Ayon kay OWWA chief Hans Cacdac, may sapat na accomodation para sa mga OFWs bago pa man ang Christmas season.

Sa ngayon, nasa 12, 000 hanggang 13,000 OFWs pa ang nananatili sa mga government-sponsored hotel facilities. Sa nabanggit na bilang, mahigit sa 9,000 umano ang nananatili sa 178 hotels sa Metro Manila.

Sinabi pa nito na may mga panahon na umabot sa 15,000 ang bilang ng mga OFWs na nasa quarantine facilities na maikukunsiderang nasa red alert level.

“Aside from the Ninoy Aquino International Airport (NAIA), the government has already established several international ports of entry, such as the ones in Laoag, Clark, Subic, Cebu, and Davao,” dagdag pa nito.

Sa ilalim ng IATF resolution, ang mga bakunado na biyahero mula sa mga ‘green o yellow list countries’ ay sasailalim pa rin sa quarantine hanggang sa mailabas ang resulta ng kanilang COVID-19 test results.

Dagdag pa ni Cacdac na nasa P15,000 hanggang P20,000 ang gastos ng gobyerno sa kada OFW. 
Dahil dito,  humiling na ng dagdag na P7.5 million ang OWWA bilang pondo para sa repatriation funds ng mga returning OFWs hanggang sa katapusan ng taon.

Saudization sa mga malls sa Saudi Arabia, epektibo na; 1-M OFWs, posibleng mawalan ng trabaho





MANILA, Philippines — SIMULA na ang implementasyo ng total Saudization sa mga commercial comlexes o mga malls sa buong Saudi Arabia.

Sunod ito sa anunsyo ng gobyerno na ipatupad ng 100 percent ang Saudization sa lahat na mga trabaho sa malls, maging ang mga trabaho sa ilalim ng mall management offices.

Ipinatupad ang Saudization simula noong Agosto 4 kung saan inilaan na ang lahat na mga trabaho sa malls sa mga Saudi nationals.

Bahagi ito ng desisyon ni Minister of Human Resources and Social Development Ahmed Al-Rajhi noong Abril na lumikha ng 51,000 na trabaho para sa mga Saudis sa employment market.

Ipapatupad naman sa 50% ang Saudization sa mga cafes habang 40% naman sa mga restaurants. Exempted naman sa Saudization ang mga nasa hypermarkets at supermarkets.
Hundred percent naman na hindi kasali sa Saudization ang mga trabaho na kinabibilangan ng mga sumusunod;

  • Loading and unloading
  • Maintenance ng mga recreational facilities
  • Maintenance ng mga barbershops

Nababahala naman ang grupong Migrante sa posibilidad na aabot sa isang milyong Overseas Filipino Workers o OFWs ang mawawalan ng trabaho sa mga restaurants, malls at iba pang lugar sa Saudi na isinailalim na sa Saudization.

Nananawagan naman ang grupo sa gobyerno na gumawa ng kaukulang hakbang at bigyan ng desenteng trabaho ang mga OFWs na maapektuhan ng Saudization.

Maliban sa mga trabaho sa malls, isinailalim na rin sa Saudization ang mga trabaho sa finance at insurance sectors. Una rito, nasa 91,000 na trabaho sa nasabing sektor ay okupado ng mga non-Saudis.

Pilipinas, nagpatupad ng temporary deployment ban sa Saudi Arabia





MANILA, Philippines — BAD news sa mga Filipino na papuntang Saudi Arabia, epektibo agad ang pansamantalang deployment ban sa mga overseas Filipino Workers o OFWs papunta sa nabanggit na bansa.

Sa memorandum na inilabas ng Philippine Overseas Employment Administration o POEA, sinabi ni Labor Secretary Silvestre Bello III na "effective immediately" ang nasabing suspensiyon.


Dahil dito, 282 na mga OFWs na sasakay sana ng Philippine Airlines o PAL flight PR5654 papuntang Riyadh ang hindi na pinasakay ng Bureau of Immigration.

Ayon kay Bello sa memorandum nitong may petsang Mayo 27, nakatanggap ng report ang Department of Labor and Employment o DOLE na nire-required na ng kanilang mga employers o foreign recruitment agencies ang mga pa-alis na OFWs na bayaran ang kanilang health and safety protocols para sa Covid-19 at insurance coverage premium ng mga ito sa kanilang pagdating sa Saudi Arabia.

BASAHIN: Manggagawang nagka-Covid-19, may matatanggap na allowance mula sa Employee's Compensation Commission

Maliban pa ito sa pahayag ng Department of Foreign Affairs na sasailalim sa swab test at seven-day quarantine sa kanilang pagdating sa Saudi ang mga OFWs na hindi nabakunahan ng Covid-19 vaccines na aprobado ng Saudi Arabia.

Napag-alaman na apat na bakuna pa lamang laban sa Covid-19 ang aprobado ng Saudi Arabian government na kinabibilangan ng Pfizer, AstraZeneca, Moderna, at Johnson & Johnson.


Una nang inihayag ni Bello na maaring pumasok sa Saudi Arabia ang mga OFWs na nabakunahan ng Covid-19 vaccines na mula sa China, ngunit kinakailangan lamang ng mga ito na sumailalim sa quarantine.

Ito ang paglilinaw ni Bello matapos ang social media post na hindi tatanggapin sa Riyadh ang mga travelers na nabakuhanan ng mga bakunang gawa sa China kagaya ng Sinopharm at Sinovac.

Dahil sa hindi inaasahang pangyayari, maraming OFWs papuntang Saudi ang na-stranded sa Ninoy Aquino International Airport o NAIA.

Pinasiguro naman ng labor department na maglalabas ang mga ito ng official statement ukol sa pagbabalik ng deployment sa Saudi Arabia sakaling malinaw na ang lahat na mga isyu.

Pinasiguro naman ng opisyal mula sa Philippine Overseas Employment Administration o POEA na nakikipag-ugnayan na sila sa OWWA upang matulungan ang mga na-stranded na OFWs na karamihan hindi taga-Manila at walang sapat na pera.

OWWA, may tig-P10,000 na educational assistance sa mga anak ng mga OFWs na apektado ng COVID-19






Marami ang nawalan ng trabaho dahil sa Coronavirus Disease o Covid-19. Isa sa pinakanaapektuhan nito ay ang mga Overseas Filipino Workers o OFW. Ayon sa Department of Foreign Affairs, mahigit na sa 125,000 na mga OFWs ang napauwi dahil sa Covid-19 pandemic. May mga namatay na rin at na-stranded o hindi na nakabalik sa kani-kanilang mga trabaho dahil sa krisis na ito.

Dahil dito, isang educational assistance program para sa mga anak ng mga repatriated OFWs ang inilunsad ng Overseas Workers Welfare Administration o OWWA.

Nasa P400 milyon ang pondo na inilaan ng ahensiya bilang educational assistance sa mga anak ng mga OFWs na napauwi dahil sa Covid-19 pandemic. Kukunin ang pondo mula sa budget ng OWWA at para lamang sa unang taon ng implementation ang kabuuang P400 million.

Paliwanag ni Department of Labor and Employment o DOLE Secretary Silvestre Bello III, tinatawag na Project EASE ang programa o Educational Assistance through Scholarship in Emergencies. Sa ilalim ng programa, magbibigay ang OWWA ng P10,000 kada taon na hindi lalagpas sa apat na taon sa mga kwalipikadong dependents ng mga OFWs.

Layunin ng “Project EASE” na mabigyan ng educational assistance ang mga kwalipikadong college-level dependents ng mga member-OFW na naapektuhan ng Covid-19.

“True to its mandate of providing holistic programs and services to the OFWs and their families, the OWWA board has set aside funds to support the education of college-level dependents of active OWWA member-OFWs”, saad ni DOLE Secretary Bello.

“As the project title suggests, we intend to ease the impact of the pandemic on the lives of our dear OFWs”, dagdag pa nito.

Para maka-avail ng educational aid, importanteng active ang OWWA status ng isang OFW sa panahong napauwi o na-repatriate matapos ang deklarasyon ng outbreak noong Pebrero 1.

Kabilang sa mga eligible dependents ay ang mga anak nga kasado o single parent na OFW, gayundin ang mga kapatid ng single na overseas workers.
Hindi naman kasali sa programa ang mga beneficiaries na nakakuha na ng iba't-ibang schoolarship grants mula sa OWWA. Hindi rin pasok sa programa ang mga inactive OWWA members at mga undocumented OFWs.
Sa mga interesadong OWWA-member OFWs, maaring mag-apply online sa pamamagitan ng  http://ease.owwa.gov.ph o i-contact ang OWWA Regional Offices sa inyong lugar para sa dagdag na detalye.

Ang nasabing programa ay iba pa sa inihayag ni Pangulong Duterte na magbibigay ang gobyerno ng tig-P30,000 sa mga anak ng mga OFWs na naapektuhan ng kasalukuyang pandemya.

Cash Assistance Bill for Newly-Hired OFWs Filed in Senate






Poverty is one of the many reasons why many Filipinos choose to work abroad. But before you land a job in a foreign country, money is very much needed in your application as well as in the processing of many documents needed such as passport, medical certificate and other requirements. 

Aside from this, some jobs abroad require a placement fee. The result, many first time OFWs incurred huge debt from loan sharks or other lending institutions with high interest before they can start a job abroad. This is much harder for people who don't have properties to declare as collateral in those loans.

This entire process or situation can be lessened if Overseas Filipino Workers (OFW) Bill will pass into law. As of now, Senate Bill No. 801 is filed in the Senate by Senator Bong Revilla. Under the measure, newly-hired OFWs will be able to borrow up to P50,000 from the Overseas Workers Welfare Administration (OWWA) payable in 12 months.

The bill aims to provide credit assistance program to help newly-hired Overseas Filipino Workers (OFWs) financially provide for their families during the first three months of their employment.

Under this bill, prospective OFWs having a valid contract certified by the Philippine Overseas Employment Agency (POEA) may avail a cash loan payable in 12 months or more but not exceeding 24 months at a preferred interest rate of 6 percent per annum.

The senator believes that this program is a big help for living expenses of OFWs and their families during the first few months of their employment as well as other expenses incurred during pre-employment.

Tech to Check OFW Documents, Launched in NAIA



To speed up the departure process of Overseas Filipino workers (OFWs), the Bureau of Immigration (BI) is now using technologies such as tablets and bar code readers in the Ninoy Aquino International Airport (NAIA). Those technologies are now used to check the legitimacy and validity of OFW documents such as E-card or Overseas Employment Certificate (OEC) from the Overseas Workers Welfare Administration (OWWA).  In a statement, BI Port Operations Division Chief Grifton Medina said that BI personnel at NAIA are now using six tablets and six bar code readers from the OWWA to check the authenticity of OFW documents at NAIA.  The new measure was launched last March 5, 2019, for the hassle-free travel experience of OFWs who are departing for work in other countries. Aside from the E-card or the OEC, the new gadgets will also help in screening and intercepting fake documents and information being given to some OFWs.   Medina said that gadgets will let immigration personnel assigned at the airport to conduct pre-screening of OFWs even before they arrived at the counters.  He added that the system automatically checks the validity of E-card which contains the OEC information on an OFW. And because the process will take in a matter of seconds, it will expedite the departure process of the OFW.

Housemaid Jailed For Having An Affair With Lover At Sponsors House

The overseas Filipino workers (OFWs) are always advised to respect and obey the laws and regulations of the host country to keep them away from any trouble. Things that they normally do in their own country will not be applicable especially in the Middle Eastern countries where a large number of  OFWs are deployed.
A household service worker (HSW) was put to jail after her sponsor caught her allegedly letting a stranger inside the house and had sex with her aside from stealing from her sponsor.

In court, however, the maid denied both allegations.  The maid’s lover was not identified by Police. The court ordered that the HSW be deported after serving her jail term. The 32-year-old Filipina was arrested and charged in June this year after her employer saw the uploaded photos of the couple on social media.

74-year-old sponsor's eagerness to gather more proof, a  retired soldier, installed surveillance cameras at his property.

After recording the video footages of the maid and her lover together, he confronted the maid, also accusing her of stealing his wife's ring.

This situation is about to change as the new universal health bill was already approved and soon to be enacted as a law. The Senate passed on third and final reading a bill that seeks to provide adequate health care services to Filipinos. The senators unanimously voted for the approval of Senate Bill #1986 also known as the "Universal Health Care Bill."   President Rodrigo Duterte wanted it to be certified urgent and called for the proposed measure's passage at the Senate. Under the universal health care law, "contributors" or those who have the capacity to pay will have to pay for their premiums while the government will shoulder the contributions of non-contributors. Funds for the subsidy will be included in the annual General Appropriations Act as well as sin taxes from cigarettes will also be a major source of funding for the policy.  Presidential Spokesperson Harry Roque, who authored the bill when he was still a party-list representative, thanked the Senate for passing what he considers to be a "groundbreaking" law.  The House of Representative had previously passed a version of the bill (House Bill No 5784) in September 2017. The victim (name withheld) was a 29-year-old from Datu Odin Sinsuat, Maguindanao, who worked as a family driver in Jeddah.   The suspect (name withheld), a 34-year-old from Capiz, also a driver for the same family  The suspect remains under police custody after he was arrested immediately after the incident. The two "allegedly engaged in a fistfight in front of the house of their employer that ended in the victim getting fatally stabbed by his fellow driver." The motive of the stabbing is still unknown.  The Consulate General and the Philippine Overseas Labor Office in Jeddah will extend full assistance to both Filipinos as well as their families.    The victim is set for a vacation to the Philippines soon but the incident turned out to be unfortunate that he will come home inside a box.  Consul General Edgar Badajos said that the suspect is facing a death sentence as per Saudi Sharia law. 11 OFWs Illegaly Detained In A Room For 1 Week, Asking For Help

11 overseas Filipino workers (OFWs) were allegedly being detained by their employer in Riyadh, Saudi Arabia. The OFWs had posted a video online asking for help. They claimed they were being held against their will by their employer.
