Higit sa P41-B, Mawawala sa SSS Sakaling 'Di Matuloy ang Contribution Hike





MANILA, Philippines — MAHIGIT sa P41 billion na halaga ng contribution umano ang mawawala sa Social Security System o SSS sakaling hindi itutuloy ang naka-schedule na contribution increase ngayong taon.

Ayon kay SSS president and chief executive officer Aurora Ignacio, P41.37 billion na halaga ng contribution ang mawawala sa SSS at pagkaluging nasa P14.90 billion.


Paliwanag ni Ignacio, tataas din ang unfunded liability ng ahensiya na sa ngayon ay nasa P9.46 trillion sakaling hindi matuloy ang pagtataas ng contribution.

Ito umano ang dahilan kung bakit kinokontra ng ahensiya ang proposal ng House of Representatives na ipagpaliban o ihinto ang naka-schedule na contribution rate hike sa pamamagitan ng pag-amyenda sa Republic Act 11199 o Social Security Act of 2018.

Ang nasabing batas ay nilagdaan ni Pangulong Rodrigo Duterte noong 2019 kung saan pinapayagan ang Social Security Commission, ang pinaka-mataas na governing body ng SSS na ipatupad ang 1% na contribution rate kada taon simula 2019 hanggang sa umabot ito ng 15%.


Dahil dito, simula 2021, tataas sa 13% mula 12% ang contribution rate ng SSS.

Paliwanag ni Ignacio na nakaapekto sa pondo ng ahensiya ang coronavirus pandemic dahil sa mga programang ipinatupad ng mga ito kagaya na lamang ng mga sumusunod:
  • Extention ng contribution deadline
  • Advance pension crediting
  • Covid-19 calamity loans
  • Unemployment Benefits
  • Moratorium on loan payments

“Postponing or stopping the implementation of the increase in member contributions will further exacerbate our already dire financial position,” 

“The additional peso contributions are relatively small, ranging from P15 to P100 for employed members, from P30 to P200 for self-employed and voluntary members, and from P80 to P200 for OFW (overseas Filipino worker) members,” ang naging pahayag ni Ignacio.

Paliwanag din ng opisyal na maliit lamang ang dagdag na peso contribution at matagal na umano itong nakaplano para mapalago ang expanded benefits ng SSS na ibinibigay sa mga miyembro simula 2017.

Kabilang umano sa mga expanded benefits ang mga sumusunod:
  • Dagdag na P1,000 monthly benefit allowance
  • Exapanded maternity benefits
  • Unemployment insurance benefits
“When put together, the small scheduled increase in contributions would be equivalent to around P41 billion of benefits and loans to 3.3 million beneficiaries,” 

“This amount should continue to enable the SSS to grant even more benefits and loans for the greater good of the SSS membership, both present and future,” dagdag na pahayag ni Ignacio.
