Mandatory Sim Card Registration, Muling Isinusulong sa Kongreso




MANILA, Philippines — DAHIL sa hindi pa rin natitigil at mas lalong dumaraming panloloko gamit ang mobile phone, muling isinusulong ngayon ni Deputy Speaker Wes Gatchalian ang registration ng mga prepaid SIM cards.

Layunin nito na madaling ma-trace ang mga scammers at mga taong sangkot sa panloloko online man o offline gamit ang cellphone.

Si Gatchalian ang isa sa mga pangunahing author ng House Bill 5793 o Subscriber Identity Module (SIM) Card Registration Act. 

Muli nitong isinusulong ang sim card registration dahil sa dumaraming online scams at panlolokong transaksiyon na kinasasangkutan ng mga food delivery services.

Ayon sa deputy speaker, tumataas ang kaso ng panloloko gamit ang cellphone gaya na lamang ng mga pekeng booking sa mga food delivery services.

Ito'y dahil madali umano para sa mga user ng food delivery services na gumawa ng pekeng pangalan at magtago gamit ang kanilang prepaid mobile number at matatapang na gumawa ng panloloko.


"We change SIM cards as fast as we change our soiled shirts. Alarmingly, this seeming boundless stream of supply has become a magnet for nefarious and illegal activities,” Gatchalian said in a statement.

“For example, mobile phone numbers are used to register to food delivery services like GrabFood and Food Panda and because users can create fake names and hide behind the anonymity that a prepaid mobile number can give, they become brazen in committing fraudulent acts,” ang pahayag ni Gatchalian.

Ayon sa mambabatas, suportado ng mga telecommunication companies maging ng mga delivery riders ang panukala. Sakaling maging batas, matitigil nito maging ang mga text scams.

“We want to protect the interest of our hardworking food and package delivery riders who have no choice but absorb the expenses and the penalties incurred when they fall victim to these pranks and scams,” 

“We would easily be able to ascertain the identity of these scammers as everyone purchasing a prepaid SIM card would now be required to provide a valid ID,” dagdag pa ni Gatchalian.

Sa Senado, may kahalintulad din na panukalang batas. Ito ay ang Senate Bill No. 176 o SIM Card Registration Act na kung maging batas, kinakailangang mag-presenta ng valid ID at picture at sinomang bibili ng SIM cards. Kinakailangan din nitong lumagda sa isang control-number registration form na ibibigay ng service provider ng biniling SIM card.
