DOLE, may alok na bisiklita, cellphone sa mga bakunadong manggagawa kontra Covid-19





MANILA, Philippines — PARA mahikayat ang mga economic frontliners o mga manggagawang nasa ilalim ng A4 category na magpabakuna kontra coronavirus disease o Covid-19, may inaalok ngayon ang Department of Labor and Employment o DOLE sa mga naka-kompleto na ng kanilang bakuna.

Ayon sa DOLE sa pamamagitan ng Bureau of Workers with Special Concerns o BWSC ang nasabing programa, kung saan mamimigay sila ng libreng bisiklita sa mga nabakunahan na ng dalawang dose o naka-kompleto na ng kanilang Covid-19 vaccination.

Sinabi ni Labor Secretary Silvestre Bello III, na noong nakaraang taon pa inilunsad ang programang Free Bisikleta o FreeBis at ngayong taon, muli umano nilang inilunsad ang BakSikleta, upang mahikayat ang mga tao lalo na ang mga manggagawa na magpabakuna.

Sinabi ni Bello na hindi lamang bisiklita ang matatanggap ng mga manggagawa ngunit may kasama pa itong cellphone na may P5,000 na halaga ng load.

“Magstart itong incentives na ito sa July 1 para maengganyo ang ating mga workers na magpabakuna na,” sabi ni Labor Secretary Silvestre Bello III. 

“Those workers under the A4 category, who have fully received the vaccines will be given a free bicycle, which the beneficiary can use to start his/her business. It also comes with a cellphone with PHP5,000 worth of load. That is your reward if you show us that you already received two doses of the vaccine starting July 1,” pahayag ni Bello.

“Pero, its not for him, hindi para sa kanya kasi ang programa na yan para sa mga informal sector. Ang mangyayari dyan kung ikaw ay worker, nabakunahan ka na, punta ka sa amin, you will tell us kung kanino namin ibibigay sa mga informal workers, let’s say meron kang kamag-anak na nagtitinda sa palengke, yun ang magiging benepisyaryo,” paliwanag niya.

Malaking tulong na umano ito sa mga nagnanais magsimula ng kanilang negosyo.

Sinabi ni Bello na initial na 2,000 bicycles ang ipamimigay kung saan 1,000 dito ay ipamamahagi sa National Capital Region o NCR habang ang dagdag na 1,000 ay ipapadala sa kanilang mga regional offices sa buong bansa.

Sa mga gustong makibahagi sa programa, maaaring makipag-ugnayan lamang sa DOLE Hotline na 1349 o sa social media account ng BWSC.

Ngayong buwan ng Hunyo sinimulan na ng gobyerno ang pamamakuna sa mga nasa A4 priority list.

Layunin ng FreeBis project ng DOLE na maibsan ang epekto ng pandemya sa pangkabuhayan ng mga manggagawa.

Ang mga ipamimigay na bisiklita ay may kasamang helmet, raincoat, water bottle, thermal bag habang ang android mobile phone ay may kasamang P5,000 na loan sa electronic payment application.

Manggagawang nagka-Covid-19, may matatanggap na allowance mula sa Employee's Compensation Commission




MANILA, Philippines — PARA sa isang karaniwang manggagawang Filipino nakapahirap magkasakit ngayong panahon ng pandemya dala ng coronavirus disease o Covid-19. 

Mas mahirap din kung mag-positibo sa Covid-19 na walang sapat na pagkukunan ng panggastos kahit na sagot pa ng gobyerno ang pagpapagamot. Dahil sa ilang araw na quarantine, hindi maiiwasan na apektado ang pamilya at apektado din ang trabaho na pangunahing pinagkukunan ng pera para sa mga pangangailangan.

Una rito, naglabas ang ECC ng Board Resolution No. 21-04-14 noong Abril 6 kung saan inisa-isa ang mga kondisyon para makatanggap ng compensation ang isang manggagawang nag-positibo sa Covid-19.

Ayon naman kay DOLE Secretary Silvestre Bello III, ang Social Security System o SSS at ang Government Service Insurance System bilang mga administering agencies ng ECC ang magpapatupad ng compensation policies.

“The ECC is continuously working to improve its policies and services to better serve the Filipino workers, especially during this trying time. We will persist to find ways and come up with measures that will mobilize assistance and respond to the crises brought by the CoViD-19 pandemic,” ang naging pahayag ni ECC Executive Director Stella Zipagan-Banawis.

“Meron po silang daily allowance na maki-claim sa employees compensation program. Ang maximum is P480 per day. Meron din pong medical benefit yung nagastos nila sa ospital net of PhilHealth kasi pwedeng i-reimburse a part of the out of pocket expenses sa hospital,” dagdag pa ni Banawis.

Sa ngayon, may 33 mga sakit na nasa List of Occupational and Work-related diseases.


Dagdag pa ng DOLE na nakatakda itong maglabas ng mga terms and condition sa implementation o kung paano ma-claim ang nasabing compensation.

Una nang inaprobahan ni Pangulong Duterte ang P20,000 na allowance para sa mahigit 31,000 na ECC pensioners na may partial o total disabilities o survivors ng mga ito.

P6,000 Standard Salary ng mga Kasambahay sa Buong Bansa, Pinag-aaralan ng DOLE



MANILA, Philippines —  Iminumungkahi ngayon ng Department of Labor and Employment o DOLE ang pagkakaroon ng P6,000 na standard salary para sa mga kasambahay sa buong bansa dahil sobrang baba umano ang kasalukuyang rate na nasa P2,000 hanggang P3,000.

Sa isang pahayag kinumperma ni Labor Secretary Silvestre Bello III na inutos na nito sa iba pang opisyal ng DOLE na pag-aralan ang posibilidad kung maaari bang ipatupad ang P6,000 na pasahod sa mga kasambahay sa buong Pilipinas.

Naniniwala si Bello na nararapat lamang ang nasabing sweldo para sa mga kasambahay ngunit nilinaw nito na proposal pa lamang ang kanyang iminumungkahing P6,000.

“’Yong tungkol sa mga kasambahay, proposal pa lang ‘yon na ‘yong P6,000. Pero ako, sa tingin ko resonable ‘yong P6,000,” ani Bello sa virtual press briefing.

Kung hindi aniya kaya ng employer ang naturang pasahod ay makabubuting huwag na lang silang kumuha ng kasambahay at sila na lang ang gumawa ng mga gawaing-bahay.

“In my opinion, there should be P6,000 nationwide minimum wage rate for all domestic workers. Don’t hire housemates for a meager P2,000 to P3,000. That’s too low,” pahayag ni Bello.

“What I prefer is, regardless if they are in Isabela or Mindanao, the salaries of household workers will be the same.”

“If you cannot afford P6,000, then do the work yourself. You do the cleaning, laundry, and others by yourself. Don’t hire [a] housemaid for a very meager amount of P3,000, masyadong mababa ‘yon,” dagdag niya.

Sa buwanang P6,000 maaari nang mapaaral ng isang kasambahay ang mga anak nito.

“I believe P6,000 is already a reasonable amount. You can already send a child to school with that,” dagdag pa ng opisyal.

Nilinaw din ng opisyal na bawat taon, nagkakaroon ng wage adjustment ngunit mas maganda umano kung pare-pareho na ang halaga ng sahod ng mga kasambahay sa Metro Manila at mga lalawigan.

Sa ilalim ng Kasambahay Law, ang minimum wage ng household worker ay naka-depende sa rate na itinakda ng Regional Tripartite and Productivity Wage Boards (RTPWBs). Sa ngayon ang National Capital Region o NCR ang may pinaka-mataas na minimum wage rate ng mga kasambahay na nasa P5,000.

Nagpa-alala din ang DOLE na labag sa batas ang pagkuha ng domestic workers na mas mababa sa 15-anyos ang edad.

Una nang isinusulong ng isang child rights group na mas mabuting gawing 18-anyos pataas ang mga papayagang maging kasambahay upang maproteksiyunan ang mga kabataan.

Online Application para sa 2nd Tranche ng DOLE CAMP, Bukas Na!




BUKAS at maaari nang aplyan online ang ikalawang tranche ng cash assistance ng Department of Labor and Employment (DOLE) na COVID-19 Adjustment Measures Program (CAMP). Ang nasabing programa ay para sa mga manggagawa sa private sektor na nawalan ng trabaho o naapektuhan ng pandemya dulot ng coronavirus disease o Covid-19.

Ayon kay DOLE Sectretary Silvestre Bello III, isang online system ang i-denevelop ng DOLE na may layuning ma — "streamline, simplify, and digitize the submission of applications of the affected workers."

Bahagi umano ng sistema na mapadali ang proseso ng application maliba pa't maiiwasan din nito ang physical contact at masiguro ang kaligtasan ng publiko at mga empleyado ng DOLE.

Ang online application system para sa programa ay maaaring ma-access sa https://reports.dole.gov.ph.

Sa nasabing website, piliin lamang ang “Apply for CAMP Financial Assistance” at pumili sa mga sumusunod;
  • Apply as Establishments
  • Apply as DOT Accredited Establishment
  • Displaced and Temporarily Laid-off Workers
Kung nag-a-apply bilang establishemento, importanteng may ERS account ang kliyente o mag-rehistro muna upang maipagpatuloy ang application.
Kung nag-a-apply bilang laid-off worker, ilagay lamang ang mga datus na kailangan. Sa ngayon, kung ang isang kliyente ay nag-a-apply para sa CAMP, maaari na nitong ma-check ang proseso ng kanyang application.

DOLE, mamamahagi ng P13 billion Bayanihan 2 Cash Aid; Sino-Sino ang Makakatanggap?




ISA ka ba sa mga nawalan ng trabaho dahil sa krisis dala ng Coronavirus pandemic o Covid-19, ngunit walang natanggap na tulong mula sa gobyerno? Kung isa ka sa mga ito, hindi pa huli ang lahat dahil isa ka sa maaaring maka-avail ng employment at cash assistance program ng Department of Labor and Employment o DOLE.


Ayon sa DOLE, mamamahagi ang ahensiya ng P13 billion na cash aid sa mga trabahanteng nawalan ng trabaho dahil sa Covid-19.
Sinabi naman ni Labor Undersecretary Joji Aragon, mula sa Bayanihan to Recover as One Act (Bayanihan 2) ang pondo na hahatiin sa mga sumusunod na programa;
  • P5 billion one-time assistance sa mahigit sa 993,000 displaced workers na nasa formal sector

  • P6 billion para sa emergency employment ng nasa 863,000 informal sector workers 

  • P2 billion para 200,000 repatriated migrant workers 
“Siguro by this week or early part of next week, rolling na po ito, meaning tuloy-tuloy na,” ang naging pahayag ni Aragon.

Hindi naman kasali sa programa ang mga trabahante sa pribadong sektor na una nang nakatanggap ng social amelioration program mula sa ibang government agencies.

Paliwanag ni DOLE Secretary Silvestre Bello III na hindi na kasali sa programa ng DOLE ang mga naka-benipisyo sa mga sumusunod na government programs;
  • Small Business Wage Subsidy
  • SSS Unemployment Benefit

Ano ang TUPAD Program at Sino ang Makakabenipisyo?

Para ito sa mga empleyado sa informal sector, self employed individuals na may elementary occupations at mga hindi nabayarang family workers.

Ang mga beneficiaries ng TUPAD ay iha-hire para mag-trabaho para sa 14 hanggang 16 na araw at babayaran base sa minimum wage sa kanilang rehiyon. Magiging limitado lamang sa apat na oras ang trabaho ng mga ito dahil sa Covid-19.

Maaaring makipag-ugnayan sa kanilang mga local government units ang mga nagnanais mapabilang sa programa. Isa lamang kada pamilya ang pinapayagan sa ilalim ng TUPAD.


Kabilang sa mga trabahong gagawin ng mga ito ay ang mga sumusunod;
  • Repair at maintenance ng mga public facilities
  • Tree planting
  • Mag-assist sa mga LGUs
  • Transportation services para sa pag-set up ng mga mobile markets
  • Disinfection at sanitation ng kumunidad, at iba pa.
Sa ilalim ng guidelines, prioridad sa ikalawang bahagi ng TUPAD program ang mga informal workers na nakapag-apply bago pa man ang Abril 30 ngunit hindi nakatanggap ng tulong.

Ayon sa DOLE, halos kalahating milyong mga displaced workers ang nag-apply para sa TUPAD benefits ngunit hindi natulungan dahil sa kakulangan ng pondo.

Malinaw din sa guidelines na maaring mag-apply ulit sa TUPAD program sa ilalim ng Bayanihan 2 ang mga nakatanggap na ng nasabing tulong.


Ano naman ang CAMP Program?

Sa ilalim ng CAMP program, mamimigay ang DOLE ng cash assistance na P5,000 sa mga displaced employees dahil sa Covid-19 partikular na sa mga dating nagta-trabaho sa mga micro, small and medium enterprises.

Kasama din sa CAMP ang mga teaching at non-teaching personnel sa mga pribado at pampublikong edukasyon at mga nawalan ng trabaho mula sa tourism sector.

Bahagi din ng CAMP na mabigyan ng access ang mga apektadong empleyaod sa mga job opportunities na naaayon sa kanilang qualifications.
Sa sektor ng turismo, P3 billion ang inilaan ng DOLE at Department of Tourism.

Pres. Duterte, Minamadali na ang Pagtatag ng OFW Department




MANILA — MULING ipinanawagan ni Pangulong Rodrigo Duterte sa Kongreso na madaliin na ang pagpasa ng panukalang batas na magtatatag ng Department of Overseas Filipino Workers o OFW.

Ayon sa pangulo, isa ito sa kanyang mga proposal noong panahon ng kampanya.
“I’d like to hurry up Congress on this one of my proposals during the campaign period was the creation of Overseas Filipino department,” pahayag ni Duterte.

Si Senator Bong Go ang naghain ng nasabing proposal sa Senado sa pamamagitan ng kanyang Senate Bill 202na may layuning magkaroon ng isang departamento para sa mga OFWs.

Ngunit ang nasabing panukala ay nananatiling pending sa Senate Labor Committee mula noong inihain ito noong Hulyo 2019 sa kabila ng mabilis na pag-aproba ng Mababang Kapulungan ng Kongreso.

Paliwanag naman ni Senate President Vicente Sotto III, naantala sa Senado ang panukalang batas dahil na rin sa mga isyung hindi pa napag-usapan. Ang nasabing mga isyu umano ay may kaugnayan sa Department of Labor and Employment (DOLE) at mga attached agencies nitong Philippine Overseas Employment Administration (POEA) at Overseas Workers Welfare Administration (OWWA).

Layunin din ng Senate Bill 202 na buwagin na ang POEA at OWWA kasama na ang tatlong iba pang ahensiya.

Ayon pa kay Sotto, malaking ahensiya ang planong itatag na Department of OFWs na siyang hahawak sa lahat na mga aktibidad ng mga OFWs. Dahil dito, hindi umano problema ang pag-absorb sa mga empleyado mula sa mga bubuwaging ahensiya.

“The bill’s advance at the upper chamber has been hampered by "issues (that) are yet to be settled. We are looking at the right-sizing bill in the Senate that needs to be finalized,” pahayag ni Sotto.

Sa kabila nito, hinihiling ni Duterte na madalin na ang pagpasa ng nasabing panukalang batas. Maliban sa OFW Department, sinabi din ng pangulo na nais din nito ng hiwalay na tanggapan na hahawak naman sa mga aktibidad ng mga seaman dahil umano sa napakaraming international laws.

Pangako ng pangulo sa mga migrant workers: “There will be a more thorough review on policy for your protection and that somebody should look after you.” 

Samantala, umaasa naman si DOLE Secretary Silvestre Bello III na hindi mabubuwag ang dalawang attached agencies ng ahensiya na nakatutuk sa mga OFWs sakaling maitatag na ang Department of OFWs.

“What I would like to happen is that agencies such as POEA and OWWA  will not be abolished. Let them be included in the department of OFW as attached agencies,” ang naging pahayag ni Bello.

Pinasiguro naman ni Bello na suportado nito ang planong pagtatag ng OFW Department.
“We support that. The President is right when he said that there should be a department that will solely look after the needs, welfare, and protection of our OFWs. A department that is fully dedicated to OFWs,” dagdag pa nito.

"No 13th Month Pay" sa Disyembre, Pinag-aaralan ng DOLE




ISA ang 13th month pay sa inaasahan ng maraming mga trabahanteng Pinoy pag-dating ng Disyembre. Malaking tulong ito bilang pang-regalo, panghanda sa Pasko at Bagong Taon, pambayad ng utang habang ang iba naman ay inilalaan ito sa savings.

Ngunit dahil sa coronavirus disease o Covid-19, may mga empleyadong posibleng hindi makakatanggap ng 13th month pay ngayong Disyembre.

Ito'y matapos kinumperma ng Department of Labor and Employment (DOLE) na pinag-aaralan nila kung anong mga kompanya ang maaring i-exempt sa pagbabayad ng 13th month pay sa kanilang mga empleyado.

“Sa batas, may exemption of payment pagka ‘yong business establishment is characterized as distressed kaya we have to come up with an advisory to determine what is the meaning of a distressed company or distressed business establishment. Para ma-exempt sila from the payment,” ang naging pahayag ni DOLE Secretary Silvestre Bello III.


“Pero sabi ko nga instead of going through that, why don’t we consult both labor and management, pag-usapan na lang nila na medyo mahirap ngayon ang panahon, ‘di kami kumikita baka naman pwedeng i-defer. To me that might be the more acceptable formula to address the issue,” dagdag pa ng opisyal.

Para magawa ito, nilinaw ng ni Bello na kailangang magpalabas ng advisory ang DOLE ukol sa mga kompanyang mako-konsiderang "distressed".

Ngunit ayon kay Bello, na "more acceptable" ang pagpapaliban sa pagbibigay ng 13th month pay. Posibleng mas papaboran umano ng mga negosyante ang pagpapaliban sa pagbabayad ng 13th month pay sa mga susunod na buwan.

Sa ngayon, pag-aaralan umano nila ang posibilidad na i-exempt ang mga micro, small and medium enterprises o MSMEs sa pagbibigay ng nasabing benipisyo. Samantala, required naman ang mga kompanyang may capitalization na P1 million pataas sa na magbigay ng 13th month pay.

“Pakiusapan natin ‘yong mga businessmen na one-time lang naman ito. Kung kaya ninyo ibigay, ibigay. Kung hindi, baka pwede I-postpone,” dagdag na pahayag ni Bello.


Ang 13th Month Pay ay mandatory benefit na ipinagkakaloob sa mga empleyado ayon sa Presidential Decree No. 851 na nag-uutos sa mga employers na magbigay ng 13th month sa lahat ng rank and file employees nito.

Alien Work Permits In the Philippines To Be Subjected For Review

It is said that the number of overseas Filipino workers (OFW) increase because Filipinos could not find decent jobs with adequate income so they are forced to apply for overseas jobs to provide for their family. Some of the reasons pointed out by many is the age requirement but the Department of Labor and Employment (DOLE) recently prohibited age limit requirements in job hiring among companies. However, the law says the hiring of foreign workers are only applied to jobs that Filipinos could not accomplish.
 Is there really a problem among Filipinos to find jobs in the country or they are just being robbed of opportunities? Issuance of alien employment permit is now suggested to be subjected to review in a doubt that Filipinos might be deprived of jobs on their own land due to a number of aliens working in the country.

This is in the light of the possibility that local workers are being robbed of job opportunities in their own country. the Issue was raised during DOLE budget hearing last September 19.
 Labor Secretary Silvestre Bello III said that he already ordered all the employment permit issued to aliens and canceling of those who did not comply with standards set by DOLE.

"Ang binibigyan lang namin ng permit to work ay iyong magtatrabaho ng isang klaseng trabaho na hindi kaya ng Pilipino," ani Bello.
However, Bello clarified that aside from DOLE, there are also other entities who issue employment permits to the foreigners. DOLE also admits the possibility that there are foreigners who are working in the country without work permits.

About 115,000 of alien employment permit was released by DOLE since 2015. Among 51,980 of these were issued to Chinese.

However, Sen. Franklin Drilon, in a Senate hearing said that in Metro Manila alone, there are 4,000 of them.

It is said that the number of overseas Filipino workers (OFW) increase because Filipinos could not find decent jobs with adequate income so they are forced to apply for overseas jobs to provide for their family. This is in the light of the possibility that local workers are being robbed of job opportunities in their own country. the Issue was raised during DOLE budget hearing last September 19.  Labor Secretary Silvestre Bello III said that he already ordered all the employment permit issued to aliens and canceling of those who did not comply with standards set by DOLE.  "Ang binibigyan lang namin ng permit to work ay iyong magtatrabaho ng isang klaseng trabaho na hindi kaya ng Pilipino," ani Bello. However, Bello clarified that aside from DOLE, there are also other entities who issue employment permits to the foreigners. DOLE also admits the possibility that there are foreigners who are working in the country without work permits.  About 115,000 of alien employment permit was released by DOLE since 2015. Among 51,980 of these were issued to Chinese.  However, Sen. With the PBR website, the certificate can even be printed in the comfort of their own home.     Here are the steps you have to take to secure that certificate. The Social Security System (SSS) has announced the new batch of loan condonation program or the loan restructuring program (LRP) whereas the members with delinquent status in paying their previous loan in a period of more than 6 months will be allowed to settle their accounts without paying any penalty.
