Customs Will Be Taking It Easy On Checking The OFW Balikbayan Boxes

Overseas Filipino workers (OFW) send balikbayan boxes to their family back home, especially during the holiday season. It is a way of letting their family know that although they may not be physically present, they can still be felt through the thing everyone got to enjoy the holiday. They choose the cargo company carefully to make sure that it is safe. The most important thing is that they know that the hard-earned package they sent arrived in time and complete without any damage or pilferage from the courier or the Bureau Of Customs checking. OFWs opposed the open-box checking of the balikbayan boxes last year. Today, non-contact checking of the balikbayan boxes are in effect unless they found something highly suspicious during x-ray and K-9 checking.

In the middle part of last year, BOC released a memorandum order requiring a detailed list of the balikbayan box contents and presenting an OEC or passport as a proof that the sender is a legitimate OFW.

Furthermore, the Bureau of Customs (BOC) on said that it has eased the guidelines in availing of the duty and tax-free privilege of consolidated balikbayan boxes. This is due after the previous rules were criticized by the overseas Filipino worker (OFW) community for the tedious requirements in accessing the P150,000 duty and tax-exemption privilege.

Customs Memorandum Order 18-2018, issued on October 11, provides for the guidelines on the availment by consolidated shipment of balikbayan boxes. The issuance
supersedes CMO 04-2017.

According to the BOC, instead of the mandatory copy of a Philippine passport, it will now accept other documents to show proof of Filipino citizenship, such as photocopy of pertinent page of the Philippine passport; or in case of a dual Filipino citizen without a Philippine passport, a photocopy of foreign passport plus a copy of proof of dual Filipino citizenship; permanent resident ID; Overseas Employment Certificate or their Overseas Workers Welfare Administration work permit; Unified Government ID; and any other equivalent document except birth certificate.

In spite of the rising prices of commodities and services and others due to the high inflation rate, many Filipinos believe that the country is on the right track. Just recently, the new minimum fare is being set to P10 while the minimum wage remains stuck. That is what the latest SWS survey indicates. Airport Authorities To Stop Baggage Pilferage At NAIA


 In compliance with what President Duterte said, the airport authorities said they would stop baggage theft, "no ifs and buts."  DOTr Secretary Arthur Tugade ordered wearing of body cameras  to all employees with direct access to passenger baggage.   CCTV cameras will also be installed in all areas where baggage and containers pass through from the plane to the airport and vice versa.  President Rodrigo Duterte warned airport officials that he would fire them should there be another case of luggage pilferage, like what happened to the two returning OFWs at Clark International Airport. OFW Arrested In Midflight For Stealing Seatmate's Money


An Overseas Filipino Worker was arrested by the air marshall while onboard Saudi Airline flight SV-860, just hours before their actual landing at the NAIA Terminal 1 due to pilferage. She allegedly stole cash from the passenger sitting next to her. The Filipina known only as Lorena Cancino from Pangasinan.  The victim, Rohena Mangomma Talib, 29, and Sitti Shaima Mangomma Talib, 31, complained the incident to the flight crew of the aircraft. She was later arrested by the Airport Police Department. Rohena narrated that the woman sitting next to her was acting strange. The suspect suddenly stood up and rushed to the comfort room. Suspicious of the suspects actions, the victim checked her pocket and found out that her pouch with US$900.00 in it is missing. The victim said that her money was later found in one of the aircraft’s seat pocket, under the pillow and the waste cart all covered with tissue paper. Turkish Foreign Minister's Wife, Robbed at the NAIA

Expensive jewelries were recovered from the three baggage handlers in NAIA who were caught pilfering the baggage belonging to the wife of Turkish Foreign Minister Mevlüt Çavuşoğlu who visited the country last week to attend ASEAN Foreign Ministers meeting. The robbery took place while transferring the baggages from NAIA terminal to the plane, according to the suspects. The suspects narrated that they took the jewelries from the baggage compartment while loading it to the plane. The robbery suspects were also caught with sachets of alleged shabu during the operation conducted by the Aviation Security Group. They apprehended the suspects who were still in possession of the stolen jewelries. According to MIAA General Manager Ed Monreal, the jewelries were found inside the compartment under the seat of the suspect's motorcycle. The suspects were under surveillance for quite some time due to the reported robbery on the passengers baggage and finally caught red handed and are now under the custody of the authorities and case were filed against them.  The NAIA authorities fervently remind the passengers not to keep their valuables on their check-in baggages even strict monitoring on the baggage handlers is in effect due to the reported pilferage on the passenger baggages. The tightened measures are being observed especially now that the delegates of the ASEAN meeting are still in the country. Expensive jewelries were recovered from the three baggage handlers in NAIA who were caught pilfering the baggage belonging to the wife of Turkish Foreign Minister Mevlüt Çavuşoğlu who visited the country last week to attend ASEAN Foreign Ministers meeting.
The robbery took place while transferring the baggages from NAIA terminal to the plane, according to the suspects.
The suspects narrated that they took the jewelries from the baggage compartment while loading it to the plane. The robbery suspects were also caught with sachets of alleged shabu during the operation conducted by the Aviation Security Group. They apprehended the suspects who were still in possession of the stolen jewelries. According to MIAA General Manager Ed Monreal, the jewelries were found inside the compartment under the seat of the suspect's motorcycle.

The suspects were under surveillance for quite some time due to the reported robbery on the passengers baggage and finally caught red handed and are now under the custody of the authorities and case were filed against them.

An OFW from Hong Kong lost her Longchamp bag that costs around HK$4,500 to HK$10,950 along with her passport,cards and other valuables while she was having a lunch with her family at Wendy's branch in the arrival lobby at the NAIA last Sept 12.
Johaima Alug,an OFW from Hong Kong,placed her Longchamp bag beside her while having lunch.Minutes later,she noticed that her bag was nowhere to be found.
The OFW asked PNP-AVSEU for help.CCTV footage showed that  five people,2 women and 3 men, worked together to steal Alug's bag.

Chief Supt. Mao Aplasca,director of PNP-AVSEGROUP,said they reviewed their records and CCTV footages from other cameras to find out how the suspects got away but found nothing at the moment.A follow-up investigation is being conducted  to find out the identity of the culprits that will lead to their arrest.
Manila International Airport Authority General Manager Ed Monreal ordered  the Airport Police Department to deploy more policemen in civilian clothes in areas where passengers and their families hang out before departure or after arrival at the NAIA.
