Hong Kong Household Workers Minimum Wage Increased


The minimum wage set for Household Service Workers (HSWs) in Hong Kong has been increased since Saturday A wage hike of 2.3 % or HK$4,410 (P28,730.30) will be effective for the HSWs who will sign the new contract, according to south China Morning Post. Tataasan ng 2.3 porsyento o papalo na sa  ang sahod ng mga kasambahay sa Hong Kong na may mga kontratang pipirmahan sa Sabado o pagkatapos nito, ayon sa ulat ng South China Morning Post. For the HSWs with old existing contracts, the Immigration Department will handle the process of application for their wage increase. The application has to reach the department by October 27. More so, the food allowance that has been given instead of free meal stated in the HSW contracts will also be increased to HK$16. DepEd Eyes Raising Teachers’ Monthly Pay To P39,000

They said teaching is a noble profession. Our teachers contributed a lot in molding us for what we are now. Even Kings and Presidents are the product of teaching. This is why teachers deserve a good pay especially public school teachers that keeps nurturing thousands of students beyond their limits, sacrificing so much time, effort and sometimes, family for their job.  With this, the Department of Education (DepEd) is optimistic about the possibilities of increasing the salary of public school teachers to P39,000 a month before the end of President Rodrigo Duterte's six-year term in 2022.  DepEd Secretary Leonor Briones said the proposed hike is in the hands and under review of financial managers to ensure that it would not create a huge gap between wages of other workers in the government.

“My impression during Cabinet meetings is that the President wants to keep his (election) promise...our budget right now is one-third of the entire national budget. And we will be adding 200 billion minimum to be able to fulfill that promise. So, perhaps to fulfill that promise, without creating an even wider gap with the policemen, nurses, clerks, janitors, drivers and so on, this has to be carefully planned in terms of the financial requirements,” Briones said

“I’m not saying that they should not be done. I’m just saying what the magnitudes are because we are asked to make a very quick computation,” she added.

Currently, the starting salary of a public school teacher is P19,000 per month but with benefits and allowances included, this may sum up to P23,000.

DepEd Chief added that although he is positive in the idea of giving an increase, she pointed out that this may not be given one time.

If approved, the said increase will also depend on the teaching field like Science and Math teachers, also their rankings may be considered.


“So those are the things that are considered by the policy makers. And my impression is that the President will fulfill that promise but not in one fell swoop because you cannot contemplate the inflationary impact,” Briones concluded.

Briones added that teachers in private schools need to be considered too in giving out the increase because of the possibilities of the exodus to public teaching sector.

“There are an increasing number of private schools which are now closing because they cannot retain their teachers who are migrating to the public sector. So even as you take care of the public school teachers, as is currently demanded, you have to look also at the situation of the private school teachers, particularly that teaching kindergarten and the volunteers,” Briones explained.

Minimum Wage for Filipino DH in Singapore, to increase in May 1


Filipino Domestic Helpers (FDH) in Singapore has an another reason to celebrate this coming May 1.  Aside from the Labor Day, FDH in the said country will get their salary increase. As of the moment, the minimum salary for domestic workers from the Philippines in Singapore is S$550 (P19,400) and it will be raised to S$570 (P20,100).  According to Philippine Labour Attache Ramon Pastrana, the increase is due to the “fluctuation of exchange rates of the USD” in relation to the Singapore dollar.


Filipino Domestic Helpers (FDH) in Singapore has an another reason to celebrate this coming May 1.

Aside from the Labor Day, FDH in the said country will get their salary increase. As of the moment, the minimum salary for domestic workers from the Philippines in Singapore is S$550 (P19,400) and it will be raised to S$570 (P20,100).

According to Philippine Labour Attache Ramon Pastrana, the increase is due to the “fluctuation of exchange rates of the USD” in relation to the Singapore dollar.

The last revision for the minimum salary took place in 2012, where it went up from S$500 to S$550.

There are about 70,000 Filipino Domestic Helper in Singapore.

According to said Raymond Maids Employment Agency manager Matthew Lee, they are in favor of the increased salary to attract more high-quality domestic workers amid competition for such maids in Hong Kong and the Middle East.



“To stay competitive, we need to increase the salary, otherwise we will not have enough supply,”

“Currently, maids in Hong Kong have a higher salary, about S$770 equivalent,” he added. “With this increase in salary, we are able to attract more volume and better caliber maids into Singapore.”


Besides that pay increase, the Philippine Labour Attache said they are planning to take a tougher action on employment agencies who collect “placement fees” by deducting a portion of a maid’s salary.

Placement fees are service fees paid to the agency for its work in facilitating employment for the domestic worker. This includes paperwork and negotiations with prospective employers, among others.

Under the Philippine law, agencies are not allowed to charge any placement fees to domestic workers. However, in Singapore, the Ministry of Manpower allows agencies to deduct up to a maximum two months' worth of a domestic worker’s salary for placement fees. Agencies may choose not to deduct any amount as well.




But according to Pastrana, they received reports that there are employment agencies in Singapore who continuously charge Filipino domestic workers placement fees through salary deductions of one to eight months

"Due to this alleged blatant disregard of Philippine laws and regulations and despite the many briefings conducted by POLO-SG to address the situation, POLO-SG hereby announces the following policies to take effect immediately,” the notice said.

All accredited agencies will also be required to submit updated name and contact details and salaries of domestic workers, as well as the name and contact details of their respective employers.

Immediate suspension of documentary processing is the penalty for that agency who collect placement fees through salary deduction.

2017 SALARY INCREASE IN SINGAPORE, TAIWAN, HONGKONG, PHILIPPINES AND OTHER SOUTHEAST ASIAN COUNTRIES


Studies revealed that across Asia Pacific, salaries are expected to rise 5.9 percent in 2017, higher than the 5.8 percent growth this year. According to a report from Global solutions company Willis Towers Watson stated that salaries in the Philippines are projected to rise for about 6.5 percent next year. The company further explained that the salaries tend to rise steadily because companies in the Philippines focus on encouraging employees with critical skills.


“These can be in the form of a ‘hot skills’ allowance, retention bonuses and training/ education programs that will keep their critical talents engaged,” Vangie Daquilanea, a data service practice lead of Willis Towers Watson said.

The study reported that Pakistan will receive highest salary increases by next year with around 10.2%, followed by countries Bangladesh with 10% and India with 10%. However, Japan is predicted to have the smallest increase of salary with 2.3%.

Economic Research Institute (ERI) also conducted study for 2017 salary increase projections. According to their official website, data from publications, government resources and over 25, 000 companies were assessed in their review.


ERI provided infographic which shows the salary increase for countries around the world. Below is the percentage of salary increase in Asia Pacific.

Pakistan will lead as the country with highest salary increase, followed by India and then Vietnam. 


Starting January 2017, a wage increase of 5% will be given to OFWs working in Taiwan. gOverseas Filipino workers (OFWs) in Taiwan will get 5.0 percent increase in their wages starting Jan. 1, 2017, an official of the country’s representative office in Taiwan said.
Manila Economic and Cultural Office (MECO) Chairman of the Board Angelito Banayo, in an interview during the 105th National Day Reception of Taiwan at the Sofitel Philippine Plaza Manila, said  that the government of Taiwan had finalized  the 5.0-percent hike in minimum wage.
He said, “Starting January 1, there will be 5.0 percent increase in salaries for all our OFWs. This is good news”.
The current minimum wage in Taiwan is at NT$ 20,008 or around P30,771.
“Starting 2017, it will be NT$ 21,009 or an increase of NT$ 1,001 equivalent to roughly P1,500 per month,” the MECO chair added.





There is an estimated 135,000 OFWs in Taiwan mainly working in sectors of information and communication and optical products, according to Taiwan Economic and Cultural Office.
As per the data of the Bangko Sentral ng Pilipinas the remittances from Taiwan in January to July this year amounted to $166.9 million, an increase of 15.3 percent from $144.7 million in the same period last year.

A higher salary increase is still on the cards for some employees in theUAE next year, although oil prices are falling. 4.6% annual increase predicted for 2017. Saudi, Kuwait and Lebanon predicted to have biggest salary increases at nearly 5%.

According to the latest GCC Salary Increase Survey,salaries have been influenced by fluctuating oil prices and states' initiative to diversify national economies.Moreover,the impact of lower oil prices and reduced public spending doesnt affect the salary increase as the GDP growth is expected to climb in 2017 across the region up to 3.3% from 3% last year.

Oman's outlook for 2017 also shows a marked increase from its latest 4.2 percent increase noted in 2016.
