DOLE Blacklists 21 Foreign Recruiters; Suspends 19 Local Recruitment Agencies




If you are looking for jobs abroad or applying for overseas jobs, make sure your recruiter is legit or the recruitment agency where you are processing your application has an active status in recruitment. 

For you to know the status, you may check the validity of their licenses through the website of the Philippine Overseas Employment Administration (POEA). Checking your recruitment agency's status is important in the midst of the continuing bid of the government to cleanse the industry.

In line with this, 21 foreign recruitment agencies and direct employers were blacklisted by the Department of Labor and Employment (DOLE) while another 19 erring local recruitment firms were suspended or whose licenses were canceled.

According to the news release of the DOLE dated August 18, 2019 the following foreign recruitment agencies or direct employers are now blacklisted or disqualified;

According to Administrator Bernard Olalia of the POEA, cleansing the industry is part of the intensified regulatory exercise to protect the Filipino workers and promote the welfare of those seeking overseas employment.

It said that the above-mentioned recruiters or agencies were found to have violated recruitment rules from January to July. Olalia said of the suspended and canceled PRAs, there were those whose licenses were restored after their cancellation was reversed on appeal.

Olalia added that POEA had to disclose the list to make public aware especially those seeking employment abroad.

In a speech during a program appreciating the overseas Filipino workers (OFW), President Rodrigo Duterte said that he wants the department of OFWs to be hastened , thus, he certified it as urgent expecting it to be in place before the year ends.

OFW Jumped Off A Building In Dubai

Be careful in doing transactions with recruitment agencies if you are applying for jobs abroad. Make sure that you are dealing only with legitimate recruitment agencies with a valid license from the Philippine Overseas Employment Administration (POEA) to prevent yourself from being a victim of bogus recruitment agencies which will put you into serious trouble.

An overseas Filipino worker in Riyadh, Saudi Arabia posted a video of her on social media while crying for help after her employer tried to kiss her on the back of her neck.        Ads    Merlyn Angel Arellano hails from Gonzaga town in Cagayan province. In the video which was eventually taken down, she said that she locked herself inside the comfort room after the incident. According to the OFW, this isn’t the first time her employer tried to sexually molest her.  According to the report, they tried to contact Labor Secretary Silvestre Bello III to inform him about the incident but there is no reply from him yet.  Arellano said she has informed representatives of her agency and members and Philippine Overseas Labor Office who all told her to wait for the government’s actions.  The OFW said that she wants to go home to the Philippines and leave her overseas job.

"All of a sudden, as soon as they took us off, they closed the gate and then they said, 'Sorry, sir, some people complained you had body odor and we're not letting you back on,'" Yossi Adler, the head of the family who was kicked off the American Airlines an interview from Miami International Airport. His family was vacationing in Miami. They were onboard American Airlines flight when suddenly, the flight crew said they need to leave the plane due to other passengers about complaints about their odor.  American Airlines confirmed the incident involving the family and said it planned to cover their hotel and meal expenses for the night.  "Mr. Adler and his wife were removed from the flight when several passengers complained about their body odor," the airline told WPLG. "They have been booked into a hotel for the night and given meal vouchers. They have been rebooked on a flight Thursday."  The Adler family had made it to Detroit and were reunited with their luggage late Thursday.

One of the many problems encountered by overseas Filipino workers (OFW) prior to their deployment is the high placement fees collected by recruitment agencies aside from processing and medical fees and other expenses in securing various documents in applying for overseas jobs. For that reason, they are forced to sell their properties or to avail loans even on a high interest rate. But for the OFW caregivers who are applying for deployment to Israel, the placement fees will become lower as a new bilateral agreement is being forged between the two countries.

Over the last few years, he said, the Philippines has broadened the areas of labor cooperation with Israel, which is home to 29,000 Filipino workers and residents.  “Around 24,000 of them are caregivers taking care of the elderly in Israel and disabled children. And so in a way, you can say that we are helping Israel cope with an aging population,” he said.  Imperial also took pride in saying that labor conditions in Israel are some of the best in the Middle East.  “Workers here receive the highest minimum wage in all of the Middle East. And they have days off, they have the right to worship and practice their faith,” he added. “And as you know this is the Holy Land. President Rodrigo Duterte is now on a four-day state visit to Israel and is set to forge a bilateral agreement during his visit. The OFWs who will be deployed in the holy land will no longer pay high placement fees when the labor agreement is signed.

Philippine Ambassador to the State of Israel Nathaniel Imperial said the labor cooperation agreement will “hopefully ensure that the exploitative placement fees that are being charged to our workers would be substantially reduced, if not, eliminated.”    “It will be a government to government agreement. So private recruitment agencies will no longer be involved in the recruitment process,” Imperial said in an interview with Radio Television Malacañang at the Philippine Embassy in Tel Aviv, Israel on August 30.  Aside from the labor and business agreements, Imperial said the Philippine Embassy has identified several areas of cooperation that will be pursued during the President’s visit.  “One is in science and technology. Israel, as you know, is known as the start-up nation. It is known for its innovation and its very advanced software and technology. And this is something that we can learn from and that we can partner with Israel,” he said.  Over the last few years, he said, the Philippines has broadened the areas of labor cooperation with Israel, which is home to 29,000 Filipino workers and residents.  “Around 24,000 of them are caregivers taking care of the elderly in Israel and disabled children. And so in a way, you can say that we are helping Israel cope with an aging population,” he said.  Imperial also took pride in saying that labor conditions in Israel are some of the best in the Middle East.  “Workers here receive the highest minimum wage in all of the Middle East. And they have days off, they have the right to worship and practice their faith,” he added. “And as you know this is the Holy Land. In a video uploaded by LRA, physical copies of land titles are prone to get lost, production of multiple fake copies, fire, and other natural disasters that may damage the physical copies. Landowners will also no longer need to pay hefty fees in securing another copy of the land title when their duplicate copies are lost.    Moreover, e-titles also have security features to further protect the legitimacy of the land title.    Landowners need to bring their duplicate land title copies and other required documents to the Registry of Deeds or nearest satellite office. The LRA personnel will then compare the duplicate copy to the original copy stored in their database.    Once validated, the physical copy will then be converted to e-titles for a minimal fee. The e-title will be available for pick-up after a few days.   The Land Registration Authority has been implementing the Voluntary Title Standardization Program. It provides title owners the option to upgrade manually-issued titles to “eTitles”, which are issued by LRA’s new Computerized System.  LRA’s Computerized System was developed as part of the agency’s Land Titling Computerization Project, which aims, among others, to:  1. Maintain on-line information on titles that is current, complete and accurate. 2. Maintain the security and integrity of records by safeguarding these from tampering or destruction and deter substitution or insertion of questionable data, in paper or digital form; and 3. Provide a system of timely detection and identification of fake land titles which will assist in the identification of persons responsible, therefore.  How Do You Convert Your Land Title to eTitle?  Bring your owner’s duplicate title and other required documents to the registry of deeds or the nearest satellite office. The LRA personnel will match the duplicate copy to the original to validate authenticity.  Once validated, the conversion process of your manual title to eTitle will commence. And after a few days, your owner’s duplicate eTitle will be ready for pick-up–all for a price of a movie date. Due to a labor shortage, Poland is currently considering hiring Filipino workers. Right now, it is reported that Poland is forging an agreement with Philippines authorities so that Filipino workers may able to work in the said European country. According to Deputy Labor Minister Stanislaw Szwed, they are hoping to have an agreement with the Philippines by September this year. The country is particularly looking to attract qualified workers in the Information Technology (IT), medical and construction sectors. According to some analyst, the country will be short for at least four million workers by 2030 and this is already hurting the economy. The labor shortage in Poland is due to the continued emigration of its own workforce to other European Countries.   He added that Poland and the Philippines shared many cultural values because both are Roman Catholic Countries. Currently, Poland depends on its neighbor Ukraine to fill the gap in the employment.  Meanwhile, Japan is also facing a labor shortage and plans to accept more foreign workers to lessen the effect on the economy. Aside from this, the country is considering a major policy change for its non-Japanese workers. With this Prime Minister, Shinzo Abe instructed Cabinet ministers to make amendments for Japan to accept more foreign workers by offering a new residential status starting April next year.   Currently, only foreign nationals working in the sector of education, business management, law and health care are the only one given with residential status.  As of October 2017, foreign workers in Japan reached 1.28 million. China takes the largest part or about 30 percent followed by Vietnam, Philippines, and Brazil.
