OFW Who Could Not Speak English Sent Home By Employer

Working abroad is not easy as many people think. It is important that you know how to communicate through spoken language. If you cannot speak the local language of your host country, you should at least learn how to speak English being the universal language.
An overseas Filipino worker (OFW) deployed by her recruitment agency as a household worker in Jeddah was sent home by her employer because she could not understand and speak the English language. Joan just arrived in Saudi Arabia a week ago. The OFW said that because of poverty, she did not finish her elementary education and only reached grade 2. Joan said that she was assisted by her agency during application and all she did was to sign the documents to be able to work abroad.

Joan just arrived in Saudi Arabia a week ago. The OFW said that because of poverty, she did not finish her elementary education and only reached grade 2. "Hindi po ako marunong, ni isa po, pag sinasabihan ako ng how are you hindi ko rin po maisagot. Yuko na lang po ako," said Joan (not her real name) when interviewed by GMA News at the Philippine Overseas Labor Office (POLO).  Joan arrived in Saudi Arabia on the last week of January.  According to Joan, because of poverty, she only finished Grade 2. She said she has been living with a man since she was 15 and that her live-in partner is now in jail on drug-related charges.  Joan said this was the reason why she decided to try her luck abroad as a domestic helper.  Asked on how she applied for an overseas job if she doesn't understand English, Joan said she was assisted by her recruiter and that all she did was sign papers  Because of this, Labor AttachĂ© Nasser Mustafa urged recruitment agencies to thoroughly scrutinize applicants, especially those recommended by their agents.  "Dapat suriing mabuti ng mga recruitment agencies ang mga recommended ng kanilang mga agent," Mustafa said.  "Kailangan on top of the situation sila sa pagre-recruit nila dahil kapag nagkaroon ng problema ay hindi naman ang agent nila ang mananagot dito kundi ang recruitment agency nila."  Mustafa said aside from problems with the English language, some Filipina domestic helpers they have encountered also could not perform household chores properly, while some were minors.  Mustafa said recruitment agencies should be discerning with their recruits. As to how she applied for an overseas job and deployed in Jeddah if she doesn't understand English, Joan said her recruiter assisted her and that all she did was sign papers. 

 Labor AttachĂ© Nasser Mustafa urged recruitment agencies to thoroughly scrutinize applicants, especially those recommended by their agents.

Aside from problems with the English language, Mustafa also pointed out that some Filipina household workers they have encountered also could not perform household chores properly, others were not even at the proper age.

OFW In Saudi Arabia Arrived Home Dead


An OFW from Malapatan, Saranggani was supposed to be home from her work from Saudi Arabia on September 30 but her relatives was so worried that days has passed but she is not home yet. A few  months later, they received the lifeless remains of the OFW and the agency which deployed her said that she committed suicide.  Her relatives were skeptical that she would end her own life as she was so lively and excited to come home during their last chat. Overseas Filipino Workers (OFWs) are now enjoying courtesy lane or fast lane in renewing their passport at any Department of Foreign Affairs (DFA) offices nationwide, but those who want to work abroad for the first time, still, they need to undergo a long process.  This is another offer of DFA to soon to be OFWs to fast-track passport applications.  Under the policy, it will allow Filipinos with a job offer to easily file for application without the need of an appointment.

With this Overseas recruitment agencies will be able to endorse their applicants to the regional office. There are 1, 500 applicants to be accommodated per day in all 32 regional offices of DFA.

"The recruitment industry is inclined to accept this proposal as a temporary solution to their problems of securing passports for their applicants who have to be deployed as soon as possible to avoid the expiration of visas and as required by their employers," it said.

As of now, the DFA has not yet release when the program will begin.

On the other hand, the DFA is looking on complaints regarding "unreasonable requirements" for additional identification cards.

The DFA claimed they received complaints about over requirements from employers abroad saying many of their prospective applicants from Zamboanga, Davao, and Legaspi.

Because of over requirements set by the DFA, sometimes it leads to frustration to those who want to work abroad.

It said applicants in these DFA Regional Offices are asking for additional identification such as driver's licenses, SSS, and voter's ID which are "over and above the minimum requirements needed by ordinary applicants."

Delay is coming, please pass the passport

If you are (1) senior citizen with a senior citizen ID; (2) a person with disability with a PWD ID, or visible disability; (3) a solo parent with valid solo parent ID; (4) pregnant with a medical certificate; and {5) a minor seven years old and below, then you don't need an appointment with the Department of Foreign Affairs to get a passport. All you need to do to apply for one is avail of the priority lane at the DFA in Aseana or at any DFA satellite office or Regional Consular Office.
Very helpful, this DFA guideline. Unfortunately, the above classes of citizens do not include overseas Filipino workers, so for them applying for a passport is Calvary, or hell, depending on where in our archipelago an OFW lives, or resides.
And how difficult getting a Philippine passport could get?
Ask a citizen. Let's call her Mali. I guess that's for "malicious." Here's what she said, online. "Hi . I have applied through the new DFA passport website and I have not received any email regarding my appointment yet and it's been a week already. When I tried applying again, it says that I already have an appointment and that I should cancel.
I checked my spam folders, junk mail, and I don't see the e- mail. Did anyone of you experience a similar problem?"
Hundreds of OFWs will answer "yes" to the question. Yes, indeed, the DFA's passport application system, with its online appointment process, is in a terrible mess.
For one, the process doesn't apply to all, as the above classes of citizens are exempt.
Throw out of the window the fairness and universal equality principle. Of course, government officials, their families, relatives, and those who have "connections" are also exempt. Call this special privilege. So are those who "pay"— I am being kind here— so let's be blunt: those who bribe the ... passport- makers. These are members of syndicates operating with impunity in the DFA offices. Let's begin in Zamboanga City, where a source told me that even without an appointment, a passport applicant with wads of cash can obtain a passport in a breeze.
Now, DFA officials will call it unfair and will be quick to demand to name names.
Excuse me? Go there in Zamboanga yourselves undercover and observe what's happening in the DFA regional office. Go to Puerto Princesa City where a consular official told me that last year, Filipino- looking Indonesians and Malaysians were able to obtain Philippine passports because some real Filipinos were engaged in a small and medium enterprise ( SME) called "passporting". Incidents of this kind are many; public reporting is few; and DFA action is wanting.
A netizen advised passport applicants to "shop" for DFA regional offices where there is no queuing, citing DFA branches in Batangas and Pampanga as places where "passporting" is quicker. An OFW whose passport is to expire in six months, and who tried to renew it via the appointment system only to find out there is no longer any available date in November, went all the way to the DFA office in Lucena City. She needed a new passport because immigration officers in Jordan, where she planned to work, were asking for a passport with longer validity.
Now, before passport applicants rush in throng to the steel- gated DFA offices, be it known to all that since last year, 17 June 2016 to be exact, the DFA has out- sourced the DFA Passport Appointment System to a government printing company called APO Productions, Inc. That's when the problem worsened and OFWs begun to suffer.
The APO Productions, Inc., it turned out, was ill-prepared. It has not expected—and did not care to know—that the DFA processes something like three million passport applications annually, or about 250,000 to 300,000 every month. The calendar, on the average, has only 30 days, so if DFA personnel work without let-up even on Saturdays and Sundays—which they don't—that's something like 10,000 passport applications a day.
With this arithmetic, the APO Productions, Inc. panicked. Overwhelmed, they didn't know what to do. Remember, APO Productions, Inc. is a printing company. It prints the government's official ballots, official receipts, official forms, etc. It has no frontline public service orientation and it didn't know how to answer irate citizens. It even has management- labor relations problems, in the past and in the present. Some of its previous officials even face corruption cases in court. In short, APO Productions, Inc. is the last office in the land OFWs have to go to have their passports printed.
With the outsourcing by the DFA of its Passport Appointment System, the DFA, in effect, outsourced all of the passport problems, delays of six months included, to APO Productions, Inc. which in turn, unknowingly and unsuspecting, embraced the whole mess.
Except for OFWs, this must have made some people very happy. In a cryptic note, PilipinasTeleserv, Inc., the company previously managing the Passport Appointment System, posted this on the Internet: "Pilipinas Teleserv, Inc. would like to thank the public for the support and inputs throughout the years in making the appointment system an effective service."

POEA Allows More "Kasambahay" Recruitment for Middle East

The Philippine Overseas Employment Administration (POEA) has allowed foreign recruitment agencies (FRA) in the Middle East to hire more Filipino household service workers (HSW). The POEA cites the increasing demand for "kasambahays" abroad.  The move is surprising since just over six months ago, the DOLE and POEA are saying the opposite, the plan to ban or reduce the number of HSWs to be sent to the Middle East. This is in light of the recent abuses committed against Filipino HSWs that went viral in social media sites.  The POEA governing board (GB) issued its Resolution No. 3 (series of 2017) increasing the number of Philippine Recruitment Agencies (PRA) that a foreign agency (FRAs) in Arab countries could partner with, according to Labor Undersecretary and POEA OIC Bernard Olalia. This raises the partnership limit from two to five.  Under POEA’s regulation, foreign agencies could hire a maximum of 100 Filipinos HSWs for each of their partner PRAs. The previous limit of Filipino HSW hires for each foreign agency was 200. This will be increased to 500 Household Service Workers.  “We have to increase the accreditation so we could deploy more Filipino workers,” Olalia said. The new policy is a response to the growing demand for HSWs in the last two years.  “If you compare 2015 with 2016, for sure the number of deployed [OFWs] increased from 1.8 million in 2015, it went to as high as 2.1-million OFWs,” Olalia said.  “The biggest chunk of these deployed OFWs are HSWs followed by health workers and then semiskilled professionals,” he added.  According to the latest available data from POEA’s website, deployment of Filipino HSWs grew by 7.51 percent to 194, 835 in 2015 from 181,224 in 2014. The 2016 deployment data is yet to become available in the same site.  This increase comes even after the many reported and unreported incidents of physical, emotional, sexual and psychological abuse of household service workers, most of whom are women.  Labor Secretary and POEA Governing Board Chairperson Silvestre Bello III, pointed out that only FRAs, which are compliant with POEA regulations would be granted with the new privilege. “We are okay with this as long as they protect our Filipino workers,” Bello said in a previous interview.  This development is worrisome as there is really very little assurance that foreign nor local agencies are providing protection for Filipino HSWs.
