Bakit 'di dapat i-post sa social media ang Philippine ID na natanggap mo!






MANILA, Philippines — NASA 1.7 million na national identification o ID cards na sa buong bansa ang nai-deliver ng Philippine Statistics Authority o PSA.

Ayon kay PSA Assistant Secretary Rose Bautista ang pamimigay ng Philippine Identification System o PhilSys o PSN at ang delivery ng Philippine ID o Phil ID ang ikatlo at final step ng PhilSys registration.

Kasabay nito, hinihikayat ngayon ni Bautista ang publiko na nakatanggap na ng kanilang PhilID na iwasan ang pagpost ng picture nito sa social media.

“Ang ating ID is something na dapat itinatago at hindi po ini-expose sa fraud (Our national ID is something that should be secured and not exposed to fraud), pahayag ni Bautista.

“Please lang, huwag ninyo gawin ‘yan. Ang ating ID is something na dapat tinatago at hindi ine-expose kasi sa fraud,” she said in a Laging Handa public briefing.

“Huwag nila i-expose ang kanilang PhilSys ID para hindi ito maging pang-engganyo para doon sa mga gustong magpeke,” dagdag pa nito.

Nagbabala naman ang PSA sa mga nagpaplanong ma-meke ng PhilID na may mga personnel silang nakatutuk sa pagtukoy sa mga pekeng ID at posibleng masampahan ang mga gumagawa nito.

“Mayroon tayong karampatang penalties, charges. Mayroon fraud management division dito sa PhilSys registry office na will look into at magpa-file ng mga kaso para doon sa mga madi-discover namin na mayroon kaming basehan na ito ay mga pekeng ID na prinesent nila,” pahayag ni Bautista.

Maliban sa 1.7 million na Filipinos na nakatanggap na ng kanilang national IDs, nasa 42 million naman ang nakapag-online register habang 30 million naman ang nakuhaan na ng biometrics.

Nasa limang milyon Filipino na rin umano ang nakapag-bukas ng bank account gamit ang kanilang PhilSys.

Target ng PSA na marehistro ang hindi bababa sa 70 million Filipinos sa PhilSys bago matapos ang 2021 at 50 million na makuhaan ng biometrics bago matapos ang taon.

Requirements para sa National ID System, Alamin!




MANILA — FIVE million low-income households. Yan ang target ng Philippine Statistics Office o PSA na ma-rehistro para sa National ID System ng bansa kung saan magsisimula na sa Oktubre 12 ang mass pre-registration nito.

Kaugnay nito, ininspeksyiyon na ni Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno ang mga makinang gagamitin para sa pag-imprenta ng Philippine Identification System (PhilSys) card o national ID card.

Ang BSP ang naatasang mag-imprenta ng nasabing mga ID cards.

Ayon kay Diokno, na sa pamamagitan ng national ID, magiging madali para sa mga Pinoy na makapag-bukas ng account sa mga bangko at iba pang bank transactions. Makakatulong din umano ito upang mapabilis ang distribution ng mga welfare grants sa mga tao.

Buwan ng Hulyo unang itinakda ang mass registration ngunit ilang beses na iniurong dahil na rin sa novel coronavirus disease (COVID-19) pandemic.

Nilinaw naman ni PSA Assistant Secretary Rosalinda Bautista na boluntaryo lamang ang registration ngunit ina-anyayahan ang lahat na mga Filipino na sumailalim sa proseso dahil mapapadali ng national ID ang pagbibigay ng government services at assistance lalo na sa mga mahihirap na pamilya.

“Sa batas po natin, lahat po ng Pilipino at resident aliens natin dito sa Pilipinas, pati po ang Pilipino na nasa abroad, ay puwedeng mag-apply para sa national ID pero voluntary. Voluntary po kasi ito,” pahayag ni Bautista.

“Pero ini-encourage po namin ang pag-apply at pagkuha ng national ID…Dadating po tayo doon sa time na lahat ng transaksyon sa government ay hihingian na po ng national ID ang isang tao,” dagdag pa ng opisyal.


Samantala, narito ang mga requirement para sa national ID registration, alinman sa mga sumusunod;
  • Certificate of Live Birth na inisyu ng PSA at government-issued identification documents o goverment IDs kung saan makikita ang full name, front-facing photograph, at pirma o thumb mark.
  • Philippine Passport na inisyu Department of Foreign Affairs
  • Unified Multi-Purpose Identification (UMID) Card na inisyu ng Government Service Insurance System (GSIS) o Social Security System (SSS)
  • Valid LTO-issued  Student’s License Permit o Non-Professional/Professional Driver’s License
Target ng pamahalaan na maka-rehistro ng nasa 40 million Filipinos sa susunod na taon habang dagdag na 42 million naman bago ang 2022.

Pre-Registration ng National ID, Simula na!; 32 Probinsiya, Mauuna!





SA kabila ng coronavirus disease o Covid-19 pandemic, tuloy na tuloy ang paghahanda ng Department of the Interior and Local Government (DILG) para sa pre-registration para sa Philippine National Identification System (PhilSys) na magsisimula na sa Oktubre 12.

Ayon kay Interior Undersecretary Jonathan Malaya, plano ng gobyernong maka-rehistro ng  “5 million household heads in 32 provinces by end of the year.”

Sinabi ni Malaya na layunin ng national ID na magkaroon ang lahat ng valid proof of identification at hindi na magkaroon ng napakarami pang ID.

Alinsunod sa National ID system, pag-iisahin na ang mga government IDs at magkaroon ng single national identification system.

Ngunit paliwanag ni Philippine Statistics Authority (PSA) Assistant Secretary Rosalinda Bautista, maaring mamili ang publiko kung a-apply ang mga ito para sa National ID o hindi. Ngunit hinihikayat umano ang lahat na mag-apply para sa National ID dahil magiging importante ito para sa lahat na mga transaksiyon sa hinaharap.

Ipinaliwanag naman ng DILG ang dalawang steps sa implementasyon ng national ID system.

STEP — 1

Magsasagawa ng house-to-house visits sa mga low-income families ang mga registration officers.

Ang nasabing mga pamilya ay pinili mula sa 40 lalawigan na pinaka-mababa sa Family Income and Expenditure Survey (FIES).

Unang tututukan ng PSA ang 32 lalawigan dahil ang natitira ay mga high-risk areas sa Covid-19.

STEP — 2

Pupunta sa mga registration centers sa kanilang mga bayan ang mga "heads of low income families" para makapag-fill up ng form.

STEP — 3

Dito na ipamimigay ang National ID.

Paliwanag ni Bautista, prioridad sa programa ang mga low-income families upang magkaroon sila ng access sa iba't-ibang serbisyo gaya ng pagbabangko na madalas nagre-require ng maraming government-issued IDs at mga dokumento.

Blank or Missing Middle Name In Your Birth Certificate? Here's How To Process

Our middle name is equally important as with our given name and surname. It is a part of our identity and so much needed when filling-up legal or official documents.   Government and private transactions like banking transactions or applying for an identification card (ID) require us to provide our complete names. But there are times that we are shocked to find out that our middle name is blank or missing on our birth certificate.  So, here's what to do to have a middle name on your birth certificate, thanks to Philippine Statistics Office (PSA).

Government and private transactions like banking transactions or applying for an identification card (ID) require us to provide our complete names. But there are times that we are shocked to find out that our middle name is blank or missing on our birth certificate.

So, here's what to do to have a middle name on your birth certificate, thanks to Philippine Statistics Office (PSA).







1. IF LEGITIMATE

If you are a legitimate child, and middle name in your birth certificate is left blank or missing, you need to file a supplementary report to supply the missing entry.

What do you need?

  • An Affidavit indicating the entry missed in the registration
  • The reason why there was a failure in supplying the required entry. 
  • Supporting documents should be provided to show the name of the child (ex: school records, government IDs, etc)
2. IF ILLEGITIMATE AND ACKNOWLEDGE BY THE FATHER

If the child is acknowledged by the father and middle name is blank, a supplemental report should be filed to enter the omitted middle name. The last name of the mother shall be the middle of the child.

3. IF ILLEGITIMATE AND NOT ACKNOWLEDGE BY THE FATHER

The omitted middle name shall not be supplied anymore. An illegitimate child whose affiliation is not recognized by the father bears only a given name and his/her mothers surname and does not have a middle name. (Memorandum dated June 30, 2009)


WHO IS ALLOWED TO FILE?

  • owner of the record
  • owners spouse
  • children
  • parents
  • brothers
  • sisters
  • grandparents
  • guardian
  • other person duly authorized by law or by the owner of the document sought to be corrected;
if owner of the record is a minor or physically or mentally incapacitated, petition may be filed by his spouse, or any of his children, parents, brothers; sisters; grandparents, guardians, or persons duly authorized by law.
WHERE TO FILE?
  • If born in the Philippines
Supplemental report shall be filed with the local civil registry office of the city or municipality where the birth is registered.
  • If born abroad
Supplemental report shall be filed with the Philippine Consulate where the birth was reported.
  • If the person born abroad is already in the Philippines
supporting documents for supplemental report shall be coursed through the Department of Foreign Affairs, Office of Consular Affairs.
SUPPORTING DOCUMENTS

To supply the missing entry an affidavit indicating the entry missed in the registration and the reasons why there was a failure in supplying the required entry. Other Supporting documents should be provided to show the first name of the child.

No Reason To Delay National ID System; Budget Now's Approved - Rep. Nograles







There is enough budget for the implementation of National ID System.

Davao City Representative Karlo Nograles, chairman of the Committee on Appropriations confirms after his committee approved the proposed funding requirement for the measure.

Nograles said, there is no reason to delay the passage of the national ID system. Because the fund is already allocated.

He believes that National ID system will help government's action eliminating terrorism and criminality.

He added through National ID system a government can identify law abiding citizen from lawless elements.


According to Nograles, the following will be the feature of National ID System
  • Machine readable ID with multiple data with digital chips
  • It is not just for identification but also for other government transactions
  • It can be used as SSS Card, Tax information Card, Health Card, and other government-issued IDs
  • Cheaper and more convenient for both the government and the people
  • Streamline, integrate and simplify public and private transactions
  • It can be used in all government transaction, such as an application for a passport, driver's license, etc.
  • Initial application will be free but a cardholder shall pay the replacement.




Under the bill, every Filipinos who are aged 18-year old and above are mandated to register with the Filipino ID or National ID system

This will be done in every municipalities and city nationwide.

For Filipinos residing or working abroad, they can register and get their Filipino ID in embassies and consular offices.


Earlier the House Committee on Population and Family Relations unanimously approved a substitute bill to the 18 measures, all of which is to create national ID system,

Just like any IDs, the Filipino ID card will contain on its face the imprinted photograph, name, birth date, gender, and corresponding common reference number of the individual.

Under the bill, the Philippine Statistics Authority (PSA) shall implement and oversee the registration through the Local Civil Registry Office (LCRO).

7 Things You Need To Know About National ID System!


The House Committee on Population and Family Relation approved the Filipino Identification Act, a bill that seeks to establish the national identification (ID) system for all Filipinos, in the country and abroad.  Under the bill, all Filipinos residing anywhere in the world should register their personal information into the central system.  The Philippine Statistics Authority (PSA) will be the agency to manage the central system that will issued a non-transferable national ID card with a number that shall be valid for life.

For Filipinos residing or working abroad, all they need to do is to register themselves in the nearest Philippine embassy or consular office in the country where they are staying.

The national ID card would be honored in the following transactions;



1. person's identity, marital status, birth, and other personal circumstances

2. It will serves as official document to be honored in transactions with national government agencies, local government units, government-owned or controlled corporations, and government financial institutions.

3. The ID should contain fingerprint information and a common reference number.

4. The ID may be used for applications for passport, driver's license, Social Security System, Government Service Insurance System, Philippine Health Insurance Corporation (PhilHealth), Home Development Mutual Fund (Pag-IBIG), and the National Bureau of Investigation.

5. The national ID card may also be used to identify voters, schools, and employees, as well as to avail of senior citizens' benefits. 

6. It may also be used for court, prosecutor, and police clearances, and in banking and financial institutions.

7. The national ID will be free but payment is needed for those who needs re-issuance.

Under the bill, the ID will be mandatory to all Filipinos ages 18-years old up.

According to reports, there are only nine countries in the world who left without national ID system, and the Philippines is one of them.

Up to two years of imprisonment and a fine of P50,000 to P500,000 will be waiting for those who will give false personal information in the national ID.

The bill will be brought to the plenary for the 2nd reading.

5 Financial Tips for Families of OFWs


Regardless of how big or small the earning of an Overseas Filipino Workers (OFW), it is important that he/she knows how to save and learn to properly manage their hard-earned money.  According to Senator Cynthia A. Villar, this is for the good of OFWs and their family, in case an OFW will retire and stay home for good.  As an advocate of OFW welfare and protection, Villar said, OFW must be armed with right know-how on how they can grow and use their savings to ensure the good future of their families.  “They worked hard and sacrificed their time with their families so they will have a bright tomorrow. It will be disheartening, and more so frustrating if they do not use their savings wisely,” Villar said.  “Our workers need all the help and support when it comes to handling their savings. It is heartwarming to hear their success stories, and it is with pride that I align myself as among the many protectors and supporters of our OFWs,” she added.

On the separate report of Philippine Statistics Office (PSA) in 2014, it says that only two in every five overseas Filipino workers (OFWs) are able to save from their cash remittances.

“Regardless of the amount of the cash remittances sent, for every 10 OFWs, six [61.7 percent] were able to save less than 25 percent of the total amount received, two [21.6 percent] were able to save from 25 percent to 49 percent of it, and about two [16.7 percent] saved 50 percent or more,” PSA added.

On the other hand, OFW are not just the one who needs to save or to learn how to manage their hard-earned money. It is because the biggest part of OFWs salary goes to their family at home.

So while the OFWs are saving for themselves, it is also vital that the family of an OFWs knows how to manage the money they received.


In Inquirer article dated June 19, 2015, financial guru Dennis Sy, author of Rich for Life gives financial tips for families of OFWs.

Here are the five useful tips to consider if you are a family of OFW and the one who receives monthly remittances.

1. Remember that the remittance is a privilege, not something you are entitled to

As a family, it is important that you understand that remittance is a product of someone else's hard work. You need to keep in your mind how much sacrifice made by your OFW son or daughter or relatives made in another country just to send money home.

As the one who receives the remittances, it is important to see ourselves as recipients of a privilege and not something owed to us, we put ourselves in the right mindset to make better choices, especially on our spending.

2. Put a name on every peso you receive

This is budgeting. The budget includes savings, investment, and monthly expenditures. People who receive money from OFWs tend to splurge because they didn't work hard for it. Discipline yourself on how to budget the finances given.



3. Make money work for you

Find ways to start a small business, since the money you received is from the hard work of our family members. It would be wise to make the money continue to work for you rather than just spending it outright.

4.Decide who really needs the money

Know the priorities. Gather your family and have a good talk. Discuss who gets the money and why. First priority should be the spouse and their own children. Second, the parents who are not able to work anymore. Outside of that circle, you should revisit why the money is allocated that way.

When money comes easily, especially through a monthly remittance, people tend to slack off and lose their drive to earn their own living.



5. Be financially literate

Continue to learn on how to be financially savvy. There are countless books on finance in the market by local authors who understand the context of the Philippines like Bo Sanchez on how to invest in the stock market as well as reading blogs online.


It is not easy to be an OFW, they need to endure homesickness, and different culture also embraces different kind people that are why as families, we have to help manage their finances well so that they will not grow old working in other countries but remain poor when they retire.
