DOLE Chief Hopes to Terminate Mandatory PDOS for First Timer OFWs


DOLE Secretary Silvestre Bello III is planning to cancel the mandatory seminars for first timer OFWS commonly called Pre-Orientation Departure Seminars (PDOS). He said in an interview with CNN Philippines that the seminar as a requirement prior to departure should be conducted by the recruitment agencies.

In a PDOS setting there are different conductors or speakers, some from bank representatives, language author and others. Some of the topics that are being discussed in the PDOS are the cultural differences and adjustments in other countries, what to do and not to do in that particular country, health and safety tips, government services, the rights and responsibilities of an OFW and other concerns. Secretary Bello asked: "What can you teach them in six hours? These OFWs are just too excited to leave, wala sa focus nila yung tinuturo niyo diyan ...so if you want to train them... do it before they are qualified to be deployed. Responsibility yan ng agency, bago mo ideploy yung OFW, dapat na-train na ... So I will do away with that."

POEA Loses Power, OFW Agency License Approval Goes To Labor Secretary

Labor Secretary Silvestre H. Bello III has assumed full authority in the licensing of overseas placement agencies, a function previously delegated to the Philippine Overseas Employment Administration (POEA).  In Administrative Order No. 241 series of 2017, Bello recalled a 1998 DOLE directive that authorized the POEA Administrator to act on matters governing overseas employment.  Following the latest order, the confirmation of the issuance and renewal of licenses of recruitment agencies and other matters governing overseas employment will have to pass to the labor secretary for approval.   This means that the DOLE Secretary will have the authority to approve or deny the following processes: all processed applications on the issuance and renewal of licenses authorities to engage in the recruitment and placement of workers for overseas employment the grant of exemption from the ban on direct hiring the grant exemptions from the age requirements for overseas workers  Administrative Order No. 241 series of 2017 recalls Administrative Order No.144 Series of 1998. While the DOLE Secretary is essentially taking in the reins of Filipino overseas employment, all applications relative to the items mentioned above remain to be filed with and processed by the POEA in accordance with existing rules and procedures.  The said administrative order was issued to ensure that only the operation of legitimate and responsible recruitment agencies are allowed to safeguard the welfare and security of OFWs and their families and to develop and effectively implement programs on the deployment of migrant workers.  We can remember a few months ago that DOLE has discovered a money-making scheme within POEA. Some employees were taking advantage of the grant of exemption in relation to the ban of direct-hiring, taking in bribes as payment for providing the exemption bypassing the established procedure.  Secretary Bello has since suspended direct-hiring pending investigation. After a few weeks, he has reinstated direct-hiring, but he has also promised massive reshuffling in the agency. Now, we can say that the secretary is taking full control of the situation.

DUTERTE PLAN TO CREATE OFW BANK, AND PROMISED TO FIX THE ECONOMY SO FILIPINO'S NEED NOT SEEK JOB OVERSEAS

President Rudy Duterte personally welcomed the 128 stranded OFWs who arrived from Saudi Arabia,  most of them lost their jobs because of the slowing construction business in the Kingdom of Saudi Arabia caused by the tremendous drop of oil prices in the global market.

Pres. Duterte made several promises to the OFWs aside from giving them cash money worth P5,000 each on the spot at the airport on top of the P26,000 previously promised by OWWA and DOLE.

The following are some of the promises by Pres Duterte to stranded OFWs and all OFWs, in general

1. OFWs can borrow money from the government to put up a business.

2. Stranded OFWs can visit Malacanang and he will help in times of need.


"In the meantime, if it spells hunger for your family,(to the OFWs present at NAIA) do not hesitate to call me. O pumunta ka sa Malacanang. I will order my men to let you in.

Sinabi ko lahat sa gobyerno, ibigay lahat ang listahan ng kailangan i-produce para hindi tatagal ang proseso sa gobyerno.Kung hirap kayo, let me know. I-enroll ko kayo sa 4Ps, para sigurado may bigas kayo sa mesa niyo. Ganoon ang gusto ko, walang pila, walang magbalik-balik. It should not be a problem to you." - Pangulong Rody Duterte

3. Pres. Duterte promised to put up OFW Bank.

4. He promised to improve the economy and make it stronger so there will be no need for OFWs to go overseas.
"We are on target on our growth. We have to do more at paano natin papabilisin para maraming pumasok na negosyo.Give me time to fix the economy. You'll have opportunities here." - Pangulong Rody Duterte
5. Pres. Duterte promised to help in the educational tuition of the stranded OFW kids.

NO MORE OEC FOR VACATIONING OFWS STARTING SEPTEMBER 2016!




Hindi ka na kukuha ng OEC kung ikaw ay:
1. Balik-manggagawa na babalik sa dating employer at job site, at ang pangalan ay nasa database ng POEA
2. Balik-manggagawa na na-deploy sa pamamagitan ng Government Placement Branch ng POEA

According to reports, the Resolution No. 12 (August 4) by the Governing Board of the Philippine Overseas Employment Administration  or the POEA under Admin Hans Cacdac and headed by the new Labor Secretary Silvestre T. Bello III that OFWs on vacation returning to the same employer and those who are hired through government agencies like POEA and other in-house recruitment agencies will be exempted from OEC processing.

Even OFWs who are not exempted as mentioned above will no longer fall in line and get their OEC, all they have to do is register with the Balik Manggagawa ONLINE SYSTEM and fill with their infos and details, just to make sure that their records are entered at the POEA website, they need to go to their nearest POEA office or center for evaluation and validation.
