A number of OFWs and employers abroad were shocked when a complete suspension on the deployment and application of "Direct Hiring" for OFWs was announced last April 25, 2017. This was effected by the complete stopping of OEC issuance for all Directly-Hired OFWs. The reason for the ban was the discovery of a money-making scheme within the POEA where employees within the agency are abusing the strict rules on Dirict Hiring to gain ill-gotten money. It was discovered that anyone abroad can "directly hire" a Filipino and bypassing the POEA 2016 Revised Rules and Regulation on the Recruitment and Deployment of OFWs. In exchange for P15,000 to P17,000, these insiders can provide the necessary clearances to "directly hire" Filipinos to work abroad, even without the requirements for exemption to the Direct Hire Ban. For a time being, the matter was being investigated and the authorities were trying to discover those involved in the scam. However, hundreds, if not thousand, of OFWs who were scheduled to leave were left in limbo as they could not leave the country until the ban has been lifted. Similarly, those who were scheduled to go on vacation to the Philippines decided to reschedule or even cancel their vacation for fear that they may not be able to go back to work. The GOOD NEWS is that Labor Secretary Silvestre Bello III has LIFTED THE SUSPENSION ON DIRECT HIRING! During the China Belt and Road Initiative Summit in Beijing, PCCO ASec. Margaux Uson interviewed Sec. Bello and inquired about the ban on direct hiring. Sec. Bello responded saying that he left a memorandum (dated May 16, 2017) lifting the suspension on direct hiring effective IMMEDIATELY. Direct-hire OFWs are still required to get OECs from POEA, but only until this process is removed, which was also announced by Secretary Bello. See No more OEC! The reason for lifting the suspension is simple. Sec. Bello explained that the investigation is finished and they already know those who were involved in the scam. He also promised a reorganization in the agency, and reiterated that the purpose of the ban was to protect Filipino workers.
