OFW ID UPDATE: Former OFW Can Avail


"Once an OFW, always an OFW " Sec. Bello said on his recent interview with Radyo Ofw program. Together with Ms. Hanna Señeres and Ms. Gemma Gumamela as anchorwomen of the segment.   Sec. Bello clearly mentioned that the concept of bringing OFW ID or iDole in abolition of the OEC( Overseas Emplyment Certificate) is to give convenience and less expenses for the ofws. President Duterte never failed to show his outpouring concern to the OFW sector. Thus aside from OFW ID, we have OFW Hospital to look forward too.  Question from OFWs answered by Sec. “Once an OFW, always an OFW” That’s what Sec. Sylvetre Bello III told anchors Hannah Señeres and Gemma Gumamela in their daily radioshow Radyo OFW broadcasted live on Facebook.


Sec. Bello mentioned that the concept of the iDOLE, the proposed name for the OFW ID, is to abolish the OEC and replace it with a more convenient ID card. This will essentially end the collection of OEC fees which OFWs have to pay each time they go out of the country.

The iDOLE could also integrate SSS, Pag-Ibig and Philhealth information. More importantly, the ID card could also serve as the OFWs passport in the future.

According to Sec. Bello, President Duterte has always showed his concern for the OFW sector, that was why the OEC was abolished in the first place. He would always ask Sec. Bello "How are the OFWs?" Aside from the OFW ID, OFWs have the OFW Hospital to look forward too.

Via the Radyo OFW program, OFWs were able to ask questions to Sec. Bello about the OFW ID or IDOLE and other relevant issues affecting OFWs. Here are some of the highlights:

Q: When will the OFW ID be launched?
Sec. Bello: it will be presented to President Duterte on July 12, 2017. By the end of July, we will start printing the IDs. OFWs may also go personally to OWWA or POEA to facilitate the printing of their IDs.

Q. How it will be received by the OFWs around the world?
Sec. Bello: the OFW IDs will be delivered to the Philippine Overseas Labor Office (POLO) of the host countries.

Q. What if the OFW does not reside or stay in their registered address as per POEA records, can they personally visit the POLO office to get their OFW ID?
Sec. Bello: Yes, they can personally acquire the OFW ID thru the nearest POLO office of their host country.

Q: If the OFW IDs will be sent abroad, how about the OFWs who transferred to another employer and has not updated their information with the POEA?
Sec. Bello: We will publish the list of OFWs abroad, with their registered address as well as which POLO office to go for claiming their OFW ID. They can check their information and update it if necessary. They must coordinate with POEA or POLO for any changes. 

Q: Does the OFW ID have an expiration?


Sec. Bello: None, the ID is continuous, it has no expiration. That is because all OFWs have contributions to OWWA. Later, the OFW ID will be useful to current and former OFWs, when the OFW Bank begins. 

Q: Can a former OFW be a recipient of OFW ID?
Sec. Bello: "Once an OFW, always an OFW". Yes they can avail the OFW ID as well, along with its benefits.

On July 12 , 2017 the President himself will be announcing the launch of OFW ID or I Dole , Bello said. The OFW Id will be replacing  the OEC (Overseas Employment Certificate). With as much as 2.4 millions OFWs around the world. The replacement of OEC to OFW ID is something to rejoice of. Here are the things that you need to know about acquiring the OFW ID. 1. No need to apply for the iDole or OFW ID.  2. All the bonafide Ofws who are listed in the POEA will acquire the ID.  3. OFW ID is free. There will be no fess to be collected to receive the OFW ID.  4. OFW ID can be used as a beep card in taking MRT or LRT rides.  5. It will serve as a debit or credit card in the OFW Bank that will opening soon. 6. The OFW ID can be used in any government or private  transactions. (e.g. SSS, Philhealth and Pag-Ibig).  7. The OFW will only be the prime recipient and receiver.  8. The OFW ID will be the replacement for OEC.  9. In the future it will serve as an e-passport.   10. The waiting is over, It will start on July 12, 2017. According to Sec. Bello they are just waiting for the list of all bonafide OFWS from POEA (Philippine Overseas Employment Agency) with the help of DOLE (Department of Labor ) to start printing the ID's.

OFW Hospital for our "Bagong Bayani " is one of the many programs that Duterte's Administration promised to the ofws.   It is also his most mentioned plan on his recent visits to countries where numbers of ofws resides. Countries like Middle East, Malaysia, Thailand to mention. With this video we can say that it is close now to reality having an OFW Hospital.  In a recent interview done by RJ Nieto a.k.a. "Thinking Pinoy" to Mario Espinosa, the President and Ceo of PNCC (Philippine National Construction Corporation. PNCC is a government corporation under the Office of the President. He is one of the many spearheading the project .   According to his interview the proposed hospital will be later called 'Bagong Bayani Medical Institute'.  The hospital will be erected in a one hectare land located at Macapagal Blvd. near GSIS Building in Pasay City. The 16 storey building will not only comprise of hospital floors, but of facilities such as Operating room, Ob Gyne, Special Laboratory, Chapel, Emergency and Pharmacy, 406 rooms is expected. According to Mario Espinosa the ofws and their families can expect a high end hospital in tribute to our new heroes. There will be an attached agencies that will be nearby the hospital such as OWWA, Philhealth, NSO, passport renewal and the like that will give ease to the OFWs. The chinese investors and PNCC had already signed the Memorandum of Understanding (MOU) to materialize the plan. From the feasibility studies he showed to RJ Nieto it will be only the signature of the President and other legalities to start the project.     How to avail the service of the OFW Hospital. No less than by presenting any proof of your legitimacy being an OFW, an OFW ID is one. " We are now in the architectural design of the building", Espinosa said.

The Department of Foreign Affairs (DFA) under Secretary Allan Peter Cayetano is doing its best to fulfill President Rodrigo Duterte's promise to people to make passport application and processing easy and comfortable to all.  Cayetano said the DFA has started to implement new programs that greatly will benefit Filipinos.  He cited the 10 years validity of the Philippine passport. According to Cayetano, the law has been passed and they are waiting right now is the Implementing Rules and Regulation (IRR) of the Law. Currently, he said the DFA is still issuing a passport with five-year validity.
