Our take: If the licenses are cancelled, who will pay for the IDs then? Secondly, OFWs who are simply on vacation go back to their employers without passing thru agencies again.  3. DOLE will go after foreign employers to collect the OFW ID fees if the employer refuses to refund an OFW. Our take: Refund simply means, the OFW will have to pau initially - so technically, the OFW will have to shell out money from his own pocket. Secondly, there are almost as many employers out there as there are OFWs. Can you imagine DOLE trying to collect ID fees from employers of household workers in Saudi Arabia or Dubai? Some companies employ hundreds or even thousands, we don't believe they will be paying a huge amount for an ID that is useless to them - for 1000 Filipino employees, that is roughly 38,500 riyals or about half a million pesos. That alone would risk too many Filipinos losing their jobs.  4. DOLE will find you another employer if your employer does not agree with you. Our take: DOLE, OWWA and even the Philippine Embassy could not even locate many of the abused household workers, or help OFWs with months of unpaid wages, or even provide assistance and airline tickets to runaway OFWs, or help all OFWs in jail - and that's in Saudi Arabia alone!!!
