DFA Vows To Give Justice To OFW In Saudi Who Was Forced To Drink Bleach By Her Employer

The Department of Foreign Affairs (DFA) is closely coordinating with Saudi Arabian authorities to ensure that justice will be served against the employer of an overseas Filipina worker who is in serious condition after her employer allegedly forced her to drink household bleach.

According to DFA, Agnes Mancilla was rushed to the  King Fahad Central Hospital in Jizan on April 2 by concerned Filipino community. The doctors conducted laparotomy procedures to remove the bleach from her system. Burn marks are also found in the OFWs back.

Based on information reaching the DFA, Mancilla suffered physical abuse regularly since working for her employer in 2016. She was also refused pay for her work.  Consul General Edgar Badajos said the consulate "will regularly send representatives to Jizan to follow up her case with the police and to look into her condition."  Badajos has also requested the Filipino community to keep an eye on the Mancilla.  Badajos said Consulate officials have visited Mancilla and made representations with authorities in Jizan to make sure the appropriate charges were filed against her employer, who was later arrested by police.  During his visit to Pahima Alagasi, the OFW who returned home four years after her Saudi employer poured boiling water on her, last Saturday, President Rodrigo Duterte reiterated that the government is doing everything it can to put an end to abuses against Filipino migrant workers in the Middle East.  Duterte has ordered the ban on deployment of OFWs to Kuwait following reports of abuses, among them the killing of Joanna Demafelis, whose body was found inside a freezer in an unoccupied apartment last February. The Filipina household service worker is now in serious condition and remained in the hospital for recovery.

Based on information reaching the DFA, Mancilla suffered physical abuse regularly since working for her employer in 2016. She was also refused pay for her work.

Consul General Edgar Badajos assures that the consulate "will regularly send representatives to Jizan to follow up her case with the police and to look into her condition."

Badajos has also requested the Filipino community to take care of the Mancilla.

Badajos said Consulate officials have visited Mancilla and made representations with authorities in Jizan to make sure the appropriate charges were filed against her employer, who was already in the police custody after being arrested by police.

Do you Know That Demafelis Employer Was Only Sentenced In Kuwait But They Are Still In Lebanon and Syria?

Just a few months ago, the body of Joanna Demafelis was found inside a freezer in an abandoned flat formerly occupied by her Lebanese and Syrian employers in Hawally, Kuwait. President Duterte declared total deployment ban for all overseas Filipino workers (OFW) in Kuwait. The ban could be lifted should the demands of the Philippine government would be met— one of which is bringing justice to Demafelis' death.
The murder suspects were already arrested, Nader Essam Assaf, the husband,  in Lebanon and Mouna Hassoun, the wife, is being detained in Damascus, Syria. The Kuwaiti government has already sentenced the couple of death penalty for the murder of the OFW. However, it is not yet clear if the couple will undergo trial in Kuwait or the Lebanese and Syrian government would comply for their extradition to Kuwait where the crime was committed.

The Philippine government has welcomed the decision of a Kuwaiti court to sentence to death the former employers for the murder of Joanna Demafelis.


The Department of Foreign Affairs said in a statement it was looking forward to the cooperation of the Kuwaiti, Lebanese and Syrian governments "to bring this case to a close."


Cayetano said Kuwaiti authorities informed Foreign Affairs Undersecretary for Migrant Workers Affairs Sarah Lou Arriola of the court decision at a meeting in Kuwait on Sunday.

The embassy later obtained a copy of the court decision.

Media reports pertaining to court authorities in Kuwait later said the Lebanese principal suspect and his Syrian wife were tried in absentia also on Sunday and sentenced to death for killing the 29-year-old OFW hiding her body in a freezer and left Kuwait.

They were both arrested in Lebanon and Syria respectively.

According to Ambassador to Kuwait, Renato Villa, Kuwaiti authorities have requested the extradition of Assaf.

The DFA said Lebanese authorities may decide to conduct trial on him in Beirut instead.

If that will be the case, Undersecretary Sarah Lou Arriola said the DFA would provide lawyers to assist.

 Philippine Embassy in Beirut was scheduled to meet with Lebanese authorities handling the case to see how they would want to proceed with the trial.

Her employer even scalded her with a boiling cooking oil and scorched using a heated pot!  Joramie Garcia Torres left to work as a household helper in Malaysia after applying to a recruitment agency in Quezon City. Just barely a month after her arrival, she absconded from her employer to avoid the danger of being raped. he then went to the counterpart agency in Malaysia to find her a new employer. On January, she got her new employer who is a finance manager in an oil refinery, according to the report. The family was not able to contact her since then. On September 1, the family learned Joramie, wounded, fled her abusive employers on foot until she collapsed in an abandoned lot . A couple assisted her and brought her to a church. She was eventually able to reach the embassy shelter and finally talked to her family back home.  Further hearing regarding Joramie's case is scheduled for next month. The family is also determined to sue the employment agency who deployed her. Joramie is a former teacher who tried her luck in working overseas as an OFW for the promise of bigger salary and help her family.  The family is appealing to President Duterte for help in serving justice to their aggravated OFW loved one.
