Driver's License na may 10-year validity, maaari nang ma-aplayan sa LTO simula Oktubre





MANILA, Philippines — KINUMPERMA ngayon ng Land Transportation Office o LTO na magsisimula na sa Oktubre ang pamamahagi ng ahensiya ng mga driver's license na may 10 taong validity.

Ngunit nilinaw ng LTO na hindi ito para sa lahat ngunit para lamang sa mga motoristang walang anumang traffic violation o walang nagawang paglabag sa batas-trapiko sa loob ng limang taong period ng kanilang driver's license.

Ibibigay ang nasabing driver's license sa motoristang magre-renew ng kanilang lisensiya simula sa buwan ng Oktubre ngayong taon.

Hindi naman kasama sa makakatanggap nito ang mga student drivers licensee dahil nakasaad sa batas na ang 10 years validity ng driver's license ay para lamang sa driver na nagkaroon ng lisensiya na may 5-year validity.

Nilinaw naman ni LTO Chief Edgar Galvante na ang 10-year validity ay hindi automatic na ibibigay sa isang driver dahil titingnan nilang mabuti kung malinis ang record para mabigyan ito ng driver's license na valid sa loob ng 10 taon.

“Not all license holders are entitled to this privilege. For those who have clean records, you may enjoy not coming back for renewal not only for five years, but ten years. That is if you are not delinquent,” pahayag ni  Galvante.


Ang 10 year validity ng driver's license ay base sa inaprobahang Republic Act 10930 na nilagdaan ni Pangulong Rodrigo Duterte noong 2017.

Pinasiguro naman ni Galvante na license card at hindi papel ang makukuha ng isang motorista sakaling mag-aapply at mabibigyan ito ng nabanggit na driver's license.

Una nang inihayag ni Pangulong Rodrigo Duterte sa kanyang huling State of the Nation's Address o SONA na pabor ito sa pagpapalawig ng validity ng driver's license hanggang 10 taon “if there is no traffic violation.”

Ngunit importante umanong sumailalim sa medical assessment kada limang taon ang may hawak nito upang masiguro na maganda pa ang paningin at pandinig nito.

“Ten years is too long. I like it, it’s good, but we should [have an] assessment in five years. You should go there for a medical makeover, tingnan lang kung kaya pa (see if you’re still capable of driving),” dagdag ng pangulo.

License Validity ng mga nasa edad 17-21 at 60-65, pinalawig ng LTO



PINALAWIG ng Land Transportation Office o LTO ang validity ng mga student-driver's permit, driver's license at conductor's license hanggang Disyembre 31, 2020.

Ngunit huwag munang mag-saya dahil para lamang ito sa mga age groups na hindi pinahintulutang lumabas noong umiiral ang community quarantine.

Ibig sabihin ang extended validity ng driver's license ay para lamang sa mga nasa edad 17 hanggang 21-anyos at 60 hanggang 65-anyos. Ayon sa memorandum na inilabas ng LTO sa mga regional offices nito, walang penalty na kukulektahin para sa mga permits at licenses na nag-expire simula Abril hanggang Oktubre 2020.

Ito'y dahil ang nasabing mga age group ay hindi pinahintulutang lumabas sa kani-kanilang mga bahay noong umiiral ang community quarantine dahilan kung bakit hindi rin ma-proseso ng mga ito ang pagpapa-renew ng kanilang mga dokumento.

Ngunit dahil nagpalabas na ng bagong guidelines ang Interagency Task Force (IATF) kung saan pinapayagang lumabas na ang mga taong nasa nabanggit na edad, inaasahan ng LTO na dadami ang kanilang aplikante na magpapa-renew ng kanilang mga permit at lisensiya.

Ayon kay LTO Chief Edgar Galvante, na extended din hanggang sa Disyembre 31 ang registration ng mga sasakyang nagtatapos sa 9 at 0.

"Dati di nakakalabas younger than 19. Kung sila ay qualified mag-apply ng lisensya, they will be entertained," ang naging pahayag ni Galvante.

Pinasiguro din nito na magiging prioridad nila sa proseso ang mga Senior Citizens.

Kukuha ng Driver's License? Narito ang kompletong Listahan ng mga LTO-Accredited Driving Schools sa Buong Bansa!







Dahil sa dumaraming bilang ng mga aksidente, hinigpitan na ng Land Transportation Office o LTO ang proseso sa pagkuha ng mga driver's license sa buong bansa.

Kasama na sa qualification sa ngayon ang hindi bababa sa 15-oras ng theoretical driving lessons mula sa alinmang LTO-accredited driving schools.

Isa itong mandatory course na napapaloob sa Memorandum Circular No. 2019-21763 at bahagi ng layunin ng LTO na mapataas ang kaalaman ng isang driver at tanging mga aplikante lamang na may kapasidad sa pagmamaneho ang mabibigyan ng lisensiya.

Sa mga wala namang kakayahang magbayad ng driving lessons mula sa mga pribadong driving schools, maari naman itong ma-avail mula mismo sa LTO sa pamamagitan ng classroom instruction.

Kabilang sa mga itinuturo sa teoritical driving lessons ay ang mga sumusunod;

  • Traffic Rules and Regulation, kasama na ang traffic signs at signals

  • Parking Techniques

Sa pagtatapos sa kursong ito, kinakailangang kumuha at pumasa ang isang aplikante sa automated exam bago makapag-apply ng driver's license. Ang nasabing exam ay ibibigay sa English, Filipino at pinaka-karaniwang dialect sa mga rehiyon upang makapili ang aplikante ng lengguahe kung san ito komportable at para mas madali niyang maintindihan.

Pagkuha ng lisensya sa Pinas, hihigpitan na; 15 hours of training, kailanganin

Matapos makakuha ng bagong impormasyon tungkol sa dami ng naitalang paglabag sa batas-trapiko, magiging mas mahigpit na raw ang Land Transportation Office (LTO) sa mga nais kumukuha ng lisensya.

Ayon sa LTO, bago makakuha ng student's permit ang isang aspiring driver ay kakailangan muna nitong magkaroon ng 15 oras ng training mula sa isang accredited driving school. Itong naging plano ng ahensya matapos makita ang recent statistics na inilabas ng Metropolitan Manila Development Authority (MMDA).

Sa datos mula sa MMDA, mga 12,000 na tsuper sa Metro Manila ang nagkaroon ng hindi bababa sa tatlong traffic violations. Bukod pa rito, ang pinakamatinding kaso raw na naitala ay ang sa isang bus driver na nakagawa ng lampas 500 violations simula noong 2005.  

Balak ng LTO na ipatupad ang additional requirement para sa mga student driver simula sa darating na Abril.

"Higpitan ang pagkuha ng lisensya, actual at written test. Pati 'yong nag-approve sa kanya ng LTO, at 'yong nanghuhuli ay may pananagutan din. First offense, light violation, multa at seminar ulit. Second offense, six months suspension. Third offense, revocation of drivers license," wika ni Reynaldo Mendiola.

"Dapat kasi gayahin n'yo ang systema sa ibang bansa may points system ang violations. Kapag beating the red light o counterflow, pinakamataas ang points. Kapag lumampas sa limit ang violations ng driver in one year, hindi na mare-renew o automatic cancel ang lisensya. 'Di 'yong mga student permit pag-iinitan nyo," ani Ray Mun.

Fil-Am Father and Four Daughters Killed in Car Crash, Mother Survives
A Filipino-American Navy veteran and his four daughters, aged 13 to 20, have been killed in a car crash in Delaware. The lone survivor was the man’s 53-year-old wife. The Filipino American community is mourning their horrific loss. The accident is currently being investigated and no one has been charged. This includes the driver of a pick-up truck which was said to be the cause of the accident. The father was identified as 61-year old Audie Trinidad - A Filipino-American Navy veteran. His children were the 20-year-old daughter, Kaitlyn; the 17-year-old daughter, Danna; and the two teenage twins Allison and Melissa. Trinidad's 53-year-old wife, Mary Rose, remains hospitalized with serious injuries. The crash occurred Friday afternoon on State Route 1 Highway in Townsend. They were in a 1998 Toyota Sienna and were returning to New Jersey. According to police, a pickup truck was traveling southbound on Route 1 north of Pine Tree Road when it crossed the center median. The truck went into oncoming traffic and hit a car. the pickup truck continued to travel southbound in the northbound lanes. The pickup truck was hit by the Toyota Sienna minivan carrying the New Jersey family. The man and his wife were wearing seatbelts, police said. The girls were not.The driver of the pickup, a 44-year-old man from East New Market, Maryland, and his passenger were treated and released, police said. The Filipino American Society of Teaneck sent their condolences on Facebook Saturday, and a vigil was conducted by their community.

The Promise of Universal Health Care in the Philippines
President Duterte has certified the Universal Health Coverage measure as urgent. This promises to usher in better health and free hospital coverage for Filipinos. The Philippines currently has a hybrid healthcare system called Philhealth, where the government entity under the National Health Insurance Program gives out medical insurance for medical coverage. The current system does not cover all Filipinos. Coverage depends on several factors including economic status. A proposed law in the Senate aims to enhance and rename the National Health Insurance Program, established by Republic Act 7875 or the National Health Insurance Act of 2013, into the National Health Security Program, as a mechanism for citizens to gain financial access to health services. This will reorganize the Philippine Health Insurance Corporation (PhilHealth) into the Philippine Health Security Corporation, which will serve as the national purchaser of health services. The House of Representatives already passed House Bill 5784, also known as the “Universal Health Coverage Act.” Three versions in the Senate have also been passed: Senate Bills 1458, 1673, and 1714. If all goes well, we could very well see the first steps toward Universal Health Coverage (UHC) by next year, with several key components up and running by the end of the Duterte administration. So what is the promise of UHC for Filipinos? The new proposal aims to fill in the many health care gaps in the current system. A large portion of the population remains uncovered in PhilHealth. UHC proposes the automatic inclusion of every Filipino into the National Health Security Program. Many medical services are not available or covered in the current insurance packages. Under UHC, all medical services are considered covered by default, unless specified otherwise. Only selected procedures will not be included. Additionally, the level of coverage provided in the current system is not always sufficient to cover the medical expense of some major health care cases. UHC reorients the health system toward primary care and service delivery networks. Every Filipino will be assigned a primary care provider, who serves as the first point of contact in the health system and addresses general health needs. It also proposes to vastly expand the financing of health services. Once enacted into law, the UHC will guarantee the right to health by providing primary care to all Filipinos including free medicine for all.

Taiwan's Free-Visa Entry for Filipinos are Extended - Here's How To Apply

Taiwan on Thursday announced that its trial visa exemption for Filipinos has been extended for another year. Visa-free entry for Filipinos will continue until July 31, 2019. a statement by the Taiwan Economic and Cultural Office (TECO) indicated that the visa-free policy will be reviewed for a possible further extension beyond the one-year extension. Taiwan first enforced its visa-free policy for the Philippines on Nov. 1, 2017. "This visa-free privilege is a reflection of Taiwan’s goodwill and friendship towards all Filipinos under the 'New Southbound Policy' which aims to build stronger bilateral relations and closer people-to-people connectivity between Taiwan and the Philippines," said Michael Peiyung Hsu, Taiwan’s Representative to the Philippines. Manila and Taipei have no formal diplomatic ties owing to the One-China Policy. Taiwan has no embassy in Manila and is instead represented by TECO, which acts as its de-facto embassy in the country. Taiwan is a self-ruling democratic island which separated from mainland China in 1949. The following requirements are required to avail of the free-entry visa to Taiwan: 1. A regular passport with a remaining six (6) months validity from the date of entry. 2. A return ticket or a ticket for the traveler's next destination and a visa for that destination if it is required. 3. No criminal record in Taiwan. 4. A proof of accommodation, such as hotel booking or host/sponsor’s contact information /or arrangements of tour, travel, visit, events and meeting. Those who intend to stay in Taiwan for more than 14 days or for the purpose of study, work, missionary, employment and other gainful activities are still required to obtain appropriate visas before entering Taiwan. The number of two-way visitors hit a record high in 2017 wherein Filipino travelers going to Taiwan reached 290,784 while Taiwanese visitors to the Philippines reached 236,777. Among the many place to visit in Taiwan include the the National Palace Museum, the best-known Shilin Night Market to Tainan Flowers Night Market, the gargantuan Chung Tai Chan Monastery in Puli Town, the Taipei101, and the many national parks, forest or state reserves. Taiwan also have a nationwide free Wi-Fi internet that rolled out in 2011, allowing residents to log on to the island's network, ITaiwan, at thousands of hotspots.

Getting a Driver's License? Here's What to Expect in LTO's Practical Driving Exam

With your driver's license, you are given the privilege to drive on the road. Aside from this, a driver's license is one of an identification card in the Philippines that is commonly accepted in all transaction, be it private or public. This September, the Land Transporation Office (LTO) started the distribution of driver's license with five years validity. It means drivers who will renew or apply for a license will now be issued with plastic cards by the LTO.

With your driver's license, you are given the privilege to drive on the road. Aside from this, a driver's license is one of an identification card in the Philippines that is commonly accepted in all transaction, be it private or public.

But before getting a driver's license, a driver first, must pass both the written exam and the practical driving exams that aim to filter and guarantee responsible drivers on the road.

 Applying for a license can take more or less than a day. The written exam is the first process of application to be followed by the practical exam for those who are qualified to take.

For non-professional license examiners, a score of 30/40 is needed to be qualified for the practical driving exam. While a score of 45/60 is needed for professional license examiners.

The practical driving exam requires a round of driving or riding in the obstacle course. The types of vehicle available for rent are motorcycles, manual cars, automatic cars and light trucks. Applicants can also opt to use their own vehicles when taking the exam.

Renting a motorcycle costs P150, a 4-wheeled vehicle (manual or automatic) costs P250, and a 6-wheeler vehicle costs P300.

Examiners are given a road test score sheet when examining an applicant. Every applicant will start with 100 points. The examiner's criteria for imposing a demerit are based on three criteria:

1. pre-driving checks - worth a total of 10 points. Under this criteria, drivers are expected to:
  • check the tires and batteries
  • adjust mirrors, light, and windshield
  • use the seat belt/helmet
  • check the hand and foot brake
  • Disengage the clutch when starting the engine.

2. driving skills is 50 points in the exam

3. observance of traffic rules is worth 40 points

The actual practical driving exam will only take 5 minutes. Applicants only need to make one round of the approximately 1000 square kilometers obstacle course and park.
The passing rate of the actual driving exam is 70/100.

While getting the practical exam, applicants may automatically fail for the following condition:
  • striking another car 
  • striking another pedestrian or fixed object 
  • improper action causing a collision 
  • near collision of another vehicle 

With this, the LTO advice drivers to make sure that practice before the exam and applicants should listen to the briefing and guidelines given to them because it will help them pass.

President Duterte Signs Laws Extending Passport and Driver License Validity

President Rodrigo Duterte signed into law on Wednesday Republic Act 10928 extending the validity of Philippine passports to 10 years. The new law states that “Regular passports under this act shall be valid for a period of 10 years. Provided, however, that for individuals under 18 years of age, only a passport with five-year validity shall be issued.” Republic Act 10928 amends Republic Act 8239 or the Philippine Passport Act of 1996. The new law also states that the issuing authority may limit the validity to less than 10 years in cases where national economic interest or political stability is at stake. But do not get excited that the Department of Foreign Affairs will issue passports with longer validities soon. The DFA has to prepare the implementing rules and regulations of RA 10928 first, to ensure that its provisions will be implemented. The President also signed Republic Act 10930, which extends the length of the driver's license’s validity to 5 years. The law amends Section 23 of RA 4136 or the Land Transportation and Traffic Code, which set a three-year validity for the license. “Except for student permits, all drivers’ licenses shall be valid for five years reckoned from the birth date of the licensee, unless sooner revoked or suspended,” the new law says. Senate Bill: Will Retain 5 Year-Validity For Passports Of Minors

The Senate of The Philippines recently approved the bill proposing that passport validity be made 10-years instead of the current 5-year validity. "A minor's passport should indeed be renewed every 5 years because a minor's facial changes while growing up."- Sen. C.Villar One of the reasons for the extension of the passport validity is for the convenience of Filipinos working overseas. Under the bill that has been passed in the Senate, regular passports will be valid for 10 years, instead of the current five. Based on the speech by Sen. Cynthia Villar, one of the reasons why they pushed through the change in validity period of passport is for the OFWs. "In order to make travel abroad easier for the OFWs, the bill simply extends the validity of regular passports to 10 years," After the House of Representatives approval of extending the validity of Philippine passports last February, the Senate has also approved, on its second reading, a proposal extending the validity of Philippine passports from five years to 10 years. President Rodrigo Duterte’s P8-trillion infrastructure program will create a shortage in labor that might require bringing home overseas Filipinos or importing foreign workers to the Philippines. That is the view of Budget Secretary Benjamin Diokno. He said the 75 projects under the President’s Build Build Build Program will create 2 million jobs annually and that currently, construction companies are “having a hard time” looking for laborers. Sec. Diokno said the Philippines is open to importing more laborers from other countries. This raised concerns among the labor sector that Filipino workers might be displaced, while those unemployed will continue to be ignored. "Build, build, build is going to create a shortage in labor," he said. “I don’t mind if we import labor just to finish the projects. We can even import labor from Pakistan, India. We have 75 major projects, there’s no way of stopping that. We won’t stop,” he said. Assuring the labor sector, Finance Secretary Carlos Dominguez III said importing labor only happens when the skills required for projects are not available domestically. “If you need special skills and they are not available in the country, then what should you do, you’ll bring it in right? Which we already do,” Dominguez said. The Finance department further assured Filipino workers, particularly those in the construction industry, should not worry about losing their jobs as only alien workers with highly technical skills are allowed to work in the country. The law only allows special work permits to be issued to aliens who are either highly technical or managerial. Under Section 20 of the Philippine Immigration Act, allowed non-residents coming for employment will only be when no person can be found in the Philippines willing or competent to perform the labor or service for which the non-immigrant is desired, and that the non-immigrant’s admission would be beneficial to public interest. Labor Secretary Silvestre Bello III, for his part, has said the Department of Labor and Employment is considering measures to prevent the shortage of skilled workers in the country. He said the DOLE is eyeing to slow down the processing for the deployment of skilled workers abroad and to fast- track the training program to bring in more skilled Filipinos into the domestic workforce.

These benefits range from ESB, back wages, remunerations and injury or death benefits. If you have some back wages or other monetary benefits that is pending, you can actually go to the DFA to request for assistance in collecting them. The Office of the Undersecretary for Migrant Workers Affairs is in charge of providing assistance to nationals (ATN) and legal assistance in coordination with relevant government agencies. They are mandated to provide assistance to distressed OFWs as well as repatriated OFWs. So if you have a claim to unpaid salaries or other benefits, or need legal assistance, here's what you need to do: 1. Inform OUMWA of any request for assistance through letters, telephone calls or visits to OUMWA’s office by your relatives. Requests for assistance can also be endorsed by government officials, from Congressmen and Senators, to local government officials. Non-governmental organizations (NGOs), as well as the media may also endorse such request. 2. Requests should include the following details, as applicable: Name of the OFW Address and contact number of the OFW Address and contact number of the employer Address and contact number of the foreign and/or local agency The specific reason for the request 3. If the request is about monetary compensation, unpaid wages or end of service benefits, the computation for the amount will be based on the host country's labor laws. An OFW who will be leaving behind his claim may need to execute a Special Power of Attorney to allow appointed Saudi lawyers to continue pursuing claims for unpaid wages and benefits on behalf of the OFWs after the OFWs are repatriated back to the Philippines. The same may be done by a former OFW who is already in the Philippines. 4. If the request is about end of service and unpaid wages for a deceased OFW, the OUMWA will coordinate with the host country via the Philippine Embassy there. Following the procedures and labor laws of the host country, the Embassy will process both the repatriation of the deceased, as well as facilitate the claims for the benefits. 5.
