Getting a Driver's License? Here's What to Expect in LTO's Practical Driving Exam

With your driver's license, you are given the privilege to drive on the road. Aside from this, a driver's license is one of an identification card in the Philippines that is commonly accepted in all transaction, be it private or public.  This September, the Land Transporation Office (LTO) started the distribution of driver's license with five years validity. It means drivers who will renew or apply for a license will now be issued with plastic cards by the LTO.

But before getting a driver's license, a driver first, must pass both the written exam and the practical driving exams that aim to filter and guarantee responsible drivers on the road.

Applying for a license can take more or less than a day. The written exam is the first process of application to be followed by the practical exam for those who are qualified to take.

For non-professional license examiners, a score of 30/40 is needed to be qualified for the practical driving exam. While a score of 45/60 is needed for professional license examiners.

The practical driving exam requires a round of driving or riding in the obstacle course. The types of vehicle available for rent are motorcycles, manual cars, automatic cars and light trucks. Applicants can also opt to use their own vehicles when taking the exam.

Renting a motorcycle costs P150, a 4-wheeled vehicle (manual or automatic) costs P250, and a 6-wheeler vehicle costs P300.

Examiners are given a road test score sheet when examining an applicant. Every applicant will start with 100 points. The examiner's criteria for imposing a demerit are based on three criteria:

1. pre-driving checks - worth a total of 10 points. Under this criteria, drivers are expected to:

  • check the tires and batteries
  • adjust mirrors, light, and windshield
  • use the seat belt/helmet
  • check the hand and foot brake
  • Disengage the clutch when starting the engine.

2. driving skills is 50 points in the exam

3. observance of traffic rules is worth 40 points

The actual practical driving exam will only take 5 minutes. Applicants only need to make one round of the approximately 1000 square kilometers obstacle course and park.
The passing rate of the actual driving exam is 70/100.

While getting the practical exam, applicants may automatically fail for the following condition:
  • striking another car 
  • striking another pedestrian or fixed object 
  • improper action causing a collision 
  • near collision of another vehicle 

With this, the LTO advice drivers to make sure that practice before the exam and applicants should listen to the briefing and guidelines given to them because it will help them pass.

Requiring 2 Large License Plate to all Motorcycles Approved in the Senate

Vehicles involved in crimes can be traced easily if you remember their licensed plate numbers. With motorcycles having one and small license plate in the back, it is hard for some people to notice it, especially at night.  With the aim for easy identification, the Senate unanimously approved on third and final reading a bill that would require motorcycles and scooter to have two large license plates.  Senate Bill No. 1397 or the Motorcycle Crime Prevention Act of 2017, authored by Sen. Richard Gordon and Senate Majority Leader Vicente Sotto III.

The bill mandates the Land Transportation Office (LTO) to issue bigger and reflectorized license plates to every motorcycle and scooter in the country to take a "bite out of crime committed with the use of motorcycles or scooters." 

The bigger and reflectorized plate numbers must be placed in both front and rear parts of the motorcycle.

The plate numbers should be big enough to be readable from a distance of between 12 to 15 meters.

The LTO is also mandated to devise a color scheme of the plate numbers for every region to easily identify where such motorcycle was registered, together with an alphanumeric system for easier identification and recollection by the general public.





Under the current LTO rules and regulation, driving without a plate number is prohibited and shall be punishable by 4 months and 1 day up to 2 years and 4 months or a fine of not less than P50,000 but not more than P100,000, or both.

Gordon cited PNP records in 2011 were 1, 069 crime incidents involving riding-in-tandems suspects with 810 killed victims.

This record is higher than 824 recorded shooting incidents in 2010 with 604 killed victims.

DRIVER'S LICENSE WITH 5-YEAR VALIDITY, TO BE ISSUED STARTING NEXT WEEK

STARTING next week, the Land Transportation Office (LTO) will issue driver's license with five-year validity.

But LTO clarified it will be rolled out on a staggered basis.

The licenses with an extended validity will first be issued by three LTO branches in Quezon City starting October 10.

Metro Manila LTO Offices will issue the said driver's license starting October 14.

LTO branches outside Metro Manila will issue a new license by year-end.



LTO Assistant Secretary Edgar Galvante, despite having extended validity, the new licenses will still come in the form of paper receipts instead of plastic cards.

It is because the agency has yet to resolve the procurement issue since 2013.

The LTO targets to issue plastic license cards again by the second quarter of 2017.

A Promise fulfilled.

President Rodrigo Duterte in his first State of the Nation Address (SONA) last July 25, announced that the government will work hard to extend the validity of car plates and driver's licenses.

Last September 19, Transportation Secretary Arthur Tugade signed a Department of Order that will extend the validity of car plates and driver's licenses from three years to five years.

Tugade said, this is a part of the medium-term plan of the Department of Transportation (DOTr) and 30-year road map to address complex transportation and traffic issues. 

"Part of the plan next year, 'pag bumili ng kotse kasama na 'yung plaka," Tugade added.

At present, professional and non-professional driver’s licenses are valid only for three years.

Last August, the Land Transportation Office (LTO) said, they will initially implement the five-year validity of driver's license in Metro Manila this coming October and the rest of the regions will follow.

LTO added that the move was compliance with President Duterte's directive to lessen the queues at the agency and avoid red tape.
