OFW Taxi Driver In Kuwait Faces Kidnapping Charges For Helping Compatriots In Distress

Filipinos especially the overseas Filipino workers are known for their compassion and being helpful especially for a compatriot in distress and those who suffer abuse and maltreatment even it could mean risking their own safety and life.

Jelamar Fuentes, hailed from Davao City, also known on his Facebook account as "Dave" is now facing kidnapping charges due to allegedly helping household workers in distress by bringing them to the Philippine embassy. Other OFWs who sought his help even contact him via his social media account
The latest incident of a Filipina whom he helped was claiming she did not receive any salary from her sponsor and also suffering from maltreatment.

Though his intention is good, it is still against the law in Kuwait.

It is just recently when the relationship between the Philippines and Kuwait had been put into a conflict when the embassy personnel picked up distressed OFWs.
After the negotiation, the conflict was settled by a Memorandum of Understanding. Kuwait assigned a 24/7 hotline so that their policemen can respond to the distress call of the OFWs.Fuentes is now under the custody of the Office of the Domestic Welfare Affairs, he had already submitted an affidavit as well.
The Kuwaiti government charged him with kidnapping but the Philippine authorities in Kuwait assured that they will provide him the legal assistance he needed.

Lovebella Abcede, during an exclusive interview by GMA news, showed her reddened right eye due to hemorrhage caused by repeated punches from her employer. According to the OFW, last November, she said to her employer that she wishes to be transferred from another employer after her present employer said that she will be sent home for not following her sponsor's orders. The sponsor suddenly slapped and throw punches on her. Unfortunately, the owner of her agency is also her present sponsor. Due to the incident, the agency swiftly acted on repatriating her to the Philippines but her employer warned her not to tell anyone about what happened. The agency personnel will also pick her up when she arrives. On her home to the airport, she asked the driver to bring her to the consulate. She then took her time to report about the incident to the authorities. Labor Attache Nasser Munder said that they can order the cancellation of the agency's accreditation due to the maltreatment experienced by Abcede. The OFW was then asked to file complaints about the claiming compensation for the damages due for maltreatment and ill-treatment from her employer. The OFW is hoping that her sponsor is reprimanded for what happened to her. Abcede is now back home together with her family. It is a statement from President Rodrigo Duterte following another incident of the alleged baggage pilferage at the Ninoy Aquino International Airport (NAIA) that victimizes the passengers especially the overseas Filipino workers (OFW). The president said that he would prefer minimizing human contacts in checking and screening of the baggage. The President then made a joke about how bringing in contraband like dynamite, bullets, and marijuana would be okay, but that the police and the members of the Philippine Drug Enforcement Agency (PDEA) would be waiting for them outside the airport. He also said that there would be no more human contact in airport immigration. By this, he was most probably referring about the newly installed eGates at the airport which is now operational. he said. He recalled one instance where he witnessed an OFW who arrived from Hong Kong with a small TV being charged a fee the worker could not afford. The President said he nearly got into a fight with the airport personnel over the way the OFW was treated. Senate Approves Bill For Free OFW Handbook

The Senate has approved on third and final reading a bill which would mandate the Philippine Overseas Employment Administration (POEA) to publish and disseminate a standard handbook on the rights and responsibilities of Filipino migrant workers.

“We want to equip our OFWs with the necessary information they can access once they are out there in the global marketplace,” said Senator Emmanuel D. Pacquiao, the author of Senate Bill No. 192, or the “Handbook for Overseas Filipino Workers (OFWs) Act.”

He added that the proposed handbook would be a “convenient” reference that would inform OFWs about their rights and responsibilities, teach them what recourses they have when they face common difficult situations abroad, and provide them with a directory of relevant government agencies.

For his part, Senator Joel Villanueva, co-author of the bill and chair of the Senate committee on labor, employment, and human resources development, said: “In the face of increasing number of abuses against OFWs, perhaps, we can go back to the basics by equipping our workers abroad with the right information at the right time and in the right way.”

Senate President Aquilino Martin L. Pimentel III and Senator Richard J. Gordon also served as co-authors of the measure, through which the POEA would be mandated “to develop, publish, disseminate and update periodically a handbook on the rights and responsibilities of migrant workers as provided by Philippine laws and the existing labor and social laws of the receiving country that will protect and guarantee the rights of migrant workers.”

“The handbook shall be written in simple words than can be easily understood with translation in local language as may be necessary,” the bill said, adding that the handbook should be issued to all Filipino migrant workers “free of charge.”
