ALAMIN: Paano magparehistro para makaboto sa halalan?




MANILA, Philippines — HINDI maikakaila ang kaliwa't kanang reklamo ng maraming Filipino sa pamumuno ng mga nasa pwesto at maaari lamang palitan sa pamamagitan ng eleksiyon. Parang kailan lang, eleksiyon na naman sa susunod na taong 2022.

Ang pagboto ay kapangyarihan at karapatan ng mga mamamayan na pumili ng mga lider na kasama nilang haharap sa mga hamon na ito. 

Ang tanong rehistrado kana ba para bomoto ng lider na napupusuan mong mamuno para sa bansa? Kung hindi pa, narito ang mga hakbang sa proseso ng voters' registration sa Commission on Election o Comelec.

Sino ang kwalipikadong bumoto?

Simple lamang ang mga qualifications para maka-boto sa darating na halalan at ito ay kinabibilangan ng mga sumusunod;
  • at least 18 anyos bago ang araw ng halalan
  • residente ng Pilipinas sa loob ng 1 taon
  • residente sa lugar kung saan mo nais bumoto 6 buwan bago ang araw ng eleksyon
Anu-anong valid ID ang maaaring dalhin at tinatanggap sa pagpa-rehistro? Importante ang pagkakaroon ng valid ID bilang patunay na maaari na kayong magpa-rehistro. Kung walang ID, maaari ding mag-presenta ng birth certificate. 

Samantala, narito ang mga IDs na tinatanggap ng Comelec:
  • Employee ID
  • Postal ID
  • PWD ID
  • School/University ID
  • Senior Citizen ID
  • Driver’s license
  • NBI clearance
  • Passport
  • SSS/GSIS ID
  • IBP/PRC ID

Ano ang mga kailangang dalhin sa voters' registration?

Para makapag-parehistro kailangan mong pumunta sa city o municipal Comelec office sa inyong lugar upang makuhaan ng fingerprint, picture, at pirma.

Maaari din ang online appointment o walk-in ang magpaparehistro at kailangan lamang dalhin ang mga sumusunod:
  • 3 copies ng Application Form
  • 1 Valid ID at photocopy nito
  • Sariling ballpen
  • Original at photocopy ng birth certificate kung ikaw ay below 18 years old
  • Maaari ring makuha ang Application Form sa inyong Comelec office kung walang kakayahang mag-print.

Paano naman magpa-rehistro para maka-boto?

STEP 1: Sagutan ang application form

Pumunta lamang sa irehistro.comelec.gov.ph. para makapagfill-out ng forms. Maaari ring makuha ang application form sa inyong local Comelec office kung walang kakayahang mag-print.

STEP 2: I-submit ang voter registration form at magpakuha ng biometrics.

Nakadepende sa local na opisina ng Comelec ang proseso ng voters’ registration sa inyong lugar. Isumite ang inyong application form at iba pang mga requirements.

Matapos ang verification, kukuhanan kayo ng mga local na opisyal ng inyong larawan, biometrics at signature. 

STEP 3: Kunin ang acknowledgment receipt. Pruweba ito na nakapag submit ka na ng iyong application.

Paano naman magpa-rehistro gamit ang Mobile Application o App ng Comelec?

Para mapalawak ang voters' registration, may mobile app na rin ang Comelec upang mapabilis ang proseso ng pagpa-rehistro. 

Narito ang mga hakbang para gamitin ito:
  • I-download ang Mobile Registration Form App sa bit.ly/MobileFormApp
  • Kahit hindi gumagamit ng internet, i-press ang "get started" at piliin ang uri ng application gaya ng "new registration," "transfer," "reactivation," "change of name," o "correction of entries"
  • Punan ang form at i-generate ang QR code
Bukod sa QR code magdala pa rin ng valid government ID at ipasa ito sa local na Comelec office at kukuhanan pa rin kayo ng larawan, biometrics at signature pagkatapos ay bibigyan ng acknowledgment receipt.

Matapos nito ay rehistrado ka na para sa darating na halalan.

Sa mga nais magpa-rehistro, bukas ang mga Comelec offices sa buong bansa simula alas-8:00 ng umaga hanggang alas-5:00 ng hapon.

Babala naman ng Comelec na huwag hintayin ang deadline sa pagpa-rehistro upang maiwasan ang pagsisikipan.

Ang voters registration ng Comelec ay tatagal hanggang Setyembre 30, 2021.

RODRIGO DUTERTE IS THE MOST POPULAR PRESIDENT WHO WON BY A LANDSLIDE AFTER EDSA

With the Partial and Unofficial Results as of 1:45 PM, May 11, 2016 representing 95.50% of the Election Returns. (90,034 of 94,276 Election Returns) (43,479,679 of 55,735,757 Registered Voters). 

RODRIGO DUTERTE garnered so far 15,849,676 votes, over 6million votes ahead of his closest rival, Mar Roxas at 9.6 million votes.

WHAT ARE THE STEPS TO TAKE IF YOUR RECEIPT HAS DISCREPANCY WITH YOUR ACTUAL BALLOT




Few weeks ago rumors had been circulating that voter's receipt does not reflect who they really voted for in their ballot. Until a video of this woman who is an OFW from Hong Kong surfaced. She narrated that she voted for Duterte, checked it several times to make sure she shaded the right candidate before  but the receipt from the PCOS machine showed it is Mar Roxas. According to her the BEI asked her to sign at the back of the receipt and they made a log of the incident. However advise was given to her to ask for ballot number. But when she went back to ask for it, most of the staff told her there is no ballot number, as she waited it was eventually released and given to her.

Another post from a Filipino who voted in Toronto, Canada posted the following where the consulate there did not allow him to insert his ballot to the PCOS machine but instead asked him to put it in an envelope and drop it in the box. 



Some points you may want to do when voting:

Remember or take note of your ballot number this will serve as your reference and proof that you voted. It is prohibited to take pictures of ballot. When I voted, they did not said anything against memorizing your ballot number, you may ask if you could write it down, but if they tell you that it's not allowed. You have the option to memorize it. And you can use it as reference against any anomaly that might happen while voting. 



The Comelec prohibits taking picture of ballots, in which any violation could result to imprisonment of more or less 2 years  according to the BEI who assisted me. And it also makes sense because it could be used for vote buying. Where politicians could demand proof that you voted for them in exchange for money. But these kind of politician will not have access on ballots. So I personally don't see anything wrong about taking note of your ballot number. 



Your ballot number will serve as reference and proof that you voted and who you voted for. 
Check your receipt if it is correct and report to BEI any discrepancy. 
Don’t leave the precinct if your receipt doesn’t reflect who you voted for. We admonish voters to fight for your right and that your v If your vote or receipt is not correct, DEMAND that it will be logged sa MINUTES(logbook) ng BEI or Board of Election Inspectors and the watchers will take note of it. 

In this video the Comelec gave guidance on the process that needed to be done if your receipt does not match the vote you cast on your ballot.

Please respect the teachers assigned as Bureau of Election Inspectors kasi volunteers lang din sila. Hindi nila control kung ano ang nangyayari sa loob ng voting machines. We aren’t breaking laws here, We demand a clean and honest election. The receipt is the most important thing here. It should reflect who you voted. Dahil ito ang gagamitin natin sa “manual counting” in case mag protest tayo. The cheating will be inside the voting machine kaya these receipts are our last defense. 
I REPEAT DON’T LEAVE THE PRECINCT IF YOU’RE RECEIPT IS WRONG!!!!! Dapat masulat ito sa logbook(minutes) ng BEI bago lumabas. THE RECEIPT IS OUR TICKET TO SALVATION. IT IS OUR RIGHT!

If(presidentvoted=Duterte && ikaw-ay-pang-anim-na-voter) then PLUS 1 sa boto ni Mar, tapos print out resibo=Duterte. 

If(presidentvoted=Duterte && ikaw-ay-pang-41-na-voter) then PLUS 1 sa boto ni Mar, tapos print out resibo=Duterte. 

So dahil nakita mo sa resibo na TAMA "daw" ang boto mo pero inside the machine ay MALI pala. Kaya kung itatapon yung mga physical na resibo, WALA NA TAYONG DEPENSA. Kaya napaka IMPORTANT NA BANTAYAN YUNG BOX.

Kung pwede huwag na muna kayo umuwi at mag DEMAND kayo na i-SECURE ANG MGA BOXES. 
Bayan natin nakasalalay dito. Since not everyone ay may Internet, make this OUR MISSION, OUR DUTY during election, 
1. Maaga tayong pumunta sa mga presinto. 
2. I inform lahat ang naka linya sa presinto tungkol sa RESIBO. Kung may discrepancies dapat ma log ito sa MINUTES(logbook) ng BEI. Tulungan natin kapwa kung ano ang mga dapat gawin. Let's DO IT! Educate them dahil hindi alam ng iba na may resibo pala.

UP Student Who Questioned Duterte During Forum Has a Message to Duterte Supporters

Below is Stephen Villena's OPEN LETTER, the UP Los Banos student was the subject of ire of some Duterte supporters over the way he questioned the Davao City Mayor during the forum at the UP Los Banos. Read his message as posted in his Facebook account and watch as well the videos of the Q and A and Mayor Duterte's comment over that forum.

AN OPEN LETTER

"My name is Stephen Villena, a student who took part in a forum held in UP Los Banos last March 11, 2016 for the honorable Mayor Rodrigo Duterte. It was an ACADEMIC FORUM about Governance, Transparency, and Social Transformation.

A lot of well-meaning supporters of Mayor Duterte are now venting their anger against me on social media for my supposedly lack of respect for the honorable mayor. Please allow me to provide context to the whole issue. It is my hope that by doing so people will realize that I was simply posing an academic question which required an academic answer and I in no way intended to disrespect the good mayor.




Before I took the floor to ask my question it was made clear to us that Mayor Duterte was in a hurry to leave the forum as it was getting late. I therefore rushed my question hoping for an immediate answer. And since I did not get a direct answer to my question I requested him to please answer my question directly "para maka-uwi na sya." To be clear, it was Mayor Duterte who was in a hurry to leave. The spliced video that was uploaded to the internet did not show the full exchange between me and Mayor Duterte. The cut video somehow made it appear na pinapauwi ko na si Mayor. Hindi po, sya po ang nagmadali na umuwi. In fact I only wanted to accomodate his wish to finish the Q&A portion of the forum asap. The end result was that the people who only saw the shortened video but did not participate in the forum somehow got the impression that I was bastos, arrogante, walang modo.

To my mind the issue I wanted to raise with Mr. Duterte was very important to us students. It concerned EDUCATION versus DEFENSE. He said in the forum that he wanted to give priority to the budget for EDUCATION. So I asked him how he planned to achieve this knowing that in various sorties and interviews he also said that he will give priority to PEACE AND ORDER which I surmised would require a greater budget for the police force and the military.

Much as I wanted to give the good mayor all the time he wanted to answer my question, I was also considering his very limited time with us. If I appeared to rush him it was in no way motivated by an arrogant desire to cut him. I only wanted him, despite his limited time, to give a clearcut answer to an issue which I deem very important.

This here is the crux of the matter: It is not so much the issues I raised with Mayor Duterte that garnered so much attention. It was rather my way of speaking that was deemed insensitive. The spliced video only deepened the perception by many that I arrogantly wanted Mr. Duterte to leave immediately. I am not exactly suave and charming when I speak. This is probably why I was seen as insensitive. But let me just say this: MY PERCEIVED LINGUISTIC IMPERFECTION IN NO WAY IMPLIES AN ARROGANT DISPOSITION.

We live in a country where we value democratic principles. And in any democracy it is a given that there will always be a multitude of opposing views on what constitutes a healthy democracy and who are the best people qualified to manage our fragile democracy. In my case I was not even fighting an opposing view with my personal view. I was ASKING for the particular view of one particular candidate running for public office regarding one particular issue.

To all the people who defended me particularly on social media, you have my deepest gratitude. To all the people who were hurt by my statements in that March 11 forum, rest assured that you have my full respect. I only ask that you try to analyze first the full context of that said forum and hopefully come to the conclusion that I was not maligning your beloved candidate for the presidency. To Mayor Rodrigo Duterte, I know that you carry so much weight on your shoulders now. You have always been known to be frank and direct when you speak. I believe that among the candidates running for the presidency, you in particular will easily understand a student who only wanted to be frank and direct with you. Finally, to all my fellow U.P. students all over the country who have been at the receiving end of scathing criticisms because of me, I can only humbly thank you for standing by me.

It is my prayer that instead of us Filipinos fighting each other over our differences we focus our attention instead on understanding the pressing social, political, and socio-economic problems facing our country. Then we will hopefully be better enlightened when we exercise our democratic right to vote come election time.

It takes maturity to make democracy work. And it takes acceptance of our diversity to make it flourish.

Peace to all who read this open letter. May God give us the grace to accept each other - both for what we are, and in spite of what we are.
Thank you."

Señeres Gives 3 Conditions For Duterte To Be His Substitute Candidate


OFW Family Party List Representative Roy Señeres said today that he is open to the possibility that Mayor Duterte would substitute him as the Presidential candidate. However, he mentioned 3 conditions must be met. 




In order for this substitution to happen in case the conditions set by Señeres are met, according to the Commission on Elections, the substitute candidate, and the one withdrawing from Presidential bid should come from the same party or coalition. In line with this Señeres added “He (Duterte) could swear an oath of allegiance to the FPP. As a member, he could run for any position he pleases. No one’s stopping him from switching parties”.


Few days ago, he had a radio interview where he also said that they (Duterte and Señeres) should talk regarding supporting each other and he explained why he believes Sen. Grace Poe should be allowed to run.
