93 Applicants Rescued From Human Trafficking

Human trafficking is a problem opposed by Philippine Overseas Employment Administration (POEA). In protection with overseas Filipino workers (OFW), the government has a strict law against human trafficking and illegal recruitment.
With human trafficking as a crime against humanity, the Philippines passed R.A. 9208, the Anti-Trafficking in PersonsAct of 2003, a penal law against human trafficking, sex tourism, sex slavery, and child prostitution.
Many aspiring OFWs are often lured to this trade due to very enticing promises of good salary and a chance to work overseas but often victimized by these group people who often take advantage of their situation.

In a raid conducted by the National Bureau of Investigation (NBI) Bulacan in a building in Caloocan City, 93 individuals who are all aspiring overseas Filipino workers (OFW) applying for domestic jobs in Saudi Arabia are rescued from their recruiter.

According to NBI Bulacan officer-in-charge Noel Bocaling, the recruitment agency who promised deployment to their applicants is not accredited by the Philippine Overseas Employment Administration (POEA) and therefore deemed illegal.

An applicant who managed to abscond from the agency's halfway house sought the help of the NBI said that the agency hold their passports and even their mobile phones and they would not let the applicants leave the house.

Rabe told the OFW that he needed money for the hospitalization of his sibling. He also told the OFW that his parents and his other sibling died just recently.  In total, including the money he sent for an alleged business investment, the suspect took P4 million cash from the OFW victim.  With growing suspicion, the OFW finally investigated and found out that there was no business investment and all the stories that the suspect was telling him were all nonexistent and made up by the suspect to extort cash from him. In spite of the rising prices of commodities and services and others due to the high inflation rate, many Filipinos believe that the country is on the right track. Just recently, the new minimum fare is being set to P10 while the minimum wage remains stuck. That is what the latest SWS survey indicates. As overseas Filipino workers (OFW), in an unfamiliar territory, we are expecting a sense of compassion from our own countrymen and fellow-OFWs.
From time to time, we would meet our fellow Filipino who are under a distressfull situation. Are you willing to give a hand?
Desperate situations result in desperate actions that's why we often see social media posts of our fellow OFWs asking for help using social media. If they are lucky enough, some private and government agencies like Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA) through Phillippine Overseas Labor Offices or even the Philippine embassy's Assistance To Nationals Unit of their host country would be informed and rescue them in time.

She even accompanied Retchel to OWWA for whatever assistance that she could get. She posted Retchel's story on social media hoping that she could get more help. The post had over 12,000 shares and almost 4,000 comments of which admire the OFWs good heart.      Another OFW, Joan who is working as a household worker in Jordan, is in a distressfull situation as her male employer was allegedly tried to molest her a number of times.   She tried to get help from another OFW by sliding a letter through her window. According to Shella, Joan said that the only thing that stops the employer from raping her was the plastic sliding door which she was putting her cabinet against to keep her male employer from getting to her.   Out of fear of being raped, Joan would also often sleep inside the cabinet with a knife in hand to defend herself should her perverted employer attacks. She was not allowed to use a mobile phone. Shella decided to share Joan’s story hoping that it could reach proper authorities and rescue her.         Meanwhile, on July 3, 2018, a video of an OFW in Riyadh Saudi Arabia had circulated on social media asking for Raffy Tulfo’s help. Arnel N. Ditua a.k.a Jose Carlos was forced by his employer to work without pay for six months, even after his contract had ended.     Arnell Ignacio, OWWA Deputy Executive Director, raised Arnel’s situation to Labor Attache Nasser S. Mustafa. According to Mustafa, not only the Deputy Executive Director had raised concern, but also the Department of Labor and Employment and our very own President Rodrigo Duterte.    Three days after his video was posted, Labor Attache Nasser S. Mustafa with the cooperations of POLO-Riyadh, Community Investigative Support, Guardians (RUBBII, EUGII, etc.) and Filipino Community-KSA initiated a rescue operation on July 6, 2018. Instead of waiting for the rescue workers to arrive, the authorities instructed Arnel to ride a taxi straight to the Philippine Embassy, which made the operation easier. Are OFW Kasambahays Asked By Their Agencies With 2-Month Salary Deduction?


HSW deployment went up to 70 percent in 2016 translated to 81,000 more from the 2015 turnout.    The Household Service Workers (HSW) deployment continue to rise in the Middle East and Hong Kong despite of  the economy slowdown  especially in the Middle East where deployment of HSWs has exceeded the 200,000 level in 2016 with 275,093 deployed domestic workers in various parts of the world.     The figure which represents an increase of 70% over the 2015 figures of 194,973 deployed in 2015 while in 2016 275,073 was the number sourced from the POEA. Demand remains very strong in the Middle East which has 7 countries in the top ten destinations with Saudi Arabia at the top with 107,298 followed by Kuwait with 57,726 and Qatar with 27,877 while in Hong Kong a noticeable surge was observed which has 41,925 in 2016 compared to 27, 148 or an increase of 65% leading to the suspicion that HK agencies are trafficking some of the maids to China.     Advertisement  Meanwhile total deployment of domestic workers from 1992 up to 2016 has 2,352,097 culled by LBS Recruitment solutions in a study of HSW deployment while New Hires Domestic workers from 2009-2015 reached 1,-59073 and adding that to the 2016 figure of 275,-92 brings the total domestic workers total of 1,278,186 for that period.   On the other hand Foreign owned recruitment agencies using Filipino dummies are easing out Filipino owned agencies with their wide contacts in the Middle East and capturing most of the available applicants in Mindanao through the use of illegal agents.    This was disclosed today by recruitment and migration expert Emmanuel Geslani who received reports from many local agencies deploying Household Service Workers that these foreign owned agencies have acquired many applicants in Mindanao by using these illegal agents who control many Muslim applicants and are paid $ 500 USD for every applicants they bring in to one of these recruitment agencies who are controlled by   Arabs.    Reliable source revealed that one agency is buying HSW applicants with passports at the rate of P 20,000-30,000 per head bagging many of the available mostly Muslim women. Geslani urged DOLE Secretary Silvestre Bello III to order Undersecretary and POEA OIC Bernard Olalia to investigate the proliferation of local agencies with foreign ownership but mostly controlled by the foreign backers who are mostly Middle East personalities and some who are married to Filipinas to gain permanent residency in order to conduct their business. In accordance with this, Geslani urged DOLE Secretary Silvestre Bello III to order Undersecretary and POEA OIC Bernard Olalia to investigate the proliferation of local agencies with foreign ownership but mostly controlled by the foreign backers who are mostly Middle East personalities and some who are married to Filipinas to gain permanent residency in order to conduct their business. In spite of the growing incidents of abuse and maltreatment among household workers particularly in the middle eastern countries, HSW deployment went up to 70 percent in 2016 translated to 81,000 more from the 2015 turnout.   The Household Service Workers (HSW) deployment continue to rise in the Middle East and Hong Kong despite of  the economy slowdown especially in the Middle East where deployment of HSWs has exceeded the 200,000 level in 2016 with 275,093 total deployed domestic workers in various parts of the world.
