Photoblog in Tagalog: HOW TO GET OEC FOR DIRECT HIRED OFWs

"Advertisements"

The new POEA and OWWA  rule on OEC issuance has caused confusion on the part of the OFWs. They do not have the right information of who needs to secure an OEC and who are exempted from securing OEC before leaving the country.
For OFWs who are on vacation and returning to the same employer , they dont need to secure an OEC. However for the direct hires, there are documents and processes they need to comply before they can work overseas.
We are going to discuss the procedures on how the non-OEC exempted OFWs or the direct hires can get their OEC.
They can do it at POEA main building in Ortigas.

1. Register at Window 6 (for skilled/professional workers) or Window 4 (for household workers) and take a number and wait for your turn to be called.

2. If your number is called, proceed to the designated counters (6,7 and 8 for skilled/professional workers. 13 and 14 for household workers).
Submit the original and photocopy  of the following documents for verification:
-valid pssport
-employment contract
-valid working visa
-2x2 photo

Wait for the documents to be returned to you along with medical and PDOS referral.

3. Attend the PDOS seminar and medical exam, whichever comes first.
a. Go to OWWA for the schedule and get a slot for the PDOS seminar. The slots are limited at times and you need to secure a slot. You need to pay P400.00 for the registration.

take your PDOS and CPDEP Certificates. For household workers you may need to submit more documents.

B. For the medical examination, go to an accredited clinic and take a medical exam.
It may cost around P2,500 or higher if there are other examination or procedure you needed to undertake, like dental  service etc.

c. For household workers, you may need to produce other requirements such as NCII certificate from TESDA  and others.

DOLE SEC BELLO Suspends Processing and Issuance of OEC to all Direct-Hired OFWs

The Department of Labor and Employment (DOLE) has ordered the suspension of processing and issuance of Overseas Employment Certificate (OEC).

This news was confirmed by DOLE Chief Silvestre H. Bello III, saying it is applied to all directly hired Overseas Filipino Workers. The suspension effects immediately today, April 25, 2017. All pending applications for OEC as of date were covered by the suspension.

Last September 15, 2016, OFWs returning to the same employer or job site will no longer have to secure the required OEC.

This is based on the Governing Board Resolution No. 12, Series of 2016 of DOLE

Earlier the POEA said that the OEC exemption is an experimental basis that covers returning workers who are

1. Returning to the same employer and job site, and listed in the POEA database of OFWs;

2. Hired through POEA’s Government Placement Branch.

In the new development regarding the suspension of processing and issuance of OEC, the DOLE has not yet given further details regarding the news.

We will update this post as soon as new updates will be released.

OFWs IN HONG KONG URGE TO REGISTER ONLINE FOR OEC EXEMPTION

Many Overseas Filipino Workers (OFWs) are excited to go home this December to celebrate Christmas with the families. But here is a simple reminders to all vacationing OFWs this December from Philippine Overseas Labor Office (POLO) Hong Kong. Labor Attache Jalilo de la Torre advised vacationing OFWs not to forget to register online to get exemption from overseas employment certificate (OEC).This is because, there are already two airports in the Philippines that are no longer accepting the temporary exemption slips that he ordered to be issued to fast-track the process for the thousands of OFWs set to go home over Christmas.

Many Overseas Filipino Workers (OFWs) are excited to go home this December to celebrate Christmas with the families.

But here is a simple reminders to all vacationing OFWs this December from Philippine Overseas Labor Office (POLO) Hong Kong.

Labor Attache Jalilo de la Torre advised vacationing OFWs not to forget to register online to get exemption from overseas employment certificate (OEC).

(The temporary exemption slip is no longer
honored at 2 Philippine airports)

This is because, there are already two airports in the Philippines that are no longer accepting the temporary exemption slips that he ordered to be issued to fast-track the process for the thousands of OFWs set to go home over Christmas.

(OEC sample)

De la Torre added that he already anticipates that the Philippine Overseas Employment Administration (POEA) itself will stop allowing those with the temporary slips to go through airports unhindered.

“Natatakot kami baka idi-disable na ng POEA, kasi kapag nagbigay kami, baka hindi io-honor doon, mabuti i-BM Online na lang lahat,” De la Torre said.

NO MORE TERMINAL FEE FOR OFWS BY MARCH 2017

As of now, Clark International Airport in Pampanga and Mactan International Airport in Cebu have begun refusing to honor the temporary slip.

This is why de la Torre asked the POEA to intervene in the issue.

“Bakit sa ibang lugar sa Pilipinas puwede tapos sa Cebu hindi puwede?”

But without any official word from POEA, he decided not to take the risk of seeing OFWS getting stranded back in the Philippines because they don’t have the officially recognized pass.

Last week, the POLO-Hong Kong already started the processing of OEC exemption only for applicants with online appointments.

POLO said first-time online registrants will have to pay the $20 OEC processing fee in order to get their registration validated.

For now, temporary slips are only issued in special cases, like for OFWs who had to go home urgently for three days only without any opportunity to go online there, or for old people.

OFWs TO BENEFIT OWWA REBATE PROGRAM, MEDPLUS PROGRAM THIS YEAR

UPDATE MARCH 2018:
In his Facebook Live last March 23, Cacdac said, OFWs who have been OWWA members for the past 10 years and have not availed of any OWWA programs will be entitled to the said rebates. Cacdac said the agency hired an actuary to study and analyze the statistic to calculate the rebate risk and premiums.

GOV'T PROGRAMS FOR OFW'S

The government is trying its best to provide projects and program for Overseas Filipino Workers (OFW). If you are an OFW you should know your rights, benefits, and programs soon you will be benefited of.

This year there are many changes that the government has implemented and will implement more for OFWs and here is the top five!

OEC is no longer a requirement to all vacationing OFWs to prove that he is an overseas Filipino worker.

All vacationing OFW that eventually will return to the same company or employer is exempted from getting OEC.

But make sure you are registered in Philippine Overseas Employment Administration (POEA) data bank or the Balik Manggagawa (BM) Online.

Remember OFWs, OEC is no longer required for re-contract workers.

(Watch: Philippine Labour Attache Ofelia Domingo explains who are exempted from getting an OEC and who are not)

Membership of an OFW in Overseas Welfare Workers Administration (OWWA) is now up to two years from the former co-terminus with the employment contract.

RA 10801, or OWWA ACT, THE $25 OWWA FEE is NOW VALID FOR 2 YEARS

This means that even if the employment contract is prematurely terminated, OFW can still avail of his benefits from OWWA because of his two-year period membership.

The membership can be renewed at the end of the two-year period.

This is base on the OWWA Act 108001 which was passed last May 31, 2016.

3. OFW REBATE PROGRAM

OFW who regularly contribute to OWWA fund for 10 years can get a rebate from the agency. But this applies only to OFW who has never applied for any benefits from OWWA.

OWWA is still waiting for the Implementing Rules and Regulation (IRR) of this as a guide in the implementation of the Rebate Program.

As simple reminders to OFWs, always keep your records of OWWA membership payments including receipts or any document that will prove your membership to OWWA.

This will serve as proof that you are entitled to Rebate Program.

4. ONE STOP SERVICE CENTER FOR OFWs

Other than the One Stop Service Center for OFWs (OSSCO) on the ground floor of the POEA Building in Ortigas Avenue, every region in the whole country is also mandated to set up their own OSSCO.

This center will cater all the needs of OFWs and aspiring OFWs especially for the processing of all their documentary needs.

A total of 14 government agencies positioned inside the OSSCO.

Among them is Department of Foreign Affairs; National Bureau of Investigation; Social Security System; Pag-IBIG fund; Commission on Higher Education; Overseas Workers’ Welfare Administration; PhilHealth; Professional Regulation Commission; Technical Education, Skills and Development Authority (TESDA); Maritime Industry Authority; and the Bureau of Immigration

This is in line with President Duterte's mandate that all processing of papers of an OFW must be finished within 72 hours or three days.

About 24 million overseas Filipino workers (OFWs) are set to benefit from the supplemental medical assistance program being offered by the Overseas Workers Welfare Administration (OWWA) in cooperation with PhilHealth.

Filipinos abroad who wish to avail of MEDplus may send their hospital records to their kin in the Philippines to undergo the same process mentioned above.

MEDplus will be implemented this year.

SUSPENSION OF WINDOW CLEANING BAN IN HONG KONG, STARTS OCT 15

The 30 days ban on exterior window cleaning by Filipino domestic helpers in Hong Kong has been suspended since October 15.

The Philippine consulate has decided to suspend a ban after the Hong Kong government has requested for enough time to work out the details of the issue and to seek a balance between the interest of employers and domestic helpers.

The ban will take effect for 30-days until November 14.

According to the Philippine Consulate, a new contractual clause would be installed in all Filipino Domestic Helpers Contracts stating that cleaning the outside of windows was no longer part of their duties.

(VIDEO:Window cleaning ban suspended)

The Philippines plan to ban window cleaning by domestic helpers arriving in Hong Kong after several helpers plunged to their death while carrying out their dangerous task.

The Indonesian consulate is considering a similar move.

Indonesian consul for manpower and labor Iroh Baroroh said, they are still discussing the issue, but they think that cleaning windows is a job for professionals and not for domestic workers.

There are 320,000 foreign domestic workers in Hong Kong and half of them are from the Philippines while the other half are from Indonesia.

The ban was initially announced by Philippine Overseas Labor Office (POLO) in Hong Kong last October 1 after the series of accidents involving domestic helpers OFW.

(VIDEO:Pinay domestic helper falls to death in Hong Kong)

Last August, a 35-year old Filipina domestic helper feel to her death in Tseung Kwan O.

According to the report, she was cleaning windows in the flat of her employer when the accident happened.

She is the fifth domestic workers died in the city from work accident or suicide since January.

Singapore has already put the same strict restriction on window cleaning by maids in 2012 after similar accidents. Maids in Singapore are only allowed to clean the outside of window if an adult employer is present, and if the windows have grills that are locked during the process.

Meanwhile, POLO has fast-tracked the OEC exemption for OFWs.

All vacationing OFWs need a Temporary OEC Exemption Slip to be able to past immigration at Philippine airport and return to his employer.

Its serves as proof the status of returning OFWs.

But instead of queuing up for hours to access a computer at the Philippine Overseas Labor Office (POEA) which they are required to use previously to create an account online. It is now simplified.

What they need is just secure the slip, which comes with a reference number and they are good to go.

With this, an OFW can create an account with Balik Manggagawa Online (BMO) system using reference number provided on the exemption slip.

OFW can do this, anytime - anywhere. It means, OFW no need to use POLO's computer to create a BMO account or pay the $20 fee.

Nearly all OFWs in Hong Kong are now exempt from getting OEC.

Aside from OFWs who are returning to their employers under an existing contract, OFWs who have been terminated will be able to avail OEC exemption slip if they have manage to get new employment contract.

Under POEA Resolution No. 12 issued on August 4, all OFWs returning to the same employer at the same work site were exempted from securing the OEC, provided that they had previously registered their work and personal details with BMO.
