Philippines Asks OFW Builders to Return Home, May Import Foreigners for Infrastructure Projects

President Rodrigo Duterte’s P8-trillion infrastructure program will create a shortage in labor that might require bringing home overseas Filipinos or importing foreign workers to the Philippines. That is the view of Budget Secretary Benjamin Diokno. He said the 75 projects under the President’s Build Build Build Program will create 2 million jobs annually and that currently, construction companies are “having a hard time” looking for laborers.  Sec. Diokno said the Philippines is open to importing more laborers from other countries. This raised concerns among the labor sector that Filipino workers might be displaced, while those unemployed will continue to be ignored.  "Build, build, build is going to create a shortage in labor," he said. “I don’t mind if we import labor just to finish the projects. We can even import labor from Pakistan, India. We have 75 major projects, there’s no way of stopping that. We won’t stop,” he said.  Assuring the labor sector, Finance Secretary Carlos Dominguez III said importing labor only happens when the skills required for projects are not available domestically. “If you need special skills and they are not available in the country, then what should you do, you’ll bring it in right? Which we already do,” Dominguez said.  The Finance department further assured Filipino workers, particularly those in the construction industry, should not worry about losing their jobs as only alien workers with highly technical skills are allowed to work in the country. The law only allows special work permits to be issued to aliens who are either highly technical or managerial.  Under Section 20 of the Philippine Immigration Act, allowed non-residents coming for employment will only be when no person can be found in the Philippines willing or competent to perform the labor or service for which the non-immigrant is desired, and that the non-immigrant’s admission would be beneficial to public interest.  Labor Secretary Silvestre Bello III, for his part, has said the Department of Labor and Employment is considering measures to prevent the shortage of skilled workers in the country. He said the DOLE is eyeing to slow down the processing for the deployment of skilled workers abroad and to fast- track the training program to bring in more skilled Filipinos into the domestic workforce.

P100,000+ Salary, Waiting for Filipino Nurses in Germany - Application Deadline May 15, 2017

In his 2013 State of the Union Address, Former President Obama hailed a Filipino nurse as a role model.  Filipino nurses offered a tender loving care, the reason why they are still in demand in many different countries in the world such as Saudi Arabia, United Kingdom, Canada, Japan and many other.  Now, the Germany is in need of many Filipino nurses too under a government-to-government arrangement with the Philippines.

Filipino nurses offered a tender loving care, the reason why they are still in demand in many different countries in the world such as Saudi Arabia, United Kingdom, Canada, Japan and many other.

Now, the Germany is in need of many Filipino nurses too under a government-to-government arrangement with the Philippines.



According to the POEA, 400 nurses is currently needed in Germany.

Department of Labor and Employment (DOLE) Chief Silvestre Bello III said that qualified applicants will fill up vacancies for intensive care unit and general and geriatric care wards in several hospitals in Germany.

This is based on a report of Philippine Overseas Employment Administration (POEA) to DOLE.

The deployment is under Germany’s Triple Win Project, which is supervised by the POEA through a government-to-government arrangement with Germany.

QUALIFICATIONS
  • Must be a Filipino citizen and permanent resident of the Philippines
  • With a degree in Bachelor of Science in Nursing
  • With active Philippine nursing license
  • At least two years of professional experience as a nurse in hospitals, rehabilitation centers of care institutions.

Applicants must have German language proficiency and are willing to undergo German language training in the Philippines to attain Level B1 (to be paid by the employer) or with Bl or B2 language proficiency level in accordance with the Common European Framework of Reference for Languages.

SALARY

The POEA said successful candidates shall have a starting monthly gross salary of €1,900 or more than P100,000 and an increase to €2,300 (P122,000) after recognition as a qualified nurse.

The employer will pay the visa and airfare from the Philippines to Germany and will assist the employee to find suitable accommodation.

The selected nurse will bear the expenses in full or in part of board and lodging.

Qualified applicants should register online at www.ereqister. poea.gov. ph. and personally submit the following documents under the heading “Triple Win RSF No. 17003” at the 

Manpower Registry Division, Windows S and T, Ground Floor, Blas F. Ople Bldg. (formerly POEA Bldg.), Ortigas Avenue and EDSA, Mandaluyong City (Metro Manila) 




REQUIREMENTS

  • Cover letter and curriculum vitae with colored passport size picture, in English and, if possible, in German
  • High School Diploma (notarized copy)
  • Diploma of nursing (notarized copy)
  • Board Certificate from Professional Regulation Commission
  • Certificates of employment from former employers (notarized copy)
  • Certificate of German language skills, if available
Valid passport applicants are required to present their original documents for authentication of written information before forwarding the resume to the employer.

The deadline for submission of application is May 15, 2017.
