'Di bakunado, 'di na makag-proseso ng passport sa mga malls at consular offices ng DFA





MANILA, Philippines — NAGLABAS ngayon ng abiso ang Department of Foreign Affairs o DFA na hindi na tatanggapin sa kanilang mga consular offices at off-site mall passport services na nasa Alert Level 3 areas ang mga hindi pa bakunado laban sa Covid-19.

Sa advisory, nilinaw ng DFA na ang pagbabawal sa pagpasok ng mga hindi pa nabakunahan laban sa Covid-19 ay ipinatutupad ng mga shopping malls kung nasaan ang kanilang consular offices at Temporary Off-Site Passport Services at TOPS.

“The [DFA]…informs the public that its Consular Offices (COs) and [TOPS] located in malls in areas where at least Alert Level 3 is raised will not be able to accommodate unvaccinated individuals, including minors, due to the restrictions imposed by their host malls barring the entry of unvaccinated persons,” paliwanag ng DFA.

“Consular Offices are unable to override the host malls’ security and health protocols,” dagdag pa nito.

Pinayuhan naman ng DFA ang mga hindi pa bakunadong mga aplikante kasama na ang mga minor de edad na i-check muna ang regulations ng mga malls kung saan naroon ang kanilang opisina bago pumunta para sa kanilang appointments.

Maaari naman umanong i-reschedule ng mga apektadong aplikante ang kanilang appointment sakaling maging fully-vaccinated na laban sa Covid-19 o “after malls and local government units have lifted the entry restriction on unvaccinated persons.”

“The Department requests the public’s cooperation as it strives to deliver passport services to the public while ensuring the public’s safety and health amidst the ongoing pandemic,” pahayag ng DFA.

Matatandaan na isinailalim ng gobyerno sa mas istriktong Alert Level 3 hanggang Enero 3 ang Metro Manila dahil sa labis na pagtaas ng bagong kaso ng Covid-19.

Maliban sa Metro Manila, nasa Alert Level 3 din simula Enero 5 ang mga probinsiya ng Bulacan, Cavite, at Rizal na tatagal din hanggang Enero 15.

Nananatili naman sa Alert Level 2 ang natitirang bahagi ng bansa.

Phil ID, tinatanggap na ng DFA bilang valid ID sa passport application






MANILA, Philippines — INANUNSYO na ng Department of Foreign Affairs o DFA na simula Hunyo 7, 2021, maaari nang gamitin sa pagkuha ng passport at iba pang consular service-related transactions ang Philippine Identification o PhilID card.

Ayon sa DFA, isang valid at government issued ID ang PhilID na maaaring i-presenta sa pagkuha ng passport at iba pang serbisyo sa DFA.
Maliban sa PhilID, maaari ding mag-presenta ng isa sa mga sumusunod bilang valid ID ang mga kukuha ng passport sa nabanggit na ahensiya.
  • Social Security System (SSS) / Government Service Insurance System (GSIS) Unified Multi-Purpose Identification (UMID) Card
  • Land Transportation Office (LTO) Driver’s License. Student Permit may be accepted if in card format
  • Professional Regulatory Commission (PRC) ID
  • Overseas Workers Welfare Administration (OWWA) / Integrated Department of Labor and Employment (iDOLE) card
  • Commission on Elections (COMELEC) Voter's ID or Voter's Certification from the Election Officer with Dry Seal
  • Philippine National Police (PNP) Firearms License
  • Senior Citizen ID
  • Airman License (issued August 2016 onwards)
  • Philippine Postal ID (issued November 2016 onwards)
  • School ID (if applicable)
  • Current Valid ePassport (For Renewal of ePassport)
  • For applicants based overseas, they may use their host government issued IDs showing their Philippine citizenship. (Example: Residence Card)

Samantala, nakatakda namang buksan ng Philippine Statistics Authority o PSA ang mall-based registration para sa Philippine Identification System o PhilSys.

Ayon sa PSA, partner na ng mga ito ang Robinsons Corporation para sa ikalawang bahagi ng PhilSys registration process sa mga malls.

Dahil dito, magbubukas ang PSA ng PhilSys registration centers sa Robinsons mall branches sa buong bansa.


Sinabi naman ni PSA Undersecretary Dennis Mapa na mapapalawak ng kanilang partnership ang rehistration kung saan mas maraming Filipino ang maaabot ng PhilSys.

"This is a big opportunity for our kababayans to have a valid proof of identity that they can use in their daily lives and later, to enroll them in banking services,”

Ayon sa Philippine Statistics Authority o PSA, ang PSA ay maaaring gamitin sa mga sumusunod:
  • Para sa government transactions, maaari itong gamitin sa pag-apply para sa social and welfare benefits gaya na lamang ng mga inaalok ng GSIS, SSS, PhilHealht, HDMF o Pag-IBIG Fund at iba pang government agencies.
  • Maaari din itong gamitin sa pag-a-apply ng passport at drive'rs license application, at tax-related transactions.
  • Maaari din itong i-presenta bilang proof of identity para sa pagpa-admit sa ospital o sa alinmang government hospital, health center at iba pang related institutions.
  • Para sa private transactions, ang Phil ID ay maaaring gamitin para sa bank transactions gaya ng pagbubukas ng account sa bangko.

Passport Validity ng mga Senior Citizen, Isinusulong na Gawing Lifetime! Pabor Kaba?




MANILA, Philippines — MULING inihain ngayon sa Senado ni Senador Lito Lapid na gawing habambuhuay ang validity ng passport ng mga senior citizen.

Sinabi ni Lapid na kailangan ito ng mga senior citizens dahil karamihan sa mga ito ay mahihina na.

"'Yung mga senior citizen natin, karamihan diyan ay ‘di na makalakad, ‘di na makakita, malabo na ang mata. Kaya, pwede na sigurong pagbigyan," giit ni Lapid na nagpanukala ng Senate Bill No. 1197. 

Taong 2019 nang unang inihain ng senador ang kaparehong panukalang batas.

Ngunit agad naman itong kinontra ng Department of Foreign Affairs o DFA dahil hindi ito akma sa international standards.

“Our position is that the grant of the lifetime passport validity will not be compliant with the [International Civil Aviation Organization’s] specifications,” ang paliwanag ni DFA Office of Consular Affairs Executive Director Alnee Gamble. 

Paliwanag ni Gamble, isang ahensiya ng United Nations o UN ang ICAO na siyang naglalatag ng specifications para sa mga ini-isyu ng isang “machine readable travel document”, kagaya ng pasaporte ng Pilipinas.

Imbes umanong makatulong, baka lalo pa itong maka-perwisyo sa mga senior citizen.
“The issue there is the passport will become non-compliant, because it does not conform with the ICAO standards, and our senior citizens will have a problem when they cross borders," dagdag pa ni Gamble.

Hindi naman sang-ayon si Senate Committee on Foreign Relations Chairman Aquilino "Koko" Pimentel III sa panukala ni Lapid. Sa halip umano na gawing lifetime ang validity ng passport ng mga senior citizens, minungkahi ni Pimentel na gawing libre na lang ang renewal ng passport.


Para naman kay Senador Francis Tolento, mas maganda aniya na gawan ng paraan para mabawasan ang mga kailangang asikasuhin ng mga senior citizens sa kanilang passports.
“Perhaps, a method can be devised without violating our existing agreements, by just perhaps stamping or revalidating, in so far the 5 to 10 years requirement is concerned... We give respect and honor to our senior citizens by not burdening them administratively,” ang naging pahayag ni Tolentino.

“in the short life span that they would have here on earth.. to outrightly suggest that what the good senator has done would be violative of the existing international regulations, is unfair,” dagdag pa ng senador. 


Kontra naman si Senador Pia Cayetano na gawing libre ang passport processing sa mga senior citizens.

"At 60 years old, so many of these people are quite young and probably travel 20 times a year, have the liberty of traveling and spending money. I don't see the point of making it free.. I have reservations for making it free just because they are of a certain age," paliwanag ni Cayetano.

OFW na Nawalan ng Trabaho Dahil sa Covid-19, Tatanggap ng tig-P10,000 Pag-uwi!





MANILA, Philippines — SAMPUNG libong piso government assistance ang agad na matatanggap ng mga Overseas Filipino Workers o OFW na mapapa-uwi sa bansa dahil sa Coronavirus disease o Covid-19.

Ito'y matapos inako ni Department of Labor and Employment o DOLE Secretary Silvestre Bello III na naantala ang pagbibigay ng cash aid sa mga OFWs simula noong lockdown, may walong buwan na ang nakakaraan.

Sa tala ng Department of Foreign Affairs o DFA, kabuuang 237, 363 na OFW ang narepatriate mula noong ideneklara ang Covid-19 outbreak.

Una rito, kinakailangan pa nang na-repatriate na OFW na mag-apply para sa nasabing cash assistance at maghihintay pa na ma-proseso at maaprobahan ang kanilang application.
“Why do we have to wait for the OFWs to apply? We know they were displaced because of COVID-19 and therefore they deserve the financial assistance,” 

“Once they arrive, the financial assistance given by the President for them should be ready. When they arrive at the airport, give them the assistance. Let us not wait for them to apply since we know they are OFWs,” ang naging pahayag ni Bello sa isang online news briefing.

Una rito, inatasan ni Pangulong Rodrigo Duterte ang DOLE na tapusin na ang distribusyon ng financial assistance sa mga displaced OFWs bago ang Pasko.

“I gave you so many billions to give to the workers by way of assistance,” 

“Natanong lang because marami ring nagtatanong dito on my end. I get to give answers to questions which are sometimes I have no knowledge of,” ang naging pahayag ni Pangulong Duterte.

Pinasiguro naman ni Bello na sisimulan nila ang pagbibigay ng cash aid sa mga OFWs sa Nobyembre 15 at target na ma-kompleto bago pa man ang Nobyembre 20.

Paliwanag ni Bello, na umaabot na sa P3.1 billion ang kanilang naipamigay mula sa P5 billion na pondo para sa nasabing programa.

Nilinaw naman ng pangulo na wala itong reklamo sa distribution ng financial assistance ngunit nais lamang nitong maibigay bago ang Pasko.

“Sana dumating sa kanila para Pasko. Napakahirap ng buhay ngayon at least kung may maitulong tayo nang kaunti, ibigay na natin. I remember giving you so many billions,”

DFA Confirms 10 Seamen Abducted By Suspected Pirates In Gulf Of Guinea

Two container ships, a  Liberian-owned vessel and a Panamanian-registered tanker were hijacked by suspected pirates as it traverses the Gulf of Guinea, the Philippine News Agency reported. The Department of Foreign Affairs confirmed the report that ten of its Filipino crews were abducted together with the other crews.

The overseas Filipino workers (OFW) helps the economy by the remittances they send to their family which is spent on their daily needs making local commerce move. In a statement by Bagong Henerasyon Party-list Rep. Bernadette Herrera-Dy, she said that the Congress approved House Bill (HB) No. 8110, which proposes a standard handbook on the rights and responsibilities of OFWs, and House Bill 1700, granting OFWs the right to equal protection on money claims.  Under HB 8110, the Philippine Overseas Employment Administration (POEA) is mandated to develop, publish, disseminate, and update a handbook on the rights and responsibilities of migrant workers.  They shall also be the lead agency in implementing an intensified program against illegal recruitment activities.  The bill also provides that the handbook shall be written in words that can be easily understood, with translation in the local language as may be necessary.  On the other hand, HB 1700 is seeking to amend Republic Act No. 8042, or the “Migrant Workers and Filipino Migrants Act of 1995”, by removing the clause "or for three months for every year of the unexpired term whichever is less" found on the fifth paragraph of Section 10 of the law which refers to money claims for the unexpired portion of a migrant worker's contract.  Under the measure, a worker shall be entitled to the full reimbursement of his placement fee and deduction made with interest at 12% per annum in case of termination of overseas employment without just, valid or authorized cause as defined by law or contract, or any unauthorized deduction from the migrant worker’s salary. The victim (name withheld) was a 29-year-old from Datu Odin Sinsuat, Maguindanao, who worked as a family driver in Jeddah.   The suspect (name withheld), a 34-year-old from Capiz, also a driver for the same family  The suspect remains under police custody after he was arrested immediately after the incident. The two "allegedly engaged in a fistfight in front of the house of their employer that ended in the victim getting fatally stabbed by his fellow driver." The motive of the stabbing is still unknown.  The Consulate General and the Philippine Overseas Labor Office in Jeddah will extend full assistance to both Filipinos as well as their families.    The victim is set for a vacation to the Philippines soon but the incident turned out to be unfortunate that he will come home inside a box.  Consul General Edgar Badajos said that the suspect is facing a death sentence as per Saudi Sharia law. Two Bills For OFWS: HB 8110 And HB 1700 Now Approved In Congress
More often, families with overseas Filipino workers (OFW) rely on their OFW breadwinner in providing their needs and without doing any efforts to have extra income. They use the money they receive to pay their bills, rents, mortgages, etc. They tend to spend the remittances they receive and wait for the next remittance when the money is over without any savings. This is the reason why no matter how long the OFWs exhaust themselves working overseas, they are still coming home broke and without any savings.  Encouraging our spouse or anyone who is responsible for the remittances you send to save could be a great help and could guarantee a hassle-free retirement, much more if they placed this savings to a profitable investment. If their budget got short, they would borrow money from someone which would cause the next budget to bear the shortage and the cycle goes on.    There's nothing wrong with being generous but not too much  Advise your spouse to exercise caution when giving help to extended families, relatives or friends. There is nothing wrong with extending help but there has to be a limitation. This would avoid them to become dependent on your assistance that they would knock your everytime they need financial help.    Working overseas is not forever and you will eventually come home for good. It is you and your spouse who need to work hand-in-hand to succeed. Together you must find ways to take care of your finances and save for the future of your family. National Bureau of Investigation (NBI)  operatives set up an entrapment operation in response to the complaint of OFW "Rhia", (real name withheld) in a restaurant and waited for the suspect Dexter Caminos.  After Rhia handed the money to Caminos, the NBI Cybercrime Division operatives moved quickly putting the suspect under arrest.  The suspect admitted that they were having a quarrel and that he receives allowances from the OFW. He also denied that he was blackmailing the OFW. The suspect also said that it was not extortion and the money is for their business.    Rhia said that she was forced to take an emergency leave from her work in the UAE to file a complaint to the  Philippine authorities.  She also said that he already gave Php40,000 to he suspect due to his threats. He was telling her that he will send the nude photos to her family and to her churchmates if she will not hand him the money.  The victim believes that she was not the only victim since the suspect was also an OFW. The economy and financial progress of countries all over the world greatly depend on how fast they can transport commodities and services throughout the country and its neighbors.  Up to this present time, railways are still playing its great role in many progressive countries in different continents.  In the Philippines, Duterte administration’s Build Build Build program referred to as the “golden age of infrastructure”, started construction of the nation’s first subway system including a number of railway projects. The Build Build Build projects which include all of these has an estimated cost of P3.6 trillion which is expected to raise the contribution of infrastructure spending to GDP (gross domestic product) from 5.4 % in 2017 to 7.4% in 2022.    PNR North Rail, which will spend about P225 million, extending to 100 kilometers connecting Manila’s Tutuban Station to Pampanga’s Clark International Airport. The Tutuban-Clark journey that will last for about 55 minutes is expected to service around 35,000 passengers everyday.    PNR South Rail, which will connect Manila with the Bicol region, will be made of two stretches. The first stretch, from Manila to Los Banos - a distance of 75kms – will be able to accommodate up to 400,000 passengers daily upon its completion in 2022.      The Luzon Spine Expressway is a more ambitious undertaking, for it will start in La Union and end in the Bicol region. It will encompass road projects that are already underway – including the project that will link NLEX (the North Luzon Expressway)and SLEX (the South Luzon Expressway). When the Luzon Spine Expressway is completed, travel time between La Union and the Bicol region will be reduced to under 12 hours.    Ads     Mindanao Rail will be a colossal project. For one thing, there is the distance that it will cover: the 2,000 miles between Tagum and the cities of Davao and Digos. For another, there is the project’s price tag: P32 billion. A number of cases where female OFWs was lured to send nude photos or videos to their boyfriend whom they only knew online and later the latter will eventually ask for money in agreement that he will not upload the said videos or photos online. The suspect asked the OFW to give him Php50,000 for the agreement that he will not upload the OFW's nude photos online.    National Bureau of Investigation (NBI)  operatives set up an entrapment operation in response to the complaint of OFW "Rhia", (real name withheld) in a restaurant and waited for the suspect Dexter Caminos.  After Rhia handed the money to Caminos, the NBI Cybercrime Division operatives moved quickly putting the suspect under arrest.  The suspect admitted that they were having a quarrel and that he receives allowances from the OFW. He also denied that he was blackmailing the OFW. The suspect also said that it was not extortion and the money is for their business.    Rhia said that she was forced to take an emergency leave from her work in the UAE to file a complaint to the  Philippine authorities.  She also said that he already gave Php40,000 to he suspect due to his threats. He was telling her that he will send the nude photos to her family and to her churchmates if she will not hand him the money.  The victim believes that she was not the only victim since the suspect was also an OFW.  The suspect is facing robbery extortion charges, violation of Violence Against Women and Children Act and Video Voyeurism Act. The economy and financial progress of countries all over the world greatly depend on how fast they can transport commodities and services throughout the country and its neighbors.  Up to this present time, railways are still playing its great role in many progressive countries in different continents.  In the Philippines, Duterte administration’s Build Build Build program referred to as the “golden age of infrastructure”, started construction of the nation’s first subway system including a number of railway projects.        Advertisement   These projects include Philippine National Railways (PNR) North Rail, PNR South Rail, the Luzon Spine Expressway and Mindanao Rail. The Build Build Build projects which include all of these has an estimated cost of P3.6 trillion which is expected to raise the contribution of infrastructure spending to GDP (gross domestic product) from 5.4 % in 2017 to 7.4% in 2022.    PNR North Rail, which will spend about P225 million, extending to 100 kilometers connecting Manila’s Tutuban Station to Pampanga’s Clark International Airport. The Tutuban-Clark journey that will last for about 55 minutes is expected to service around 35,000 passengers everyday.    PNR South Rail, which will connect Manila with the Bicol region, will be made of two stretches. The first stretch, from Manila to Los Banos - a distance of 75kms – will be able to accommodate up to 400,000 passengers daily upon its completion in 2022.      The Luzon Spine Expressway is a more ambitious undertaking, for it will start in La Union and end in the Bicol region. It will encompass road projects that are already underway – including the project that will link NLEX (the North Luzon Expressway)and SLEX (the South Luzon Expressway). When the Luzon Spine Expressway is completed, travel time between La Union and the Bicol region will be reduced to under 12 hours.    Ads     Mindanao Rail will be a colossal project. For one thing, there is the distance that it will cover: the 2,000 miles between Tagum and the cities of Davao and Digos. For another, there is the project’s price tag: P32 billion. Expected to be completed in 2021, Mindanao Rail will be able to carry 117,000 passengers daily. The travel time between Tagum and Digos will be reduced to just an hour.    These railways and road projects are ambitious but they will do much to increase for the economic development in their coverage areas. Mindanao Rail, in particular, is set to operate in an area that badly needs boosting economic activities.
