TESDA Free Tech-Voc Education Can Be Availed By OFWs Upon Arrival At The Airport

Are you tired of working as an overseas Filipino worker (OFW) or you want to upgrade your skills for the possible higher salary the next time you go abroad for work?
Technical Education and Skills Development Authority (TESDA) is now bringing their free tech-voc training programs closer to the OFWs by setting up a help desk at the airport where OFWs can inquire and apply for free training courses even right after their arrival.

Rosalyn Laliyah, a former overseas Filipino worker, is currently taking a dressmaking course at the Technical Education and Skills Development Authority (TESDA) Women Center to start a dressmaking business. Within a decade of her immigration, Laliyah was working as a domestic helper until she became a dental assistant in a Saudi hospital. Despite having a bigger income abroad, she still chose to live with the family in the Philippines. Returning OFWs like Laliyah, are easier to apply in TESDA programs because of the agency's effort to set up a help desk at the international airports in the country. Since the creation of OFWs' Desk in May 2018, nearly 1,500 OFWs have been assisted by them, mostly from the Middle East. At OFWs' Desk, you may ask for available courses, seek a referral for skills training and renew a national certificate. The free technical-vocational training program offered by TESDA can also be availed. Aside from free tuition, enrollees will also receive allowances for the training and for instructional materials.

Meanwhile, the Technical Education and Skills Development Authority (TESDA) revealed the top courses preferred by overseas Filipino workers (OFWs) who aim to professionalize and improve their existing skills or learn new courses to be able to seek for better opportunities abroad.

Among OFWs’ most preferred courses were in the fields of tourism, infrastructure, land transportation, metals, and engineering, and information and communications technology reported Philippine News Agency.

Other top fields and courses include automotive, healthcare services, heating, ventilation, air conditioning and refrigeration, language and culture, processed food and beverages, and semiconductor and electronics courses.

According to Luz Victoria Amponin, executive director, TESDA’s Partnerships and Linkages Office, OFWs can approach OFW desks deployed at the Ninoy Aquino International Airport (NAIA) Terminals 1 and 3 and at the Mactan-Cebu International Airport to get a referral from TESDA for their preferred courses.

Once done, TESDA will refer them to schools offering their preferred courses particularly the ones nearest to their hometowns.

OFWs from the UAE are among the workers who have been given service by the OFW desks.

During the first half of 2018, TESDA has assisted more than 3,000 OFWs, 900 of whom were assisted through the OFWs desks at the airports.

In August, more than 200 Abu Dhabi-based OFWs had their skills certified by TESDA in the fields of Caregiving, Massage Therapy, Electrical Installation and Maintenance NC II and Trainer’s Methodology for assessors with a passing rate of 81.79% that took place in an onsite assessment and certification program for OFWs at the newly opened Pinoy Overseas Workers’ Education and Reintegration (POWER).

Labor Attache Atty. Ophelia Almenario was satisfied with the results and hopes that more Filipinos will take advantage of opportunities like this to give a boost to their credentials. “It’s a good sign. It means that OFWs here are very interested in upskilling and upgrading their expertise,” said Almenario.

Bernadette Herrera-Dy, she said that the Congress approved House Bill (HB) No. 8110, which proposes a standard handbook on the rights and responsibilities of OFWs, and House Bill 1700, granting OFWs the right to equal protection on money claims. Under HB 8110, the Philippine Overseas Employment Administration (POEA) is mandated to develop, publish, disseminate, and update a handbook on the rights and responsibilities of migrant workers. They shall also be the lead agency in implementing an intensified program against illegal recruitment activities. The bill also provides that the handbook shall be written in words that can be easily understood, with translation in the local language as may be necessary. On the other hand, HB 1700 is seeking to amend Republic Act No. 8042, or the “Migrant Workers and Filipino Migrants Act of 1995”, by removing the clause "or for three months for every year of the unexpired term whichever is less" found on the fifth paragraph of Section 10 of the law which refers to money claims for the unexpired portion of a migrant worker's contract. Under the measure, a worker shall be entitled to the full reimbursement of his placement fee and deduction made with interest at 12% per annum in case of termination of overseas employment without just, valid or authorized cause as defined by law or contract, or any unauthorized deduction from the migrant worker’s salary. Why Do You Need To Convert Your Land Title To eTitle?

The Land Regulatory Authority’s (LRA) urges everyone including the OFWs to convert their physical copy of land titles to the digital version of land titles or eTitles.

Under the Land Titling Conversion Project of the LRA, original titles in the Registry of Deeds are now stored in digital databases while the landowner’s duplicate copies of land title can now be converted to e-titles.

The Land Registration Authority has been implementing the Voluntary Title Standardization Program. It provides title owners the option to upgrade manually-issued titles to “eTitles”, which are issued by LRA’s new Computerized System.

LRA’s Computerized System was developed as part of the agency’s Land Titling Computerization Project.

Its aim is to maintain on-line information on titles that is current, complete and accurate. It is also designed to keep the security and integrity of records by safeguarding these from tampering or destruction and deter substitution or insertion of questionable data, in paper or digital form, and provide a system of timely detection and identification of fake land titles and to help identify the persons responsible.

How Do You Convert Your Land Title to eTitle?

Bring your owner’s duplicate title and other required documents to the registry of deeds or the nearest satellite office. The LRA personnel will match the duplicate copy to the original to validate authenticity.

Once validated, the conversion process of your manual title to eTitle will proceed. Your owner’s duplicate eTitle will be ready for pick-up after a few days.

By converting it to its digital version, you can enjoy a tamper-proof, destruction-proof, lost-proof original eTitle and the security of an owner’s duplicate eTitle.

Why do you need to convert your paper land title to eTitle?

What To Do If Your PSA Birth Certificate Yield “Negative Intact” Or Your NBI Yield A “Hit” Result

Aside from Philippine passport from the Department of Foreign Affairs (DFA), the birth certificate issued by the Philippine Statistics Authority (PSA) and the NBI clearance from National Bureau Of Investigation (NBI) are among the important documents you need to secure if you are applying for an overseas job. Every aspiring overseas Filipino worker (OFW) has to obtain these documents. But what if you encounter a situation like having a "hit" on your NBI clearance or a "negative intact" on your PSA birth certificate while applying for these requirements?

“HIT” is the term used by NBI Clearance Outlets if the applicant has a similar name and requires their NBI Clearance to do further verification before it is released to its owner.

If a HIT appears, NBI Personnel needs to verify the applicant’s identity further. Applicants are instructed to come back 8-10 working days to claim their NBI Clearance.
When you got a "hit" in applying for an NBI clearance. Do not Panic!

Here is what you need to do:

—If you know that you don’t have any criminal record, no need to worry about it.

—Wait for the date of release of your NBI Clearance as directed by the officer. Come back and claim it to the branch where you applied for it.

—Come as early as possible on the day of the assigned date of release of your NBI Clearance.

When applying for PSA birth certificate and you got a result which says "negative intact", you may do the following:

—Check with your local civil registrar where the birth has taken place if you have an existing record of your NSO certificate.

—If you have a record, ask the local civil registrar to endorse your NSO certificate record to PSA.

—If there is no existing record with the local civil registrar, you will need to file for late registration.

—If you have already secured a PSA copy, you can proceed and request your PSA certificate.
