LAWMAKERS PUSH FOR NATIONAL ID SYSTEM IMPLEMENTATION




“The Philippines is one of only nine countries in the world without a national identification system. This bill seeks to address this deficiency and institutionalize the Filipino identification system to improve government services and limit red tape in government transactions,” Quezon City Representative Feliciano Belmonte said.
 Belmonte pushes the establishment of the National Identification system in which  all Filipinos local and abroad  would be issued a national ID card.
He said that the national ID card would provide identification for all Filipino citizens that can be a sufficient proof of identification  when dealing with any private or government transactions that require proof of identification.

Under the bill, all Filipinos will be required  that all their personal information be registered  with the Philippine Statistics Authority (PSA), the agency that will issue the national ID.
For Filipinos abroad, the Department of Foreign Affairs, will handle the registrations through the embassies and consulates.
When the national ID is presented to any private or government entities, no other ID's or proof of identification will be required.

What are the advantages of having the National ID System?
The proposed National ID will be bearing  the photo, full name, date of birth, gender, signature,  the serial number from Philippine Statistics Authority and the bearers biometrics, and will be made tamper proof.
Under the proposal of Senator Ping Lacson, the National reference system will handle the gathering of citizens vital informations. 

Having a national ID system would be helpful in our anti-crime and anti-terror campaign. By having a centralized database, we would have easy access to information about suspects, fugitives and other lawless elements. Further, this would reduce leakage in providing social services to the people, such as the Pantawid Pamilyang Pilipino Program,” Senator Lacson said.

Mon Casiple, a political analyst, fears violation of citizens right to privacy as stated by the Supreme Court , by compiling all the ID holders information in just one database to be made accessible to any entities the ID holder  would have transaction with.
However, the proponents of the bill ensures the safety of the national ID system.
Congressman Belmonte said that “Among others, it is prohibited for any person to publish, disseminate or give to third parties or entities any information obtained in connection with the application for identification with a few exceptions. It also mandates the PSA to ensure the protection of the data contained in the cards.” 
"Violators of the proposed law would face imprisonment of six months to two years or a fine of P50,000 to P500,000, or both at the discretion of the court," he added.
Presidential Spokesperson Ernesto Abella clarified that the bill pushing for the national ID did not came directly  from the President. He said that it is included in the 10-points wishlist presented by 400  businessmen who participated in Sulong Pilipinas workshop held in Davao. The request seeks to help businesses spearhead the transactions in accordance with the Duterte administrations economic policies.
 Human Rights Commissioner Karen Dumpit said that the National ID System does not violate human rights but the proponents has to be sure that the provisions of the bill should safeguard its safety and should not be subjected to abuse.
