Bill Creating Social Welfare Office For OFWs Gets Senate Approval

The Senate has ratified the bill that would create offices for social welfare attachés for overseas Filipino workers (OFWs).
The Upper Chamber adopted the House Bill 8908 as an amendment to Senate Bill 1819, or the proposed “Act Establishing the Office for Social Welfare Attaché” just before adjourning for the midterm elections.

The adoption dispenses the need for a bicameral conference committee, thus the subsequent ratification of the bill. The measure would then be transmitted to the Palace for the President’s approval. Villanueva had said that the measure if signed into law, would institutionalize social welfare attachés as a permanent component of Philippine foreign posts in countries or jurisdictions to address the incidence of suicides and cases of abuse against OFWs.  It amends part of the Republic Act 8042, or the Migrant Workers Act of 1995 so that the government shall provide appropriate and timely social, economic, and legal services to OFWs, especially those who are experiencing any sorts of abuse.  Villanueva said countries with a high concentration of Filipino migrant workers, especially in the Middle East, shall be prioritized by the proposed law.  “We believe that having permanent social welfare attachés in our embassies can help prevent incidents of suicide and cases of abuse against our modern-day heroes,” he said.   The Social Welfare Attaché bill would also ensure the deployment of social welfare attaché officers by the Department of Social Welfare and Development (DSWD) to manage cases of distressed OFWs and ensure coordination among agencies and various groups to address the psychosocial needs of distressed OFWs.  The social welfare attaché shall be tasked to establish and maintain a data bank and documentation of OFWs and their families so that appropriate social welfare services can be more effectively provided.  Villanueva earlier said that there are about 10 million Filipinos in more than 170 countries and around 2.3 million of them are migrant workers. While there are only eight social welfare attachés deployed in several parts of the world as of May 2018.

Senate Approves 120 Days Maternity Leave


Working mothers has another reason to celebrate just in case they are planning to have another baby in the family.  Just this Monday, March 6, the Senate passed on third and final reading the proposed bill increasing the number of days of paid maternity leave. Just this Monday, March 6, the Senate passed on third and final reading the proposed bill increasing the number of days of paid maternity leave.

Under Senate Bill 1305, otherwise known as the proposed Expanded Maternity Leave Law, it mandates the increase of maternity leave from 60 days to 120 days.


Solo working mothers will have an additional 30 days bringing it into 150 days.


In the existing law, women workers may take a leave of 60 days with an equivalent to 100 percent of their basic salary, allowances, and other benefits.

For women who undergo caesarean deliveries, they are entitled to take a leave of 78 days with pay.

According to Senator Risa Hontiveros, "new generation bill" seeks to respond to the pre and post-natal health needs of different working women and everyday realities faced by the modern Filipino family.

She added it was 25 years ago or in 1992 when the number or maternity leave was increased.
Hontiveros and Senator Juan Edgardo "Sonny" Angara authored and sponsored the bill, which was co-authored by Senators Francis Pangilinan, Loren Legarda, Nancy Binay, Manny Pacquiao, and Antonio Trillanes IV.

It passed in the Senate with 22-0 votes. 



The bill also allows 30 days of the 120-day maternity leave to be transferred to alternate caregivers such as a spouse, common-law partner, and relative up to the fourth degree of consanguinity, including adoptive parents.

Violators of the proposed law will be penalized with a fine between P5,000 and P20,000, and imprisonment for not less than six years and one day, but not more than 12 years.
