New Ordinances In Manila Giving Cash assistance to Grade 12 Students, Senior Citizen, Solo Parents And PWDs' signed Into Law By Mayor Isko Moreno

Manila Mayor Isko Moreno signed his first two city ordinances granting a P500 monthly cash aid for Grade 12 students in all public schools in the city, persons with disability (PWD), solo parents and senior citizens on Thursday (July 25) .

The ordinances were signed at the Bulwagang Katipunan of the Manila City Hall in the presence of Manila Vice Mayor Honey Lacuna, Majority Floor Leader Joel Chua, and members of the Manila City Council.

The ordinances will be enforced immediately throughout the city.
Manila Mayor Isko Moreno said that as a response to the directive of President Rodrigo Duterte and as a mayor of Manila, being considered as a capital city of the country, his office along with the city councilors will initiate the action.

Effective immediately, all Grade 12 students enrolled in any public school in Manila would receive P500 monthly allowance from the city government under Ordinance No. 8564.

To qualify for the cash aid, students should have a good standing, must be a resident and registered voter in the City of Manila. If the student is still too young to register as voter, his or her parent or legal guardian should be the registered voter.

The order said students may be disqualified from receiving the cash aid if they had been dismissed before the end of the school year.

Under Ordinance No. 8565, cash aid will be provided for solo parents, senior citizens and PWDs .

The order defined a senior citizen as someone who is at least 60 years old. To qualify, they should be residents and registered voters of Manila and their names must appear on a list of the Manila Office of Senior Citizens’ Affairs.

Selling alcoholic beverages and liquor is also not allowed to be sold in any stores or establishments including leading convenience stores near all the schools within the City of Manila effective immediately.

The mayor also said that they will soon implement an ordinance seeking to order local businesses to hire senior citizens and PWDs to work in their establishments. Every establishment in Metro Manila will also be required to have 70% of employees to be residents of Manila.

20% Discount For Booking Online Flights For Senior Citizens And Persons With Disability (PWD)

Senior citizens and Persons with disabilities (PWDs) have always enjoyed several benefits and privileges as provided by Philippine laws. One of the most important benefit is the 20% discount on medical and transportation costs among others.

Now that more and more transactions are becoming online, different private and public agencies are adapting to the system. A newly approved resolution by the Civil Aeronautics Board (CAB) orders airlines to comply with the law, providing 20% discounts for Senior Citizens and PWDs for all online flight bookings. 

The discount will be applied upon booking and payment. The individual availing the discount must present his or her Senior Citizen or PWD identification at the check-in counter. The airline company has the right to verify the provided identification by the subject. The discount may be revoked if the passenger fails to present his or her identification. Using forged documentation to avail discounts is punishable by law.

DSWD to Build Housing Units for PWDs

A person with a disability in Quezon City will be having their own homes soon.

This is after the signing of a memorandum of agreement (MOA) last March 1 between Department of Social Welfare and Development (DSWD) with the Quezon City government and Gawad Kalinga (GK) Community Development Foundation.

Hundred thirty two-storey housing units will be built in Quezon City for differently abled residents.


This will be constructed at the 5,083-sq. meter project site in the National Vocational Rehabilitation Center (NVRC) compound of DSWD in Barangay Escopa III.

In the MOA, it stated that the Quezon City government will oversee the land development, while GK will take charge of the housing component.

Meanwhile, the DSWD will ensure the implementation of guidelines on the selection and awarding of the home lots and will also be responsible for defending the title of the property against any administrative or legal claim, suit, or proceeding.

Persons with disabilities (PWDs) who will be the beneficiary of the project will be selected by the Beneficiary Selection Committee.

DSWD Secretary Judy Taguiwalo lauded the project and expressed hope that other local governments would follow suit and implement projects that would benefit PWDs and give them better access to social services, such as housing and healthcare.

“Providing them with free or socialized housing is a very important service and will significantly ease their financial burdens, which are myriad because they need to spend so much on medicine, health services, as well as special equipment,” Taguiwalo said.

In the Philippines, there are estimated 1.4 million people who suffer any form of disability base on 2010 Census of Population.

This is after a day when it signed a memorandum of agreement with the Philippine General Hospital (PGH) on the free medicine program for indigent patients.

The DSWD’s office in the National Capital Region (NCR), tasked to implement the program in the region, has already assigned a social worker and an administrative assistant to PGH to provide the assistance to indigent patients who need medicines, the department said in a news release.

The memorandum signifies the start of the use and disbursement of the fund to assist the indigent patients of PGH, based on the guidelines set in DSWD Memorandum Circular No. 02. 

This program aims to help indigent Filipinos who are either confined in or receiving outpatient treatment from identified hospitals and who need prescription medicines. 

THE PRIORITY

• Families or individuals who are indigent
• Vulnerable or disadvantage
• Informal sector and poor based on DSWD Listahanan
• Those who are in crisis situations based on the assessment of social workers
• Government employees and contract of service workers in the government
• Beneficiaries of soldiers and police who were killed or wounded in the line of duty.

HOW TO AVAIL THE PROGRAM?

• Those who want to avail of the program should provide a valid ID. If the patient has a representative, the latter should present a valid ID and a written authorization signed by the patient.
• Proof of indigency must also be presented, but documentary requirement showing proof is not limited to a Barangay Certificate or Certification issued by the medical social service.
• Certified true copies must be certified by either the DSWD social worker assigned to the hospital; the office that issued the document; or the officer who signed the document.
• Doctor’s prescription which should have been issued in the past three months. This should indicate the date and the name of the patient, and the document should be signed by the attending physician, with his/her license number and contact details.
