P1 million para sa mga matatandang 101-anyos ang edad, aprobado na sa Kongreso!





MANILA, Philippines — INAPROBAHAN na ng House of Representative sa third at final reading ang panukalang batas na magbibigay ng P1 million sa mga Filipinos na aabot sa 101 years old at P25,000 sa mga aabot ng 80-anyos.

Sa isinagawang sesyon, inaprobahan ng Kongreso ang House Bill No. 10647 na nag-a-amyenda sa Republic Act No. 10868 o sa Centenarians Act of 2016. 

Ang nasabing panukalang batas ay pinaboran ng 193 na mambabatas, walang negative at wala din nag-abstain.

Sa ilalim ng panukalang batas, ang lahat na mga Filipino na aabot sa edad na 100 ay makakatanggap ng P100,000 habang P1 million naman ang matatanggap ng mga aabot sa 101-anyos.

Samantala, tatanggap naman ng cash gift na P25,000 ang mga Filipinos na aabot sa edad na 80, 85, 90 at 95-anyos.

Ang National Comission of Senior Citizens o NCSC ang naatasan na magpatupad ng nasabing batas sakaling maipatupad na.

Nakatakda namang i-sumite ng Kongreso sa Senado ang nasabing panukalang batas upang ma-aksyunan.

Ayon naman sa isa sa may akda ng panukalang batas na si Bukidnon Representative Manuel Zubiri, na kukunti lamang ang makakatanggap ng nabanggit na benepisyo dahil kukunti lamang ang aabot sa 101-anyos.

Ngunit sa panukalang batas, kasama na umano sa mga makakatanggap ng benepisyo ang mga Filipino octogenarians at nonagenarians o mga Filipinong umabot na sa edad 80 at 90-anyos pataas.

"To provide our beloved senior citizens the motivation to live longer, as well as to aid them the means to purchase medicines and other necessities, this bill seeks to expand the coverage of Republic Act No. 10868 to include those Filipinos who have reached the age of 80 and 90 years old," dagdag ni Zubiri.

Mas pinaraming Solo Parent benefits, lusot na sa Senado!






MANILA, Philippines —LUSOT na sa Senado ang panukalang batas na magbibigay ng buwanang cash subsidies, automatic health insurance at iba pang dagdag na benepisyo sa mga Filipino solo parents.

Noong Lunes, Disyembre 12, pinaboran ng mga senador sa botong 22-0-0 ang Senate Bill 1411 na magpapataas ng mga benepisyo na kasalukuyang tinatanggap ng ma solo parents sa ilalim ng Republic Act 8972 o Solo Parents Welfare Act of 2000. 

Sa ilalim ng panukalang batas, pinalapad din ang pagsasalarawan ng solo parent na kinabibilangan ng mga sumusunod:
  • Asawa ng low or semi-skilled overseas Filipino worker na patuloy na nagtatrabaho sa abroad sa loob ng 12 buwan o higit pa

  • Foster parent na kinikilala ng Department of Social Welfare and Development

  • Legal guardian na kinikilala ng korte

  • Kamag-anak na nag-iisang responsable sa pag-aaruga sa isang bata

Sa kasalukuyan, sa ilalim ng RA 8972 ang mga sumusunod ay ikinokonsidera na solo parents:
  • A woman who gives birth as a result of rape and other crimes against chastity

  • Parent whose spouse died

  • Parent whose spouse is detained or is serving sentence for a criminal conviction for at least one year

  • Parent whose spouse was certified by a public medical practitioner as either physically or mentally incapacitated, or both

  • Parent left alone with the responsibility of parenthood due to legal separation or de facto separation from spouse for at least one year

  • Parent whose marriage was annulled and is left with the custody of the children

  • Parent whose spouse abandoned them for at least one year

  • Unmarried mother or father who has preferred to rear his or her children 

  • Any person who solely provides parental care and support to a child

  • Any family member who assumes responsibility of head of family as a result of the death, abandonment, disappearance, or prolonged absence of parents
Sa ilalim ng panukalang batas, ang mga solo parents ay magkakaroon ng 20% discount sa mga infant formula, diapers, medicines, vaccines, medical equipment, food supplements, at iba pang mga basic necessities, hospital bills, at tuition fees sa kanilang mga anak.

Iniuutos din ng panukalang batas na makakatanggap ang solo parents ng comprehensive package of social protection services na kinabibilangan ng livelihood opportunities, legal advice and assistance, at counseling.

Sa ilalim ng Senate Bill 1411, makakatanggap din ng buwanang cash subsidy na nagkakahalaga ng P1,000 ang bawat solo parent.

Maaari ding ma-avail ng mga solo parents ang parental leave. Inaatasan din ng panukalang batas ang mga companies at government offices ng daycare centers. 

Awtomatiko din na kwalipikado sa Philippine Health Insurance Corporation o PhilHealth coverage ang mga solo parents na may premiums na babayaran ng gobyerno.

Binibigyan din ng prioridad ng SB 1411 ang mga solo parents, partikular na ang mga solo mothers na makabalik sa trabaho at kanilang mga anak sa mga apprenticeship at scholarship programs ng Technical Education and Skills Development Authority, ngunit “subject to eligibility and qualifications.”

Naniniwala naman si Senator Risa Hontiveros, isa ring solo parent at isa sa mga primary authors ng panukalang batas na malaking tulong sa mga solo parents ang malapit nang maipasang batas lalo na ngayong panahon ng Covid-19 pandemic.

“Bukod sa kailangang magtrabaho, biglang kailangan namin maging teacher sa aming anak. ‘Pag may magkasakit, COVID-19 man o hindi, wiped out ang konting ipon at walang kahalili sa gastos. Kaya nga habang may pandemya, lalong mahalagang mapabilis pa ang pagsasabatas nito,” pahayag ni Hontiveros sa manifestation nito sa ipinasang SB 1411.

Una nang ipinasa ng House of Representative ang kanilang version ng Expanded Solo Parents’ Welfare Act noong Enero. Ibig sabihin, kailangang mag-convene ang Senado at House of Representative bilang isang bicameral conference committee upang mapag-usapan ang mga hindi nagkakatugmang mga provisions sa kanilang magkaibang versions ng panukalang batas.

Kailangan ratipikahan ng Senado at Kongreso ang kanilang reconciled version ng solo parents welfare bill bago ito dalhin sa Malacañang para sa pirma ni Pangulong Rodrigo Duterte.

SIM Card Registration Bill, aprobado na sa Kongreso





MANILA, Philippines — INAPROBAHAN na sa 3rd at final reading ng House of Representatives ang panukalang batas na magpapatupad ng SIM card registration.
Mahigit sa 180 na mga mambabatas ang pumabor sa House Bill 5793 habang anim ang umayaw at walang nag-abstain.

Sa ilalim ng panukalang batas, kailangang mag-presenta ng valid o government-issued ID na may pictures ang SIM card user bilang patunay sa identity nito sa teleccomunication company o sa direct seller.

Kailangan ding lumagda sa control-numbered registration form ang gagamit ng SIM card bilang patunay na iisang tao lamang ang bumili ng SIM card at ang pupirma sa registration form.

Maaari namang tumanggi ang seller o telco sakaling hindi masunod ang nabanggit na mga requirements.

Sakali namang walang anumang government-issued ID ang bibili, maaaring mag-presenta ito ng NBI clearance, police clearance o Philippine Statistics Authority o PSA certified birth certificate na may ID picture na kinunan sa nakaraang anim na buwan.

Magiging subject naman ng confidentiality clause ng panukalang batas ang mga impormasyong isusumite ng mga SIM card user, maliban na lamang kung may written consent mula sa user.

Required naman ang mga telcos na ilabas ang mga detalye sakaling may court order o subpoena o kung may written request mula sa law enforcement agencies para sa nagpapatuloy na imbestigasyon partikular na kung nagamit ang SIM card sa krimen o illegal na aktibidad.

Sa ngayon, pending sa Senado ang kahalintulad na panukalang batas at nasa second reading na ito.

Samantala, inihayag naman ni Senator Sherwin Gatchalian, ang principal author ng Senate version ng panukalang batas, na umaasa itong matatapos na ang kanilang diskusyon dito sa Enero.

"Hindi 'yan aabot this year, but sigurado ko, aabot 'yan January," pahayag ni Gatchalian.
"Kasi advanced stage na rin dito, nasa floor na. Sa aking pakikipag-usap sa ibang mga senador, wala namang tumututol dito, at lahat, mukhang almost everyone agrees na dapat mayroon na tayong ganito," dagdag pa nito.

Agad naman na nagpahayag ng suporta ang PLDT at ang wireless arm nito na Smart Communications sa panukalang batas dahil malaking tulong umano ito upang masawata ang mga SMS-related cybercrimes.

"The SIM card registration bill will definitely lessen the proliferation of fraudulent spam messages similar to the Smishing cases being encountered now and boost telecom security efforts as well. It will also boost e-commerce adoption and growth," ang naging pahayag ni Smart Communications vice president Roy Ibay.

Libreng annual medical check-up para sa mga Filipinos, pasado na sa Kongreso




MANILA, Philippines — APROBADO na ng House of Representative sa final reading ang panukalang batas na magbibigay ng libreng taunang medical check-up sa mga Filipinos.

Sa kanilang session, 245 ang pumabor, walang tumutol at wala ding abstention sa House Bill No. 9072 o “Free Annual Medical Check-up Act.”

Sa ilalim ng panukalang batas, lahat na mga Filipino, ayon sa pagiging miyembro ng mga ito sa Philippine Health Insurance Corporation o PhilHealth bilang mandato ng “Universal Health Caren Law,” ay makakatanggap ng nasabing benipisyo sa ilalim ng Philippine Health Insurance Program.

Sakaling maging batas, maging karapat-dapat ang mga miyembro sa libreng medical check-up na kinabibilangan ng basic diagnostic at laboratory test kagaya na lamang ng complete blood count, urinalysis, stool analysis, chest x-ray, at complete physical exam.

Ibabase naman sa pondo ng Philhealth ang posibilidad ng pagpapawalak ng iba pang serbisyo sa mga laboratory at diagnostic test.

“To promote health, identity risks and ensure early diagnosis, PhilHealth shall establish a system that allows access to a free annual medical check-up and ensure that Filipinos shall be accorded the quality health services that they deserve,”

Mandatory Sim Card Registration, Muling Isinusulong sa Kongreso




MANILA, Philippines — DAHIL sa hindi pa rin natitigil at mas lalong dumaraming panloloko gamit ang mobile phone, muling isinusulong ngayon ni Deputy Speaker Wes Gatchalian ang registration ng mga prepaid SIM cards.

Layunin nito na madaling ma-trace ang mga scammers at mga taong sangkot sa panloloko online man o offline gamit ang cellphone.

Si Gatchalian ang isa sa mga pangunahing author ng House Bill 5793 o Subscriber Identity Module (SIM) Card Registration Act. 

Muli nitong isinusulong ang sim card registration dahil sa dumaraming online scams at panlolokong transaksiyon na kinasasangkutan ng mga food delivery services.

Ayon sa deputy speaker, tumataas ang kaso ng panloloko gamit ang cellphone gaya na lamang ng mga pekeng booking sa mga food delivery services.

Ito'y dahil madali umano para sa mga user ng food delivery services na gumawa ng pekeng pangalan at magtago gamit ang kanilang prepaid mobile number at matatapang na gumawa ng panloloko.


"We change SIM cards as fast as we change our soiled shirts. Alarmingly, this seeming boundless stream of supply has become a magnet for nefarious and illegal activities,” Gatchalian said in a statement.

“For example, mobile phone numbers are used to register to food delivery services like GrabFood and Food Panda and because users can create fake names and hide behind the anonymity that a prepaid mobile number can give, they become brazen in committing fraudulent acts,” ang pahayag ni Gatchalian.

Ayon sa mambabatas, suportado ng mga telecommunication companies maging ng mga delivery riders ang panukala. Sakaling maging batas, matitigil nito maging ang mga text scams.

“We want to protect the interest of our hardworking food and package delivery riders who have no choice but absorb the expenses and the penalties incurred when they fall victim to these pranks and scams,” 

“We would easily be able to ascertain the identity of these scammers as everyone purchasing a prepaid SIM card would now be required to provide a valid ID,” dagdag pa ni Gatchalian.

Sa Senado, may kahalintulad din na panukalang batas. Ito ay ang Senate Bill No. 176 o SIM Card Registration Act na kung maging batas, kinakailangang mag-presenta ng valid ID at picture at sinomang bibili ng SIM cards. Kinakailangan din nitong lumagda sa isang control-number registration form na ibibigay ng service provider ng biniling SIM card.

Are You Willing to Increase Your SSS Contribution In Return Of 100 Days Maternity Leave?






House Bill 4113 or the 100 Day Maternity Leave Law and Senate Bill 1305 or the Expanded Maternity Bill are now both approved by the House of Representative and the Senate respectively. Both bills are proposing for the increased number of paid maternity leaves from the current number of 60 days for normal delivery while 78 days for caesarian birth.  House Bill 4113 is proposing for 100 days of maternity leave that may extend to another 30 days without pay while Senate Bill 1305 proposed a 120 days maternity leave regardless of delivery of birth and can be extended to another 30 days but without pay.  The House and the Senate still have to reconcile their versions of the bill before it can be submitted to President Rodrigo Duterte for signing into law.  But if the proposed bill becomes a law, the Social Security System (SSS) said, it needs to raise member's contribution rate to support an additional benefit for the increasing number of paid maternity leaves. According to Louie Sebastian, SSS assistant vice president for media affairs, that in the first half of 2018 alone, SSS released some P3.3 billion in maternity benefit payment. He said this amount will increase by 52% if the number of days of maternity leave will increase. Sebastian added that lawmakers should increase membership contribution to 11.3 percent from current 11 percent to raise funds for additional maternity benefit payment. He also warned that failure to do so will shorten the lifespan of the agency by a year to 2013. Under the provision of HB 4113, 100 days paid maternity leave will be granted to a pregnant female worker regardless of her civil status, the legitimacy of her child and whether she gave birth via caesarian section or natural delivery. Starting September 11, 2018, the implementation of Saudization to 12 different jobs in Saudi Arabia will come into effect. Under the Saudization, Saudi nationals will replace expatriate workers in 12 occupations within five months period starting this month.   According to Saudi Press Agency (SPA), the first phase of the latest Saudization drive will cover the following sectors; 1. Car and motorcycle shops 2. Clothing stores and children's clothing 3. Men's accessories 4. The Kingdom of Saudi Arabia wants to open more job opportunities for its local citizen with an aim to cut down unemployment and create more jobs for their qualified residents. According to Shoura Council member Saeed Bin Qasim Al-Khaldi Al-Maliki, there is a need to open more job opportunities for their own nationals and lessen the expat-dependency especially in health and education sector where there are 60,000 jobs occupied by expats!  "We should not depend on these jobs on the non-Saudis forever while we have qualified Saudis who are capable of doing perfectly the jobs not only in these two sectors but in all other fields," he said.  With this, he is pushing for nationalization of educational jobs in Saudi Universities. He added, there are many Saudis with Masters and Ph.D. degrees who can take over the jobs of many foreigners.  According to Al-Maliki, there were 60,000 jobs in the sector of education and health currently occupied by foreigners. These jobs he said, is open for nationalization. Aside from this, he said that there are 41,000 non-Saudis being employed by the government and the Kingdom should not depend on expats in terms of its local employment.  Al-Maliki confirms that there are a large number of qualified Saudis who are capable of working in the health sector. This plan is a part of Saudi's Vission 2030 that seeks to reduce the overall unemployment rate from 11.6% to 7%, overhaul the education system and increase the female participation rate from 22% of the workforce to 30%. Part of this is to create 450,000 new jobs for Saudis by 2020.

Filipinos have to wait for Senate version of the bill for consolidation.

The national ID system is included in the Duterte administration's legislative agenda.

House Bill 6221 or "Filipino Identification System" will provide for the establishment of National Identification Database System or the Filipino Identification System (FilSys).

According to its proponent, the National ID system will help speed up the delivery of basic social services to Filipinos.

But critics said this ID could lead to a violation of privacy, especially of those government critics.

Under the proposed measure, the face of the ID card will include a common reference number, barcode, the owner's full name, name suffix, front-facing photograph, sex, date of birth, place of birth, permanent address and blood type.

The following are proposed to be included in National ID System
The common reference number, agency code, enrollment date, and station ID will be embedded in the smart chip of the card.

Under the proposal, 18-years old and above will oblige to register.


The Philippine Statistics Authority will be in charge of the release of cards following the enactment of the bill.

The Department of Finance earlier proposed to allot P2 billion for the roll-out in 2018 of the national ID system.

With this, House Speaker Pantaleon Alvarez offers a solution to end the suffering of both parties staying in a dysfunctional married life. Getting married is simple and easy but getting out is painful, expensive and a long process. The Philippines is the only country in the world without divorce. Annulment is available but expensive. These are common reasons why some people stay in a marriage in spite of being unhappy and loveless.

With this, House Speaker Pantaleon Alvarez offers a solution to end the suffering of both parties staying in a dysfunctional married life.

According to Alvarez, the bill for dissolution of marriage will be his advocacy in the second regular session of the 17th Congress.






Under his proposal, parties will be spared from the painful process of annulment by allowing couples to jointly petition a court for the dissolution of their marriage. 

Alvarez explained this is not a divorce bill but merely seeks to free couples from an unhappy marriage.

In an instance that one of the spouses refuse the dissolution, the other spouse can still petition a court on the ground of unhappiness.

According to the house speaker, the bill won't undermine the institution of marriage and will, in fact, reinforce it because it will compel couples to work on keeping their marriages happy.






Even if the bill has not yet reached in Congress, some sectors already criticized the proposal of House speaker.

For Buhay Rep. Lito Atienza the planned bill “totally removes” the “genuine essence of marriage.” Atienza added that the bill will destroy the sanctity, respect, and value of the family.

Gabriela Party-list Rep. Emmi de Jesus also cried foul over the proposal for dissolution of marriage, pointing out that the term “unhappy” used in the bill is “very subjective.”


Archbishop Oscar Cruz, Judicial Vicar of the National Appellate Matrimonial Tribunal of the Catholic Bishops’ Conference of the Philippines (CBCP), also expressed dissent against the bill.

He then stressed that children are the first victims of failed marriages.

Overseas Workers Welfare Organization (OWWA)  Administrator hans leo Cacdac has disclosed that OWWA board of trustees  has recently approved a resolution allotting financial aid for Overseas Filipino Workers (OFW), who were affected by the ongoing clash between the government forces and the Maute terror group in Marawi City.   The approved financial aid amounting to P100 million will be distributed by the agency to the affected OFW families.     According to Admin Hans Cacdac, the calamity component involves cash assistance of P3,000 for active members and P1,000 members who are not active.   OWWA Region 10 office is already in the process of determining the number of  qualified beneficiaries for the cash assistance.     “Our Region 10 director is on the ground in Iligan and Cagayan de Oro, determining the amount to be given to the beneficiaries. Distribution will happen in the coming week,” Cacdac said.   The Department of Labor and Employment (DOLE), for its part,  earlier said that it will provide livelihood aid to  the displaced workers due to the crisis.  Marawi residents, including OFW families had voluntarily evacuated their homes in area since last week due to the rising tension. Most of them went to the nearby areas like Iligan and Cagayan de Oro City.  Their villages had been under Maute terror and they need to be somewhere safe.  President  Rodrigo Duterte already declared martial law in  the entire Mindanao  ordering the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to intensify counter offensives against the ISIS-inspired group. OWWA is now ready to help them start over with programs suited to help displaced OFWs.  Ms.Rosalina B. Casuga is a worker from Malaysia for six months. She is a returnee from San Carlos Heights, Baguio City. She applied under the Balik Pinas Balik Hanap Buhay Program at OWWA CAR and received her starter kits livelihood assistance on June 2, 2017.  The program is a package of livelihood support to returning OFW's who are either displaced by hostilities, distressed workers or other distressful situations. The aim is to help the returning OFWs  by providing livelihood that will generate everyday income for the family.  The OWWA “Balik Pinas!
