MGA foriegn skilled workers sa private sector kabilang na ang daan-daang mga Overseas Filipino Workers o OFWs ang makaka-benipisyo sa bagong labor reform ng Saudi Arabia.
Inilabas ng Ministry of Human Resources and Social Development o MHRSD ng Saudi ang Labor Reform Initiative o LRI na may layuning pamabuti ang contractual relationship sa pagitan ng mga manggagawa at employers nito upang mas maging kaakit-akit pa ang job market ng bansa.
Sa ilalim ng LRI, niluwagan ang contractual restriction sa mga foreign workers kabilang na ang mga Pinoy.

Sa bagong labor reform, pinapayagan ang mga manggagawa na lumipat ng trabaho at umalis sa bansa nang walang pahintulot mula sa kanilang employer. Posible na rin ang pagkuha ng final exit visas na walang pahintulot mula sa kanilang mga employer.
Magiging epektibo ang nasabing Labor Reform sa Marso 14, 2021.
“This will allow foreign workers the right to change jobs by transferring their sponsorship from one employer to another, leave and reenter the country and secure final exit visas without the consent of their employer, which have long been required under Saudi’s kafala or sponsorship system,” ang naging pahayag ng Department of Foreign Affairs o DFA.
Sa bagong labor reform, matutulungan ang mga foreign workers na makakuha ng residency status na hindi nakasalalay sa employer o employment status nito. Itinuturing itong malaking reporma sa sponsorship system.

Layunin umano ng Kaharian na mapabuti pa ang work environment ng mga nasa private sector at makamit ang international standard. Una nang ipinatupad ng Saudi Arabia ang iba't-ibang mga programa upang maprotektahan ang sahod ng mga manggagawa, mapabuti ang kanilang work environment, housing condition at insurance.
“This initiative protects an employee’s dignity and freedom and guarantees for the employer compliance with the contract. The Saudi government is keen to reform the business sector and the labor market and to adhere to the requirements of the International Organization of Labor.”
Samantala nilinaw ng MHRSD na may limang mga professions na hindi kasali sa labor reform initiative at ito ay kinabibilangan ng mga sumusunod;
- Private Driver
- Home Guard
- Domestic Worker
- Shepherd
- Gardener o Farmer
Ang nasabing pagbabago ay hakbang ng Saudi Arabia sunod sa mga positibong development sa Middle East na pinangunahan ng Bahrain at Qatar na una nang nag-basura sa istriktong Kafala o Sponsorship system.
Sa ngayon umaabot na sa 865, 121 ang bilang ng mga Filipino workers sa Saudi Arabia.
Sa statement ng DFA, muling pina-alala ng mga ito na si Pangulong Rodrigo Duterte ang una at natatanging head on state na tumuligsa sa Kafala system.
“Not only did the Philippines speak against Kafala in the United Nations and in every possible international forum; we walked the talk by partnering with the prominent Kingdom of Bahrain in their labor reforms. We supported Bahrain’s Flexi Visa system that allows migrant workers to become freelancers and to be free of sponsors,” ang naging pahayag ni DFA Undersecretary for Migrant Workers' Affairs Sarah Lou Arriola.
