GUIDELINES HOW TO AVOID BECOMING A VICTIM OF ILLEGAL RECRUITMENT
These are the usual processes that OFWs go through before they get deployed overseas.

1. Check the Validity of the License of the Agency or Recruitment firm and the approved Job Orders.

List the name and contact details of the agency and their addresses and owner. You can find it from the links above. 
Even when the agency are legal and registered, make sure to verify the job order at the POEA. 

NEVER AGREE TO WORK ABROAD UNDER TOURIST VISA!
2. Legal Recruitment Agencies are not supposed to collect placement more than the equivalent one-month salary. If they are charging you more, report this to POEA.

3. For Seafarers, Domestic Helpers or Household Service Workers, legal recruitment agencies are FORBIDDEN to collect any amount as placement fee. And if you are bound to work in countries that prohibits placement fees like New Zealand.

4. If you are going to pay anything, from processing of papers to agency fees, always ask for an OFFICIAL RECEIPT.

5. Attend Pre-Employment Orientation Seminar or PEOS by POEA for free. Click here for more details.

You will self reflect and answer the following questions:

a) Are you qualified?
b) Do you have the experience and skills that are necessary?
c) Are you ready to live abroad and foreign culture and environment?
d) Are you ready for the expenses and processing fees?
e) Are you ready to leave your family?

6. Prepare and process your documents by submitting to your recruitment agency.

7. There are certain jobs that undergo trainings in TESDA and other TESDA accredited centers. 

8. Prepare for your medical examination.

9. Be sure to read your contract, and clarify the details before signing your contract. 

10. Attend PDOS or Pre-Departure Employment Seminar.

And on your departure, make sure you are ready with the following:

a) OEC or Overseas Employment Certificate
b) Passport with Working Visa duly stamped in your passport.
c) Employment contract 
d) Plane ticket
e) Certificate of Coverage for Mandatory Insurance
