To Avoid Debit Card Services Inconvenience, BDO Bank Has Advisory to All Card Holders

Banks in the Philippines has already started deactivating ATM and debit cards equipped with magnetic-strip technology. One, for example, is the BDO Unibank that deactivates their ATM and debit cards with magnetic-strip last January 31. So for ATM user out there, make sure your card is already equipped with EMV technology.   According to BSP Deputy Governor Chuchi Fonacier, June 30 deadline given to banks to fully comply with the shift to EMV technology is already enough and extension is not possible. 1. What is EMV?

EMV stands for Europay MasterCard Visa. It is a global standard for payment card transactions using chip technology. The EMV chip card technology has enhanced security features, which include encryption locks and keys to authenticate the card and the cardholder's transaction, protecting card data from being compromised.

2. Why shift to EMV?

The regulatory requirement to shift to EMV or the Europay MasterCard Visa is part of the banking industry’s move to produce a more effective way of significantly reducing counterfeit fraud, skimming and other related attacks which magnetic stripe payment cards are more vulnerable to.

3. Is the card free of charge?

Yes, the EMV card that will replace your old, magstripe non-EMV card is free of charge. Succeeding card requests due to lost or damaged card will be charged a P150.00 replacement fee.

4. When and where can I pick up my EMV Card?

You can pick-up your EMV Debit Card anytime at your branch of account.
For your Payroll Debit Card, it will be distributed through your HR Department. Kindly wait for further announcements from your HR.
If you have an Asenso Kabayan Debit Card, please wait for further announcements on when your card will be changed to an EMV Debit Card. However, you may also voluntarily request for card replacement to EMV from your branch of account even prior to the bank’s migration schedule.

5. What do I need to bring?

Please bring at least one valid ID for identification purposes.

6. What should I do with my old BDO ATM Card?

You can cut your old card especially the magstripe portion and dispose of the card once you have your replacement EMV Debit card. Your old magnetic stripe card will be deactivated upon issuance of your EMV Debit Card.
7. I wish to pick up my EMV Card in another branch that is not my branch of account. What should I do?

For security reasons, you need to claim your EMV Debit card at your Branch of Account. However, we are making special considerations for Provincial clients. If your branch of account is in the province, you may request your branch of account to send your EMV card to a BDO Manila branch that you prefer. You will be required to submit a signed letter of authorization to send your card to the preferred servicing branch.
8. Can I have an authorized representative get my EMV Debit Card for me? What are the requirements?

For security reasons, we suggest that you personally pick up your EMV Debit card. However, if you are unable to claim it, you may have an authorized representative from your immediate family to claim your EMV Debit card. Pick- up of EMV card via representative is limited to your branch of account and submission of bank standard authorization letter which you can secure from any BDO branch together with your ID and ID of the representative are required.

9. My current non-EMV Debit Card is Mastercard, can the replacement EMV card be a VISA (or vice versa)?

The Bank has retained the brand of your old debit card. If you want to replace your Mastercard Debit Card with a Visa, this will be treated like a replacement card and will have a fee of P150. Production of the new card shall take three (3) to seven (7) banking days.

10. My current non-EMV Debit Card is non-branded or local, can I opt for a Mastercard or VISA?

Your existing local non-EMV Debit Card has been replaced with EMV Debit Card Mastercard. If you wish to replace it with another brand, processing shall take three (3) to seven (7) banking days with a replacement fee of P150.00.

11. I received an SMS for my regular account, but I also have a Payroll Debit Card or Asenso Kabayan Debit Card, can I claim it at the same branch?

There are different ways of card distribution per type of account.

For your Payroll Debit Card, it will be distributed through your HR Department. Kindly wait for further announcements from your HR.

If you have an Asenso Kabayan Debit Card, please wait for further announcements on when your card will be changed to an EMV Debit Card. However, you may also voluntarily request for card replacement to EMV from your branch of account even prior to the bank’s migration schedule.

In the meantime, kindly claim the EMV Debit Card for your regular account from your branch of account as soon as possible to avoid any inconvenience.

12. When was this announced? My friend already received an SMS about his/her EMV Debit Card, why wasn’t I notified?

The Bank may not have your current contact details. Please be advised that your EMV Debit Card is ready for pick up at the branch where you opened your account. Once you pick up your card, please update your contact details so we can send you important advisories regarding your card. If this is a Payroll account, please coordinate with your HR regarding the release of your EMV Debit Card. 
13. Can I have my EMV Debit Card delivered to my home address instead? I have no time to go the branch.

We are unable to deliver your BDO EMV Debit Card to your home address. However, you may send an immediate family member as your authorized representative to pick up your BDO EMV Debit Card. A bank standard authorization letter which you can secure from any BDO branch will be required to be submitted for pick-up of the card via representative together with your ID and ID of the representative.
14. What do I need to do after claiming my BDO EMV Debit Card from my branch?

After claiming your new EMV Debit Card, please go to the nearest BDO ATM to nominate your new PIN by following easy steps immediately so you may use your card on the same day.

  • Step 1: Go to any BDO ATM
  • Step 2: Insert your card
  • Step 3: Select "Other Services"
  • Step 4: Select "PIN Change"
  • Step 5: Enter any 6-digit PIN (Personal Identification Number), e.g. 645372, 879224, etc.
  • Step 6: Enter your desired PIN
  • Step 7: Re-enter your desired PIN
  • Step 8: Wait for the message: "New PIN has been generated"
  • Step 9: Get the transaction receipt

15. Will this new BDO EMV Debit Card protect me from all types of fraud once I claim and activate it?

Claiming your EMV Card is a first key step in protecting yourself from fraud. For your better protection, we highly encourage you to remain vigilant and make sure to secure your card, PIN and other account information.
16. What happens if I don’t change my ATM Card to an EMV Card?

In compliance with BSP Circular 859. Series of 2014, all non-EMV cards need to be replaced with an EMV card by June 30, 2018. We suggest you have your ATM Card changed by picking up your EMV card as soon as possible to avoid any inconvenience.

17. I’ve read that BDO Debit Cards without the EMV chip will be deactivated by January 31, 2018, what does that mean?

It means that you can no longer use your Debit Card with no EMV chip in any ATMs, POS or Online Purchases. We highly advise that you claim your EMV Debit Card from your branch of account for your convenience.
