93 Applicants Rescued From Human Trafficking

Human trafficking is a problem opposed by Philippine Overseas Employment Administration (POEA). In protection with overseas Filipino workers (OFW), the government has a strict law against human trafficking and illegal recruitment.
With human trafficking as a crime against humanity, the Philippines passed R.A. 9208, the Anti-Trafficking in PersonsAct of 2003, a penal law against human trafficking, sex tourism, sex slavery, and child prostitution.
Many aspiring OFWs are often lured to this trade due to very enticing promises of good salary and a chance to work overseas but often victimized by these group people who often take advantage of their situation.

In a raid conducted by the National Bureau of Investigation (NBI) Bulacan in a building in Caloocan City, 93 individuals who are all aspiring overseas Filipino workers (OFW) applying for domestic jobs in Saudi Arabia are rescued from their recruiter.

The suspect, Jason Rabe, was arrested inside a mall.  Dale narrated that he was giving cash to the suspect in multiple occasions since last year.  Rabe told the OFW that he needed money for the hospitalization of his sibling. He also told the OFW that his parents and his other sibling died just recently.  In total, including the money he sent for an alleged business investment, the suspect took P4 million cash from the OFW victim.  With growing suspicion, the OFW finally investigated and found out that there was no business investment and all the stories that the suspect was telling him were all nonexistent and made up by the suspect to extort cash from him. In spite of the rising prices of commodities and services and others due to the high inflation rate, many Filipinos believe that the country is on the right track. Just recently, the new minimum fare is being set to P10 while the minimum wage remains stuck. That is what the latest SWS survey indicates. 20,000 OFWs Receive P20K Balik-Pinas Balik-Hanapbuhay Program Of OWWA

“The essence of Balik-Pinas, Balik-Hanapbuhay is to teach OFWs to be their ‘own bosses’ hence teach them the value of “self-reliance”, and, eventually, “self-esteem”. Since the businesses will be their own, they should be able to sustain the ‘interest’ to make it as their means of livelihood thus making the most out of the revolving capital. Hopefully, they are able to change their own transformation from being OFWs, into entrepreneurs,” OWWA Administrator Hans Leo J. Cacdac said.
Target beneficiaries of the Program are returning OWWA members, active or non-active who were displaced by hostilities or wars/political conflicts, policy reforms or changes by host governments; victims of illegal recruitment or human trafficking or other distressful situations; Distressed wards at the Migrant Workers and Overseas Filipinos Resource Centers who are due for repatriation; and OWWA-members who were employed by foreign employers which suffered with financial difficulties due to economic conditions.

Balik Hanapbuhay Program, a program aiming to provide OWWA members, active or non-active, financial assistance as immediate relief to returning displaced OFWs due to war, political conflicts, policy reform controls, or changes by the host government. 2 POEA Officials Fired Over OEC Corruption, Illegal Recruitment


In the height of investigation against corrupt officials who are allegedly involved in illegal activities which prompted DOLE to suspend the issuance of Overseas Employment Certificates (OEC) for new applicants and direct hires, two POEA officials has been removed from their posts after being involved in illegal processing of OEC and illegal recruitment.  According to  Department of Labor and Employment (DOLE), aside from revamp, they already fired two officials who's names were not disclosed.  DOLE Usec. Dominador say said that depending on the extent of their liability, the officials will face either administrative or criminal charges which will surely go down to removal from service. In spite of the existing suspension, the long queues of  applicants in recruitment agencies are still on.  DOLE said that they will lift the suspension once they are through with the investigation. The DOLE order also states that the suspension could also be extended depending on the progress of the investigation. DOLE expects that the investigation to be completed on December 1. The suspension of issuance of OEC will be lifted  as soon as it is done. Initial estimate of the POEA shows that there are about 5,000 new OEC applications everyday and it is expected that the number of OFWs who will be affected by the suspension will be around 75,000 during the 15-day suspension. The purge doesn't go only with high ranking officials of the POEA. All security guards and janitors will be replaced for their alleged involvement in illegal recruitment.

The Department of Labor and Employment (DOLE) on Tuesday said around 40 security guards and 40 janitors of the POEA act as bagmen and messengers in illegal recruitment schemes.

Meanwhile, the suspension of issuance of OEC's is still in effect due to reports that some POEA officials are conspiring with illegal recruiters and collect large sum of money amounting up to P250,000 from their fraudulent undertakings.

Pres. Duterte Orders NBI, CIDG to Hunt Illegal Recruiters; Warned OFWs Against Drugs

Hunt and arrest illegal recruiters. This is an order of President Rodrigo Duterte to National Bureau of Investigation (NBI) and the Criminal Investigation and Detection Group (CIDG).  The president said that aside from targeting "riding-in-tandem", killers, car thieves, and kidnappers, PNP should make illegal recruitment a priority.

"Human trafficking is a serious problem that transcends borders," he said. "Therefore we all have a responsibility in making sure that this battle is won."

Duterte also issued a warning for OFWs abroad to follow the rules of your host countries.

He cited drug cases as an example. Duterte explained that he has refused to make any statements in cases where Filipino are caught abroad on drug charges.

Many Filipinas come to work to Hong Kong with one thing in mind, to earn more money for their family. some of them were lucky to have found good employers but some of them, sadly, were with abusive employers. 

A domestic worker came to work in Hong Kong but was forced by her employer to serve in Shenzhen two years ago, says she was forced to work 20 hours a day while in that mainland Chinese city.

Mary, 37, the mother of two children, recalled in an interview with Apple Daily that she had been sent to serve in a house in Shenzhen two weeks after she came Hong Kong in 2015.

Her employer, an elderly woman, acquired a multiple-entry visa for her, which allowed her to stay in mainland China for up to 15 days on each visit.

Initially, Mary had to go to work in a Shenzhen house between Friday and Sunday at least three times a month. She was ordered to do the household chores from 4am to midnight and was not allowed to go online or walk on the street alone. Later it was arranged for her to serve her employers’ relatives in different houses in Shenzhen.

She was once sent to take care of a young man in a hospital in southwestern Guangdong province for 21 days, making her husband in the Philippines very worried.

The situation lasted four months until Mary returned to Hong Kong and called for help from her employment agency. She said she was given a new employer after she threatened to report the case to the Immigration Department.

Mary said the Hong Kong government had the responsibility to stop these kinds of exploitation of domestic workers.

The interview was a part of a series of reports published by Apple Daily on Sunday about how domestic workers were forced to illegally work in China. In July, a 28-year-old Filipino maid jumped to her death from a building in Shenzhen after she was forced by her employer to serve in the southern Chinese city.

Eman Villanueva, vice-chairman of the Filipino Migrant Workers’ Union, has estimated more than a thousand Filipino domestic workers hired to work in Hong Kong have been forced to work across the border in Shenzhen.

Getting Visit Visa to UAE Will Be Tightened Soon for Filipinos

Due to misusing or abusing of some Filipinos of their visit visa program, getting one to United Arab Emirates (UAE) will be tightened soon.  According to Ambassador Constancio R. Vingno Jr., the UAE and the Philippines are having some dialogues to forge an agreement to address the problem.  This is the alleged syndicate in the Philippines trafficking Filipino job seeker to UAE using visit visa to their entry.

The ambassador was referring to reports about a syndicate in the Philippines trafficking Filipino job seekers to the UAE by facilitating their entry using visit visas.

Vingno added, this victim ended up as household service workers and run away from their employer because they are not prepared for work.

He said some of this is teachers whose plans were to be tutors, sales ladies or clerks in the office but ended up working as maids.

In the agreement between the Philippine and UAE government, these cases will be eliminated soon and all recruitment will now fall under the UAE Ministry of Labor for OFWs to have protection.

“If something happens to the OFWs, there is a counterpart agency in the Philippines that we can run after,”

Vingno explained that Filipinos with visit visa comes to UAE in three classification



1. those who entered with a “contact.”

2. those referred to a “contact.”

3. those who were just trying their luck

He added that there are Filipinos coming to UAE trusting their contact even only in Facebook.

This problem comes into light as cases of human trafficking activities and a number of runaways in the UAE is getting higher.
