Bilang ng mga Filipino na Gustong Mag-trabaho bilang Household Service Workers sa UAE, Nasa 100,000!

MANILA, Philippines — KINUMPERMA ng Department of Labor and Employment o DOLE na nasa 100,000 ang bilang ng mga Filipinong naghihintay na maibabalik ang deployment ng mga household service workers o HSWs sa United Arab Emirates.

Kaugnay nito, kinumperma ni Labor Secretary Silvestre Bello III na simula Marso 31, muling magpapadala ng mga HSW ang Pilipinas sa nabanggit na bansa.

Ito'y matapos nagkasundo ang Pilipinas at UAE sa tinaguriang “historic” agreement para sa ikabubuti ng mga Filipino domestic helpers sa nabanggit na bansa.

“Marami ‘yan. Isang daang libo,” ang naging sagot ni Bello sa panayam ng ABS-CBN nang tinanong sa bilang ng mga OFWs na naghihintay sa muling pagbabalik ng deployment sa ng mga HSW sa UAE.

Paliwanag ng opisyal, maraming mga Filipino ang gustong mag-trabaho sa UAE dahil sa malaking sahod at patas na pagtrato sa mga household workers.

“Ganun karami, now that they are offering the deployment to the United Arab Emirates. Kasi alam niyo maganda ang pay scale doon, maganda ang treatment sa household service workers, kaya nga despite the fact na wala tayong deployment doon, marami tayong mga kababayan na pumupunta doon as tourists. And from tourist visa, nagkakaroon ng change to working visa,” dagdag pa ni Bello.

Taong 2014 nang sinuspende ng Pilipinas ang pagpapadala ng domestic helpers sa UAE.

Ayon sa Phippine delegation head na si Undersecretary Claro Arellano, sakop ng bagong deployment ang Unified Employment Contract na may mga probisyon kagaya ng standard employment contract na ginagamit sa Kuwait.

Napapaloob sa kontrata ang mahigpit na hakbang upang maprotektahan ang mga Filipino household workers ayon na rin sa direktiba ni Pangulong Rodrigo Duterte.

Sa ilalim ng unified contract, pawang may pananagutan ang employer, ang Foreign Recruitment Agencies at ang Philippine Recruitment Agencies sakaling may mangyaring masama sa Filipino workers.

Napapaloob din sa nasabing kontrata ang mga sumusunod:

The right of the domestic worker to take at least eight (8) continuous hours of sleep every night;
The right of the domestic worker to take a break that is paid, outside the residence of the employer at least one (1) full day every week;
The right of the domestic worker to keep his/her passport or identification documents and the employer is not allowed to hold them;
The employer shall allow the domestic worker to have and use cellular phones and other communication devices and the employer is prohibited from confiscating them;
Opening of bank account under the name of the domestic worker for payment of salary;
Allowing the domestic workers to cook her or his own food.

Maliban dito may napagkasunduan din ukol sa conversion ng tourist o visit visa patungong working visa.

Tulad ng napagkasunduan, aabisuhan ang Philippine Overseas Labor Office (POLO) kapag ang isang visit visa ay 'ikinonvert' sa employment visa para sa isang Filipino domestic worker.

Hindi din umano inirerekomenda ang conversion ng tourist visa patungong working visa dahil maaaring maging dahilan ito ng illegal recruitment at trafficking in persons.

2 OFWs Faces Charges Of Attempted Murder Of A Fellow OFW In UAE

Filipinos especially the overseas Filipino workers (OFWs) are known for their outstanding compassion to others, nonetheless with their compatriot or fellow Filipinos when they are outside the country or on their work abroad. They extend help to fellow OFWs who needed it and every OFWs somehow feel safe when they know that there OFWs around.
Sometimes, unfortunate things happen that a compatriot will cause you trouble or worse, try to kill you.

Two OFWs who are working as a waiters have been accused of trying to kill a man, who was trying to defend a friend over stalking a woman in an elevator.

A Filipino man and his two Filipina women were said to have visited their friend at his residence in May one night where they spent some time and left the place at around 4am.

Shortly on their way out, the three Filipinos returned back to the flat and claimed to their friend, according to records, that their two countrymen waiters, aged 32 and 33, had attacked them in the lift.

The Filipino man accompanied his three friends outside and when he confronted the suspects, the two waiters assaulted them again.

Then the 33-year-old waiter cornered the man and the 32-year-old took a knife and stabbed him twice although he had tried to block the assault and protect himself with a bottle.
The suspect was arrested by the police authorities while the victim was rushed to the hospital for treatment.
According to the charges sheet, prosecutors said the 33-year-old cornered his countryman meanwhile the 32-year-old stabbed him in his shoulder and belly, and therefore charged with attempted murder. The suspects pleaded not guilty.

“I acted in self-defense. He attacked me first and I defended myself,” argued the 32-year-old as he refuted his accusation before presiding judge Mohammad Jamal.

The stabbed Filipino testified to prosecutors: “My friends came to visit me and when they walked out at 4am, they returned a few minutes later. They told me that the two suspects had assaulted them. When I went out with them to check what had happened, I had a fight with them. They stabbed me with a knife and tried to kill me.”

In a statement by Bagong Henerasyon Party-list Rep. Bernadette Herrera-Dy, she said that the Congress approved House Bill (HB) No. 8110, which proposes a standard handbook on the rights and responsibilities of OFWs, and House Bill 1700, granting OFWs the right to equal protection on money claims. Under HB 8110, the Philippine Overseas Employment Administration (POEA) is mandated to develop, publish, disseminate, and update a handbook on the rights and responsibilities of migrant workers. They shall also be the lead agency in implementing an intensified program against illegal recruitment activities. The bill also provides that the handbook shall be written in words that can be easily understood, with translation in the local language as may be necessary. On the other hand, HB 1700 is seeking to amend Republic Act No. 8042, or the “Migrant Workers and Filipino Migrants Act of 1995”, by removing the clause "or for three months for every year of the unexpired term whichever is less" found on the fifth paragraph of Section 10 of the law which refers to money claims for the unexpired portion of a migrant worker's contract. Under the measure, a worker shall be entitled to the full reimbursement of his placement fee and deduction made with interest at 12% per annum in case of termination of overseas employment without just, valid or authorized cause as defined by law or contract, or any unauthorized deduction from the migrant worker’s salary. There's nothing wrong with being generous but not too much Advise your spouse to exercise caution when giving help to extended families, relatives or friends. There is nothing wrong with extending help but there has to be a limitation. More than 100,000 English Teachers, Needed in China

Due to the Philippines excellent English education program and its proximity to China, the country is seen to fulfill China's need for thousands of tutors or teachers. According to PTV news, China is in need of more than hundred thousands of English teachers to help Chinese students learn the language.

This is a good news to Filipinos because according to a Chinese university professor, their country prefers to hire Filipinos and they are offering attractive employment package for this. According to Dr. Zhang Hang, a Chinese language teacher, and researcher at the College of International Relations at Huaqiao University, there are many Chinese who can hardly understand English especially the older one.

To date, Zhang said that there are around 10,000 English teachers in China and mostly from the Philippines. With the possible employment opportunities to Filipinos, he believes that it could strengthen the China-Philippines relations.

It was reported last April this year that President Duterte and Chinese President Xi Jinping are expected to sign an agreement that will allow China to hire more Filipino English teachers. According to reports, China is now more interested in hiring so-called "non-native" English speakers or those from colonized countries.

This coming November, Presidential daughter, Davao City Mayor Sarah Duterte will also visit Jinjiang in Fujian province to the lunch of a direct flight from Davao to China and vice versa.

DOLE: 5,000 Hotel Jobs For Filipinos, May Open Soon In Israel

The Department of Labor and Employment (DOLE) are hopeful that the Philippines can deploy hotel worker in Israel as early as November this year. DOLE Secretary Silvestre Bello III confirmed that there may soon be 5,000 openings for Filipino hotel workers in the said country. According to reports, the Israeli government has expressed a preference for Filipino workers to fill the job positions. Bello assures that the pay is always very good since caregivers are receiving $1, 350 to $2,000 a month in the said country. He added that hotel workers may have the same amount of salary. If you are planning to apply for this job, DOLE advised soon to be applicants to prepare and secure a certificate from the Technical Education and Skills Development Authority (TESDA). It said that this is one of the requirements for applicants who want to enter the hotel and restaurant industry. According to the Labor Department that aside from Israel, Japan and Germany have also opened more jobs for Filipino workers. Japanese Ambassador Koji Haneda said through the residency status the country is planning to offer, more skilled foreign workers will be able to get job opportunities in his country next year. In his speech at the 44th Philippine Business Conference at the Manila Hotel, Haneda said Japan will create a new residency status for foreign workers with a certain level of expertise or skill starting next year.

Single Parents May Now Avail 20% Discount In Quezon City

There are over 20 million solo parents in the Philippines. Even some overseas Filipino workers (OFWs) were single moms and was forced to find a work abroad to support their kid/s because they are raising their children alone without the support of their former partners. Having a growth rate of 30.5 % as of last year, the Federation of Solo Parents expects the population further increase this year.

To assist solo parents in the Philippines, the government introduced the Solo Parent ID, an identification card that allows single parents to enjoy certain benefits. Now the Quezon City Government has now approved an ordinance granting 20% discount to solo parents.

The Quezon City council has approved on final reading an ordinance granting a 20% discount to solo parents at all food establishments in the city.

The discount, according to the council, will be given every first and last Sundays of the month with a maximum restaurant bill of P2,000.

It added that the discount will be tax deductible for the establishments.

The discount aims to help ease the expenses of single parents when dining at restaurants, particularly during special occasions of their children.

To avail of the discount, parents should present their "Solo Parent ID," which they can apply for at the city's social services department.

QUALIFICATIONS:

A solo parent, as defined by RA 8972 is:

A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender provided that the mother keeps and raises the child.

Parent left solo or alone with the responsibility of parenthood due to the following circumstances:

a. Due to the death of a spouse.

b. Spouse is detained or serving sentence for a criminal conviction for at least one (1) year.

c. Physical and/or mental incapacity of a spouse as certified by a public medical practitioner.

d. Legal separation or de facto separation from spouse for at least one (1) year, as long as he/she is entrusted with the custody of the children.

e. Declaration of nullity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children.

CRITERIA FOR SUPPORT

Any solo parent whose income falls below the poverty threshold as set by the National Economic and Development Authority (NEDA) and subject to the assessment of the DSWD worker in the area shall be eligible for assistance. A solo parent can directly inquire from the following agencies to avail of their services:

Health Services (DOH)

Educational Services (CHED, TESDA)

Housing (NHA)

Parental Leave (Employer, DOLE, CSC) Note: A solo parent whose income is above the poverty threshold shall enjoy only such limited benefits as flexible work schedule, parental leave and others to be determined by the DSWD.

REQUIREMENTS:

1. The applicants for the solo parent ID must bring the following documents to the City/Municipal Social Welfare and Development Office:

Barangay certification certifying Solo Parent’s residency in the barangay for the last six months

Certificates e.g., birth certificates of children, death certificate of spouse and other appropriate documentary support

Income tax return or any document that will establish the income level of the solo parent

2. The social worker receives and ensures that all documents are complete and registers the applications with an appropriate case number in the log-book Registry of Solo Parents.

Note: The ID will be issued after 30 days from filing. The validity of the ID is one year and is renewable.

There are over 20 million solo parents in the Philippines.
