Isa ito sa tinututukang programa ng Department of Information and Communications Technology kung saan nilalagyan nila ang mga munisipyo, hospitals, mga schools at universities at iba pang pampublikong lugar ng free wifi para may access ang mga kababayan sa libreng internet.
4,000 mahigit na sa halos 6,000 na mga lugar ang lalagyan ng DICT ngayong taon ng mga signal ng wifi at internet, at narito ang listahan at mapa ng mga LIVE na sites ng internet sa buong bansa kung saan pwede kang makapagkonek ng libre. Tingnan ang lugar na pinakamalapit sa inyo.

Sa kasalukuyan ay meron ng mahigit sa 4,000 na mga wifi hotspots at mga live sites ang DICT sa iba't ibang panig ng kapuluan, at target nila na makapaglagay ng 6,000 spots ngayong taon. Mas pinaigting ng DICT ang programang ito lalo pa sa epekto ng pandemic kung saan ang mga estudyante at mga tao ay kailangang gumamit ng internet. The Free Wi-Fi for All – Free Public Internet Access Program aims to accelerate the Philippine government’s efforts in enhancing internet accessibility for Filipinos so that economic, social, and educational opportunities will be bolstered, and the growing digital divide can be bridged.
Drawing its mandate from the provisions of Republic Act No. 10929, the Free Wi-Fi for All Program provides free, fast, and secure Internet access in public places across the Philippines, such as hospitals, basic education institutions, state universities and colleges, airports and seaports, terminal, among others.
By developing relevant systems and enhancing existing ones, the Free Wi-Fi for All– Free Public Internet Access Program aims to:
  • provide Wi-Fi Internet access at no charge in selected public places;
  • provide efficient and effective ICT infrastructure and information systems to the public;
  • promote the use of ICT to improve the delivery of critical functions of government services;
  • provide a lower entry barrier for users, as well as improve accessibility;
  • through public-private partnerships, provide commercial services, but with direct government intervention – in the form of investments – only as a method of last resort; and
  • acquire secured official electronic communications and collaboration systems.

Now It's a LAW! Duterte Approves Free Internet Access in Public Places

Providing accessible and fast internet to Filipino people was one of the promises given by President Rodrigo Duterte in his first State of the Nation Address in 2016.  A year later, he signed Republic Act 10929 or Free Internet Access Program where Filipinos can expect to have a free access to the internet in any public establishment in the Philippines.  The new law "aims to promote knowledge building among citizens and enable them to participate and compete in evolving information and communication age.”

Under the law, the Department of Information and Communication Technology is mandated to make sure that there is a free internet service in public places such as the following:
  • National and local government offices
  • Public basic education institutions
  • Public hospitals, health centers, and rural health units
  • Public parks, plazas, libraries, and barangay reading centers
  • Public airports and seaports
  • Public transport terminals

Unde the law, the internet should be present in main areas of rooms where internet access is expected and these areas are:
  • Computer laboratories and libraries in public basic education institutions and state universities and colleges
  • Main lobbies, hallways of public buildings or transport terminals
  • Assembly points in public parks, hospitals, and health centers
The law requires that signages indicate free Wi-Fi be placed in conspicuous parts of the area.

Minimum internet speed each user should experience is 2 Mbps and will be increased up to 10 Mbps by the year 2020.

It is stated that under the free internet program, access to pornographic websites shall be prohibited and standards will be established to protect the rights and welfare of children.

UPDATE: INTERNET IN EDSA IS FREE - Here Are The IDs

UPDATE: The free wifi service has begun, and people travelling in EDSA are reporting varying speeds to no speed at all. This is because in some areas, the MRT stations are too far in between for the hotspots to cover the entire EDSA. This will be resolved soon as DICT promises to keep the speeds to double-digits or the telcos will have to deal with the wrath of the President.  If you want to connect to the free wifi service, just look fro "FREE EDSA wifi" and "Juan Konek" WiFi IDs. Later on, they will merge into one ID, "PipolKonek".  Globe and PLDT offered their services at no cost to the government. Both telcos have been providing free Wi-Fi connection in different transport hubs such as airports and bus terminals.  The second stage of the project will cover EDSA from Cubao to North Avenue, and from Guadalupe to Taft Avenue. The third and last stage will cover the entire stretch of EDSA, outside the reach of MRT, from MOA to Balintawak. This is expected to be completed by the end of August 2017. The DICT, together with the National Telecommunications Commmission (NTC), will formally launch the free Wi-Fi and high-speed Internet services, dubbed as “Alay Para sa Malayang Pilipino,” in the whole stretch of EDSA.  Free WiFi has long been in the discussion, even before President Duterte took office. In his very first SONA, the current president promised to provide free WiFi nationwide, and now he has delivered on that promise. The Chief Executive instructed the DICT “to provide Wi-Fi access in selected public places throughout the country.”“I have ordered the newly-created DICT to develop a National Broadband Plan to accelerate the deployment of fiber optic cables and wireless technologies to improve Internet speed,” President Duterte also said.  To make the EDSA project happen, the DICT employed strategies, which include providing access points in all MRT stations and in between stations and enhancing infrastructures for cellular services along EDSA. The WiFi network will be available to the entire 24-kilometer stretch of EDSA. Commuters will be able to login to the network for free for the 1st 30 minutes at a speed of up to 100Mbps.  Service testing of the project will be done today, June 10, so if you are travelling via EDSA, you may have an early taste of the Free WiFi while getting stuck on traffic. The Cubao to Guadalupe stretch is said to be a priority in the implementation. DICT’s partner agencies include the Department of Transportation – Metro Rail Transit 3 (MRT3), PLDT and SMART, Globe Telecom, ABRATIQUE & ASSOCIATES, Metro Rail Transit Corporation (MRT DevCo), Metro Manila Development Authority (MMDA, Philippine Reclamation Authority (PRA), Manila Electric Company (MERALCO), Department of Public Works and Highways (DPWH), Light Rail Transit Authority (LRTA), Light Rail Manila Corporation (LRMC), and the local governments of Quezon City, Makati City, Mandaluyong and Pasay City. (PCO-Content)  The project will be followed by the implementation of Free WiFi in town plazas, parks, government offices, health units, and transport terminals including train stations, seaports, and airports around the country. Wifi With 10mbps Internet Speed For Free In Philippines Public Places Soon


A House panel  approved a bill aiming to provide free Wi-Fi in public areas throughout the country on first reading . The House Committee on Information and Communications Technology (ICT) approved House Bill (HB) 5225, the “Free Public Wi-Fi Act,” in substitution of House Bills 515, 616, 1954, 1957, 2846, 3055, and 3250.  "We hope to get approval [for HB 5225] ng 2nd reading next week…it is a priority bill. The president and the DICT (Department of Information and Communications Technology) have agreed to put up a backbone for this," said Tarlac 2nd District Rep. Victor Yap, chairman of the ICT committee, in an interview with ABS-CBN News. The bill aims to provide free wireless Internet connection in national government offices, public schools, state universities and colleges, public libraries, parks and plazas, barangay centers, public hospitals and rural health centers, and public transportation terminals. Wireless access points will be installed through partnerships with private Internet service providers or  through the DICT. FASTER INTERNET AND 100,000 WIFI SITES IN THE PHILIPPINES UNDER DUTERTE NET  The government aims to provide an internet service  with speed of 10mbps way faster that the internet service provided by the two existing telcos in the country. It is 2 years after the proposed DICT plan which was approved by President Rodrigo Duterte will finally become a law.  According to Rep. Victor Yap, speed is crucial for the  Internet bandwidth.   Unless the speed will be at least 10 Mbps you cannot put it in good use. He also highlighted the benefits of free public Wi-Fi such as economic development, tourism, and use in information dissemination during disaster relief operations.  DUTERTE'S NET, THE CREATION OF THE NATIONAL BROADBAND PLAN The DICT also said that the Philippines is open for new telco players in the country. Sec Rodolfo Salalima said that an open competition in local telecommunications industry will help ensure better services and affordable pricing.  The DICT is preparing a Government Portal which allows the public to have easier access to government services. The National Broadband Portal will bring internet services to the "unserved and underserved" areas of the country making government transactions fast and easy with the use of modern internet technology. The two telecom giants said that they are up to the challenge of providing faster internet connection to the Filipinos.  Dict is also collaborating with other government agencies such as the DILG in mitigating inefficiencies in the local government level that eventually lead to poor internet services. Salalima also said that the government has  started quasi-judicial proceedings to recover all unused and unpaid frequencies. The Secretary believe that telecommunications service is a basic human right as stated in UN resolution in 2012 and the DICTs mandate is to make sure that telecommunications service is accessible to the public.  The ICT Office asked for a P3.2 billion budget for this year to fund the free Wi-Fi service, more than half of the current of P5 billion total budget allocated for the agency.  In the 2015 General Appropriations Act, the project had a total budget of P1.408 billion. A House panel  approved a bill aiming to provide free Wi-Fi in public areas throughout the country on first reading . The House Committee on Information and Communications Technology (ICT) approved House Bill (HB) 5225, the “Free Public Wi-Fi Act,” in substitution of House Bills 515, 616, 1954, 1957, 2846, 3055, and 3250.  "We hope to get approval [for HB 5225] ng 2nd reading next week…it is a priority bill. The president and the DICT (Department of Information and Communications Technology) have agreed to put up a backbone for this," said Tarlac 2nd District Rep. Victor Yap, chairman of the ICT committee, in an interview with ABS-CBN News. The bill aims to provide free wireless Internet connection in national government offices, public schools, state universities and colleges, public libraries, parks and plazas, barangay centers, public hospitals and rural health centers, and public transportation terminals. Wireless access points will be installed through partnerships with private Internet service providers or  through the DICT. Unless the speed will be at least 10 Mbps you cannot put it in good use. He also highlighted the benefits of free public Wi-Fi such as economic development, tourism, and use in information dissemination during disaster relief operations. Dict is also collaborating with other government agencies such as the DILG in mitigating inefficiencies in the local government level that eventually lead to poor internet services. Salalima also said that the government has  started quasi-judicial proceedings to recover all unused and unpaid frequencies. The Secretary believe that telecommunications service is a basic human right as stated in UN resolution in 2012 and the DICTs mandate is to make sure that telecommunications service is accessible to the public.  The ICT Office asked for a P3.2 billion budget for this year to fund the free Wi-Fi service, more than half of the current of P5 billion total budget allocated for the agency.  In the 2015 General Appropriations Act, the project had a total budget of P1.408 billion.
