Listahan ng mga Punong Barangay na Sinuspende dahil sa SAP, inilabas ng DILG!




Dahil sa umano'y anomalya at irregularidad, umaabot sa 89 na mga Punong Barangays (PB) sa buong bansa ang pinatawan ng anim na buwang preventive suspension ng Office of the Ombudsman (OMB).

Nag-ugat ito sa reklamong isinampa sa Department of Interior and Local Government (DILG) laban sa mga barangay officials ukol sa implementasyon ng first tranche ng Social Amelioration Program (SAP).

Agad namang inutusan ni DILG Secretary Eduardo M. Año ang mga municipal at city mayors ng nabanggit na mga Punong Barangay na agad ipatupad ang order ng OMB habang ang DILG Regional at field office naman ang sisiguro sa maayos na pagpapatupad ng mass suspension.

Ayon kay Año, hindi kokonsentihin ng DILG ang mga maling gawain ng lahat na local government units sa bansa at magsisilbi itong babala sa kanila.

“Naway magsilbing babala ang suspensiyon na ito sa iba pang mga lokal na opisyales. Ang katiwalian ay walang puwang sa ating pamahalaan lalong-lalo pa ngayong panahon ng pandemya,” pahayag ni Año.


Sa Oder na may petsang Setyembre 2, 2020, inihayag ng Ombudsman na “the evidence on record shows that the guilt of these punong barangays is strong and the charges against them involve Serious Dishonesty, Grave Misconduct, Abuse of Authority and Conduct Prejudicial to the Best Interest of the Service which may warrant removal from the service.”

Idinagdag pa ng Ombudsman na "the continued stay off these punong barangays in office may prejudice the case filed against them, “[so] placing them under preventive suspension for a period of six (6) months pursuant to Republic Act No. 6770 is proper under the premises.”

Sinabi naman ni DILG Undersecretary at Spokesperson Jonathan Malaya na ang pag-suspendi sa 89 na mga Punong Barangay ay pinaka-unang mass suspension sa history ng bansa. Ito rin umano ang pinaka-bagong aksiyon na ginawa ng DILG laban sa mga kurakot na opisyal sa pagpapatupad ng SAP.


Nangunguna sa listahan ng may pinaka-maraming na-suspending Punong Barangay ay ang Region I, NCR, at Region II habang wala namang nasuspendeng Punong Barangay mula sa Rehiyon XII o SOCCSKSARGEN!

Nasaan ang Pera? Halos 9Milyon Pa Lang ang Nabigyan sa Dapat 18Milyong Makakatanggap

Kung hindi raw matatapos sa huling araw ng Abril ang pamamahagi ng unang bahagi ng Social Amelioration Subsidy, hindi masisimulan ang pamamahagi naman ikalawang trance nito sa unang linggo ng Mayo. Binalaan ng pananagutin ang lokal na officials na hindi makakasunod sa deadline pero ngayon pa lang, may mga mayors nang nagsasabing malabong magawa yan. Kagaya na lang sa balita sa Paranaque na napabalitang isang araw bago magtapos ang Abril, P200M pa lang ang naipamahaging pera sa P600M na ayuda nito.


Ngayong Huwebes na dapat ang deadline ng pamamahagi ng unang tranche ng cash assistance mula sa pamahalaan, pero humihirit ang ilang alkalde sa Metro Manila na i-extend ito hanggang Mayo 15.

Sinabi ni Pangulong Duterte sa kanyang panlimang talumpati sa mensahe niya sa bansa pagkatapos dumalo sa meeting ng IATF: "Yung hindi pa nakatanggap, let us know by radio, magreklamo kayo sa mga radio stations ninyo dyan or doon sa mayors ninyo, barangay captains then the mayor. Magreport kayo dyan, using cellphone kung sino pang hindi nabigyan."

Ayon pa kay DILG undersecretary Martin Dino, noong April 3 pa hawak ng mga LGU mula sa DSWD kaya dapat daw may sapat silang panahon para magawa ito.
 
Pero hanggang ngayon marami ang hindi pa tapos sa pamamahagi nito. Ang hindi makakasunod sa deadline papanagutin daw ng DILG. Pero ang ibang mayor, kagaya ni Navotas Mayor Toby Tiangco, ngayon pa lang nagsasabing hindi nila kakayanin ang April 30 deadline. 

Ayon naman sa spokeperson ng DILG na si Usec Jonathan Malaya sa interview sa Unang Balita, "Of course may accountability ang public officials, may MOA (memorandum of agreement) nga sila. But of course we will take this on a case to case basis kasi kailangan muna nating malaman kung ano ang dahilan ng pagkaantala. Baka naman beyond their control at pagganon, we have to give them due process. Pero pag may lumalabas na kapabayaan, hindi talaga nila inasikaso ng maayos, posible talaga silang maharap sa mga administratibo at kriminal na kaso."

Ang ibang qualified naman na pamilya na hindi nakasali sa listahan sa unang batch ay makakatanggap sa pangalawang batch.

Ayon pa kay DILG USec Malaya: "Yes po, may malaking announcement ang IATF sa Malacañang, at antabayanan po natin ito dahil nga po sa pangako ng Pangulo na 'yung mga left-out families, 'yung mga di naisama sa listahan ng DSWD ay matutulungan din ng pamahalaan especially na naextend ang ECQ... Hinahanapan na po ng pondo 'yan."

Samantala, sa pinakahuling ulat ng DSWD as of April 28, 2020, 8.8M pa lamang ang nabigyan sa unang batch, sa target nitong 18M na pamilya, pagkatapos ang halos isang buwang pamimigay ng ayuda.  

Sa ulat naman ni Pangulong Duterte nitong April 27, 2020, nasa 6M pa lang ang nakakatanggap na mga low income households.

Samantala nagpalabas ng mga numerong tatawagan ang DSWD para sa mga reklamo na may kinalaman sa SAP o Social Amelioration Program.

Narito ang pinaka-latest na datos mula sa Social Amelioration Program (SAP) ng Department of Social Welfare and Development (DSWD).

Batay sa datos kahapon, ika-Abril 28, umaabot na sa PhP46 bilyon ang nailabas ng DSWD para sa mahigit 8.8 milyong pamilyang benepisyaryo ng SAP.

5 Gov't Agencies, Joint Forces To Fast-Track Repatriation of Ailing OFWs


The government is now fast-tracking the process of repatriation of Overseas Filipino Workers (OFW) who may need to return home for treatment of their illnesses.  Getting ill while working in a foreign country considered to be one of the saddest parts of being and Overseas Filipino Workers (OFW).  Because of this, the Department of Foreign Affairs (DFA) signed a joint memorandum circular (JMC) with five other government agencies to facilitate the processes involving their medical repatriation.






The government is now fast-tracking the process of repatriation of Overseas Filipino Workers (OFW) who may need to return home for treatment of their illnesses.

Because of this, the Department of Foreign Affairs (DFA) signed a joint memorandum circular (JMC) with five other government agencies to facilitate the processes involving their medical repatriation.





Aside from DFA, other five government agencies signed in the said joint memorandum circular are the following;
  • Department of Labor and Employment (DOLE)
  • Department of Health (DOH)
  • Department of Interior and Local Government (DILG)
  • Department of Social Welfare and Development (DSWD)
  • Manila International Airport Authority (MIAA)


According to DFA Secretary Allan Peter Cayetano, working as a team with this five government agency is vital to delivering a more responsive, timely, and well-coordinated assistance to OFWs who need to come home because of critical medical conditions.

Under the “Integrated Policy Guidelines and Procedures in the Conduct of Medical Repatriation of Overseas Filipinos” of the JMC, it stated that every agency has its role and responsibilities to determine the identification of the OFW patient to its transportation to the Philippines and post-arrival stage.

Medical repatriation will be a standard operating procedure (SOP) under JMC and to be followed whenever Philippine government would facilitate a medical repatriation.





DOH data shows that in 2016, among the common medical reasons for repatriation were cerebrovascular accidents or stroke, cardiovascular disease or heart attack, mental disorder, renal failure, and cancer.

Medical repatriation of undocumented Filipinos is also cover under JMC.

WATCH THE VIDEO:MODERN DAY HEROES;FIREMEN SAVED A MOTHER CARRYING A NEWBORN BABY FROM A BLAZING APARTMENT







Bureau of Fire Protection-Special Reaction Unit (BFR-SRU) personnel rescued a mother carrying her newborn baby while their apartment was ablaze.The breath taking rescue happened at Francesca Tower in Quezon City.The firemen set up  a narrow steel plank so that  the mother carrying her 1 week old baby could cross to another building some 12 meters away and 8 floors high. The firemen also used a makeshift harness to help the victims escape to their safety.The mom and the baby was brought immediately to the ambulance standing by.



Another child,Liam, and his family has been rescued and brought to the ambulance as well after BFP-SRU personnel FO2 Florencio Asonza rescued him.In order for the one year-old boy to be brought to safety,FO2 Asonza  gave his breathing apparatus to the kid risking his own life.
Asonza suffered carbon monoxide poisoning due to the thick fumes inhalation while conducting the rescue.A doctor at the Chinese General Hospital, where Asonza is treated, said that  his heart was injured as if he had a heart attack. 




The BFP Firemen's heroism  led to the awarding of medals by the Department of Interior and Local Government headed by Secretary Ismael Sueno.
“…I was elated na yung fireman natin,he risk his own life to save six people,so he deserved to be awarded,” Sec. Sueno said.

F02 Asonza  was awarded Medalya ng katapangan (Medal of Bravery),while the Medalya ng Kadakilaan has been awarded to  SFO3 Bernardo Soriano,
SFO1 Ernesto Beledario,
FO1 Christopher Gaor,
FO3 Bill Astudillo,and
SFO1 Carmelo Eugenio.
