OWWA, may tig-P10,000 na educational assistance sa mga anak ng mga OFWs na apektado ng COVID-19

Marami ang nawalan ng trabaho dahil sa Coronavirus Disease o Covid-19. Isa sa pinakanaapektuhan nito ay ang mga Overseas Filipino Workers o OFW. Ayon sa Department of Foreign Affairs, mahigit na sa 125,000 na mga OFWs ang napauwi dahil sa Covid-19 pandemic. May mga namatay na rin at na-stranded o hindi na nakabalik sa kani-kanilang mga trabaho dahil sa krisis na ito.

Dahil dito, isang educational assistance program para sa mga anak ng mga repatriated OFWs ang inilunsad ng Overseas Workers Welfare Administration o OWWA.

Nasa P400 milyon ang pondo na inilaan ng ahensiya bilang educational assistance sa mga anak ng mga OFWs na napauwi dahil sa Covid-19 pandemic. Kukunin ang pondo mula sa budget ng OWWA at para lamang sa unang taon ng implementation ang kabuuang P400 million.

Paliwanag ni Department of Labor and Employment o DOLE Secretary Silvestre Bello III, tinatawag na Project EASE ang programa o Educational Assistance through Scholarship in Emergencies. Sa ilalim ng programa, magbibigay ang OWWA ng P10,000 kada taon na hindi lalagpas sa apat na taon sa mga kwalipikadong dependents ng mga OFWs.

Layunin ng “Project EASE” na mabigyan ng educational assistance ang mga kwalipikadong college-level dependents ng mga member-OFW na naapektuhan ng Covid-19.

“True to its mandate of providing holistic programs and services to the OFWs and their families, the OWWA board has set aside funds to support the education of college-level dependents of active OWWA member-OFWs”, saad ni DOLE Secretary Bello.

“As the project title suggests, we intend to ease the impact of the pandemic on the lives of our dear OFWs”, dagdag pa nito.

Para maka-avail ng educational aid, importanteng active ang OWWA status ng isang OFW sa panahong napauwi o na-repatriate matapos ang deklarasyon ng outbreak noong Pebrero 1.

Kabilang sa mga eligible dependents ay ang mga anak nga kasado o single parent na OFW, gayundin ang mga kapatid ng single na overseas workers.

SINIMULAN na ng Department of Environment and Natural Resources ang paglalagay ng powdery-white sand sa baywalk ng Manila Bay! Layunin nito na madala sa Kamaynilaan ang tinatawag na Boracay experience.

“Kung hindi man sila makapunta ng Boracay, Bohol, Palawan, or Cebu. Itong mga kababayan sa Maynila, ilalapit natin sa kanila ang white sand dito sa baywalk area,” pahayag ni Environment Undersecretary Benny Antiporda.

Pre-registration process ng National ID, sisimulan na sa Oktubre

Dalawang taon matapos naging batas, target ngayon ng Philippine Statistics Authority (PSA) na masimulan ang pre-registration process ng National ID System sa susunod na buwan bilang paghahanda sa mass registration.

Una ng sinimulan ng PSA ang door-to-door na pre-registration process para sa Philippine Identification System (PhilSys) noong Hulyo na may layuning mapa-ikli ang oras sa mga registration centers.

Kabilang sa mga pinapayagang makabiyahe ay ang mga stranded individuals, repatriated overseas Filipino workers at mga taong nagtatrabaho sa authorized sectors.

Pres. Duterte: Mga anak ng mga OFW na nasa kolehiyo, makakatanggap ng tig-P30,000

ISA ang sektor ng mga Overseas Filipino Workers o OFW na labis na naapektuhan ng Coronavirus Disease 2019 o Covid-19. Dahil sa nasabing pandemic, maraming mga OFWs ang nawalan ng trabaho, na-stranded, may mga napa-uwi at may mga namatay.

Dahil dito, inanunsiyo ng Malacañang na magbibigay ang gobyerno ng one-time grant na P30,000 bilang educational assistance sa mga kolehiyong anak ng mga OFWs.

Mismo si Pangulong Rodrigo Duterte ang nag-nunsyo ng nasabing tulong sa isang televised briefing mula sa Malacañang.

Ngunit nilinaw ng pangulo na ang nasabing tulong ay para lamang sa mga college students na anak ng mga OFWs na na-dispaced, hindi nakabalik sa abroad, napa-uwi o namatay dahil sa coronavirus pandemic.

Ang nasabing subsidy ay ibibigay sa mga qualified beneficiaries na naka-enroll o magpapa-enroll sa state o local university o kolehiyo gayundin sa iba pang mga private higher education institutions na kinikilala ng Commission on Higher Education (CHED) para sa school year 2020-2021.

Maglalaan ang gobyerno ng P1 billion para sa nasabing programa at tinatayang nasa 33,000 college student ang makaka-benipisyo.

"Ang tulong po sa edukasyon sa mga anak niyo nito is a one-time grant of P30,000. The project will be allotted with the amount of P1 billion which will benefit about 33,000 students from OFW families,” ayon sa pangulo.

Ang nasabing subsidy ay proyekto sa ilalim ng CHED at United Financial Assistance System for Tertiary Education (UniFAST) sa pakikipag-tulungan ng Department of Labor and Employment.

Para sa pahayag ng pangulo ukol sa financial assistance sa mga college students na mga anak ng mga OFW, panoorin ang video na nasa ibaba o maaring i-skip sa bandang hulihan.

Noong Mayo, una nang umapela si Pangulong Duterte sa mga paaralan na bigyan ng installment payment option ang mga anak ng mga OFWs.

Napag-alam na higit sa 124,000 na ang bilang ng mga OFWs na napauwi ng Department of Foreign Affairs o DFA dahil sa coronavirus pandemic.

Inatasan din nito ang Land Bank of the Philippines na magbigay ng "study-now-pay-later" loan para sa tuition at iba pang mga bayarin ng mga karapat-dapat na mga estudyante.

Sa ngayon, nag-aalok na ang Land Bank ng "study-now-play-later" loan para sa tuition at iba pang enrollment-related fees ng mga karapat-dapat na mag-aaral.

MULA sa limang taong validity ng driver's license, inihayag ngayon ng Land Transporation Office (LTO) na ilalabas nila simula Oktubre sa susunod na taon ang mga driver's license na may 10-taong validity.

Ngunit nilinaw ni LTO Chief Assistant Secretary Edgar Galvante na hindi ito para sa lahat sa halip, para lamang sa mga drivers na may "good standing" o walang record ng anumang uri ng paglabag sa Republic Act 10930 o Land Transportation and Traffic Code o sa iba pang traffic laws, rules and regulations.

Nilinaw din ng ahensiya na ang lisensiyang may 10-taong validity ay para lamang sa mga renewing licenses at hindi para sa mga bagong non-professional at proffesional driver's license na mananatiling may limang taong validity.

Ayon sa LTO, bawat paglabag ng isang driver sa Land Transportation and Traffic Code o sa iba pang traffic laws, rules and regulation ay kabawan sa kanyang tsansang magkaroon ng lisensiyang may 10 taong bisa.

"Yung pagpapalawig ng ating lisensya hanggang 10 years, mangyayari ito starting October 2021 pero hindi lahat ng drivers license possessor ay makaka-enjoy nitong 10-year validity ng license lalo na kung mayroon siyang demerit point" ayon kay Galvante.

Ang Demerit System ay ipinatupad ng LTO simula noong 2019 bilang bahagi ng Implementing Rules and Regulations (IRR) ng RA 10930 na nilagdaan ni Pangulong Rodrigo Duterte noong 2017 na nagpapalawig sa validity ng driver's license.

Sa ilalim ng sistema, may classification ang mga violation ng isang driver, depende sa bigat nito; 

light — one demerit point

less grave — three demerit point

grave — five demerit point

Sa ilalim ng IRR,  itinuturing na grave violation ang pagmamaneho ng sasakyan para sa isang krimen, pagmamaneho sa isang colurom na sasakyan, pagmamanehong naka-droga o naka-inum at iba pa.

Less grave violation naman ang mga pangalawang paglabag (second offense) sa mga driving laws, parking and obstruction violations at mga paglabag sa mga local ordinances.

Light violations naman ang mga first-time offenses sa mga driving regulations and minor traffic offenses.

Dagdag pa ni Galvante na makikita sa system ng ahensiya kung ilan ang demerit points ng isang driver sakaling magre-renew na ito ng lisensiya.

Sinabi pa ng opisyal na magsisilbing insentibo sa mga drivers na striktong sumusunod sa mga traffic laws and regulation ang "premium" driver's license na may 10 - taong validity o mula 2021 hanggang Oktubre 2031.

Umaasa din ang LTO na makakatulong ito upang maiwasan ang mga road crashers at mga traffic accidents na nagiging sanhi ng pagkasugat o pagkamatay ng mga tao.
